State Police investigated a car-pedestrian fatal motor vehicle accident Tuesday night on State Route 17 in the town of Hancock. The investigation revealed that the victim was 36 year old Sherylle Redulfin of Ottawa, Ontario, Canada; she had been involved in a 1 car property damage accident and was standing in the roadway when she was struck by a vehicle operated by 20 year old Laura Victor of Yorktown Heights. Redulfin was transported to Lourdes Hospital where she succumbed to her injuries. The investigation is continuing.

State Senator Tom Libous & Assembly Members Donna Lupardo & Cliff Crouch met with state officials Tuesday in Albany to discuss the proposed closures of the Broome Developmental Center and the Greater Binghamton Health Center. Libous said that they are concerned about the loss of jobs, and the ability for the community as a whole to handle the patients:

Libous said that he talked with the Governor recently about his concerns, he said that he is hopeful that there could be money in next years state budget to keep the facilities open, if not he has proposed legislation to freeze the closure of mental health facilities until 2015, in order to come up with better plans for those affected. Libous expects to meet with officials again after the Thanksgiving break.

Governor Cuomo holds a wide lead over his potential Republican challengers in the 2014 gubernatorial race, according the latest Polls. A Wall Street Journal-NBC-Marist poll found that Cuomo leads Westchester County Executive Rob Astorino 65 to 23%, with similar leads against Assemblyman Steve McLaughlin and former Republican gubernatorial nominee Carl Paladino. A Quinnipiac University Poll shows Cuomo over Astorino by 56 to 25% margin.

An estimated 1500 people turned up to greet the Canadian Pacific Holiday train in Binghamton last night. The train made its way to Oneonta this afternoon, where those that turned up were entertained, and left donations for area food banks.

U.S. Senator Charles Schumer announced a new bill that would regulate the buying and selling of metal. Copper thefts continue to increase, he said his bill would deter potential thieves by requiring documentation on where the metal came from, which would then make it a federal crime to steal metal, the bill would also cap the amount a recycler can pay cash for metal at $100, over that would require payment by check.

State health officials report that New York’s health exchange website has performed well, in contrast to the federal Affordable Care Website. More than 76,000 people have signed up in New York so far, and the state is on track for its goal of signing up 1.1 million people by 2016.

Governor Cuomo predicted the state will have a surplus next fiscal year, and he vowed to use the money for property-tax relief. State budget figures this month estimated a $1.7 billion deficit for the fiscal year that starts April 1, but Cuomo said there will be a surplus for next year if the line is held on spending. The governor will release his 2014-15 budget proposal in January; the Legislature has until March 31st to approve it.

State Police reported a multiple vehicle crash on State Route 17 east at exit 90 near East Branch last night.  Eastbound lanes were closed at the exit and traffic was detoured, all lanes have been re-opened.   State Police have not yet released the identity of the deceased.

Governor Cuomo today announced that State Police will initiate special traffic enforcement efforts today & through the thanksgiving weekend.  The State Police will focus on aggressive driving, impaired driving, and distracted driving. The effort will also incorporate fixed sobriety checkpoints and the “Operation Hang Up” initiative, which utilizes Concealed Identity Traffic Enforcement patrol vehicles to locate drivers talking or texting on cellular telephones.

Governor Cuomo announced that New York State is partnering with Walmart, PepsiCo and Fresh Direct this Thanksgiving Week to help deliver more than 3,000 meals to families in need.  Walmart will provide the meals; PepsiCo will be donating 2,800 beverages, and Fresh Direct will provide 3,000 boxes to help with the transport and delivery of goods. The meals will be assembled and distributed by members of the New York National Guard this week. In addition, Walmart will donate more than $1 million to food banks and local charities across the state.  Wal-Mart’s donations for hunger relief in New York will go to the Associated Catholic Charities Broome County, in the amount of $75,000.

P.M. NEWS TUESDAY 11-26-13

Sidney village police have arrested 27-year-old Jordan O’Neill of Sidney, following the report of a self inflicted gunshot wound to the hand Monday night.  O’Neill was charged with 2nd & 3rd degree criminal possession of a weapon & falsely reporting an incident.  O’Neill was arraigned in Sidney Village court and was remanded to the Delaware County Jail on $10,000 cash bail pending future court action.  State police assisted Sidney police in the investigation.

