Governor Cuomo today delivered his state of the state address to a joint session of the legislature in Albany, looking for another positive year of progress & unity:

Cuomo outlined his plans for building 100 new upstate bridges to replace ones damaged by recent storms, a medical marijuana program for cancer sufferers in 20 hospitals.  Stiffer penalties for repeat drunk drivers & teens who text while driving & setting up an agricultural summit and cutting taxes to 0% for upstate manufacturers.  Cuomo will deliver the state budget proposal to a joint session of the legislature on January 21st in Albany.

State police arrested 48-year-old Robert Braun of Oneonta for 2nd degree criminal contempt.  The arrest resulted from a vehicle and traffic law stop on State Route 205 in Oneonta, it was determined that the front seat passenger held an active order of protection against Braun.   Braun was arraigned in the Town of Oneonta Court and released; he faces court action on February 6th.

A law passed last year allowing those with New York hunting licenses, to kill wild boars is proving ineffective at curtailing their numbers, so Officials from the U.S. Department Of Agriculture’s Wildfire Services Unit will be attempting to kill off the feral swine by chopper.  The boars have been migrating into the Tri County region over the last few years, carrying 37 different parasites, as well as killing of livestock, pets and in some cases, attacking humans.  The chopper units will operate January 28th to February 7th.

State police arrested 39-year-old Mason Hamilton of Cincinnatus for aggravated unlicensed operation of a vehicle.  The arrest occurred after a traffic stop for an expired inspection on State Route 206, a check of Hamilton’s driver’s license revealed that he had 12 suspensions.    Hamilton was arraigned and remanded to the Broome County Jail on $1,000 cash bail.

62-year-old Barry Renert’s felony hearing has been delayed.  Renert was arraigned Sunday in Cooperstown village court on a charge of 2nd degree burglary following extradition from Virginia, he is accused of menacing a former employer at the Seventh Inning Stretch in Cooperstown on December 23rd.  A new date for the felony hearing was not set.

A Sherburne man was arrested on 110 counts of animal cruelty against cows.  State police charged 48-year-old Michael Thompson with torturing, injuring and not feeding an animal at his farm on Casey Cheese Factory road in the town of Columbus. Several deceased and sick cows were found on the farm.  Thompson was arraigned in Columbus town court and sent to the Chenango County Jail on $5,000 bail.

18-year-old William Thomas of Oneonta has been arrested, for allegedly raping a 14-year-old girl in Wilber Park in November.   Thomas was charged with 2nd degree rape, he faces court action on February 10th in Oneonta city court.

Advocates for New York’s poor are calling for a minimum wage of at least $10 to address what they call a state crisis of inequality. Rallying at the Capitol in Albany today, they said the state’s richest 1 percent now account for 35 percent of all income. The Legislature and Gov Cuomo last year raised the minimum wage from $7.25 to $8 this year, $8.75 next year and $9 by 2016. Assembly and Senate Democrats have proposed accelerating the increase and adding inflation adjustments

A.M. NEWS WEDNESDAY 1-8-14

State Troopers responded to a Broome County 911 call for a man trapped under a car at 338 Hardy Road in Conklin.  Troopers observed 23 year old Devin Tompkins unconscious and pinned face down under an Oldsmobile Intrigue.  Troopers located a car jack and utilized it to lift the car off of Tompkins & they pulled him from under the car. Tompkins regained consciousness and was transported to Wilson Hospital.

The annual Baseball Writers’ Association of America will announce their choices for induction into the National Baseball Hall Of Fame today.  Hall of Fame President Jeff Idelson will reveal the results at 2:00 PM.  The Class of 2014 will be enshrined July 27th in Cooperstown as part of the Induction Weekend at the Clark Sports Center in Cooperstown

Governor Cuomo and Vice President Joe Biden discussed federal government funding for statewide projects to improve infrastructure damaged by Tropical Storm Lee, Hurricane Irene & Hurricane Sandy since 2011.  Cuomo said that bridges & roads upstate need to be dealt with quickly & correctly:

State Police are investigating 2 separate gun burglaries at Mayhood’s Sporting Goods on State Route 12 in Norwich.  The burglaries occurred between 10:00 PM Monday & 6:00 AM this morning.  Numerous firearms were taken from the store including upwards of 22 handguns, several long guns and numerous boxes of ammunition.  Anyone with information is asked to contact state police at 334-3296.

