An Otsego County Grand Jury has indicted Dylan Robinson, Alexander Borgreen, Anais Soto and Nicolas Meridy for the murder of 53 year old Kenneth Robinson inside his Worcester home in October.  The 4 have been charged with 2nd degree Murder, Burglary and Attempted Robbery for breaking into the Robinson house in Worcester to allegedly steal marijuana and cash & Dylan Robinson allegedly shot his father in the chest and the head, Robinson, Meridy and Borgreen are also accused of setting the house on fire, all four will be arraigned on the Grand Jury counts shortly.

Governor Cuomo announced that $56.5 million in state funding has been awarded to 15 projects that will provide housing for homeless individuals and families. The projects will create nearly 600 units of permanent supportive housing and 40 emergency shelter beds for veterans, survivors of domestic violence and individuals with mental illness.  Organizations receiving Homeless Housing and Assistance Program funding include Opportunities for Broome, with a $7.5 million project that will create 27 units and 80 beds of supportive housing for homeless families and individuals. Four existing, dilapidated structures in downtown Binghamton will be rehabilitated for supportive housing.

Governor Cuomo announced a statewide holiday drive to benefit families in need across New York. Donations of new unwrapped toys, coats and school supplies are being sought to assist community-based organizations during the holiday giving season.  The Office of General Services has set up drop-off locations which will be collecting donations from Monday, November 25 through Friday, December 13; area locations include the Binghamton State Office Building, 44 Hawley Street & the Homer Folks Facility, 28 Hill Street Oneonta.

A 2nd New York State resident has died as a result of vaping.  The State Department of Health reported a Manhattan man in his 30s died from causes related to vaping. The man is said to have had a history if using vape and e-cigarette products, the investigation is ongoing.

Oneonta Police arrested 29 year old Zachary Kaplan following a report that he was violating an order of protection.  Kaplan was taken to the Police Station, where he struggled with officers, he was charged with escape, 2nd degree assault, resisting arrest obstruction of government administration, criminal contempt, harassment, criminal mischief, obstruction of breathing and endangering the welfare of a child.

New York Attorney General Letitia James announced a lawsuit against the electronic cigarette company JUUL Labs for deceptive and misleading marketing of its e-cigarettes, which contributed to the ongoing youth vaping epidemic in New York State. The lawsuit alleges that JUUL engaged in deceptive business practices when marketing and advertising its products, and illegally sold its products to minors through its website and in third-party retail stores throughout the state, causing large numbers of New York youth to become addicted to nicotine. The suit also alleges that JUUL’s advertising campaign misled consumers by misrepresenting its products as a safer alternative to traditional cigarettes.

The State Labor Department announced that unemployment was at 4% for October state wide.  Locally, Chenango County had 3.7%, Delaware County 4% and Otsego County 3.7% in October.

State Police arrested 59-year-old Carl Pritchard of Exeter for overdriving, torturing and injuring animals; failure to provide proper sustenance and failure to provide appropriate shelter for dogs left outside.  K. Pritchard was arrested after Troopers responded to a complaint from a UPS driver who observed a dog whose left leg appeared to be missing, The Susquehanna SPCA responded and a veterinarian was contacted, who believed that Zoe had chewed off her own leg after they observed bone fragments in her stomach, she also had previous untreated injuries and scarred ear tips.  Zoe was transported to Cornell University College of Veterinary Medicine for further care.  Pritchard surrender Zoe due to his inability to pay for any vet bills, he is due to appear in the town of Exeter court on December 4th.

2 unidentified people were arrested Monday night at Binghamton University, following protests of republican Economist Arthur Laffer, who was scheduled to give a speech on campus after being invited to speak by College Republicans.  Laffer was not able to deliver his speech; the protest came 2 days after an outside protest on the campus following a separate event, also by College Republicans.    State Senator Fred Akshar announced that he has cancelled his planned visit tonight to Binghamton University’s campus; he extended an invitation to the leaders of the Binghamton University College Progressives, College Democrats and the College Republicans to meet to discuss the incidents.

Binghamton Rumble Ponies owner John Hughes today held a press conference regarding the potential for Major League Baseball of shutting down about 1/4 of the minor league teams in the country, including the Rumble Ponies.  Hughes said that NYSEG Stadium is greatly improved & fully compliant with existing standards:

Hughes said that another factor in closing down teams is the proximity of the team to the Major League Franchise; obviously Binghamton is within 200 miles of Citi Field in Queens.  So far no decisions have been made, no meetings have been held regarding this proposal & the 2020 season will be played as scheduled.

