Governor Cuomo signed an executive order temporarily modifying election procedures to help reduce the spread of the coronavirus.  The order suspends the candidate petitioning process for the June primaries for Congressional, State Senate, State Assembly and Judicial races, it also modifies the signature requirements for ballot access; & modifies deadlines and procedures regarding absentee voting.

Governor Cuomo announced 221 new cases of COVID-19 in New York, bringing the statewide total to 950, 1 New York City Department of Corrections officer has died from the Coronavirus, bring the state death count to 4.  The governor also announced a tri-state effort to curb the spread of the virus.  Cuomo, New Jersey Governor Phil Murphy and Connecticut Governor Ned Lamont today announced that they will limit crowd capacity for social and recreational gatherings to 50 people, also restaurants and bars will close for on premise service and will have take-out and delivery services only, they also will be provided a waiver for carry-out alcohol.   The 3 governors will temporarily close movie theaters, gyms and casinos, all of these restrictions go into effect at 8:00 PM tonight.

Bassett Healthcare announced that their network is gearing up to take on the Coronavirus issue, which is something that is larger than anything they have dealt with before according to Dr. William Streck:

The National Baseball Hall of Fame and Museum announced that they are closed to the public, in accordance with recommendations by the CDC to limit opportunities for large gatherings and the further spread of the COVID-19 virus. The Hall of Fame will provide updated information regarding this closure on each subsequent Sunday, at baseballhall.org and by social media channels.  As a precautionary measure due to the COVID-19 virus, our 2020 Hall of Fame Classic Weekend events have been canceled.

The State DEC announced that the statewide ban prohibiting residential brush burning begins today and runs through May 14th, as conditions for wildfires are heightened in springtime.  When temperatures are warmer and the past fall’s debris and leaves dry out, wildfires can start and spread easily and be further fueled by winds and a lack of green vegetation.  More information is available at dec.ny.gov.

Governor Cuomo announced that the statewide total of coronavirus cases has increased to 729, and 3 deaths have been confirmed.  The deaths were an 88 year old woman in Brooklyn with emphysema, and a 65 year old man with many health problems & a 79 year old female with many serious illnesses.  Governor Cuomo said that they are working on a plan regarding schools; he said that closing all schools brings up other issues:

Cuomo said that they are working to increase testing for the Corona Virus rapidly, they are trying to convince more businesses to have employees work from home, and they are trying to increase hospital capabilities rapidly.

Delaware County Officials have declared a State of Emergency effective through Monday April 13, 2020.  The order calls for the suspension of all classroom and extracurricular functions at all public schools, except for administrative and staff functions, the Order shall take effect Wednesday, March 18th & will remain in effect until April 14th.  Also, the Delaware County Office for the Aging Senior Meal sites and Senior Transit have stopped operations until April 14th.

Chenango County Officials announced Sunday afternoon that they have issued a State of Emergency.   Chenango County Schools will be closed Monday, but staff must report. The state of Emergency will require all county schools to close from Wednesday, through April 14th.  Unadilla Valley & Oxford Academy announced that they will close Monday & will remain closed Tuesday & then through April 14th.

Governor Cuomo & the State Health Department announced the latest situation today regarding the Coronavirus.  The state Health Department is in contact with the 28 private labs, to get them up to speed for testing for the virus, they expect to double the number of testing next to 6000 a day.  Today there are 421 confirmed cases of the Coronavirus in New York State, 50 people are hospitalized, there have been no deaths in New York State, and there are 41 nationwide, 31 in the State of Washington.

Delaware County Sheriff’s Office is investigating an on-line computer repair scam that led to significant financial loss to an elderly local resident.  Investigators were contacted by The Delaware National Bank of Delhi, the customer had fallen victim twice to an on-line Pop-Up scam and lost thousands of dollars, the victim was stopped from further issues by an alert UPS employee. The investigation is on-going by Delaware County Sheriff’s Investigators and San Diego County Sheriff’s Office.  Sheriff DuMond reminds the public that they should contact the Sheriff’s Office or local law enforcement if they may be the target of a scam or identity theft.  On-line complaint forms are available through the State Attorney General, ag.ny.gov; the Federal Trade Commission, consumer.ftc.gov; and the FBI at ic3.gov.

Officials with Quest Diagnostics announced that the AMBA Blood Clinic will continue as planned tomorrow morning at the Sidney Elks Lodge.  The event will run from 6:00 AM to 9:30 AM, officials said that just over 80 people have made appointments, spread out over the 3 1/2 hours, which falls within the parameters set by the State Health Department Thursday.

