Governor Cuomo signed legislation to identify and develop new training standards for therapy dogs. The bills calls for new guidelines for therapy dog handlers and facilities in assessment, training, risk management and animal welfare.

Congressman Anthony Brindisi announced his Holiday Cards for Heroes program, encouraging families in his 22nd Congressional District to show appreciation for Veterans with homemade holiday cards. Chenango County Sheriff’s department arrested 20 year old Benjamin Bivar of Bainbridge as a fugitive from justice warrant out of Pennsylvania.   Deputies responded to a 1 car motor vehicle crash on State Highway 41 in the Town of Smithville Sunday, Bivar was the operator of the vehicle & was found to have an active warrant out of Lackawanna County Pennsylvania for criminal charges; he was remanded to the Chenango County Correctional Facility without bail.

A Town of Oxford resident was arrested by the Chenango County Sheriff’s Office for Assault in the 2nd degree.  46 year old Maria Titchener of Oxford was arrested & was arraigned in the Town of Oxford Court and was remanded to the Chenango County Jail on $500 cash and $2,500 bond, pending future court action.

NYSEG continues to restore power after heavy snow and wintry conditions disrupted service to thousands of customers. The company expects to have all customers restored by 10 p.m. on Tuesday evening.  Currently, more than 7,000 customers are without power, including over 1100 in Broome County. The hardest hit areas include the Southern Tier, Capital region & The Catskills, mainly from heavy wet snow that has the brought down trees limbs & power lines.  To report a power interruption, or downed power lines, call NYSEG at 1.800.572.1131.

Governor Cuomo signed legislation to help connect veterans who experienced sexual trauma while on active duty or during military training with vital information and resources. The new law requires the Division of Veterans’ Services to maintain a Military Sexual Trauma Portal on its website where veterans can go to find information about where to seek treatment and counseling for military sexual trauma. The law goes into effect in 90 days.

Sunday was “World AIDS Day” Governor Cuomo announced that the number of new HIV infections continues to fall to historically low levels. The new data further validates that New York’s aggressive actions are keeping the state on track to achieve Governor Cuomo’s goal of “Ending the Epidemic” by the end of 2020. Additionally, data from 2018 shows 82 percent of newly diagnosed New Yorkers were connected with care within 30 days of being newly diagnosed with HIV.

The 1st Congregational Church of Sidney will close its doors at the end of the Month.  The church opened in 1808, Pastor Patricia Robinson is retiring & the Board of Directors decided to shut the doors as membership has declined to about 50.

State Police & Broome County Emergency crews responded to a 20 car pile-up on I-81 in the town of Barker near Castle Creek Sunday afternoon.  The crash was due to slick roads from the freezing rain & snow, no injuries were reported, the investigation is continuing.

Governor Cuomo today signed legislation enacting the Nuisance Call Act, which closes a loophole in the Do Not Call Registry and requires live telemarketers to give consumers the option to be added to the seller’s do-not-call list. It also requires telemarketers to have a consumer’s written consent before sharing or selling their contact information.   The legislation takes effect in 90 days.

Governor Cuomo today announced the deployment of state assets to regions of the state hit hardest by the winter storm.  The State DOT has deployed over 2200 pieces of equipment to clear roads around the state.  Governor Cuomo also directed non-essential state employees in the affected areas, to not report to work today.

The latest financial report from the Cuomo administration shows the state is facing a more than $6 billion budget shortfall in the next fiscal year.  The biggest spending growth is for Medicaid payments, where, in recent years, the state has deferred some Medicaid expenses from one year to the next to balance the books.  Governor Cuomo will outline in January his plans to balance the next budget.

US Senators Kirsten Gillibrand & Chuck Schumer announced that $238,083 in federal funding will go to the Addiction Center of Broome County in Binghamton to combat opioid abuse and addiction.  The Senators announced that the funding comes from the White House Office of National Drug Control Policy and it will be used to evaluate community efforts to address and combat the opioid epidemic.

State Lawmakers are proposing to equip state troopers with body cameras.    The camera proposal was introduced this fall; it could be passed as part of the next legislative session in January.  Many Law Enforcement Agencies around the state have already implemented Body Cameras & Dashboard Cameras systems.

