State Police at Troop C in Sidney announced that a 5-year-old and her dog, who were reported missing in the town of Franklin, were located safe & sound this afternoon at about 1:15 PM.\u00a0 State Police Aviation was able to spot Destiny & her dog in a tall grassy area and direct troopers and emergency personnel to her location.\u00a0 Police and several other agencies were dispatched this morning to the area of Grange Hall Road and State Route 28 in the town of Franklin.\u00a0 State Police said that Destiny and her puppy were located several hundred yards from the area where they were reported missing.\u00a0 <\/p>\n\n\n\n

Delaware County Sheriff’s Deputies and members of the Delhi\nFire Department and Emergency Squad responded to a 911 report of a serious\npersonal injury motorcycle accident on State Highway 10, near Betts Hill Road,\nin the Town of Delhi. The Investigation\nrevealed that 46 year-old Daniel Quackenbush of Delhi was traveling south on\nState Highway 10 when he lost control of his motorcycle which ran off the\nsouthbound road shoulder before striking an embankment and rolling over in the\nditch, ejecting Quackenbush, who sustained serious injuries. Quackenbush was taken to O\u2019Connor Hospital in\nDelhi where he later succumbed to his injuries. \nDeputies believe alcohol use contributed to the cause of the accident.<\/p>\n\n\n\n

New York’s “Red Flag” bill goes into effect tomorrow. The bill allows for Law enforcement, district\nattorneys, school officials and family members to request a confiscation of\nfirearms from an individual who has been deemed a threat to themselves or\nothers. The bill would also prohibit\npeople who are at high risk of using a firearm to hurt themselves or others to\npurchase weapons.<\/p>\n\n\n\n

The State Comptroller\u2019s office audited the City of Norwich\nEmergency Medical Services Billing practices, they discovered that the EMS\nDepartment did not bill for 614 incidents resulting in $417,600 of unbilled\nmedical services and inaccurately billed 9 incidents totaling $8,300; this\nequates to approximately $200,000 in lost revenue at the current rate of\ncollection. The EMS Department had 903\nunserviceable incidents resulting in approximately $400,000 in unrecoverable\ncosts. Norwich City officials disagreed\nwith some of the audit\u2019s findings, but indicated they have initiated corrective\naction.<\/p>\n\n\n\n
