26-year-old Haylery Rodriguez of Johnson City was issued\ntickets Friday for Unlicensed Operator and 7 improper restraint tickets. State Police responded to the report of a\nseveral children rising unrestrained in a vehicle leaving the Tioga Downs. A trooper stopped the vehicle on State Route\n17 & discovered 12 people in a vehicle that seats 7. 7 children ranging from ages 3 to 11 that\nwere not in child seats, booster seats or even belted in the vehicle &\nRodriguez was driving with only a learner\u2019s permit and did not have a licensed\ndriver in the vehicle. The trooper stayed with the vehicle for 2 1\/2 hours to\nensure everyone in the vehicle was picked up by a licensed driver with the\nproper safety equipment. <\/p>\n\n\n\n

The Pennsylvania-New York Joint Interstate Bridge Commission\nwill conduct its annual meeting today at the Binghamton State Office Building,\n44 Hawley Street.