Assemblyman Cliff Crouch announced that he would be hosting 3 town hall meetings, in Kirkwood, Windsor and Triangle.  The meeting will be held on Tuesday, December 3rd at the Kirkwood Town Hall at 5:00 PM, at the Windsor Town Hall at 6:00 PM on Wednesday, December 4th and the Triangle Town Hall on Thursday, December 5th at 6:00 PM.

Chenango County Sheriff’s Office arrested 36-year-old Brian Copeland of Norwich on a charge of 4th degree Criminal Mischief.  Copeland was arrested after deputies responded to a domestic dispute in the Town of Norwich; Copeland is accused of destroying property of the victim during an altercation.   Copeland was arraigned in the Town Norwich Court and was released and ordered to appear in the Town of Norwich Court at a later date.

New York lawmakers who pledged to go without salaries during the 16-day partial government shutdown in October never missed a paycheck. All members of Congress were paid on their usual salary schedules because of the timing of their pay periods. Most of New York’s 27 House members and Senator Kirsten Gillibrand, made no pledge to forgo their pay during the shutdown.

New York has given state police 32 tall, unmarked SUVs to better peer down at drivers’ hands, part of an aggressive attack on texting while driving that also includes steeper penalties and dozens of highway “Texting Zones,” where motorists can pull over to use their devices. New York  has banned text messaging for all drivers and prohibits using hand-held cell phones. this year The state toughened penalties for motorists caught using hand-held devices, increasing penalty points on the driving record from 3 to 5, along with tickets that carry fines of up to $200.

U.S. Senator Chuck Schumer is introducing legislation to toughen the penalties against telemarketing companies that violate the “do not call” rules. Schumer says spammers are taking advantage of new technology and legal loopholes,  he proposes that the penalties be increased to $20,000 dollars for each violation and jail time for repeat offenders. Since August, the FTC has logged as many as 200,000 robo-call complaints a month.

A government watchdog group is calling for limits on money individuals and corporations can give candidates in state elections.  The New York Public Interest Research Group blames the state’s political scandals on lax limits, poor enforcement and loopholes. They claim that individual limits per candidate should be $2,600 per election with a $1,000 corporate limit to any campaign committee during an election cycle. NYPIRG submitted its proposals to the state’s newly formed Moreland Commission to Investigate Public Corruption, which is scheduled to issue a preliminary report December 1st.

Sidney Village Police investigated a reported shooting on Johnson Circle last night.  During the course of the initial investigation, it was determined that the incident was a self inflicted gunshot wound to the hand.  State Police assisted Sidney Police last night at the scene, the investigation is continuing.

Governor Cuomo announced $4.5 million in grants to 46 organizations to help 2,600 emergency food providers throughout New York State respond to an increased need for food assistance. The move became necessary after the recent reduction in federal SNAP benefits by Congress in the Farm Bill Proposal.  Cuomo’s office said that the number of emergency meals reported for 2013 is trending at about 13% more than this time last year.

State Senator Jim Seward announced that his 3 district offices will serve as drop off points for holiday cards to be sent to service members as part of the American Red Cross 2013 Holiday Mail for Heroes program.  The Holiday cards may be dropped off at any of Senator Seward’s 3 district offices, located at 41 South Main Street in Oneonta, 235 North Prospect Street in Herkimer or 4030 West Road in Cortland.  Cards must be dropped off by December 5th to ensure their delivery. Red Cross volunteers have distributed more than 6.5 million cards for members of the U.S. Armed Forces, veterans and their families since the program started in 2006.

P.M. NEWS MONDAY 11-25-13

The Otsego County Office of Emergency Services and the State Office of Fire Prevention and Control Fire Investigators have determined that the fatal structure fire in Richfield Springs on November 16th was due to an electrical malfunction.   Richfield Springs Teacher Mary Weingates was killed in the fire, investigators believe that the fire started in the rear of the structure, which allowed it to spread to other section of the structure unnoticed.

State troopers from Deposit arrested 39-year-old Theresa Serino of Deposit for aggravated driving while intoxicated with a reportable BAC result of .21%.  The arrest followed a 2-car accident on State Route 17 in Sanford.  Serino was issued tickets returnable to the Sanford town court on December 2nd.

The New York State economy added 33,800 private sector jobs in September and October 2013, according to preliminary figures released Friday by the State Labor Department.  The State’s unemployment rate increased from 7.6% to 7.7% in the fall, as Layoffs related to the recent federal government shutdown may have contributed to the increase.

