The Otsego County Sheriff’s department announced that Roxanne Shipman-Hull was found dead in the town of Plainfield along with her dog.  Shipman-Hull was reported missing October 1st, her body was found Sunday, along with her deceased dog.  An Autopsy is scheduled to be performed at Lourdes Hospital in Binghamton, and this investigation is ongoing.

The Otsego County Solid Waste Department announced that County residents now have an opportunity to compost household food waste at the Oneonta transfer station at 75 Silas Lane.   The average household disposed of 29 pounds of garbage per week.  More information is available by calling the Otsego County Solid Waste Department is available at 547-4256, or at their Facebook page or otsegocounty.com/departments/solid waste.

Norwich City Police are investigating the theft of 2 vehicles this weekend from the Hayes Street Parking Lot & West Main Street.  Police said that both vehicles were unlocked, they remind city residents to always lock up unattended vehicles, and never leave valuables in plain sight in a vehicle.  so far, the vehicles have not been recovered & no arrests have been announced.

The body of a missing Cornell University student was recovered by Ithaca Falls Saturday Night.  18 year old Antonio Tsialas’s death is under investigation but foul play is not suspected, State Police are assisting Cornell University Police, Tsialas had not been seen or heard from since Thursday evening after leaving an event, he failed to meet a family member Friday afternoon, the investigation is continuing.

WCDO NEWS FRIDAY 10-25-19

Governor Cuomo today announced that State Police and local law enforcement will increase patrols to crack down on impaired driving and underage drinking through Halloween. This special enforcement campaign runs from today through Friday, November 1st.  Motorists can expect a number of sobriety checkpoints and additional DWI patrols, Law enforcement will also be looking for motorists who are using their phones and other electronic devices while behind the wheel.  Drivers should also remember to “move over” for emergency and hazard vehicles stopped on the side of the road.

Delaware County Sheriff’s Deputies arrested 46 year old Lyman McCann of Walton for Obstructing Governmental Administration & on a Parole Warrant issued by the State Department of Corrections.   McCann is accused of physically obstructed the administration of law, he was remanded to Delaware County Correctional Facility without bail,  He was also issued an appearance ticket to appear before the Town of Walton Court at a later date to answer for the Obstructing Charge.

Adoption fees at the Susquehanna SPCA will be waived tomorrow with the donation of cat, dog or kitten food.  The “Howl’oween Pet Adoption Event” will be held from 10:00 AM to 5:00 PM Saturday at the shelter on state Highway 28, in Cooperstown.  Officials said that all of the animals will be up to date on all vaccinations for Saturday’s event.  More information is available at sqspca.org or on their Facebook page.

Governor Cuomo reminded New Yorkers that early voting will begin on tomorrow for the November 5th general election. There will be 8 days of early voting, this will be the first election in New York State with a period of early voting.

Delaware County Sheriff’s Deputies responded Wednesday to a truck- pedestrian accident at State Highway 10 and Pines Brook Road in the Town of Walton.  70-year-old Edmund Jones of Walton had stopped his vehicle to assist a turtle in crossing the roadway; he was struck by a truck operated by 62 year-old Edward Sprague of Walton.  Jones sustained serious internal injuries & was airlifted to Albany Medical Center, State Police Commercial Vehicle Enforcement Unit inspected Sprague’s truck, which was taken out of service due to a number of safety violations.  Sheriff’s Deputies anticipate tickets to be issued upon completion of the investigation.

A 2nd child involved in Sunday’s crash in Tioga County has died from injuries sustained in a 2 vehicle crash.  11 year old Trinity Allen died at a Syracuse Hospital, her brother Zachary died shortly after Sunday’s accident on State Route 17.  Tioga County Sheriff’s office said that the driver, 38 year old Darlene Allen was coming to a stop after hitting a deer, her vehicle was hit from behind by a tractor trailer truck.  Darlene Allen was in critical condition at Packer hospital with undisclosed injuries following the accident, the investigation is ongoing.

