Chenango County Sheriff’s Office arrested 24 year old Nicholas Arter of Norwich for 2nd degree Rape, Criminal Sexual Act, Disseminating Indecent Material to Minors, Possessing Obscene Sexual Performance by a Child, Endangering the Welfare of a Child & Sexual Abuse. The Sheriff’s Office Detective’s Division received several rape complaints involving Arter engaging in sexual acts with multiple underage females. Arter was arraigned in Chenango County Centralized Arraignment where he was remanded to the custody of the Chenango County Correctional Division on $10,000 cash, $20,000 bond, and $50,000 partially secured. Arter is to appear in the Village of Oxford Court at a later date.

Chenango County Sheriff Office arrested 36 year old Wayne Moore of Earlville last week for Public Lewdness. Moore was charged following a complaint that Moore was nude in the front yard of a home, it was the 2nd incident that deputies handled regarding Moore, he was taken into custody and released with an appearance ticket and is to appear in the Village of Earlville Court at a later date.

The Trial of 64 year old Douglas Webb of Sherburne ended in a mistrial on Friday. Webb was accused of groping 3 students while operate a school bus, He was indicted in 2022 for offering a false instrument for filing with the intent to defraud, plus falsifying business records, 3 counts of forcible touching, & 3 counts of endangering the welfare of a child, State Police reported that Webb had failed to disclose a previous 1987 conviction to his employers on his bus driver application. The jury could not reach a verdict in the case after several hours of deliberation last week.

The Chenango County Planning Department is asking for County Residents to take a short period of time & fill out an online survey, so that they can put together a comprehensive plan on the county’s future, Planning Director Shane Butler explains:

Butler said that there is no deadline for filling out the survey, they have worked with an outside contractor to formulate the survey covering a number of topics, in a quick easy format.
The Sidney Head Start program will have a recruitment event tomorrow at their Sidney Civic Center location. The event is open for parents with children ages 3 to 5, it will run from 11:00 AM to 2:00 PM Tuesday.

50 year old Brian Kingsbury of Sidney pleaded guilty to Criminal Possession of Stolen Property and was sentenced to 1.5 to 3 years in state prison. Kingsbury was indicted by the Delaware County Grand Jury on March 7, for possessing several stolen guns. On July 29, Kingsbury appeared in Delaware County Court for a conference on his pending indictment. After the conference, he pleaded guilty, he admitted that he possessing a stolen shotgun in Sidney in July of 2023.

State Police arrested 35 year old Spencer Gransbury of Walton for 5 counts of Possessing a Sexual Performance by a Child. An investigation revealed that Gransbury was in possession of images consistent with child sexual exploitation. His arrest follows an investigation stemming from a cyber tip from the National Center for Missing and Exploited Children. On August 2, a search warrant was executed at Gransbury’s residence, he was arrested and processed & was transported to the Delaware County Correctional Facility for Central Arraignment.
