Governor Cuomo announced that they are still looking to get enough Ventilators into the state to address the expected increase in Coronavirus cases over the next 3 weeks:

Cuomo said that the added problem is that the normal usage for ventilators by patients is 3 days, but for Corona Virus patients it has been 11 to 13 days.  The current amount of Coronavirus cases in New York State is 37,258, with 385 deaths, over 5300 are hospitalized, just under 1300 are in an ICU bed, & 1517 patients have been discharged.

The State Budget is due in a few days, with the numbers expected to be drastically lowered following the blow to the economy from the coronavirus.  Governor Cuomo said that the state started out with a 7 billion dollar deficit in the next budget, the coronavirus added between 10 to 15 billion dollars to that total, the federal stimulus money gives the state only 5 billion dollars.

Delaware County Sheriff’s Deputies and Delhi Fire Department and Emergency Squad responded Monday Evening to a reported tractor-trailer accident at the intersection of County Highway 2 and East Terry Clove Road in the Town of Delhi. 35 year-old David Stanton of Oneonta was the operator of the tractor trailer loaded with logs; it jack-knifed on the slush covered roadway and partially rolled onto its side as Stanton attempted a left turn.  Stanton was not injured in the accident, but the highway remained closed for several hours for the cleanup.

Binghamton Police arrested 34 year old Lucas Pruitt of Binghamton in connection with 2 recent armed robberies.  Pruitt was charged with 2 counts of 2nd degree robbery for the march 9th robbery at the Kwik Fill at 263 Main Street, and the March 15th robbery at the Speedway at 63 Main Street.  Pruitt is being held in the city lockup pending arraignment.

Delaware County Public Health announced that the current total of laboratory confirmed positive COVID-19 cases received in Delaware County is 5, excluding the 3 cases transferred to the county where the individuals are actually residing. Warner said that there are 2 cases that are recovering at home here in Delaware County, 3 cases are isolated and receiving medical care in a hospital.  There are 8 people under mandatory quarantine and 5 people under precautionary quarantine.

The Otsego County Department of Health is investigating two more lab confirmed cases of COVID 19. One case is a close contact to a confirmed case and one was tested out of county. The investigations are ongoing and all contacts are being notified and quarantined. The number of lab confirmed cases is 4.

State Police and the Otsego County Sheriff’s Department were dispatched to a report of a pedestrian struck by a tractor trailer with a dump trailer Wednesday at approximately 1:44 p.m., on County Road 22 in Schuyler Lake.    An initial investigation reveals that the tractor trailer with the dump trailer was traveling on County Road 22 when 47 year old Clarence Travis of Exeter stepped into the path & was struck.  Travis was taken to a Utica Hospital & succumbed to his injuries, the driver of the tractor trailer was not injured, and the incident remains under investigation.

Governor Cuomo announced today that the number of Coronavirus cases is approaching 30,000, with about 5,000 new cases in the last 24 hours.  The biggest pressing need is thousands of ventilators into the hospitals to be up & running in the next 3 weeks:

Governor Cuomo said that 40,000 retired or inactive Healthcare professionals have sign up to help and 6,175 Mental Health Care professionals are volunteering their services free of charge to those affected by the virus.

Broome County Executive Jason Garnar announced that a 2nd person has died from the coronavirus in Broome County.  The deceased was a woman in her 90’s; she died Tuesday morning at Lourdes Hospital in Binghamton.  Broome County has 9 positive tests for the Coronavirus, county the 2 deceased people.

The Otsego County Public Health Department announced the 2nd confirmed case of the coronavirus in the county.  The individual is hospitalized within the County all close contacts have been identified & contacted; they have been quarantined and are being closely monitored.

Governor Cuomo announced yesterday that the state was working on a way to get 1 ventilator to work on 2 people simultaneously, as they expect to need up to 40,000 ICU Beds with ventilators within the next 2 to 3 weeks.

Cuomo said that the state had double the amount of Coronavirus cases in the 3 previous days, they expect to peak in 2 to 3 weeks before starting to see a decline in the number of cases.

Delaware County Public Health announced that there are a total of 4 laboratory confirmed positive COVID-19 cases, which excludes the case that was transferred to New York City. Public Health received 2 positive reports Tuesday, 3 cases are recovering safely while isolating at home in Delaware County, and 1 case is currently isolated and receiving medical care in a hospital. There are 6 people under mandatory quarantine and 1 person under precautionary quarantine. There have been 77 people tested; 19 with tests pending; and 53 negative results.

