Governor Cuomo repeated that ethics reform remains the top issue in relation to a new state budget, and that reports that there is a deal close at hand with the state senate republican leadership is premature. Cuomo said that the second major issue in the budget is education, & how to address and fix a broken education bureaucracy. The state budget is due April 1st, the governor said he would not sign a budget without ethics reforms; the State Assembly Leadership is in agreement with the Governor on that issue.

\nState Comptroller Tom DiNapoli announced today his office approved 1,786 contracts valued at $2.1 billion and approved more than 2.5 million payments worth more than $8.8 billion in February. His office also rejected 204 contracts and related transactions valued at $1.1 billion and more than 4,000 payments valued at nearly $8.2 million due to fraud, waste or other improprieties.
