The Norwich City Police Department are removing the body of a woman found near the Norwich Wal-Mart, in an area that they have been searching in since they found the gold Pontiac owned by 51 year old Krista Kosowky of Norwich.  Kosowsky was reported missing by her husband after failing to show up for work on Friday in Clinton, a Police Canine unit discovered the body in water near a railroad right-of-way this morning, the woman’s identity and cause of death will be determined by an autopsy.

The national weather service in Binghamton has once again posted a Flood Warning today through tomorrow morning at 10:00 AM, for in the area of the Chenango River At Norwich.  Officials said that the Chenango River At Norwich Will Continue To Recede Today And Tonight, Before Dropping Below Flood Stage On Thursday Morning.  Some flooding may still be experienced today at on the Streets and in the yards Of Homes On East Main Street Near The Chenango County Fairgrounds as well as Within The Fairgrounds.  East Main Street was reopened to traffic this morning, but the 2nd annual music & balloon festival scheduled for tomorrow July 4th at the Chenango county fairgrounds in Norwich has been cancelled due to the flooding, organizers will announce alternate plans for the event shortly.

State police will be out in full force for the July 4th holiday weekend.  Patrols will be looking for speeders, drunk, drugged or aggressive drivers, those using cell phones for calling or texting while driving, they are also looking for all motorists & passengers to use their seat belts.

Oneonta police charged 56-year-old Patricia Bennet of Oneonta with driving while ability impaired by alcohol and unsafe backing, after she allegedly backed her SUV into 8 Hazel Street Monday night.  No injuries were reported, the residence is owned by Oneonta city judge Lucy Bernier, Bennet will appear in Oneonta city court at a later date.

The New York State DOT will hold a public information meeting on July 10th to discuss a project to replace a bridge on State Route 30 & 206 over the East Branch Delaware River in the Town of Colchester.  The meeting will be held at the Colchester Town Hall located at 72 Tannery Road, Colchester, at 7:00 PM.  The bridge has been in use for 60 years and DOT inspectors have determined that it needs to be replaced. Three alternatives will be discussed at the meeting.

Governor Cuomo deployed 250 National Guard members to help residents and businesses impacted by flood damage in the Mohawk Valley. Guard members along with 27 pieces of heavy equipment will be deployed to affected areas to help with debris removal and security.

The Broome County Special Investigations Unit Task Force initiated a plan to target heroin users and heroin dealers in attempt to deter future crimes and to deter potential narcotics use.  During a 2-day initiative, the Task Force arrested 16 people on a total of 35 associated charges, after executing 7 search warrants & 8 outstanding Warrants.  Police confiscated 97 envelopes of heroin & over $11,000 in cash.  The investigation is continuing, more arrests are expected.

The vehicle of Krista Kosowsky of Norwich has been located in the parking lot of the Wal-Mart store in Norwich.  Kosowsky was heading for work from Norwich top Clinton during the storms Friday afternoon; she never made it to work.  Kosowsky is described as a white female, about 5 feet 7 inches tall and weighing about 240 pounds, anyone with information should call Norwich police at 334-1212.

Montgomery County officials reported that the body of 87-year-old Ethel Healey has been recovered from the Mohawk River last night, after she was swept away in her mobile home in floodwaters Friday.  Healey’s body was found in storm debris at Canajoharie, about 3 miles from Fort Plain, this is the only death so far attributed to the recent storms.

State Police received a report of a vehicle with multiple Vehicle and Traffic Law violations being operated by EDWARD SHERMAN on State Route 206 in Masonville.  A pursuit began when Sherman refused to stop. He was followed onto Randell Hill Road where he intentionally drove his pick up truck into 2 patrols cars, causing extensive damage.   Sherman then drove away and led the remaining patrol vehicles onto numerous roads; he again struck 3 more police vehicles and fled the scene on foot. Sherman was located about 3 hours later in a field, he was arrested for 4 counts of Reckless Endangerment, 4 counts of Criminal Mischief, and Unlawfully Fleeing a Police Officer in a Motor Vehicle. Sherman was arraigned in the Town of Franklin Court and remanded to the Delaware County Jail in lieu of $30,000 cash bail.

Governor Cuomo today announced the formation of the “Commission to Investigate Public Corruption” under the Moreland Act, to probe corruption in state government, political campaigns and elections.

