To the east, states of emergency have been called for the New England , with some estimates calling for more than a foot & a half of snow along the New England coastal communities.

Governor Cuomo today announced that in anticipation of a major winter storm set to hit tomorrow and Saturday, the State Emergency Operations Center has been activated. State Police have a full complement of troopers and supervisors assigned to all shifts in preparation of a winter storm approaching the region. Commercial Vehicle Enforcement Unit and Traffic Incident Management team members will be used to supplement normal patrol coverage.   State Police are working with County Emergency Operations Centers across the state as needed and are prepared for the increases in service calls for evacuations and medical emergencies.

Over 150 local union laborers rallied in Binghamton yesterday in favor of lifting the 4-½ moratoriums on natural gas drilling.   State Senator Tom Libous, County Executive Debbie Preston, Assemblyman Cliff Crouch and union leaders asked Governor Cuomo and the DEC to make the decision before the  environmental review deadline on February 27th. DEC Commissioner Joe Martens told lawmakers that missing the deadline would create a new comment period and extend the review further.

The Delaware County Sheriffs Office arrested Alfred Baker of Sunbury Pennsylvania for Driving While Intoxicated, Driving with a Blood Alcohol Content greater then .08 and unsafe backing. Baker was arraigned in the Town of Colchester Court, bail was set at $250 and was posted by Baker. Baker is scheduled to appear in the Town of Colchester Court on March 5th.

The Chenango county sheriffs department  arrested 27-year-old Thomas Kopec of  Norwich for 2nd degree aggravated harassment  and 1st degree criminal contempt.   Kopec  is accused of calling a  protected party on a telephone and threatening serious physical harm, which  violated a court order of protection,  Kopec was arraigned in Sherburne Court and was remanded to Chenango County Sheriff’s Office in lieu of $10,000 cash bail to reappear in the Village of Sherburne Court at a later date.

The Chenango County Sheriffs Office arrested  26 year old Jeffrey Dugon of Binghamton on an active arrest warrant for violation of probation.  Dugon  allegedly violated the terms of probation for a previous charge of 2nd degree attempted burglary,  He was remanded to the Chenango County Correctional facility.

The Delaware County Sheriffs Department arrested Lisa  Osbourne of Hamden Thursday on a Criminal Summons for the charge of 2nd degree Harassment.  Osbourne was released to appear on February 11th in the Town of Hamden Court  to answer to the charge.

The Chenango county sheriffs department arrested 20-year-old Matthew Schrann of Greene for Trespassing.  Schrann was arrested for allegedly entering and remaining unlawfully on the victim’s property, he was arraigned in the Town of Greene and released on recognize and ordered to reappear in the Town of Greene court on February 14th.

The Joint Landowners Coalition of New York announced that they would host Phelim McAleer at a screening of his documentary film, “FrackNation” at the Regal Theater in Binghamton, on Sunday, at 2:00 pm. A second screening is planned for Monday, February 11, 2013 at 7:00 pm at the “Egg” in Albany.  The documentary disputeS claims made about Hydrofracking in the Josh Fox movie “Gasland” and documents threats against McAleer from environmental extremists.

The Chenango county sheriffs department arrested 41-year-old Shawn Lorenc of Kirkwood on an active Arrest warrant for unauthorized use of a motor vehicle issued by Town of Greene Court.  Lorenc was taken into custody without incident and arraigned in the Town of Greene Court; he was remanded to the custody of the Sheriff on $1,000 cash bail to reappear in the Town of Greene Court at a later date.

The Chenango county sheriffs department arrested 25-year-old Coy Biviano of Norwich on an active arrest warrant for Criminal Possession of Stolen Property.   Biviano is accused of stealing property from a city of Norwich residence.   Norwich City Police located Biviano; he was arraigned in the Town of North Norwich Court and remanded to the Chenango County Correctional Facility on $500 cash bail.

The Chenango County Sheriff’s Office responded to a residence on South State Street in Norwich to execute a bench warrant issued by Town of Norwich Court. 6 people were arrested, including 32-year-old Cheryl Myers of Norwich for False personation and failure to appear on a prior charge of petit larceny. Also charged were 34-year-old Sean Beam of Norwich, 32-year-old Eric Carpenter of Plymouth, 18-year-old Lexus Armstrong of Oxford, 34-year-old Nadine Button of Norwich and an unidentified 16-year-old youth, all for Obstruction of Governmental Administration.  Myers was arraigned and sent to the Chenango County Jail on $500 bail pending future court action, the other 5 defendants were issued appearance tickets and will appear in City of Norwich Court at a later date.