State Police arrested 2 Pennsylvania residents following a drug bust in Chenango County that seized thousands of dollars’ worth of drugs.  28 year old Jordan Melendez and 24 year old Kimberly Rivas were arrested Thursday following the execution of search warrants at multiple locations in Chenango County.  Police seized 1.5 pounds of Crystal Meth, pure Fentanyl, 20 pounds of marihuana, 4 handguns, 16 illegally possessed long guns Scales, Packaging materials & $3,350.00 in cash. Melendez & Rivas were charged with Criminal possession of a controlled substance & were arraigned in the Town of Norwich Court and remanded to Chenango County Jail with no bail. The case remains under investigation, additional charges are possible.

Sunday night, the Deposit Fire Department and Eastern Broome Emergency Services were dispatched to a motor vehicle accident where the vehicle involved had gone into a creek in the Town of Sanford. The sole occupant of the vehicle was able to get out of the vehicle and water prior to our arrival. The occupant sustained injuries as a result of the accident and was transported to a local hospital for treatment.

The Unatego Girls Soccer team made it to the State Championships in Cortland, on Saturday the Spartans advanced in the semifinals over Haldane in penalty kicks after a 0-0 tie through regulation and overtime.  On Sunday the Spartans played in the state championship game and fell 1-0 to defending champion Stillwater. This was the farthest any team has made it in Unatego school history.

Following a scam that referenced the Montgomery County Sheriff’s Department, Delaware County Sheriff Craig DuMond reminds area residents to be mindful of this current scam.  Residents may receive a phone call from a male stating to be from a Law Enforcement Agency, threatening jail because of a warrant for IRS violations and Identity Theft; they may be instructed to purchase gift cards to various locations.  Sheriff DuMond advises that he or anyone associated with the Delaware County Sheriff’s Office will NEVER solicit any financial information or seek fund requests over the phone.

The State Legislature is holding a hearing this Wednesday regarding the successes or failures of this year’s first attempt at early voting.  The state Board of Elections has said over 256,000 people cast their ballots before Election Day between Oct. 26 and Nov. 3 under early voting.

Major League Baseball is reportedly ready to propose a plan to eliminate about 1/4 of the 160 plus Minor league teams, especially short league Single A teams, according to the Daily News, the Short season Brooklyn Cyclones would be placed in the Double A Eastern League, thereby eliminating the Binghamton Rumble Ponies.  Binghamton owner John Hughes plans to have representation at an upcoming meeting on the subject, showing that NYSEG Stadium & the team’s location are worthy reasons to keep the team in Binghamton.

State Police are investigating a Fatal Hunting Accident Saturday morning.  20 year old Joshua Morgan from Newport was a part of a hunting party in the town of Frankfort when he was reportedly accidentally shot by another member of his hunting party.  Morgan was pronounced deceased at the scene.  The investigation is continuing.

Delaware County Sheriff’s Deputies arrested 35 year old Albert Janke of Shirley for Speeding & Aggravated Unlicensed Operation of a Motor Vehicle on State Highway 17 in the Village of Hancock, where a DMV check revealed that Janke’s driving privileges in New York were suspended. Janke was subsequently released on an appearance ticket, and was scheduled to appear before the Village of Hancock Court at a later date.

Delaware County Sheriff Craig DuMond announced the arrest of 25-year-old Willie Walker of Fishes Eddy on a sealed indictment warrant handed down by the Delaware County Grand Jury.  Walker was arrested on Thursday following a narcotics sales investigation,  Walker was arraigned on 3 counts of Criminal Sale of a Controlled Substance,  Walker was remanded to the Delaware County Correctional Facility on $5,000 bail pending further court action.

Orlando Tercero has been sentenced to 30 years in prison in a Nicaraguan court room this morning, for the 2018 Murder of Binghamton University Student Hailey Anderson in Binghamton.   Tercero was found guilty earlier this month on a charge of “Femicide” after he killed Hailey Anderson in his Binghamton apartment & fled back to his home country to avoid arrest & prosecution in the US.  Tercero was tried in his home country for the Binghamton murder & faces the maximum term in jail for that crime.

Wilfredo Pica-Torres was sentenced to 70 years to life in prison today in Broome County Court.   A jury found Pica-Torres guilty in August for 2nd degree murder, attempted murder and arson, in connection with an attack in February in Binghamton that left 61-year-old Victor Banayan dead and 27-year-old Heather Stroup severely injured, following the attacks, Pica-Torres set the structure on fire.

