New Assembly Speaker Carl Heastie will push for the passage of the “DREAM” Act, which would make state-level college tuition aid available to those in the country illegally. Heastie also called for expanding the Tuition Assistance Program. Heastie’s Heastie’s plan is opposed by Senate Republicans, Governor Cuomo supports the DREAM Act, and included it as part of his $142 billion budget proposal.
