State Budget Director Robert Megna will be giving a power point presentation regarding Governor Cuomo’s new “Tax Free New York ” proposal for businesses that locate near SUNY campus’.   The presentation will take place on the SUNY Oneonta campus in the Craven Lounge at the Morris Conference Center at 1:00 PM today.

The Otsego county health department will host a child safety seat check today in Oneonta.  The event will run from 1:00 to 3:00 this afternoon at 256 River Street in Oneonta, parents are reminded to bring their safety seat manual to the event.  More information is available at 547-4230.

State police are investigating the report of a fatality on the railroad tracks in Otego.  The incident occurred at around 6:00 PM Wednesday evening; WCDO will have more details as they become available.

State troopers issued 1,489 tickets in Troop “C” for violations of the state’s mandatory seatbelt laws, including 51 child restraint violations, during the recent two-week Buckle Up New York campaign.  The National Highway Traffic Safety Administration reports that seatbelts alone reduce the risk of fatal injuries by 45% for front seat passenger car occupants – and by 60% for pickup truck, SUV, and van occupants.  During the 2-week initiative, troopers made 39 DWI arrests, ticketed 689 drivers for speeding, and issued 145 distracted driver tickets.

State Troopers arrested 23-year-old Alexander Throssell, of East Meredith for Criminal Possession of a Controlled Substance, Possession of a Hypodermic Instrument and Unlawful Possession of Marihuana. The arrest was the result of a traffic stop in the Town of Stamford; Throssell was issued an Appearance Ticket returnable to the Town of Stamford Court on June 11th.

Governor Cuomo released the Upstate New York Gaming Economic Development Act, which will establish 3 destination resorts with gaming Upstate, to boost tourism and economic development in the region. The Resorts will be selected only on merit by the gaming commission or a separate board, none of the Resort will be authorized in New York City until a minimum of 5 years after the first upstate Resort opens.  The legislation can be viewed at governor.ny.gov.

The Broome County’s Special Investigations Unit arrested 29 year old Susan Smith of Binghamton on 1 count of Criminal Possession of a Controlled Substance.  Smith is accused of possessing 20 envelopes containing heroin, marijuana, and more $7,000 in cash in her apartment.  Smith faces court action shortly.

State Senator Jim Seward announced final legislative approval of a bill he sponsored to increase the amounts of allowable loans under the emergency services loan fund. The bill will adjust the loan rates available to account for inflation and help departments with equipment purchases and other necessary upgrades. The program is financed by repayments to the fund, budget authority and a 911 surcharge on wireless telephone calls. The Boys & Girls Club of Sidney will be hosting its 18th Annual Tim Morley Memorial Golf Tournament at the Sidney Golf & Country Club today.  This year’s tournament offers participants 18 holes of golf and cart, free food & beverages.  The Golf Tournament is in honor of the late Tim Morley, one of the community leaders who helped start the Club; he was killed in an accident in 1994.  More information about the club is available at 561-2311 or at www.bgcsidney.com.

State Troopers in Oneonta arrested 37-year-old Nathaniel Young of Franklin for 2nd degree Criminal Mischief and 3rd degree Menacing. The arrest resulted from a dispute on State Route 23 in Oneonta; Young was arraigned in the Town of Oneonta Court and released on $750 cash bail.

Governor Cuomo and United University Professions union announced the ratification of a contract between the state and the union of 35,000 SUNY employees. 77% of UUP members voted in favor to the agreement, the State Budget Office estimates that the deal will save taxpayers $87 million in wages through a Deficit Reduction Program & changes to health benefits will save $99 million over the contract period.

The Walton Central School District & The Walton police state police & the Delaware county sheriffs department continue to work together following another threat to students posted on Facebook this week.  No actual incidents have occurred at the district after any of the threats against Walton elementary school students.  Security has been beefed up, and the investigation is continuing.

Binghamton police arrested a Brooklyn man on drug charges, following a routine traffic stop Tuesday.  Police confiscated 19 grams of crack cocaine & 10 envelops of heroin during a traffic stop of 39-year-old Nicklas Williams of Brooklyn.   Williams is currently being held until his arraignment, on a variety of felony drug charges.

Attorney General Eric Schneiderman today announced that he has adopted new regulations that will require nonprofit groups, “social welfare” organizations, to make better disclosures of their political campaign activities.  Effective today, nonprofits that are registered with the state will now be required to report the percentage of their expenditures that go to federal, state and local electioneering. Groups that spend at least $10,000 to influence elections will be required to file itemized schedules of expenses and contributions. Those disclosures will be available for public scrutiny on the Attorney General’s NY Open Government website.

The U.S. Marshal’s Fugitive Task Force executed an arrest warrant on 52 year old Jerry Hopkins, who is a registered level 2 sex offender, who had violated parole conditions.  Hopkins had been placed on the New York State 100 Most Wanted list.  Task force members searched several homes and eventually followed a lead to a wooded area off Riverside Drive in the Town of Union, where he was taken into custody without incident. Hopkins was taken directly to the Broome County Sheriff’s Correctional Facility and is being held awaiting a parole hearing.