State Police will be in full force throughout this weekend, with fixed sobriety checkpoints, underage drinking enforcement and the “Operation Hang Up” initiative, which targets distracted drivers by utilizing unmarked patrol vehicles to locate drivers talking or texting.    Governor Cuomo announced that temporary lane closures for road and bridge construction projects on New York State highways will be suspended through Monday, December 2 at 6:00 AM to accommodate travelers during the busy Thanksgiving Holiday weekend.

Employees at New York Central Mutual evacuated their Edmeston Facility yesterday afternoon, after a perceived threat.  Police determined that the person who made the threat was not in the Tri-County Area, Employees were allowed to return to the Edmeston Headquarters this morning at 8:00 AM.

Governor Cuomo today announced that New York State is partnering with the National Supermarket Association and the Community Service Society of New York to help feed thousands of people this Thanksgiving.  The Governor Said that Supermarkets across the state will deliver meals to feed more than 35,000 people statewide.

The State Division of Homeland Security and Emergency Services’ Office of Fire Prevention and Control today urged New Yorkers to stay alert and focused while cooking this season as more home cooking fires occur during the Thanksgiving and Christmas holidays than at any other time of the year. Thanksgiving is the one day which leads all others, in the most cooking related fires, causing an average of 173,000 structure fires annually, resulting in an average of 550 deaths, 5,000 injuries and $1.2 billion in property damage.   Cooking fire safety tips are available at dhses.ny.gov.

Spotted lantern flies are causing problems in nearby states including Pennsylvania, the New York DEC reported that it puts New York counties at risk.  Spotted lantern flies have bee transported to the northeast in shipments that have come into the state, the insect feeds off of dozens of different trees and crops crucial to the New York agricultural economy.  DEC Officials reported that no live Spotted lanternflies have been located in the state yet, but they are concerned for next spring when their eggs hatch.  Anyone who thinks they have found a spotted lantern fly or its egg mass can contact the DEC by emailing spottedlanternfly@dec.ny.gov.

The Delaware County Sheriff’s department announced that during the months of October and November 2019, 28 members of the Delaware County Sheriff’s Office Correctional Division participated in a varied form of “No-Shave October/November”.  Officers raised $1,105, which was divided evenly between the Delaware County Veterans Service Agency and Delaware Opportunities-Safe Against Violence program.

Animal Adventure Park announced today that Azizi, The last offspring of April the Giraffe is heading to the East Texas Zoo & Gator Park in Grand Saline, Texas, by next spring.  More than 300,000 people watched Azizi’s birth live on YouTube last March.  Officials said that April is now retired from the park’s breeding program. 

David Dart has been denied parole again; he was convicted for the 1989 murder of Gillian Gibbons in the Oneonta municipal parking lot.   Dart was sentenced to 25 years to life in 1991 for the Gibbons murder.  Dart has had multiple parole hearings since first becoming eligible in 2014.

Governor Cuomo today announced New York State Grown & Certified Christmas trees and wreaths will be on display in the State’s regional Welcome Centers and Taste NY stores, promoting New York’s agricultural and tourism industries.  New York’s Christmas tree industry sells nearly 300,000 trees from more than 750 tree farms located across the State.

NY State of Health announced its partnership with food pantries for the third holiday season to educate consumers about enrolling in affordable health insurance. Food pantries across New York will have certified enrollment assistors on-site throughout November and December to answer questions about health coverage options and how to enroll in a health plan. This year, the Marketplace is also offering eligible New Yorkers the option to receive information on the Supplemental Nutrition Assistance Program during the enrollment process.

Toys For Tots & Norfolk Southern Railroad were unable to work out an agreement to run its annual train through the southern Tier this year.  Last year, the train ran an abbreviated route from Binghamton to Delanson, delivering about 18,000 toys to area organizations for distribution.

Delaware County Sheriff’s Deputies arrested 38-year-old Eric Swart of Delhi on charges of obstructing government administration and resisting arrest following a report of a dispute in the Village of Delhi.  Deputies accused Swart of making threats of physical harm to the deputies & resisting arrest, he was taken into custody, & was arraigned at Hamden Town Court and was remanded to the Delaware County Jail on $1,500 bail.