State Police will increase patrols to combat drunk, impaired and reckless driving as St. Patrick’s Day celebrations get underway this weekend. This enforcement detail begins today and runs through next Wednesday.  Drivers can expect to encounter additional DWI patrols and a number of sobriety checkpoints during the enforcement period. State Police will also be ticketing districted drivers who are using handheld electronic devices, and will also conduct underage drinking and unlawful sales to minor’s details during the campaign.  The Governor’s Traffic Safety Committee & the State STOP-DWI Foundation suggest that people download the “Have a Plan” mobile app, to locate and call a taxi service and program a designated driver list.

The Chenango County Board of Supervisors passed a resolution to implement a 4% occupancy “Bed” tax in Chenango County. The new Law will provide a dedicated funding stream to promote and develop the tourism industry in Chenango County and to reduce pressure on the property tax levy.  Chenango County has been one of just a few counties in New York State that had not previously collected a bed tax.   Tourism is New York’s 3rd largest industry, hosting 253 million visitors annually who spend 71.8 billion at NYS businesses creating 114.8 billion in economic impact.

The New York State Public High School Athletic Association announced that regional & state championships will be postponed indefinitely.  The impacted events include Ice Hockey, Bowling & the Boys & Girls Basketball regional & State Championships.  Officials announced the postponements were due to the reports of the Corona Virus outbreaks across the state, to insure the safety & health of the student athletes.

WCDO NEWS THURSDAY 3-12-20

A few more cases of the Coronavirus have been confirmed in some upstate counties today.  1 positive test was reported in Delaware County this afternoon by Governor Cuomo, Positive test were confirmed for a student at the University of Albany, a staff member at Union College in Schenectady and 3 cases have now been confirmed in Saratoga County.    Governor Cuomo stated that the state would ban all gatherings with 500 or more people to battle the coronavirus, the ban would start at 5:00 PM Friday. The total number of confirmed cases in the state are up to 328.

New Yorkers are urged to call 1-800-697-1220 to report Price Gouging of certain items like household cleaning supplies and hand sanitizer, following the reports of the coronavirus in the state over the last week & a half.  The State has a complaint for online, along with more information regarding potential price gouging at dos.ny.gov/consumerprotection.

Hartwick College announced their Coronavirus plans today.  Classes will continue on campus for the remainder of this week, Hartwick faculty will continue spring 2020 instruction through remote instruction only beginning March 23, there will be no in-person instruction.  Students should remove all instruction related materials and any belongings by 5:00 PM on Sunday March 22, after that, students will not be permitted to return to campus until the College resumes normal operations.  Effective March 20th at 5:00 PM, all campus-based activities, including athletic competitions and training, are suspended until further notice.

Several Fire companies as well as police agencies are on the scene of a structure fire at 288 Ketchum Hill Road in Port Crane.  The fire started earlier this afternoon, the home was recently purchased & was going through renovations, it was not occupied at the time the fire broke out.  WCDO News will have more details as they become available.

State officials are looking to add more census takers this year for the 2020 census count.  States receive federal funding based on the results of the census every 10 years,  related to health care, education, housing, economic development and transportation, as well as congressional representation in Washington. Those interested in a census job can get more information at 2020 census.gov.

Governor Cuomo announced that New York State will contract with 28 private labs to increase testing capacity for the coronavirus; the labs will begin testing as soon as they are ready. The Governor also announced the State University of New York and the City University of New York will implement plans to maximize distance learning and reduce in-person classes, beginning March 19th, for the remainder of the spring semester.  Distance learning and other options will be developed by campuses.    43 additional cases of the coronavirus were confirmed, bringing the statewide total to 216, only 3 cases are north of Rockland County.

The Bassett Healthcare Network is taking several actions to combat a possible Coronavirus outbreak in their 8 county coverage area.  Bassett is developing a central phone number to triage individuals who may have symptoms and need further evaluation,  Screening sites are being installed outside the outpatient clinics,  External evaluation areas are being established at the network’s hospitals,         Telemedicine capabilities are being expanded to be able to screen more patients remotely, information will be posted at Bassett.org.

The Chenango County Sheriff’s Office 911 center received a call of an individual who had shot a rifle in the direction of 2 people in the Town of Plymouth Monday.  Upon arrival, officers located 27 year old Zachary Ketchum, who was charged with 2 Counts of Reckless Endangerment & menacing & 1 Count Criminal Mischief.  Ketchum was arraigned, released, & Temporary orders of protection were issued for the victims.  The investigation is ongoing and additional charges are pending.

