then took his own life at the American Civic Association on Front Street\nin Binghamton.&nbsp; The Association announced\nthat today is &#8220;Memorial Vigil Day&#8221; at the Memorial Tribute site near\nAssociation.&nbsp; A memorial service was this\nmorning at the Memorial Tribute Site, to honor the lives lost on April 3rd\n2009, Matt Ryan was Mayor of Binghamton at the time of the tragedy &amp;\nparticipated in putting together the tribute, he spoke at this morning&#8217;s event:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(Matt Ryan 4-3-19)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Survivors Tribute will be held at 5:30 pm and a Vigil\nService at 6:30 pm, also at the Memorial Tribute site at the corner of Clinton\nand Front Streets in Binghamton today.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State Police are warning the public of another phone\nscam.&nbsp; Troopers in Oneonta have received\nreports of a phone scam that claims that the recipient&#8217;s son has been involved\nin an accident and in order to keep their loved one out of jail, they must\nobtain immediately obtain Google pre-paid cards and give them a code.&nbsp; Then caller later requests more money.&nbsp;&nbsp; The scammers try to scare you into\ncooperating, resist the urge to give them money.&nbsp; If you receive a call like this and can\u2019t\nmake contact with the person who is allegedly injured or in trouble, call 911. as\npart of the plea deal, Franklin will receive between 7 and 11 years in prison\nwith 10 years of probation when she is officially sentenced on June 7<sup>th<\/sup>.\n&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An elderly Oneonta resident, who was reported missing in January,\nhas been found safe.&nbsp; 67 year old Chester\nKucharski was reported missing after leaving Bassett Hospital in January,&nbsp; Oneonta Police reported that Kucharski\nchecked into the Super 8 Motel on Oneonta&#8217;s Southside, the clerk contacted\nPolice.&nbsp;&nbsp; Kucharski was last seen on a\ncamera leaving Bassett Hospital on January 25th, he was referred to as a\nvulnerable adult.&nbsp; Kucharski told police\nthat he had gone to New Jersey &amp; had no idea that he was the target of a\nsearch.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Town of New Lisbon announced that they are applying for\na Community Development Block Grant from the State Office of Community\nRenewal.&nbsp; The town could receive $198,000\nfor rehabilitating 6 homes needing a variety of repairs.&nbsp; A Public Hearing will be held on April 9th at\n7:00 PM at the Town Hall, more information is available at 965-8508 or\n286-7244.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Funding is available for qualified households located within 250 feet of the Goodyear Lake Shoreline, for septic system improvements; more information is available by calling the Otsego County Planning Department at 547-4225.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Delaware County Department of public Works announced\nthat several roads that had temporary weight limits have had those limits\nlifted.&nbsp; The roads include County route 7\nfrom State Route 30 to the Sullivan County Line, County Route 23 from County\nRoute 21 to Sidney Center, County Route 26 from State Route 10 to Downsville,\nCounty Route 35 from Sidney Center to state route 206 in Masonville, &amp;\nCounty Route 67 from Route 10 to the village of Hancock.&nbsp; The Limits are still in existence for County\nRoute 10 from State Route 28 to County Route 12 &amp; County Route 16 from\nState Route 10 to Treadwell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Antione Bourbon-Parme, also\nknown as Anthony Cazzari has been arrested has been charged with 3rd degree\nGrand Larceny, for allegedly stealing more than $18,000 by forging checks from\nthe Cooperstown Food pantry, while serving as one of the Organization\u2019s\ndirectors.&nbsp; Bourbon-Parme was arraigned\n&amp; was remanded to the Otsego County Jail on $10,000 Cash Bail or $20,000\nBond pending court action on April 24th. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">34 year old Heather Franklin opted to avoid a trial, &amp;\npleaded guilty to 1st degree manslaughter, 3rd-degree arson, and tampering with\nphysical evidence, Tuesday in Chenango County Court.&nbsp; Franklin admitted to planning the murder of\nher special needs son Jeffrey in the town of Guilford family home in March of\n2017 &amp; planning the burning of the home to hide the evidence of the murder.\nas\npart of the plea deal, Heather Franklin will spend 7 to 11 years in prison with\n10 years of probation when she is officially sentenced on June 7<sup>th<\/sup>. &nbsp;Franklin&#8217;s\nhusband Ernest was found guilty last month &amp; will be sentenced in May, <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Army Corps of Engineers will hold a public meeting\ntoday to review submit feedback and comment on the draft East Sidney Lake\nMaster Plan and draft Environmental Assessment.&nbsp;&nbsp; The public meeting will be held from 6 to 9\np.m. at the Sidney Town Clerk Building, at 44 Grand St., Sidney.