The Broome County Sheriff’s Office arrested 18 year old Xavier Montanez of Binghamton, for allegedly stealing a Pickup on March 3rd. Montanez was involved in an accident in which he had struck a house and then fled the scene.  Montanez was charged with 4th degree Grand Larceny, leaving the scene of an accident, unlicensed operation of a motor vehicle, Moved from lane unsafely & Speed not reasonable for conditions.  Montanez was taken into custody & was released pending further court action.

The Women’s Equality Act was unveiled by Governor Cuomo this morning.   Cuomo commented about the package of bills:

The bills follow the research & work of a women’s coalition, that showed that women continue to be paid less for the same jobs performed by men, that they are often portrayed as criminals instead of victims of human trafficking, and that there continues to be a “Gray Area” with regards to the 1972 Roe Vs. Wade federal decision that allows for a woman to chose to have an abortion.

Otsego county sheriff’s department investigators have determined that speed was a factor in a motorcycle accident on county highway 46 in the town of Milford Saturday afternoon.  49-year-old Shawn Cooper of Middleburgh died at Bassett hospital in Cooperstown shortly after he failed to negotiate a turn went into a ditch and overturned, he was ejected from the motorcycle.  Cooper died from apparent internal injuries sustained in the crash, the investigation is continuing.

The Norwich City Police Department announced that 19-year-old Michael Wilsey of Norwich has been found.  Norwich Police had announced earlier today that Wilsey had been missing since Saturday; details have not yet been released, other than Wilsey was unharmed.

James Vredenburgh of Afton also will need to register as a sex offender, following a recent guilty plea for promoting a sexual performance by a child.  Vredenburgh was sentenced in Chenango county court Friday to 10 years probation with three months of weekend incarceration in the Chenango County jail.

Delaware County Sheriff’s Deputies arrested 25-year-old Eileen Dickson of Walton for Criminal Possession of a controlled substance  & Aggravated Unlicensed Operation of a Motor Vehicle.  Dickson was released on an appearance ticket and traffic summons to appear in the Village of Walton Court on June 11th to answer the charges.

Leonard Vandermark of Greene was sentenced Friday in Chenango county court to 6 months in the Chenango County jail and 10 years probation for 1st degree sexual abuse.  Vandermark was found guilty of having sexual contact with a girl under the age of 13; he will also be required to register as a sex offender.

Attorney General Eric Schneider­­man filed a lawsuit against HSBC Bank USA and HSBC Mortgage Corporation for failing to follow state law related to foreclosure actions, putting homeowners at greater risk of losing their homes. Under state law, residential mortgage lenders, who sue to foreclose on a homeowner, are required to file a “Request for Judicial Intervention” with the county clerk, which allows the lender to attend a settlement conference within 60 days.  HSBC is accused of ignoring state law; more information on the foreclosure crisis is available at AGHomeHelp.com.

State police arrested 47-year-old Maria McGuane of Owego for 2nd degree grand larceny.  McGuane is accused of stealing more than $50,000 from her employer between 1999 and 2012; she was arraigned in town of Owego court and was released pending future court action.

The New York farm bureau and local farmers will speak with lawmakers today regarding the continuing financial burdens of farming in the state.  Farmers are scheduled to speak with Assembly Ag Committee chairman Bill Magee regarding possible legislation to assist farmers.

The Oneonta common council will hold their next regular meeting this evening.  The meeting will begin at 7:00 PM in the council chambers at the 2nd floor of Oneonta city hall.

Investigators have determined what caused Thursday mornings fire that heavily damaged Upturn Industries at the Bainbridge industrial park Thursday morning.   Chenango County Fire Coordinator Matthew Beckwith explains:

Beckwith said that the company is looking for a temporary site in order to continue meeting their workload. Upturn employs about 30 people and manufactures components for the Aerospace industry.

The arrests resulted from a vehicle stop in Sidney; both subjects were issued an Appearance Ticket returnable to the Town of Sidney Court on June 27th.

Voters in Sidney Center voted in favor of bonding for a new fire station, by a vote of 80 to 1.  The next step for the project is to finalize the plans and put them out for bid with the anticipation of breaking ground in mid summer.  The anticipated cost of the station is $550,000, the bonding of $300,000 over 15 years at 3% interest will give the district an average yearly payment of $25,000. The bond would not raise the fire tax by no more than the 2% state tax cap.

The arrests resulted from a vehicle stop in Sidney; both subjects were issued an Appearance Ticket returnable to the Town of Sidney Court on June 27th.

State Troopers from Binghamton arrested 23-year-old Stephen Webber of Dingman’s Ferry, Pennsylvania for Unlawfully Fleeing a Police Officer in a Motor Vehicle, Resisting Arrest and Unlawful Possession of Marihuana. The arrest resulted from a traffic stop initiated on Interstate 81 and ending on Foley Road in Kirkwood, where Webber fled into the woods.  Webber was apprehended and taken into custody; he was arraigned in the Town of Kirkwood Court and remanded to the Broome County Jail in lieu of $1,500 cash bail.
