{"id":7401,"date":"2019-12-18T14:31:05","date_gmt":"2019-12-18T19:31:05","guid":{"rendered":"http:\/\/www.wcdoonline.com\/localnews\/?p=7401"},"modified":"2019-12-18T14:32:55","modified_gmt":"2019-12-18T19:32:55","slug":"wcdo-news-wednesday-12-18-19","status":"publish","type":"post","link":"https:\/\/wcdoonline.com\/localnews\/wcdo-news-wednesday-12-18-19\/","title":{"rendered":"WCDO NEWS WEDNESDAY 12-18-19"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">State police arrested 30 year old Tyson Smith of Oneonta\nSaturday after finding 2 of his abandoned dogs in Schoharie County.&nbsp;&nbsp; Smith was charged with 2 counts of\noverdriving, torturing and injuring animals and failure to provide proper\nsustenance, after Troopers responded to a house in the town of Fulton after\nreceiving reports of dogs abandoned at the residence.&nbsp; Police said that 1 dog was dead, the other\nwas found living in \u201csqualid\u201d conditions &amp; was taken to an area\nVeterinarian for treatment, Smith was issued an appearance ticket returnable to\nthe Fulton Town Court at 2 p.m. Jan. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Chenango County Sheriff&#8217;s Department arrested 43 year\nold Amy Grant of New Berlin, for allegedly stealing more than $155,000 from her\nemployer over a 5 year period.&nbsp; Grant was\ncharged with 2nd-degree grand larceny, 1st-degree scheming to defraud and\nfalsifying business records, she will appear in court at a later date.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governor Cuomo signed the Zombie Property Remediation Act,\nallowing municipalities to better address zombie properties. The new law will\nauthorize local governments to compel mortgage lenders to either complete a\nmortgage foreclosure proceeding or to issue a certificate of discharge of the\nmortgage for any abandoned property, allowing local government officials to\ndeal with these properties that decrease surrounding property values and put on\na strain on municipal resources.&nbsp; This\nnew law goes into effect immediately.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State Senator Jen Metzger is proposing a permanent ban in\nNew York State on Hydraulic Fracturing for natural gas.&nbsp; The proposal follows the 2015 action by\nGovernor Cuomo by signing a bill that called for the DEC to stop issuing\npermits to companies for Fracking in the state, prior to that action, fracking\nwas performed by gas companies in the Western New York Counties since 1979<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New York is prohibiting the aerial spraying of an\nagricultural pesticide chlorpyrifos, which can harm the nervous systems of\ninfants and young children.&nbsp; Governor\nCuomo will direct the state Department of Environmental Conservation to ban\nnearly all uses of a pesticide commonly used by Apple growers by December 2020.\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The New York State Association\nof Counties is supporting a proposal by Governor Cuomo to create a commission\nto investigate the potential benefits of importing prescription drugs from\nCanada. The 3-part prescription drug plan also includes a proposal to cap\ninsulin co-payments at $100 a month for diabetics who are insured &amp;&nbsp; to let the state Department of Financial\nServices investigate spikes in prescription drug prices. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governor Cuomo announced another proposal of his 2020 State\nof the State Agenda: Legislation triggering automatic manual recounts in close\nelections and establishing uniform recount procedures. Current law does not\nrequire automatic vote recounts, even when election results are extremely\nclose. The legislation would require an automatic recount in all elections in\nwhich the margin of victory for a candidate or ballot proposition is 0.2%;\n&amp; it would ensure that recounts be completed manually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governor Cuomo announced the state Environmental Facilities\nCorporation has awarded more than $16 million through the Water Infrastructure\nImprovement Act and the Inter-Municipal Water Infrastructure Grant Program to\nSouthern Tier municipalities for infrastructure projects that protect public\nhealth or improve water quality.
