NEWS THURSDAY 3-12-15"},"content":{"rendered":"<p>Governor Cuomo detailed his Upstate Agenda, which includes $10 billion in capital investments, at the Rochester Rotary and Rochester Business Alliance Luncheon.<\/p>\n<p>(Cuomo 3-12-15)<\/p>\n<p>Plans call for which another $10 billion in capital investments in the next state budget, to be awarded through another competition, similar tot eh regional economic development councils.<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<br \/>\nNew York state currently ranks 2nd in maple syrup production, and studies are being conducted at Cornell University to see if production can be extended to birch &amp; walnut syrup, Cornell agriculture department spokesperson Julie Suarez explains:<\/p>\n<p>(Julie Suarez 3-12-15)<\/p>\n<p>Suarez said that only 1% of the states maple trees are tapped; New York still trails Vermont for maple Syrup production,<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<br \/>\nGovernor Cuomo today announced that as a result of the Agricultural Land Assessment Cap, last year farmers across the state paid $11 million less in agricultural property taxes. Cuomo said that Coupled with the 2% property tax cap, New York farmers are enjoying a more predictable property tax climate, leading to increased productivity and profitability on farms across the state. New York\u2019s property taxes have been held to an average growth rate of 2.2% during the past three years, nearly 60% less than the 5.3% rate of growth over the previous ten years.<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<br \/>\nState Senator Jim Seward commented on the State Senate&#8217;s Republican leaderships\u2019 &#8220;Brighter Future&#8221; budget resolution for fiscal year 2015-16.<\/p>\n<p>(Seward 3-12-15)<\/p>\n<p>Seward stated that the senate&#8217;s broader tax cut proposal would apply to all STAR eligible homeowners, or approximately 3.3 million people, the senate budget proposal will make the statewide property tax cap permanent &amp; it eliminates the $1 billion that remains of the Gap Elimination Adjustment (GEA) scheme imposed by Democrats in 2010, and increases state school aid significantly over what the governor has proposed. The additional $1.9 billion school aid increase advanced by senate Republicans is also distributed fairly and equitably to every region of the state.<br \/>\n&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<br \/>\nState Police at Oneonta arrested 34 year old Richard Siar of Walton, for Driving While Intoxicated with a reportable B.A.C. almost double the legal limit.