Governor Cuomo signed legislation prohibiting consumer reporting agencies and lenders from using the credit scores of people in a consumer’s social network to determine that individual’s credit worthiness.  The US General Accounting Office has estimated that some 75 percent of credit scores are wrong based on incorrect information collected by credit bureaus and attached to individual credit scores.  This new law will prevent credit agencies from using this data to determine an individual’s credit score, this law goes into effect immediately.

The U.S. Department of Agriculture says thousands of pounds of salad products are being recalled due to a possible E. coli contamination.   Missa Bay from Swedesboro, New Jersey is recalling more than 75,000 pounds of salad products sold between October 14th & 16th in 22 states, including New York.  The Maryland Department of Health tested an unopened salad product with chicken and the lettuce came back positive for a strain of E. coli bacteria, which can result in diarrhea and vomiting.

There were 2,290 cases of lung injury linked to vaping as of November 20, according to the Centers for Disease Control and Prevention.  Vaping injuries have been reported in 49 states, the District of Columbia, Puerto Rico and the US Virgin Islands, the CDC also reports 47 confirmed deaths in 25 states and the District of Columbia, 2 deaths have occurred in New York State.

Binghamton Police have charged 22 year old Elijah Burnside of Binghamton with 2nd degree  manslaughter following a 2-car crash on the corner of Chapin Street and Leroy Street on Thursday afternoon.  Binghamton Police responded to the report of a 2 car crash with the vehicle than crashing into a house, 5 people were injured & 1 unidentified person was killed.  Police accused Burnside of driving His Honda too fast through a Stop Sign & colliding with a BMW, whose driver was killed as a result of the injuries sustained in the accident, Burnside’s passengers suffered non-life threatening injuries

State Senator Fred Akshar released his latest Community Voice Survey on the public financing of political campaigns. The State Budget cleared the way for the state to establish a taxpayer-funded public campaign financing system by creating a Commission and setting aside up to $100 million in tax dollars to fund the program.  The commission is also examining eliminating or changing the practice of fusion voting, which allows a candidate to appear on more than one party line on the ballot.  Akshar’s survey can be found at nysenate.gov.

1 person has died following a 2 vehicle crash in Binghamton yesterday afternoon.  Binghamton Police responded at about 2:40 PM, after 2 vehicles collided & crashed into a house at the corner of Leroy & Chapin Streets.  4 people were injured & taken to area hospitals, the names of the deceased & the injured parties have not yet been released.

Meetings are underway between representatives from Minor & Major League Baseball & The Commissioner’s office, regarding plans to eliminated about a quarter of Minor League baseball teams, a plan that could save Major league baseball owners hundreds of thousands of dollars.  State Senator Fred Akshar explains:

Delhi Village Police Department executed a “no-knock” search warrant Thursday at 42 Main Street. Police seized cocaine, marijuana, and diverted prescription medications, plus $750 in suspected drug proceeds, digital scales, drug packaging materials, and a replica handgun.  Police arrested 24-year-old Malcolm Griffith of Brooklyn for Criminal Possession of a Controlled Substance & Tampering with Physical Evidence; he was arraigned in the Town of Delhi Court and remanded to the Delaware County Jail on $50,000 cash bail or $100,000 dollars secured bond.  Delhi Police are considering additional charges in relation to this arrest.

Libertarian candidate Michael Korchak has been declared the winner in the race for Broome County district attorney of Republican Paul Battisti.  Korchak lost the Republican primary earlier this year to Battisti & ran on a 3rd party line, and after a close race on election day, and after the counting of absentee and affidavit ballots were counted,  Korchak won by 46 votes over Battisti, who said that he will not concede & is demanding a recount.