State police arrested 33-year-old Bobbie Jo Nye of Mount Upton on a charge of 4th degree arson.  Troopers accuse Nye of setting a bag of cat excrement on fire on the front porch of a residence in Guilford on December 27th.  Nye was arraigned & was sent to the Chenango county jail on $5,000 cash bail pending future court action.

Chenango County residents who earned less than $51,000 this tax year may qualify for free tax preparation.  Residents will need to provide preparers with photo ID, Social Security Cards for themselves & all claimed as dependents, as well W-2, W-2G, and 1099-R, Bank statements with Interest and dividends, Copies of their prior year federal and state returns, will be required. State consumer confidence fell flat in December according to a Siena Research Institute poll. The state consumer sentiment poll is released each month and measures people’s willingness to spend as opposed to their ability to spend. The state’s consumer index in December was 73.6, up 0.3 from November. The nation’s consumer index rose 7.4 points to 82.5 in December.

Governor Cuomo wants to eliminate the corporate income tax for manufacturers in upstate New York as part of a tax plan he plans to detail in his State of the State address tomorrow.  Cuomo wants to reduce the corporate  tax rate from 7.1% to 6.5%. For manufacturers, Cuomo proposed funding a 20% property-tax credit, while reducing the corporate income-tax rate to zero for those located upstate. Cuomo’s plan also calls for tying property taxes to a homeowner’s income level and ability to pay.

Vice President Joe Biden and Governor Andrew Cuomo will meet today in Albany.  The 2 will discuss the state’s infrastructure in regards to Hurricane Sandy.

The Village of Earlville has called an “Information Gathering Meeting” tonight, regarding “Local Law #1 of 2007”, a law that banned the ownership of non-domesticated animals in the village limits.  The meeting will begin at 6:00 PM at the Village Office located at the 8 North Main Street.  The village board has been involved in a long-running dispute with former congressional candidate Michael Kicinski & his desire to raise chickens at his property within the village of Earlville.

The Theatre Panel of the State Council on the Arts announced that The Chenango River Theatre will receive direct funding for General Operating Support for their upcoming  2014 season. The award of $5,000 annually covers two years, extending  through the 2015 season. Chenango River Theatre’s 2014 season will be announced in March, with over 60 performances scheduled from May to October. P.M. NEWS MONDAY 1-6-14

Bail has been set at $500,000 cash bail or $1 million bond for 62 year old Barry Renert, in connection with a shooting at the 7th inning stretch store in Cooperstown on December 23rd.  Renert was returned to New York after waiving extradition in Virginia, He was arraigned for 2nd degree burglary.  Renert fled the area & was picked up at a Richmond Virginia bus station a couple of days after the incident; he faces court action on January 8th.

State Police in Oneonta investigated a two-car personal injury motor vehicle accident involving a State Police patrol vehicle on State Route 28 in the Town of Meredith.  2 troopers were seated in a marked patrol vehicle with all emergency lights activated, assisting a motorist that slid off the roadway, when their patrol vehicle was struck from behind.  45-year-old Baburao Samudrala of Delhi, lost control of her vehicle on the snow-covered roadway, hit the patrol car, but was not injured.   The 2 troopers were transported to FOX Hospital and treated for minor injuries, the investigation is continuing.

Governor Cuomo will announce plans to legalize medical marijuana through an executive order. The governor is expected to legalize medical marijuana on a limited basis at 20 hospitals for specific conditions. Cuomo will make the announcement during his State of the State address on Wednesday. The legalization of medical marijuana has repeatedly passed the Democratic-led Assembly, but has failed in the Republican-controlled Senate

Gun-rights groups and the state vowed to continue their battle in federal court over New York’s gun-control law. The state’s Attorney General’s Office will appeal a portion of a federal judge’s ruling that tossed New York’s provision that limits a magazine to seven bullets as part of the SAFE Act. The state Rifle & Pistol Association filed its own notice of appeal. They plan to seek an appeals court ruling to overturn the entire law, claiming it is unconstitutional and impedes on citizens’ Second Amendment rights. Both sides anticipate the case may end up before the U.S. Supreme Court.