Governor Cuomo & SUNY & CUNY officials announced today that the campuses will all be closing on March 19th, for the rest of the spring semester.  The steps are being taken to cut try to stop the potential spread of the Coronavirus in large lecture halls & at athletic events, classes will continue until the end of the spring semester online.  Governor Cuomo also suggested that Business owners should consider letting employees work from home, or stagger work shifts to slow the potential spread of the coronavirus in large work groups.

Governor Cuomo also announced that agreements are about to be in place with 28 more labs around the state, to be able to administer more tests for the Coronavirus.  The CDC in Atlanta originally started the testing, they quickly became overwhelmed, the Wadsworth Labs in Albany then took on the testing, and more tests are continuing to be administered, making the need for more labs to add to the testing.

State Health Commissioner Dr. Howard Zucker has recommended new emergency measures to contain the coronavirus cluster of 108 people in New Rochelle. The protocols include closing schools, houses of worship and other large gathering facilities for a 2 weeks, Governor Cuomo has deployed National Guard troops to deliver food to homes and help with cleaning public spaces in the containment area.   The Governor confirmed 31 additional cases of the Coronavirus, bringing the statewide total to 173.

Orlando Tercero will remain in a Nicaraguan prison for 30 years, after a Nicaraguan judge made that decision yesterday.  Tercero was convicted in Nicaragua for Haley Anderson’s death in Binghamton in March 2018.  Tercero killed Anderson in his Oak Street apartment, fled to Nicaragua to avoid prosecution.

Governor Cuomo announced the expansion several State Parks land protection projects that cover more than 760 acres in Central New York and the Southern Tier.  Locally, 297 acres added to Robert V. Riddell State. The addition to the Delaware County-side of the park buffers a heavily subdivided area near the park and provides room to expand trails.

Orlando Tercero is seeking to serve a shorter sentence & is expected in court today in his home country of Nicaragua, he was convicted of the murder of Binghamton University student Haley Anderson in her downtown apartment, and he then fled the area & went back to Nicaragua.    Tercero was found guilty of killing Anderson in November 2019 in Nicaragua, and was sentenced to 30 years in prison.

A Montana man was sentenced recently to 110 years in prison, for killing a former Sidney High School Graduate & Disabled veteran in Great Falls Montana, and conspiring with his wife to steal his benefits.  25 year old Brandon Craft pleaded guilty in November for the 2016 murder of Adam Petzack, and for burying his body in his barn, his ex-wife Katelyn Zdeb will serve 20 years in connection with stealing the VA benefits.   Petzack grew up in this area prior to going into the military.

Governor Cuomo announced the state will provide alcohol-based hand sanitizer to New Yorkers free of charge, to prevent price-gouging and ensure New Yorkers have access to this prevention method.  The state will produce up to 100,000 gallons of hand sanitizer each week in various sizes and distribution will be prioritized by the most impacted and high risk communities and state agencies.  Governor Cuomo also confirmed 37 additional cases of coronavirus, bringing the statewide total to 142 confirmed cases.

An Otsego County Court jury has found Kimberly Steeley of East Worcester not guilty of causing the deaths of her infant twins.   The jury finished deliberating Monday; Steeley was originally charged with two counts of 2nd-degree manslaughter for the June 2018 deaths of infant twins 11 days apart, both of asphyxiation.

Governor Cuomo announced today that New York State now has 142 confirmed cases of the Corona Virus, more than any other state in the country.  8 of the patients are currently hospitalized, most of the cases are in Westchester County, 19 are in New York City, and many downstate schools are closing due to the outbreaks.

Delaware County Sheriff Deputies arrested 40-year-old Dana-John Britton of Oneonta on Bench Warrants issued by the Town of Delhi Court for failure to appear on previous charges of Petty Larceny and Falsifying Business Records.  Britton was arraigned in the Town of Delhi Court and was released on his own recognizance; he was turned over to Binghamton City Police on a warrant for Criminal Possession of a Controlled Substance.

Delaware County Sheriff’s Deputies arrested and charged 20 year-old Michael Bryden of Delhi for Petty Larceny & Criminal Mischief, he is accused of physically cutting and stealing a catalytic converter off a vehicle parked at a Town of Delhi seasonal residence between last October & January.  Bryden was released on appearance tickets and directed to appear in the Town of Delhi Court on a later date.