State Police conducted an Underage Drinker Initiative detail at 16 different convenience stores in Otsego and Delaware Counties.  50-year-old Eugene Rowell, at the Hess Express on Main Street in Oneonta, and 21-year-old James Erwin at the Sunoco Country Store in Delhi, were charged with Underage Sale of Alcohol.  Rowell was issued an Appearance ticket for City of Oneonta Court on February 13th.  Erwin was issued an Appearance ticket will appear in Delhi Court on February 12th.

State police in Sidney arrested 46-year-old Scott Meyerholz of Bradenton, Florida, for Driving While Under the Influence of Drugs. The arrest was the result of a motor vehicle accident investigation in Masonville; Meyerholz was arraigned in the Town of Masonville Court and remanded to the Delaware County Jail in lieu of $2,500 cash bail.

Chenango county sheriff’s deputies arrested 45 year old Kevin Bush of Lincklaen for DWI, Unlawful Possession of Marihuana, open container in a motor vehicle and failure to keep right following a traffic stop on County Rd 12B in the Town of Lincklaen.   Bush was issued an appearance ticket for Town of Lincklaen court at a later date. Bush was released to a sober third party.

The Oxford Village Board voted in favor of Chenango county’s first hydrofracking ban.  The ban passed by a 4 to 1 vote; it calls for the banning of gas exploration, extraction and disposal within the village.  Several other municipalities in Chenango county are contemplating similar bans currently.

The Chenango county sheriffs department arrested 21-year-old Ethan Rounds of South Otselic on an active arrest warrant issued for 2nd degree Criminal Contempt.  Rounds allegedly used vulgar and offensive language during an official court proceeding in the Town of Otselic court after being warned, he was remanded to the Chenango County Correctional facility on $5,000 cash bail and will re-appear in court at a later date.

The latest Sienna Poll shows that the proposed Casino Amendment is supported by a 48% to 42% margin.  The measure requires passage in 2 consecutive sessions of the state legislature, followed by voter approval on the November ballot; the legislature did pass it in year number 1 last year.  Governor Cuomo suggests that the majority of casinos would be in the Catskill region & Hudson valley, in order to take advantage of the proximity to New York City’s population.

NYSEG announced has provided $7.43 million of assistance to 158 nonresidential customers in 18 counties that suffered damage from Hurricane Irene and Tropical Storm Lee in 2011. The grants were provided to customers in Broome, Tioga, Delaware, Greene and Ulster counties.  The programs included The Emergency Community/Municipality Assistance Program to help offset the cost of repairing or replacing customer-owned electricity and natural gas infrastructure. Grants up to $100,000 were awarded, the Emergency Building Redevelopment & Revitalization Assistance Program to help offset recovery costs incurred by commercial customers with Grants up to $200,000 awarded, & the Emergency Agriculture Assistance Program to help offset the cost of repairing or replacing customer-owned electricity and natural gas infrastructure at smaller farms and agri-businesses, with Grants up to $50,000 were awarded.

Governor Cuomo has called for changing of retirement costs for schools & municipalities in his executive budget proposal, Assemblyman Cliff Crouch comments:

Schools districts and municipalities would have to opt into the program to take advantage of the estimated savings; Crouch said that the numbers would be looked at again in 5 years to see if the savings can continue.

Governor Cuomo today announced the completion of all highway-paving projects funded through the NY Works program. The program included replacing pavement at 172 sites across New York State, including approximately 2,157 miles of state roadways, as part of $229.9 million in contracts.  Local Projects completed under the paving program include Route 17 from Hancock to Fish’s Eddy in Delaware County.

18 stream gauges and 16 rain gauges are scheduled to be deactivated on March 1st, unless Congress approves $215,000 to keep them in operation for another year. US Senator Chuck Schumer is once again urging NOAA to provide the necessary funding for the gauges from the $25 million dollars the agency received after Hurricane Sandy.

The City of Norwich Youth Bureau is selling tickets for a special night of hockey on Friday evening, February 15th.  The Binghamton Senators will play the Syracuse Crunch at the Broome County Veteran’s Arena; Tickets are on sale now at the Youth Bureau office in the Norwich City Hall for $15 each.  A portion of the local ticket sales will help support youth programs in Norwich.

