Norwich Police Department arrested Todd Talbot of Norwich, for Endangering the Welfare of a Vulnerable Adult, Sexual Abuse, and Forcible Touching. Talbot allegedly subjected the victim to unwanted sexual contact, he was located by and taken into custody without incident. Talbot was arraigned in Norwich City Court and remanded to the custody of the Chenango County Sheriff\u2019s Office on cash bail. He is scheduled to appear in court at a later date.<\/p>\n\n\n\n