3rd quarter local sales tax collections in New York state totaled $4.8 billion, an increase of 6.3% over the same period last year, according to a report released today by State Comptroller Tom DiNapoli.   The report showed that since January Sales tax collections were up by 4.3%, 51 of 57 counties had increases; the worst performance was Delaware County, which had a decrease of 4.3% since the beginning of the year.

A.O. Fox Hospital will begin construction at Fox Care Center in Oneonta to remove the awning at its west entrance near the outpatient laboratory. Governor Cuomo signed a law Thursday that will allow Adoptees to obtain a certified birth certificate. Under the current law, adoptees must go before a judge to request access to their birth certificate; the new law goes into effect January 15th.

State Police are investigating a series of vehicle break ins in the village of Unadilla.  Police remind owners to always lock their unattended vehicles, & do not leave any valuables in plain view inside the vehicles.

54 year old Roy Niles of Nineveh was arrested Tuesday for allegedly selling crystal meth in Binghamton.  Police recovered 29 grams of crystal methamphetamine, drug packaging and cash during the arrest. Niles was charged with criminal sale of a controlled substance, criminal possession of a controlled substance, and criminal use of drug paraphernalia.

State Police issued 21,467 tickets and arrested 280 people for impaired driving during the annual Halloween Enforcement Campaign, from October 25th through November 1st.  Other law enforcement agencies issued 40,272 tickets for various traffic violations, including impaired driving, speeding, distracted driving, seat belt infractions and move over law violations. The enforcement campaign was funded by the Governor’s Traffic Safety Committee.

Open Enrollment for new customers seeking to enroll in a Qualified Health Plan began November 1 and runs through January 31, 2020.  New Yorkers must enroll by December 15 for coverage beginning January 1, 2020.

The Deposit Village Board voted to abolish their police department and court this week, a decision that may be overturned as there is 30 days for the public to petition.  If the village Board decision remains in effect, it would take effect on March 1, 2020.

The Delaware County Board of Supervisors are discussing the budget plan for the next fiscal year.  The tentative budget plans totals over $106,000 which is about a 3% over the current budget.  The property tax levy would increase by only 1.7%.  A public hearing on the proposed budget will be held Tuesday, Nov. 26 at 12:45 p.m. in the Board of Supervisors Room of the Sen. Charles D. Cook County Office Building, 111 Main Street, Delhi.

The State DEC are reminding Hunters are prohibited from bringing whole carcasses of deer, elk, moose or caribou into the state under new regulations to stop the spread of chronic wasting disease.  Chronic wasting disease hasn’t spread to New York yet this year, and regulatory changes that took effect this week are aimed at keeping the disease out.    Hunters can bring only certain parts of deer and related species into the state, including deboned meat, cleaned skull caps, antlers with no flesh, hides, cleaned jaw and finished taxidermy products.  DEC officers will be monitoring roadways along state borders and will confiscate and destroy illegally imported carcasses.

25-year-old Mark King of Oneonta pleaded guilty to violating the federal Sex Offender Registration and Notification Act.in federal court, after failing to register with authorities of his address change to Oneonta.  King was convicted of attempted sexual abuse of a minor in Alaska, he was ordered to register as a sex offender, and he moved several months ago to New York State & failed to register his change of address.  King has pleaded faces up to 10 years in prison, $250,000 in fines & 5 years to life of post-release supervision, he will be sentenced in March.

New York Central Mutual Insurance broke ground on a 35,500-square-foot building at its headquarters in Edmeston Today.  Company officials announced that the new building will offer additional conference rooms, work stations and offices, as well as a 600-seat auditorium for events and town hall meetings.

There is ample opposition to Governor Cuomo’s bail elimination reforms that are scheduled to take effect on January 1st.  Local Assemblyman Cliff Crouch explained the issue to WCDO News:

The legal age of sale of tobacco products and e-cigarettes in the State of New York will be raised from 18 to 21 today.  Every day, close to 2,500 youth under 18 try their first cigarette and more than 400 kids become regular daily smokers.  State lawmakers believe that New York’s new law will greatly reduce the number of high school students who have easy access to tobacco products, and the State Police will team up with the State Department of Health to enforce the new law.