NYSEG Officials are urging customers to be vigilant of scammers posing as representatives of the energy company, after they received reports of customers having accepted calls from people who claim to be “consultants” with a corresponding forged caller ID; sometimes the caller threatens customers with termination if they don’t call a prepaid debit card such as ‘Green Dot”.  Any customer who is uncertain whether a call is genuine should hang up and call NYSEG at the number listed on the bill or on the company’s website.

A New York State Appeals Court has upheld the Murder Conviction  of Nigel Saunders for the murder of Jordan Dordell in Binghamton in November of 2013.  Saunders & Julian Talamantez were convicted in Broome County court for the Dordell killing, Saunders will continue to serve his 25 years to life sentence following the failure of his appeal.

A Census Bureau Representative will be at the Otsego County Chamber of Commerce office at 189 Main Street in Oneonta Friday afternoon from 2:00 to 4:00 PM, to assist with the online application and to answer any questions for anyone interested in getting information for the 2020 census.   The  Census Bureau is seeking thousands of people to assist with the 2020 Census count and they are actively recruiting for Census Listers and Census Field Supervisors.  No experience or education is required, more information is available at 2020census.gov. 

Governor Cuomo signed legislation restricting non-profit corporations from participating or intervening in any political campaign on behalf of or against a candidate running for public office. The measure codifies the federal restriction on non-profit corporations participating or intervening in political campaigns, also known as the Johnson Amendment.     In June 2018, the Attorney General filed a civil complaint alleging that the Donald J. Trump Foundation had violated the Johnson Amendment’s prohibition on providing support to candidates in office which resulted in the Foundation’s dissolution.

Hartwick College Athletics will host the annual ’Wick Benefit Auction from 6:00 to 9:00 PM today at the Carriage House Event Center, 790 South Side Drive, in Oneonta. Admission is $50 per person; $90 per couple. Proceeds from the event will benefit the College’s athletics program and enhance the scholar-athlete experience.  The event raises more than $40,000 each year for Hartwick College Athletics.

State Police arrested 17 year old Tatiana Febo of Downsville in connection with the October 10th murder of 53 year old Kenneth Robinson in his Worcester home.  Febo was charged with 1st Degree Robbery, 5 others including the victim’s son 15 year old Dylan Robinson have been arrested, Kenneth Robinson was fatally shot, his house was set on fire.  Police believe that Febo was the driver of the vehicle that brought the suspects to Worcester; she was released to the custody of her parents pending court action in Otsego County Court on October 28th.  The investigation is continuing.

Delaware County Social Services Commissioner Dana Scuderi-Hunter testified in her defense yesterday at a hearing in Delhi, she has been suspended from her position since July.  Scuderi-Hunter has been criticized for the change in the departments policies regarding foster children, the hearing is scheduled to resume Friday morning in Delhi.

The Tioga County Sheriff’s Department responded to an accident Sunday where a tractor-trailer crashed into a passenger vehicle driven by 38 year old Darlene Allen of Sayre Pennsylvania on State Route 17 eastbound, after Allen’s vehicle struck a deer and slowed down. The tractor-trailer was operated by 66-year-old Volodymyr Frolyak of Ontario, Canada, 7 year old Zachary Allen died shortly after the collision, and 11 year old Trinity Allen was taken to Packer Hospital and was then airlifted to Upstate Medical Center in Syracuse, where she is in critical condition. 5 year old Nathan Slater was taken to Packer Hospital and was treated & released. Darlene Allen was taken to Packer Hospital and is in critical condition. The investigation is continuing.

Governor Cuomo signed legislation increasing special accidental death benefits for spouses and children of police officers and firefighters killed in the line of duty. Specifically, the new law increases cost of living benefits by 3 percent for the deceased’s spouse or the deceased’s children under the age of 18 or, if a student, under the age of 23. This legislation goes into effect immediately.

Governor Andrew Cuomo signed legislation that exempts breastfeeding mothers from jury duty. According to the governor’s office, mothers may postpone jury duty service for up to two years.  Mothers must submit a note from a physician with a postponement application to postpone jury duty. The law takes into effect immediately.

The State Department of Labor today released preliminary local area unemployment rates for September 2019. The State’s seasonally adjusted unemployment rate decreased from 4.0% to 3.9% in September 2019.  Locally Chenango County had 3.7% unemployment, Delaware County had 3.9% & Otsego County had 3.6% unemployment in September.

