{"id":6799,"date":"2019-02-18T14:39:43","date_gmt":"2019-02-18T19:39:43","guid":{"rendered":"http:\/\/www.wcdoonline.com\/localnews\/?p=6799"},"modified":"2019-02-18T14:39:43","modified_gmt":"2019-02-18T19:39:43","slug":"wcdo-news-monday-2-18-19","status":"publish","type":"post","link":"https:\/\/wcdoonline.com\/localnews\/wcdo-news-monday-2-18-19\/","title":{"rendered":"WCDO NEWS MONDAY 2-18-19"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Broome County District Attorney Steve Cornwell held a press\nconference earlier today, regarding the investigation of the shooting involving\nTrooper Timothy Conklin &amp; Nicholas Philhower on January 28th, when Conklin\nattempted to apprehend Philhower in the town of Kirkwood:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(Steve Cornwell 2-18-19)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cornwell state that Trooper Conklin responded to the report\nof a stolen Nissan that Philhower took from his mother without permission, and\nshe reported the car stolen.&nbsp;&nbsp; Philhower\nwas pronounced dead at the scene, Trooper Conklin was treated for an arm wound,\nhe will return to duty this week, and Trooper Conklin\u2019s actions have been ruled\nas justified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State Comptroller Tom DiNapoli&#8217;s office conducted an audit\nof the Bainbridge Fire Department.&nbsp; The\naudit stated that the board established adequate controls to help safeguard\nassets, and the legally required procurement policy, investment policy and code\nof ethics were in place. The treasurer&#8217;s financial records and reports\naccurately and properly accounted for all financial activities. Although the\nboard did not perform a formal annual audit of the treasurer&#8217;s records, it\nreviewed reports each month and performed a thorough audit of claims before\nthey were paid to ensure they were supported and funds were used for legitimate\nexpenditures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governor Cuomo announced plans to close up to 3 correctional\nfacilities following record reductions in the State&#8217;s incarcerated population\nand reported crime.&nbsp; The Department of\nCorrections and Community Supervision will select the prisons, transition staff\nand incarcerated individuals, and cease facility operations by no later than\nSeptember 1st.&nbsp;&nbsp; Since 2011, the prison\npopulation has declined by nearly 10,000 or 16.7% from 56,419 to 46,973 people,\ncurrently.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Delaware County Chamber of Commerce will hold Job and\nResource Fairs on Wednesday, April 10th from 11:00 am to 3:30 pm at ONC BOCES\nin Grand Gorge and on Thursday, April 11 at DCMO BOCES Harrold Campus in\nMasonville.&nbsp; Employers will be connected\nto a viable workforce consisting of recent high school and college graduates as\nwell as adults who are eager to obtain employment.&nbsp;&nbsp; There is no fee to participate, but\nregistration is required.&nbsp; To register or\nto obtain more information, go to delawarecounty.org or call 746-2281.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Delaware River Basin Restoration Program received $6\nmillion in funding in the new federal budget bill.&nbsp; The funding level for the program was\nincreased by $1 million from last year\u2019s appropriation.&nbsp; The Program provides grants throughout the\nDelaware River basin, where communities are working on flood prevention,\naquatic habitat protection, and building river based recreational\neconomies.&nbsp; More Information is available\nat delriverwatershed.org<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governor Cuomo announced that\nall Supplemental Nutrition Assistance Program recipients will receive next\nmonth&#8217;s benefits no later than March 7 &#8211; approximately one week earlier than\nscheduled. The early release is intended to ease the burden on recipients that\nhave been forced to stretch February&#8217;s benefits for more than six weeks because\nof the recent unprecedented shutdown of the federal government.&nbsp; Nearly 20,000 New Yorkers were furloughed\nduring the federal shutdown and many more were working without pay for 35 days,\nleaving countless New Yorkers with no choice but to seek emergency food assistance\nfor the first time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State Police responded Friday night to a pedestrian that was\nstruck by a vehicle on State Route 23 near the entrance to Wal-Mart in the town\nof Oneonta.&nbsp;&nbsp; The pedestrian disregarded\nthe crosswalk sign and crossed in front of the vehicle&#8217;s path on State Route\n23, the pedestrian has been identified as 62-year-old Steven Grant of Oneonta,\nand He was airlifted by Life Net to Wilson Memorial Hospital with serious\ninjuries.&nbsp; The driver of the vehicle, a\n31-year-old male has been cooperative with troopers.&nbsp; At this time, no tickets have been\nissued.&nbsp; The investigation is continuing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On January 20th troopers were dispatched to a possible\noverdose in a vehicle parked in Dollar General on North Road in the town of\nWindsor.&nbsp; Troopers observed both\noccupants passed out, they were assessed by paramedics &amp; were charged with\na variety of drug &amp; other charges.&nbsp; Arrested\nwere 24 year old Caitlynn Rhodes of Colesville, &amp; 24 year old Tieler\nKennerup of Windsor, they were arraigned at Broome County Central Arraignment\nand Processing.&nbsp; Kennerup was released on\nhis own recognizance and Rhodes was remanded to the Broome County Jail without\nbail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">22nd District Congressman Anthony Brindisi will kick off an\ninfrastructure tour today, in the Town of Windsor where he will meet with local\nofficials about the town\u2019s water needs.&nbsp;\nThe event will be held at the West Windsor Volunteer Fire Department\nHall at 4:00 pm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">19th District Congressman Antonio Delgado holds his first\nin-county \u201cTown Hall\u201d meeting on Today at Cooperstown Village Hall starting at\n12:30 pm.