State Police are continuing to investigate into the disappearance of 32 year old Brandon Williams of Endicott.  Williams was last seen in March 2019 in the town of Maine, he is described as White, 6’2″ about 220 pounds, with brown hair & brown eyes, he was last seen wearing a red Hooded sweatshirt, gray jeans & a new England Patriots winter hat & a tan jacket.  Anyone with information is asked to contact State Police at 775-1241.

State Police are investigating a break-in at the Polish Community Center on Prospect Street in the town of Dickinson.  During the burglary, an undisclosed amount of money was taken and damaging the building.  The crime was discovered on March 2nd, anyone with information can call State Police at 775-1241.

State Police announced that an autopsy was performed Friday morning on 37 year old Casie Weese of Glen Aubrey, who was located Thursday in a wooded area off State Route 17 in Apalachin, after being reported missing the previous weekend.  The autopsy performed at Lourdes hospital showed no obvious signs of trauma.   The official cause of death is pending toxicology results and further investigation, which could take several weeks.

Dr. Zucker & Governor Cuomo said that the number of people who have tested positive for the Corona Virus doubled again overnight to 44 cases in New York State, 5 are currently hospitalized.

State Attorney General Letitia James sent a Cease & Desist order to televangelist Jim Bakker, for selling fake Corona Virus cures on his television show.  James, on advice from the state Health department officials, threatened legal action if he fails to stop selling his “Silver Solution” as a treatment for the virus, there is no cure for the coronavirus according to the CDC.

The prosecution rested Thursday in the Manslaughter Trial of Kimberly Steeley in Otsego County Court.  Steeley is accused of the asphyxiation deaths of her 2 infants 11 days apart in East Worcester in June of 2018.

As New Yorkers prepare to set their clocks forward one hour this Sunday for Daylight Saving Time, the Firemen’s Association of the State of New York is urging everyone to change the batteries in their smoke alarms and carbon monoxide detectors. Homeowners with alarms that have sealed, non-removable batteries should test the alarms to see if they are functional.  Batteries should be changed twice a year, because according to the National Fire Protection Association, almost 3 of every 5 home fire deaths resulted from fires in homes with no smoke alarms or without working smoke alarms. Last year New York State led the nation in home fire deaths with 126 fatalities, more information is available at fasny.com.

State Police have located the body of a white a female Thursday afternoon near the area of State Route 17 & State Route 434 in Apalachin.   The female has been identified as 37 year old Casie Weese, who was reported missing early Sunday morning, after she left a party with her husband, they had a flat tire near Main Street Apalachin, & she left the scene following a disagreement.   An Autopsy will be conducted to determine the cause of death.

The Delaware County Chamber of Commerce will hold their next First Friday Networking Breakfast this morning, from 8:30 to 10:00 am.  The meeting will be held at the Old School House Inn & Restaurant in Downsville,   The featured speaker for this event is Sean Leddy from the Delaware County Planning Department who will be speaking about the county’s outreach efforts and importance of participation in the 2020 Census, which will begin in earnest in Mid-March.

During a briefing on the novel coronavirus earlier today, Governor Cuomo confirmed 11 additional cases of novel coronavirus, bringing the total to 22 confirmed cases in New York State. Of the 22 individuals who tested positive for the virus, one resides in Nassau County, three reside in New York City and 18 reside in Westchester County. In response to the growing number of cases, the Governor activated the statewide Emergency Operation Center in Albany, as well as two Emergency Operations Center outposts in Westchester County: one in Hawthorne and one in New Rochelle.

A group of State Senate & Assembly Minority Republicans are looking to get an increase in local Highway funding in the CHIPS program, which has not been increased in 7 years.  Governor Cuomo has forwarded a $275 Billion Dollar Infrastructure program in his latest Budget proposal for highway & bridge projects.

The State Assembly & Senate have approved of a bill that requires backseat adult passengers to buckle up.   Current law requires front seat adult passengers to be buckled, but the legislation would force adult backseat passengers to use a seat belt too – a move supporters say will save lives and cut down on the risk posed to buckled-in front seat riders.

The State Health Department announced that New York has set a record with the number of flu cases reported this season.  Over 130,000 cases of lab-confirmed flu has been reported, it’s the highest number of cases reported since tracking began during the 1998-99 season.

Following a meeting at the White House with Vice President Mike Pence, Congressman Anthony Brindisi announced his support for the $8.3 billion Corona Virus emergency response plan in Congress.  Brindisi urged citizens to follow CDC guidelines; he also has information on his website at Brindisi.house.gov/coronavirus.