Sidney Central School District announced that today from 9:00 AM to 12:00 Noon, they will be distributing educational materials to students in grades 1st, 2nd, and 4-12th. One of the district’s goals is to move towards educational material being accessible online, also today, 5th and 6th graders, that need a device, will be receiving a Chromebook, also from 9:00 AM to 12:00 Noon, in front of the Jr./Sr. High School.

WCDO NEWS TUESDAY 3-24-20

New York State has 210 deaths & over 25,600 confirmed cases of the Corona Virus, & the latest projections suggest that the highest number of cases will not hit for another 2 to 3 weeks, according to Governor Cuomo this morning:

Cuomo said that the state normally has 50,000 hospital beds with about 3,000 ICU Beds with ventilators, which falls far short of the projections.  Cuomo is asking the federal Government to enact the Federal Defense Production Act to mandate manufacturers retrofit to make the needed equipment by hospitals.

Delaware County Sheriff’s Deputies responded to a 1 car property damage accident on Harvard Road in the Town of Hancock, Deputies arrested 58 year-old Diane Marcellino of Florida, with driving while intoxicated, aggravated unlicensed operation, leaving the scene of a motor vehicle accident, plus several other charges, Marcellino was issued traffic summonses and was released pending her appearance in the Town of Hancock Court on a later date.

Governor Cuomo announced that today, testing will begin with anti-Malaria Drugs for the most severe cases of the Coronavirus, to see if they can help slow down the spread of the virus across the state & national:

The state now has well over 20,000 case of the corona virus, the most by far of any state; however, the state has also performed 25% of the total testing for the virus in the entire country.

The total number of Coronavirus cases in New York State jumped up by another 5700 since Sunday, bringing the total above 20,800.  Governor Cuomo will sign an executive order to mandate that hospitals increase capacity by 50%, and he is still asking the federal Government to invoke a wartime law to mandate that companies make needed healthcare items like masks, scrubs & ventilators, to stop the bidding war between the states that are trying to acquire these items:

Otsego County Health Department announced that they have had their first positive Coronavirus test.  The individual was in close contact with another person who had tested positive in another county, that person is quarantined & close contacts have been notified.

The New York State Public High School Athletic Association announced today that they are officially cancelling the 2020 winter state championships. The sports that were still left to play were boys and girls basketball, bowling and ice hockey. Plans are being developed to honor and formally recognize the students and teams who qualified to participate in these championship events. The status of the spring state championships will be determined on or prior to Monday, April 27th.

President Donald Trump has approved a major disaster declaration for New York due to the coronavirus outbreak.  The FEMA announced federal disaster assistance is available to New York to supplement coronavirus recovery efforts.  The move makes federal crisis counseling funds available to affected individuals in all areas of the state.

Delaware County received 2 new positive reports Saturday, 1 positive case do not reside in Delaware County; the case was transferred to New York City Health Department. Currently, Delaware County has 2 confirmed positive cases of COVID-19, they are unrelated. Delaware County Public Health Services in partnership with the New York State Department of Health, local hospitals and healthcare providers is actively investigating these cases and providing guidance on reducing the spread (i.e., quarantine, cleaning and other recommendations) as appropriate.

The individual was a new case in addition to those 2 previously announced late last week; the Broome County Health Department is trying to locate all those who came in contact with the deceased for testing & possible quarantine.

The Bainbridge Guilford Central School district announced that 1 member of their staff has tested positive for the Coronavirus, they do not believe that there was any contact at the school & there should be no risk to staff or students at this time.  The investigation is ongoing.

The Delaware County Clerk has announced that All Department of Motor Vehicles Offices will be closed as of Monday March 23, 2020 until further notice.  This is in compliance with the Executive Order of Governor Cuomo on March 20, 2020.  This order supersedes the previous posting of reduced hours for Department of Motor Vehicle Offices in Delaware County.

New York State has tested over 32,000 people, & there are more than 7100 cases of the Corona Virus with 35 deaths, so Governor Cuomo today announced that that 100% of employees of non-essential must now stay home:

Cuomo said that they are concentrating on acquiring more hospital beds in existing facilities, hospital beds for makeshift sites that are not in use for their usual purposes and above all, Ventilators for those in the ICU Units with the Coronavirus.  New York will implement a 90-day moratorium on evictions for residential and commercial tenants.

On Monday, a Red Cross EMERGENCY Blood Drive will be held at the Sidney Fire Department Training Center on River Street.  Blood supplies are extremely low as a number of Blood Drives were cancelled due to the COVID 19 Pandemic, the blood drive will be held from 10:00 am to 3:00 pm Monday.