The Southern Tier Chapter of the American Red Cross has been actively responding to flooding in the Utica, Oneida and Mohawk Valley since late last week.  Officials said that Sherburne is getting clean up kits and water, which is being delivered, to the Sherburne fire department for distribution.  The red cross is fundraising to help cover the costs for the assistance to those affected by the recent flooding, Donations to “Disaster Relief” can be made at your local Red Cross office, online at redcross.org, 1-800-RedCross or to the Southern Tier chapter office at 785-7207.

State comptroller Tom DiNapoli released the results of the audit for the Town of Hamden.  The report said that the town board has not properly monitored budgets and managed fund balance in the general fund. The board has consistently relied on fund balance to fund operations, which has depleted town resources. Although fund balance has rebounded somewhat in 2012, there has been a 69 percent overall decline in reported unassigned fund balance since 2008.

Governor Cuomo today formally requested that President Obama issue a major disaster declaration for the State of New York as a result of severe storms and major flooding that occurred on June 27 and 28. Previously, the Governor declared a State Disaster Emergency that included the Mohawk Valley as well as local counties of Broome, Chenango, Delaware, Otsego, where More than 13,000 people were without power at the height of the storm, and one person was swept away by the flood waters and is presumed dead.

Governor Cuomo signed legislation that creates new penalties for texting-while-driving for young and new drivers to better protect New Yorkers on the road.  The new law imposes the same penalties on drivers with probationary and junior licenses for texting-while-driving and using a hand-held cell phone that they now receive for speeding and reckless driving: 60-day suspensions for first convictions and revocations of 60 days (for junior licenses) or 6 months (for probationary licenses) for subsequent convictions within 6 months of the time a license is restored after suspension. This is effective immediately.

State Senator Jim Seward announced legislation he sponsored that will extend the emergency medical technician five-year recertification demonstration program, has been signed into law by Governor Cuomo.  The legislation provides active volunteer EMTs additional time to meet recertification requirements through July 1st 2018 in Delaware, Otsego, & Schoharie counties among others.  The law will take effect immediately.

Delaware County sheriff’s Department Investigators arrested 31-year-old Sylvester Dorvil of Utica on a Sealed Indictment warrant handed down by a Delaware County Grand Jury. Dorvil is charged with 1 count of Criminal Sale of a Controlled Substance, following a 5-month investigation.  Dorvil is accused of selling Heroin in the Village of Walton; he was arraigned in the Delaware County Court, and remanded to the Otsego County Correctional Facility where he is currently being held on other charges. He is scheduled to re-appear in Delaware County Court today for further proceedings.

The Delaware County Sheriff’s Department arrested 18-year-old Devyn Clum of Bloomville for 2nd degree Criminal Contempt.  The charges stem from an incident that took place in May where Clum violated an order of protection.  Clum will be arraigned at a later date.

Delaware County Deputies arrested 26-year-old Tatsumi Suyama of Brooklyn for Criminal Possession of Marihuana, following an incident where Suyama is alleged to be in possession of marihuana at the Little Pond State Camp ground.  Suyama was issued an appearance ticket to appear in Andes Town Court of July 11th.

Norwich City Police are asking the public for help in the search for 51-year-old Krista Kosowsky of Norwich, who was reported missing Friday evening by her husband after she failed to show up for work in Clinton.  Police said that Kosowsky had to change her route to work Friday due top flooding, she is described as a white female with brown eyes and brown hair, she was driving a gold, four-door 2007 Pontiac Grand Prix with the license plate number FCX3112.  Norwich police are asking anyone with information to call them at 334-1212.

Motorists are advised that State Route 17 eastbound between the Airport Road exit and the Front Street exit will be reduced to one lane this morning, as Crews will be reconstructing pavement. Also, Crews will be performing bridgework on Interstate 81 southbound over Chenango Street. Flooding issues from recent storms have forced some area waterways to spill over their banks.  Chenango County Sheriffs department said that flooding in Sherburne has closed down state route 12, Otsego county officials report that Route 28 is closed from Schuyler Lake to Herkimer & Route 31 is closed from Cooperstown to Glimmerglass State Park due to flooding, and Otsego Express is canceling all public transportation today. Localized flooding was reported in Norwich around Prentice Street. Chenango county sheriffs department arrested 35-year-old Rachael O’Neill of Norwich, for 2nd degree Harassment, following an investigation into an incident involving a county social services worker.  O’Neill is accused of threatening bodily harm to a County DSS worker during the course of a meeting, she was arraigned in the Town of Norwich court and is to re-appear in the City of Norwich court at a later date.