10 area Fire Departments responded to a blaze at 687 State Highway 205 in the town of Oneonta, just north of the intersection with State Route 23.  The fire was reported at about 7:15 PM, 2 people were injured & were taken to Fox Hospital in Oneonta.  The cause of the fire is under investigation.

The Broome County District Attorney’s Office announced that 26 year old Tyler DeCamp of Deposit was sentenced to 10 years in prison and 5 years parole in Broome County Court Friday, on 2 counts of 1st-degree assault, tampering with physical evidence and resisting arrest, for HIS ROLE IN THE Johnson City McDonalds stabbings.   2 victims suffered multiple stab wounds each in the attack, 22 year old Dane Edwards was already sentenced to 4 years in prison plus 2 1/2 parole for his role in the incident, and 3 others are awaiting trial.

Governor Cuomo signed legislation requiring pharmacies to inform patients of Class I drug recalls made by the FDA within 7 days. Class 1 Drugs have a high probability of causing serious adverse health consequences or death, the severity of health risks is higher for elderly patients and those taking long-term medications. This law takes effect immediately.

Delaware County Sheriff’s Deputies arrested 28-year-old Miguel Sotelo of Fort Plain On October 7th, on charges of Aggravated Unlicensed Operation of a motor vehicle, Unlicensed Operation and Failure to Keep Right following the investigation of a Property damage accident in the Town of Meredith. Sotelo was arraigned at the Town of Meredith Court and released on his own recognizance.

The Broome County Sheriff’s Office Detective Division arrested 18 year old Crystal Green of the Town of Chenango, 18 year old Justin Gumaer of Deposit and 17 year old Jayden Howe of Binghamton, following a traffic stop Friday in Binghamton.  Green and Gumaer have been charged with Hindering Prosecution, Obstructing Governmental Administration & Criminal Possession of Marijuana. While being taken into custody, Green physically resisted and was charged with Resisting Arrest.  Howe was taken into custody on an active Probation Warrant. Green, Gumaer and Howe are currently in the custody of the Broome County Sheriff’s Office.

The Otsego County Sheriff’s Office and State Police responded Thursday to I-88 in Worcester, following a report of 2 tractor trailers off the roadway with one in a creek. It took 5 hours to remove the trucks; the crash is still under investigation.

On Friday, Members of the Broome County Special Investigations Unit Task Force executed a narcotics search warrant at 132 Main St in the City of Binghamton. Investigators recovered: approximately an ounce of Crystal Methamphetamine, drug packaging materials and approximately $5,000 in suspected drug sale proceeds.   Investigators charged Timothy Bell and Stephanie Starks on numerous drug charges, they were held at the Binghamton Police Department awaiting arraignment in Binghamton City Court. Starks is additionally being held on a Petit Larceny Warrant out of the Village of Johnson City.

The State Health Department reports that people should be getting their flu shots soon, as we are entering the start of the traditional flu season.  There have been 187 flu cases reported statewide, 100 of them last week, there were no cases reported in the tri-county region, and 1 in Broome County so far.

The Homer Fire Department reported that one of their firefighters died following a department training session Saturday.  Fire Fighter Robert Bush reported feeling ill at a training session, fellow fire department members initiated emergency medical assistance, and he was brought him to a local hospital where he was pronounced dead.

Chenango County Sheriff’s Deputies responded early Saturday morning to the call of 1-car motor vehicle accident involving a bicyclist on State Route 80 in the Town of Columbus.  49 year old Allen Emrich of New Berlin struck the bicyclist, 30 year old Martin Logsdon Jr, he was  pronounced deceased at the scene.  Emrich was operating the vehicle with a blood alcohol content of more than .08% & with a child in the vehicle he was charged with Vehicular Manslaughter, Aggravated DWI with a child in the car, Endangering the Welfare of a Child among other charges, he was arraigned in the Town of Columbus Court & was remanded to the Chenango County Correctional facility on $2500.00 cash bail. The investigation is ongoing.