Delaware County Sheriff Deputies’ conducted a traffic stop on Warner Hill Road in the Town of Meredith.  30 year old Natasha Reed of Treadwell, she had a revoked Driver’s License for a total of 13 revocations and suspensions. Reed was arrested for Aggravated Unlicensed Operation of a motor vehicle, Obstructed License Plate, Failure to Notify the DMV of an address change, she was released in her own recognizance pending future court action.

State Lawmakers are calling on Governor Cuomo today to repeal or delay his bail reform changes that are scheduled to take effect on January 1st.   The reforms would allow hundreds of defendants accused of offenses considered “non-violent” to walk free of bail while awaiting trial, Some of crimes that are included are criminal sale of a controlled substance, 2nd Degree Manslaughter, money laundering in support of terrorism, failure to register as a sex offender, promoting an obscene sexual performance by a child and aggravated cruelty to animals.

Delaware County Fire Investigators are trying to determine how a fire started at the East Branch Harvard Methodist Church in East Branch Monday Morning.  The fire was reported by a passerby, and preliminary reports suggest that the fire started in the steeple.  Church officials are trying to determine if the church can be rebuilt, no injuries among 75 responding firefighters were reported.

Delaware County Sheriff Deputies’ arrested 25 year old Michael Stein of Delhi for Criminal Obstruction of Breathing, Harassment & a Parole Violation.  Stein allegedly engaged another person in a physical domestic dispute in the Town of Delhi; he was arraigned in the Town of Delhi Court and was remanded to the Delaware County Jail pending future action in Town of Delhi Court.

Local governments in New York levied a total of $36.6 billion in property taxes in 2019, a 2.4% increase over 2018, according to a report released today by State Comptroller Tom DiNapoli.    There are more than 3,700 taxing jurisdictions; property tax levies increased the most in cities at 6.1%, towns at 4.4% and school districts at 4%. Village levies grew by only 1.7%; the full report can be found at osc.state.ny.us.

Icy Road conditions slowed down commuters this morning, many area school districts have delayed opening today; WCDO will air “StormWatch” reports throughout this morning.

The State DEC announced that big game hunting in New York’s Southern Zone begins Saturday.  Following the regular deer and bear seasons in the Southern Zone, late bow hunting and muzzle loading seasons will run from Monday, December 9, through Tuesday, December 17.  The DEC is reminding hunters of their “HuntFishNY” mobile app, to report deer or bear harvests, the DEC Phone hotline for reporting is also operating at 1-866-GAME-RPT.

Acco Brands of Sidney presented a $1,000 donation to the Sidney Veterans Park today for maintenance & future expansion, Park Vice President Tom Ruff comments:

The donation is made on behalf of all 30 Veterans that are currently working at the Acco’s Sidney facility.

Several area fire departments responded today to a structure fire at the East Branch Harvard Methodist Church at 120 Fish Road in East Branch.  Fire companies from all over Delaware County responded to the WCDO News will have further details as they become available.

Governor Cuomo announced that application fees for the State University of New York and City University of New York systems will be waived for veterans and their spouses.  The SUNY and CUNY systems require applicants to pay a fee ranging from $50 to $65.  The Board of Trustees for both CUNY and SUNY will include resolutions to implement the change at their next board meetings.

O’Connor Hospital has granted $1,600 through its Complete Streets Committee to the Catskill Recreation Center for their work on walkable communities. The grant will help fund a ½ mile trail on the Center’s property in Arkville that will be connected to a larger network of trails to help establish the hamlet as a recreational hub.  Trail development will begin this month.

Governor Cuomo today announced that New York residents and non-residents can fish for free without a fishing license today, on Veterans Day.    Legislation signed by the Governor in 2015 allowed an increase in the number of authorized statewide Free Fishing Days. Every year since, Veterans Day has been designated as a Free Fishing Day.

Free 5-gallon pails of remixed exterior latex paint are now available to non-profit agencies and county residents of Otsego County  on a first come first serve basis. The paint was collected as part of the recent Household Hazardous Waste Collection Day, it was re-mixed and packaged for distribution by  Golden Artist Colors of New Berlin.  More information is available by calling the Otsego County Planning Department at 547-4225.

State Police issued a total of 1,048 tickets statewide during Operation Hardhat.   State Police conducted 28 separate details at DOT operated work zones, starting in August through early November.  493 were issued for speeding, 92 for cell phone use and 72 violations of New York’s Move Over law.

The Sidney American Legion will hold its annual Veteran’s Day dinner this evening.  Vets will eat free; the dinner begins at 6:00 PM at the Legion on Union Street.