New York consumers are being alerted about a phone or email scam from individuals claiming to be from the Internal Revenue Service or the State Department of Taxation and Finance. Scammers are threatening New Yorkers with fines, deportation, arrest, and other penalties if they do not immediately pay a claim of owed taxes, through wire transfers or a pre-loaded debit card.  Officials said that many of the scam calls have come from the 530 area code. To report fraudulent activity, contact the State Tax Department at (518) 435-8523 or the State’s Division of Consumer Protection at (518) 474-8583.

Delaware County Board of Supervisors voted in favor recently of constructing a new recycling center, to take advantage of the growing markets for recycled materials.  County Solid waste management coordinator Sue McIntyre told WCDO News of the timeline for this project:

State Senator Jim Seward today urged the new York State Parole Board to deny the release of David Dart, who murdered 18 year old Gillian Gibbons in 1989 in her car, parked the lower level of the Municipal Parking Garage in Oneonta.  In a letter to the superintendent where Dart is housed, Senator Seward said, that it was in the best interest of Gibbons family and the community at large that Dart be denied parole.  Dart was convicted of 2nd degree murder and is serving a 25 years to life sentence.

2 Republicans have announced plans to enter a 2014 primary against Republican Rep. Richard Hanna in the 22nd Congressional District. Michael Vasquez of Binghamton is a licensed auto and home insurance agent. Binghamton wil receive $53,000 from FEMA to cover costs associated with flood recovery projects following Tropical Storm Lee in 2011.  Binghamton applied for FEMA aid to offset costs for 70 flood recovery projects, with 4 getting rejected.  Since the 2011 flood, the city has recouped more than $2 million from FEMA to repair over 66 sites throughout Binghamton.

A.M. NEWS MONDAY 11-25-13

State Police in Norwich report that a body of a deceased male was located submerged in the Unadilla River in the Town of Butternuts, about 2 miles south of South New Berlin. The discovery followed the search by State Police, New Berlin Police, State Forrest Rangers, Chenango County Sheriff’s Deputies and Civilian volunteers, searching for 45 year old Daniel Reimers of New Berlin, who was last seen on November 7th. The investigation is continuing.

The Sidney Fire Department responded to 8 Gilbert Street around 3:00 PM Saturday afternoon.  The fire was contained in about 45 minutes, no injuries were reported, and the cause of the fire is under investigation.

State Police in Deposit and the Hancock Police Department responded to 479 County Route 28 in Fish’s Eddy for the report of an assault. Police located a 52-year-old female subject who had been in a verbal and physical altercation with 52-year-old Ronald Milke Jr; she suffered various facial injuries before she was able to exit the residence. State Police entered the residence and located Milke deceased from an apparent self-inflicted gunshot wound.  The female subject was transported to Wilson Hospital.  The Investigation is continuing.

State Education Commissioner John King will visit Binghamton Monday to discuss the Common Core with community members.  The forum is scheduled for 6:00 to 8:00 PM at West Middle School. The forum will be hosted by state Assemblywoman Donna Lupardo and moderated by the League of Women Voters, Assemblyman Cliff Crouch will also be serving on the panel.

A.M. NEWS FRIDAY 11-22-13

State troopers arrested 41-year-old Todd Utter of Whitney Point for unauthorized use of a vehicle.  The arrest resulted from a complaint on State Route 11 in Whitney Point on November 11th where Utter had allegedly taken a person’s car without permission.  Utter was located in the town of Chenango; he was arrested and was arraigned & was remanded to the Broome county jail in lieu of $1,000 cash bail.

State police at Oneonta arrested 45-year-old Carolyn Murray of Oneonta for driving while intoxicated with a reportable BAC result of .17%.  Police said that a trooper responded to the Oneonta court for the report of an intoxicated woman who was observed leaving the building and tried to drive away.  A town constable stopped Murray until state police arrived; she was issued tickets for Oneonta town court on December 17th.

Norwich police arrested 21-year-old Glen Potter of Norwich, for felony 2nd degree unlawful surveillance.  Potter is accused of taking pictures of a woman while she was in a bathroom; he faces court action on the charge shortly.

State Assemblyman Jim Tedisco is proposing legislation to crack down out the violent “knockout game” in which youths “sucker punch” innocent bystanders for kicks.  Tedisco said that his bill would make the game a gang assault with a sentence of up to 25 years, & the Youths would be able to be charged as adults.