Governor Cuomo signed legislation creating a public education initiative designed to eliminate stigma and misinformation about mental illness and substance use among service members, veterans and their families. This new law creates a public education initiative, to help these those who have laid their lives on the line in service to their country by recognizing the reality of the mental health needs of military veterans and how to access resources so military personnel and their families can find help and treatment.

Schoharie County District Attorney Susan Mallery contends that the questionable business practices of Mavis Discount Tire in Saratoga Springs auto shop had no role in an October 6th 2018 limousine crash that killed 20 people in Schoharie.  Mallery said that the attorneys for the limousine company’s operator, Nauman Hussain, had wrongly cast blame on Mavis, where workers had allegedly Billed Hussain for brake work on the 2001 Ford Excursion that was not performed, several months before the deadly accident.  Hussain has been charged with 20 counts of manslaughter and criminally negligent homicide by a Schoharie County Grand Jury

NYSEG is working to restore power to customers impacted by the nor’easter that has brought high winds and heavy rain to much of their service area.  More than 37,000 customers have been impacted as a result of the weather. Delaware County Sheriff’s deputies responded to a 4 vehicle accident in Walton Monday.  19 year old Nathan Plante of Margaretville was driving on State Route 10 when he veered into opposing lane to avoid hitting vehicles that had stopped in front of him for construction.   Plante first hit a vehicle in the opposing lane driven by 76-year-old James Zimmerman of South Carolina, then he hit a vehicle stopped in his lane driven by 37-year-old Jarred Robinson of Walton, Robinson’s vehicle then hit a vehicle driven by 59-year-old Robin Wagner of Tonawanda.   Robinson’s passenger Scott Fitch was airlifted to Wilson Hospital for a spinal injury.  Robinson was taken to Delaware Valley Hospital for a leg injury and Plante was also taken to Delaware Valley Hospital for possible internal injuries.  Plante was issued traffic summonses for “speed not reasonable and prudent” and failure to keep right, he’ll appear in the town of Walton Court at a later date.

Governor Cuomo signed legislation protecting patients from excessive out-of-network hospital emergency charges. The new law requires health insurance companies to ensure that when enrollees receive care from a non-participating provider, the patient will not incur greater out-of-pocket costs than they would have incurred from a participating provider.  The bill also requires that hospital charges for emergency services are subject to an independent dispute resolution process that was established by New York’s Surprise Medical Bill law.  The law goes into effect immediately.

The Delaware County Sheriff’s Office announced that 2 individuals were ticketed for passing stopped Sidney school buses last month.  30 year old Jasmine Gonzales of Sidney was ticketed for a September 19th incident, and 22 year old Lacey Speidell, of Unadilla, was ticketed for a September 24th incident.  Sheriff Craig DuMond stated that both incidents were reported by the school’s transportation director to the school resource officer, who serves with the sheriff’s office, after cameras on the buses captured images of the passing vehicles and license plates.

State Police are searching John Clark of Oneonta for failing to appear in Town of Oneonta Court earlier this year.   Clark was taken into custody last May after troopers were dispatched to a domestic dispute at the Lantern Hill Trailer Park, where he is accused of punching a victim in the face.   Anyone who has information on Clark’s whereabouts should call State Police at 432-3211.

The Otsego County District Attorney’s office announced the names of the Juveniles allegedly involved in the murder of 53 year old Kenneth Robinson of Worcester last week.  15 year old Dylan Robinson, the victim’s son, has been charged with 2nd degree Murder & Robbery, along with 16 year old Alexander Borgreen & 15 year old Anais Soto, all of Oneonta.  16 year old Alexis Lotterman of Walton was charged with Robbery.  32 year old Nicolas Meridy was charged with murder & Robbery in connection with the Robinson Murder, he faces action in Worcester town court today.

Governor Cuomo today announced he signed legislation to close New York’s double jeopardy legal loophole that protects individuals who are pardoned by a President from being prosecuted at the state level for the same offense. This reform gives New York prosecutors discretion to pursue prosecution of criminal acts where they have jurisdiction.  The statutory change takes effect immediately.

The New York State Office for the Aging reminds older New Yorkers that this year’s Medicare open enrollment period runs now through December 7th.  Medicare health and prescription drug plans can make changes each year to costs, coverage, and what providers and pharmacies are in their networks.
