The Chenango county sheriff\u2019s department arrested 3 people and 4th<\/sup> degree Grand Larceny and 5th<\/sup> degree Conspiracy.\u00a0 Deputies responded to a Norwich business on March 3rd for a reported larceny in progress where 2 people left the business with TV\u2019s without paying.\u00a0 Charged were James Bailey and Jody Spencer of Utica and Judy Bailey of Waterville. All 3 were arrested in the City of Utica on active arrest warrants issued by the Chenango County Sheriff\u2019s Office.