The State DEC and NYSERDA announced that more than $24 million is now available to replace diesel-powered transit buses with new all-electric transit buses.  As part of the state’s $127.7 million allocation of the federal Volkswagen Settlement, NYSERDA will administer approximately $18.4 million to fund the new electric transit buses through the New York Truck Voucher Incentive Program and the New York Power Authority will manage $6 million for associated charging infrastructure.

Delaware County Officials announced today that the Solid Waste Site is still open, but that are asking visitors to visit as little as possible and to get in and out as quickly as possible.  Also, Effective Saturday March 20 the SWMC will operate on a cashless pre-paid debit basis only, for customers wishing to dispose of construction & demolition debris, furniture, and any waste items subject to tipping disposal fee. State Police arrested 27 year old Brandon Parry of Sherburne Wednesday for the felony of Disseminating Indecent Material to Minors and Endangering the Welfare of a Child.  Parry is employed as a police officer with the Village of Sidney Police Department, he is accused of sending indecent messages and pictures to a minor, and he was arraigned in the village of Sidney Court where he was released on his own recognizance pending court action on May 4th.  An order of protection was issued to the victim by the judge.  The investigation is continuing.

Chenango County Health Department confirmed today that they have a 2nd positive test for the coronavirus of a County resident.  Officials said that the 2 cases are in quarantine currently, they cannot release the location of the 2 patients.

Governor Cuomo, New Jersey Governor Phil Murphy and Connecticut Governor Ned Lamont today announced Pennsylvania Governor Tom Wolf is joining their coalition to implement a regional approach to combatting COVID-19.  The 4 governors announced indoor portions of retail shopping malls, amusement parks and bowling alleys in the 4 states will close by 8:00 PM Tonight, which is an expansion of the guidance issued Monday.

Delaware County Sheriff Craig DuMond announced that uninterrupted law enforcement services will continue, however he advises that if anyone is experiencing an emergency, call 911, but make sure that dispatchers are advised if any members of your household are experiencing flu-like symptoms, in order to protect all 1st responders, who can then respond correctly to the situation which can help prepare to prevent the spread of any illnesses or future quarantine of law enforcement members.

1 Chenango County resident is among the newly confirmed cases of the Corona Virus.  The unidentified person is in quarantine, the County Health Department is not at liberty to discuss the location of the quarantined patient.

State Comptroller Tom DiNapoli issued a revenue projection for the 2020-2021 state budget which reflects an estimate of the economic impact and ongoing volatility stemming from the spread of the coronavirus. DiNapoli estimates tax revenue will be at least $4 billion below the projections in the Executive Budget, he also offered an alternative scenario if a more severe recession or sharper declines in the stock market occur, which could lower tax revenues by more than $7 billion.  Governor Cuomo requested that DiNapoli examine the revenue projection before the adopt a new budget, which is due April 1st.

Delaware County Sheriff’s Deputies responded to a domestic dispute in the Town of Walton last Friday.  Deputies arrested 32 year old Heather Norton of Walton for Harassment, Endangering Welfare of Child and Unlawful Imprisonment, for allegedly restraining a person while acting in a manner likely to be injurious to a child less than 17 years of age.  Norton was arraigned in the Hamden Town Court and released on her own recognizance pending her appearance in the Town of Walton Court on a later.

The New York State Department of Labor today released preliminary local area unemployment rates for January 2020, which decreased 1/10th to 3.8%.   Locally, Chenango, Delaware & Otsego County all had 5.6% unemployment in January.

Delaware Valley Humane Society officials announced today that the office is open by appointment only, & dog & cat food is available for those in need.  Adoptions services are still available; all inquiries should be made by calling 563-7780.

Governor Cuomo announced that as of today, all New York State schools are closed through at least April 1st.  Many area school districts announced that they would stay closed until April 14th, due to concerns regarding COVID-19.

The Otsego County Sheriff’s Office has received information of a possible scam occurring. Allegedly subjects are approaching residences identifying themselves as being from the CDC and looking for test samples for the Coronavirus.  Neither the Center for Disease Control or the Otsego County Health Department has agents in the field soliciting test samples.  If you encounter such a situation request identification and DO NOT allow anyone into your residence.  Report the matter to law enforcement, any information as far a description of the subjects, vehicle info would be helpful.

Governor Cuomo will issue an executive order directing non-essential businesses to implement work-from-home policies effective this Friday. Businesses that rely on in-office personnel must decrease their in-office workforce by 50%, exemptions from the order will include shipping, media, warehousing, grocery and food production, pharmacies, healthcare providers, utilities, banks and related financial institutions.