51 year old Julio Recio, a fugitive from justice has extradited from Spain and transported by US Marshals, to begin serving a 30-month prison sentence imposed in 1999 in a Federal Courtroom in Binghamton.   Recio transported cocaine from New York City to Binghamton, he was arrested in Binghamton, he pled guilty to a drug conspiracy charge & was sentenced to a 30 month term & was ordered him to self-report to prison, and instead, he fled the country until the U.S. Marshals identified him traveling between the Dominican Republic and Spain under an assumed name.   Recio will be transferred to a federal prison to serve his term.

Broome County Sheriff’s department arrested 3 people following an unruly protest at the County Office Building Thursday afternoon during the regularly scheduled meeting of the Broome County Legislature. Deputies were informed that some protesters were unruly and refused to obey directives from the Broome County Division of Security.  Arrested were 20 year old Brian McQuaid, 28 year old Quinton Archer & 30 year old Carinne Vizvary, all of Binghamton, they were charged with Obstructing governmental administration, resisting arrest, & were processed by the Binghamton Police Department.

Press Conferences were held around the state today by sheriff’s District Attorney, lawmakers & victim’s advocacy groups, against the state’s new bail reform measures that go into effect January 1st, which were passed as part of the state Budget.  Delaware County Sheriff Craig Dumond called a press conference in Delhi today about that bail reform bill, which will allow people arrested on a variety of non-violent & even violent charges, to be released after arrest & arraignment on only an appearance ticket.  Delaware County District Attorney John Hubbard said that crime victim’s will have fewer rights now than the criminals:

A new Sienna College poll released today shows that former Vice President Joe Biden leads Democratic presidential candidates by 10% among New York Democrats.  Biden polled at 24%, U.S. Senators Elizabeth Warren 14% and Bernie Sanders 13%, the rest of the field were in single digits.  35% of those polled believe that Biden has the best chance of unseating President Trump in the 2020 elections.

The New York State Office of Mental Health today issued a Request for Proposals that will provide $50 million to develop licensed Residential Crisis programs across the State for children and adults, for short-term interventions in therapeutic settings to help individuals facing a mental health crisis to stabilize and avoid the need for psychiatric hospitalization or emergency room admissions.  The awards will help develop at least 250 new crisis residential units statewide, up to $4 million dollars could be used for targeting 30 units within the Central New York Region; More information is available at omh.ny.gov.

A State Police patrol vehicle was stuck by a tractor trailer Tuesday night in Tioga County.  The trooper had just issued a traffic ticket to a vehicle on State Route 17 in the town of Nichols & was inside his marked patrol vehicle when a tractor trailer struck him from behind, shearing off most of the driver’s side of the patrol car.  The tractor trailer did not stop & Troopers and officers from Owego Police Department and Tioga County Sheriff’s Deputies located and stopped the vehicle in Owego.  35-year-old Darvi Moreland of Florida was charged with DWI and several vehicle and traffic tickets, he was arraigned in the town of Owego court and remanded to the Tioga County Jail.   The trooper was transported to Lourdes Hospital, treated and released.

The State Liquor Authority has suspended the liquor license of the Sip & Sail bar in Oneonta.  The bar was found to have 140 patrons with fake or altered ID’s recently, which was about 90% of the people in the bar at that time.

Commerce Chenango will hold their next Business After Hours event with Chobani at their Corporate Campus on State Highway 320 in Norwich today.  The event will run from 5:00 to 7:00 PM, Mark Broadhurst, the Head of Public Affairs @Chobani will be the guest speaker.

The Tri-Town Coalition on Substance Abuse Prevention will feature Dr. Samantha Cole, a local Licensed Clinical Social Worker, as their guest speaker this evening.  Her research reveals what’s happening with mental health and substance abuse issues in Delaware County.  Assemblyman Cliff Crouch is also expected to attend the meeting, at the Sidney Public Library Community Room starting at 6:00 PM.

Hartwick College’s Center for Student Success will present a screening on Thursday of the film “This Business of Autism,” followed by a Q&A with Director Stephen Mackey.  The documentary demonstrates about the economic and societal benefits of employing young adults with autism centers on Spectrum Designs, a custom screen-printing and embroidery business in Port Washington, NY; 75% of the company’s employees are on the autism spectrum.  The screening, which will be held at Shineman Chapel House on Thursday, November 21 at 4 p.m., is free and open to the public.
