NEWS MONDAY 1-21-13"},"content":{"rendered":"<p>The village of Sidney held 3 public forums Friday &amp; Saturday, to gather input as the village looks to update its master plan.\u00a0 Mayor Andy Matviak explains:<\/p>\n<p>&nbsp;<\/p>\n<p>(Andy Matviak 1-21-13)<\/p>\n<p>&nbsp;<\/p>\n<p>Mayor Matviak said that the master plan was last updated in 2003; more public forums will be announced shortly.<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n<p>The Chenango county sheriffs department arrested 21-year-old Trista Welch of Oxford, for 2<sup>nd<\/sup> degree assault and 4<sup>th<\/sup> degree criminal mischief.\u00a0 Welch is accused of striking another person with a shovel Sunday, she was arraigned in the Town of Oxford court and released on her own recognizance, and will reappear in the Town of Oxford Court at a later date.<\/p>\n<div>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n<p>The Chenango county sheriffs department arrested 25-year-old Joshua Harrington of Norwich on an active Arrest Warrant for Failure to appear in court on a previous arrest fro a drug charge, and Resisting Arrest. \u00a0Harrington was located by a sheriff\u2019s deputy while walking in the City of Norwich; he fled on foot and entered a residence in the City of Norwich to avoid being taken into custody.\u00a0 Harrington was located and taken into custody without incident; he was arraigned in the Town of North Norwich Court and remanded to the custody of the Sheriff on $1,000 Cash Bail to reappear in that court at a later date.<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n<p>The latest poll by the Siena Research Institute says 44 %% of voters surveyed opposed the Department of Environmental Conservation lifting a 4 \u00bd-year-old ban on gas drilling using hydraulic fracturing, while 40% favored lifting the ban. The poll showed that Upstate voters opposed fracking 51% to 38%.\u00a0 The previous surveys showed the opposite results, the most recent poll was conducted by phone of 676 registered voters and has a margin of error just under 4%.<\/p>\n<\/div>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n<p>State Comptroller Tom DiNapoli released the state December cash\u00a0<a title=\"link to report\" href=\"http:\/\/www.osc.state.ny.us\/finance\/finreports\/cash\/monthly\/december12.pdf\">report<\/a>, which showed that Tax collections through December totaling $46.4 billion were $48.3 million below the state\u2019s latest estimates and $685.3 million below initial estimates in April.\u00a0\u00a0 DiNapoli said that to meet current year-end projections, tax collections will have to grow 7.1% until April 1<sup>st<\/sup>, however the economic effects from Hurricane Sandy &amp; the delayed federal aid is likely make the projections out of reach, new projections are expected from the governor tomorrow when he releases the Executive Budget to the legislature.<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/p>\n<p>The Broome county sheriff\u2019s department arrested 24-year-old Crystal Ellett for DWI, driving with a BAC of .08 percent or higher, leaving the scene of a personal injury motor vehicle accident, speed not reasonable and prudent, moving from lane unsafely and operating a motor vehicle without proof of insurance.\u00a0 Ellett is accused of crashing her car &amp; leaving the scene, on state Route 369 in the town of Fenton, 1 passenger was injured in the crash &amp; was taken to Wilson Memorial Hospital in Johnson City.\u00a0 Ellett was released and is scheduled to appear in the Town of Fenton court at a later date.<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n<p>A group of firearm owners gathered at the state Capitol in Albany Saturday to protest the governor\u2019s new gun control laws.\u00a0 Saturday\u2019s protest is expected to be the first in a series of rallies by gun owners across the state, in the state capital.<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<\/p>\n<p>The Chenango county sheriffs department arrested 27-year-old April Collar for 4<sup>th<\/sup> degree grand larceny and petty larceny, following an investigation into a stolen cell phone and Benefit card.\u00a0 Collar was taken into custody without incident and arraigned in front of the Town of Norwich Court, and was remanded to the custody of the Sheriff on $5,000 cash bail to appear in court at a later date.<\/p>\n<div>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;-<\/div>\n<div><\/div>\n","protected":false},"excerpt":{"rendered":"<p>The village of Sidney held 3 public forums Friday &amp;