State Health Commissioner Dr. Howard Zucker announced today that the number of Coronavirus cases has increased by 432 cases, bringing the statewide total to 1374 cases, with new positive tests in 10 counties.  Governor Cuomo announced that they should be able to test thousands a day for the coronavirus, probably by next week, with the help of automated testing systems.  Also, the Governor announced a three-way agreement with the Legislature on a bill guaranteeing job protection and pay for New Yorkers who have been quarantined as a result of the coronavirus.

State Police announced today that if residents are experiencing an emergency, they should still call 911, but when placing an emergency call, please advise dispatchers if any members of your household are experiencing flu-like symptoms so that 1st responders can prepare to prevent the spread of any illnesses. Also, until further notice, the State Police are suspending employment fingerprinting & child safety seat checks at their stations.

Governor Cuomo signed an executive order delaying village elections statewide until the April 28th presidential primary.  The Governor said that Public health officials have been clear that reducing density is one of the most effective ways to stop the spread, and delaying village elections will help ensure poll workers and voters are not potentially exposed to the virus and at the same time maintain integrity in our election system.

UHS Chenango Memorial is restricting visitors at the hospital & all off-site locations.  All patients and visitors will be screened upon arrival, Only 1 healthy visitor will be allowed per patient at a time, Patients coming for medical appointments or testing may only be accompanied by 1 healthy individual, and Children under the age of 18 are restricted from visiting.  Visitors experiencing cough, sore throat, fever, or any other flu-like symptoms will not be permitted.  Individuals who are asymptomatic but who have an international travel history, or who have recently been in a community with active cases of COVID-19, or have been in contact with someone who has tested positive for the virus, will be screened.   Those with symptoms should call their provider’s office or emergency room before arriving.  Patients and visitors are asked to enter through the Main Rear Entrance, except for patients going to the Emergency Room or patients of the UHS Women’s Health Center.  More information is available at 337-4111 or at nyuhs.org.

David Thomas of Oneonta Pleaded Guilty to Attempted Murder in Otsego County Court, for a December 2018 incident in which he injured a woman’s neck by strangulation.  Thomas will be sentenced on the charge on June 5th.

The Chenango County Sheriff’s Office arrested 34 year old Lance Barnhart of McDonough for 3rd degree Burglary, Petty Larceny and Criminal Mischief.   Barnhart is accused of entering a town of Norwich residence by cutting a window screen to steal an animal. Barnhart was released on appearance tickets and schedule to appear in the Town of Norwich at a later date.

The City of Norwich Common Council meeting scheduled for tonight will be a closed meeting due to COVID-19 concerns.  Attendance will be for the Mayor, Common Council members, Department Heads and the Deputy City Clerk ONLY. No one else shall be admitted, the meeting will be streamed live on the City of Norwich Facebook page beginning at 6:30 pm.

The State-run Department of Motor Vehicles locations are moving to an appointment only system to help stop spread of the coronavirus.   The DMV is encouraging all New Yorkers to complete routine transactions on its website.

Governor Cuomo signed an executive order directing all schools in New York to close by Wednesday, for 2 weeks ending April 1, at that time, the state will reassess whether to extend the school closures further and continue to suspend the 180-day instructional requirement.   Schools that exceed the closure period without state authorization will not be exempted from the 180-day rule.  School districts are required to develop a plan for alternative instructional options, including distance learning; distribution and availability of meals; and daycare, with an emphasis on children of parents of first responders and healthcare workers.

NY State of Health announced that a Special Enrollment Period is available to New Yorkers during which eligible individuals will be able to enroll in insurance coverage through NY State of Health and directly through insurers.  The open enrollment period for coverage in 2020 had previously ended on February 7,  Individuals who enroll in Qualified Health Plans now through April 15th, will have coverage effective starting April 1, consumers can apply for coverage on-line at nystateofhealth.ny.gov, by phone at 855-355-5777, and working with enrollment assistors.

Former area Congressman Richard Hanna of Barneveld has died at the age of 69.  Hanna died Sunday at a hospital in Oneida County surrounded by loved ones after a battle with cancer.  Hanna served 3 terms in Congress, retiring in 2016.

Oneonta Mayor Gary Herzig Announced that as of today, all City buildings will be closed to the public. Persons requiring emergency assistance from the Oneonta Police Department can do so by entering the lobby at the Public Safety Building, all essential services will still be provided, but all non-essential services and activities will be curtailed. At 7:00 pm tonight, Mayor Herzig will conduct a live broadcast on the City of Oneonta’s Facebook page of the Common Council Meeting where the changes will be discussed in more detail.