UHS Chenango Memorial Hospital in Norwich is expanding hours for UHS Primary Care, after taking on new primary care providers. A Saturday morning convenience clinic is expected to open January 18th at 4 Newton Avenue in Norwich, with hours from 9:00 AM to Noon. The clinic will serve both pediatric and adult patients by appointment. UHS Primary Care practices will also expand office hours in some locations to allow earlier morning and later evening appointments.

Law enforcement agencies arrested 24 year old Cassandra Remillard of New Lisbon on drug charges, as part of “Operation Gold Rush”  Remillard is accused of selling Oxycodone in Oneonta in September 2011,  she was indicted by the Otsego County Grand Jury last month.  Remillard was arraigned  and was remanded to the Otsego County Jail on $15,000 bail.

The Chenango County Sheriff’s Office arrested 56-year-old Ronald Torre of Coventry for 2nd degree Menacing & Criminal Possession of a weapon, following an investigation into a domestic dispute call.   The victim reported that Torre engaged in a physical argument,  displayed a knife, made threats, and fired a handgun into the windshield of a car. Deputies & troopers intercepted Torre’s return to the house, he was taken into custody.  Torre was arraigned in Town of Coventry Court & was released on his own recognizance & will return to court at a later date.

Walk-ins are also welcome.  The Red Cross reports there is a blood shortage, so residents are encouraged to give blood at this drive.

The Chenango County Sheriffs department arrested 24-year-old Christopher Baker of Cortland on an active bench warrant issued from Chenango County for failure to appear on drug charges.  Baker was remanded to the Chenango County Correctional Facility pending future court action.

Otsego County was recently awarded a Federal Community Development Block Grant to rehabilitate mobile homes owned and occupied by low and moderate-income individuals and families. Gross income cannot exceed 80% of the established median for the County, the Mobile Home and property must be owned and occupied by the homeowner, All taxes must be current, Property must be insured, Mobile homes with unsanitary and unsafe conditions will not be eligible.  More information is available 286-7244.

State police in Oneonta arrested 45-year-old Guy Bentley of Fairview, New Jersey for petty larceny.  The investigation determined that on December 31st Bentley had shop lifted $54.03 worth of merchandise from the Oneonta Wal-Mart store, he returned on January 2nd and attempted to steal another $ 31.00 in merchandise.  Bentley was issued a ticket returnable to the Town of Oneonta Court on January 14th.

U.S. Senator Charles Schumer today provided details about the state’s role as one of six sites in the nation, selected by the FAA, to test unmanned aircraft. Schumer was at Griffiss Airport in Rome and at Manley Field House in Syracuse to announce the first client to begin drone testing. An alliance of more than 40 public, private and academic organizations in New York and Massachusetts will operate the Rome site.

Local officials are warning against carbon monoxide poisoning with people trying to find different methods of staying warm. People are reminded to not to use ovens or stoves as heat and not to use gas or kerosene heaters in small spaces or with the door closed.  Never run a generator inside your home. Also, make sure the batteries in carbon monoxide detectors are working properly. More than 400 people die from carbon monoxide poisoning each year.

New York State’s new gun regulations passed their first court test, with a judge throwing out only a ban on loading more than seven rounds in a magazine. U.S. District Judge William Skretny ruled most of the legislation is constitutional and does not violate the Second Amendment. The legislation was passed in January 2012 and officially took effect New Year’s Day.

The Senate Democratic Conference announced the introduction of legislation to hold the state’s Primary Election day for state and federal offices in June. The bill would save state and local governments $50 million, by holding a single primary election, and moving Primary Election day from the month of September. The legislation, if passed, would bring the state into compliance with the federal Military and Overseas Voter Empowerment Act, to accommodate service members overseas and other Americans living abroad.