The Sidney school district will be conducting a review and practice of their emergency management plan tomorrow.  The review will include a lockdown & lockout drill, beginning at 8:30 AM in the elementary & middle school and 9:35 in the high school.   Normal schedules will continue following the drills.

The Binghamton-Oneonta Building Trades Union is holding a rally to show their support for natural gas development to New York State. Labor leaders, business leaders, & landowners will call for Governor Cuomo to lift the ban on natural gas development and hydraulic fracturing.  Speakers will include Broome County Executive Debbie Preston, Assemblyman Clifford Crouch and State Senator Tom Libous Thursday at 12:00 Noon at the Plumbers & Pipefitters Local 112 at 11 Griswold Street in Binghamton.

Investigators are still trying to determine what started the fire at the Otego Agway building Saturday night.  The vacant building was destroyed, firefighters from Otego Oneonta, Wells Bridge and Treadwell assisted, no injuries were reported.  Anyone with information is asked to call the county Emergency Services Office at 547-4227, the sheriff’s office tip line at 547-1690, or by email at sherifftips@otsegocounty.com.

Attorney General Eric Schneiderman announced a multi-agency narcotics crackdown that led to a 226-count indictment charging 31 defendants with distributing large quantities of cocaine throughout the Capital Region, which was imported from New York City. Two of the defendants have also been charged with conspiracy to commit murder after wiretaps uncovered a murder plot.  All of those arrested lived in the Albany & Schenectady area.

Governor Cuomo announced that New York State has been awarded a $185.8 million federal grant to implement its State Health Benefit Exchange to make it easier for New Yorkers to obtain affordable health insurance coverage.  New York was 1 of 5 states to receive a Level 2 Exchange Establishment grant from the U.S. Department of Health and Human Services that will help develop a marketplace for New Yorkers to get affordable health insurance.  Open enrollment in New York’s Health Benefit Exchange will begin October 1st.

The 77,000 member Joint Landowners Coalition issued a statement regarding the potential for the DEC to miss the February 27th Deadline for the release of the regulations for Hydraulic Fracturing for natural gas.  Coalition CEO Dan Fitzsimmons told WCDO News that the idea of waiting for health studies before Hydrofracking starts is ill timed:

DEC Commissioner Joe Martens also was greeted by busloads of New Yorkers against Hydro-fracking, following his meeting with lawmakers in Albany Monday.  Martens said that he was not worried about missing the February 27th deadline, as he was waiting for a Health Department study on the possible effects from Gas Drilling by Hydrofracking.

Delaware County Sheriff Tom Mills announced that new defibrillators are needed for emergency responders throughout the County. The last fund-raising drive to purchase them was conducted in 2000, in 2011; Public Health donated 4 new defibrillators to replace the most outdated models. It is estimated that each new defibrillator will cost approximately $2,000. Donations can be made payable to the Delaware County Sheriff’s Office at 280 Phoebe Lane, Suite One, Delhi, 13753 and designate “Defibrillator Fund” on the reference line.

O’Connor Hospital in Delhi and Tri-Town Regional Hospital in Sidney are now using electronic medical records instead of paper patient charts.  The hospitals are now connected electronically with Bassett Medical Center in Cooperstown; the end result will demonstrate improvements in care coordination, efficiency in health care delivery, medication safety. All information for each patient is securely contained in one consolidated electronic record, making that information available no matter where the patient is seen for follow-up care within the Bassett Healthcare Network.

New York Farm Bureau officials testified at a budget hearing in Albany yesterday, regarding the Governor’s proposed agricultural portion of the Executive budget.  Farm bureau supports funding for animal health programs, programs to assist farm families directly, & the Governor’s plans to follow up on the Wine, Beer and Spirits Summit from last fall.  Farm Bureau is asking for the Legislature to consider increasing funding up to $1,000,000 for promotion and marketing activities for New York’s apple growers after last years crop losses from a spring frost, and for the restoration of marketing funding for maple producers & Christmas tree growers.

The Cooperstown Art Association will be hosting “An Artistic Discovery,” High School Art Competition for Otsego County High School Students.  The competition runs from March 8th through March 29th, 6 students will be awarded ribbons and a digital image of their artwork will then be submitted to Congressman Chris Gibson’s office for final selection in the next phase of competition, 1 student’s work will go on to be displayed in the US Capitol along with 49 other high-school artists’ work from across the country.  More information is available at 547-9777.
