State Police arrested 25 year old Michael Golotty of Norwich 1 count each of  3rd degree arson &  3rd degree burglary & 40 counts of 3rd degree Criminal Mischief.  Golotty is charged in connection with the fire at the Storage Center on County route 32 in the Town of Norwich on November 29th.  1 of the destroyed units contained about $8,000 worth of toys for the 2013 Chenango County Toys For Tots Campaign.  GOLOTTY was arraigned in the Norwich Town court and remanded to the Chenango County Jail in lieu of $50,000 cash bail, pending future court action.

Governor Cuomo announced that the Federal Government has released additional HEAP funding, increasing New York’s total for this heating season to more than $366 million. The additional funding will enable New York to continue operating the regular benefit component of HEAP into this month.  Last Thursday, the U.S. Department of Health and Human Services released an additional $50.6 million for New York.

The Oneonta Common Council will meet tonight to vote on motions pertaining to two laws proposed for real property tax exemptions, and to request home rule from the State Legislature so the city may provide certain exemptions.  The council will also consider a law to change the assessment review day in the city. Governor Cuomo today launched the Citizen Preparedness Corps Training Program that will train approximately 100,000 New Yorkers during 2014 in preparation for emergencies or disasters.  Governor Cuomo also announced the launch of a new website www.prepare.ny.gov, to serve as the digital home for the Citizen Preparedness Corps community. The website will offer information about additional trainings & disaster preparedness tips.

2 Binghamton men were indicted for an alleged robbery-turned homicide against a South Side man last year. 40-year-old Nigel Smith and 36 year old Calvin Bell, were named in an indictment as co-defendants for multiple charges, including second-degree murder, in the June 15 death of Bretnie Owens. Smith, who is being held on a parole violation, pleaded not guilty last month in Broome County Court. Smith and Bell allegedly caused Owens’ death while committing a robbery. The men are accused of aiding and abetting each other to commit the crime.  Bell is being held in the Broome County jail

A Chenango County woman has pleaded not guilty to a grand jury indictment alleging she caused the death of a 3-month-old girl she was babysitting.  38-year-old Geneia Rood of Pitcher, pleaded not guilty in Chenango County Court last month to an indictment charging a felony count of second-degree manslaughter. Rood is accused of recklessly causing the September 5th death of Brenna Quinn by giving her alcohol. Rood is being held in the Chenango County jail.

With stronger laws and greater enforcement, texting-while-driving tickets in New York rose 82 percent in 2013 compared to 2012. Police issued about 55,000 texting tickets statewide in 2013, up from about 30,000 in 2012. Gov. Cuomo proposed to suspend licenses for one year for people under age 21 caught texting behind the wheel. The current suspension is for six months.  Tickets for cell phone use still outpace texting tickets. Police last year issued nearly 207,000 tickets for using a cell phone while driving.

State Troopers at Sidney arrested 58-year-old Randy Leizear of Bainbridge for driving while intoxicated with a reportable BAC result of .15%, almost twice the legal limit.  The arrest resulted from a vehicle and traffic law stop for a turn signal violation on Maple Street in Afton; Leizear was issued tickets returnable to the Village of Afton Court today.

The Chenango County Sheriff’s Office arrested 28-year-old Joshua Thomas of New Berlin for Criminal Possession of a Controlled Substance.  The Narcotics Division conducted a traffic stop in the Village of Oxford Saturday morning, Thomas was found to be in possession of heroin, he was taken into custody and processed & is scheduled to appear in the Village of Oxford Court at a later date.

Norwich Aero announced that they would close up early next year, putting 120 employees out of work.  Norwich Aero was founded in 1983 and specialized in manufacturing temperature, pressure, speed and mass flow sensors, and the manufacturing work will be relocated to Mexico.

The Chenango County Sheriff’s Office arrested 22-year-old Joshua Wishart and 24-year-old Allen Sorrell of Rome, Sunday.  The 2 are accused of running out of the Norwich Wal-Mart after stealing merchandise. The 2 were apprehended after a brief foot chase, both were found with stolen property, Sorrell was also found with a hypodermic instrument.  Wishart and Sorrell were arraigned in the Town of Norwich Court on charges of conspiracy, resisting arrest & petty larceny, Sorrell was also charged with criminal possession of a hypodermic instrument.  They were sent to the Chenango County Correctional Facility on $10,000 cash bail.

Congressman Richard Hanna officially announced he would seek re-election in 2014.  Hanna was elected in 2010; the 22nd District includes all of Chenango, Cortland, Madison and Oneida counties and parts of Broome, Herkimer, Oswego and Tioga counties.

P.M. NEWS FRIDAY 1-31-14

The Oneonta Police Department, announced several arrested at the Motel 88 at 340 Chestnut Street in Oneonta yesterday.  24-year-old Adam Scully of Oneonta was charged with Criminal Possession of a Controlled Substance & 4th degree Conspiracy, 24-year-old Robert Gaudino was charged with Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance & 4th degree Conspiracy, 19-year-old Dylan Gaudino of Oneonta for was charged with 4th degree Conspiracy.  Oneonta Police confiscated 146 bags of heroin, prescription medications that did not belong to the suspects, and $700 in cash, all 3 were remanded to the Otsego County Correctional Facility to appear at a later date.

The Joint Landowners Coalition of New York announced today that the Mountain States Legal Foundation has agreed to assist with their lawsuit against the New York State.  The coalition lawsuit demands that the DEC identify a date when the Environmental Impact Statement on hydrofracking will be completed and permit applications will be processed. Coalition president Dan Fitzsimmons told WCDO News that activists have slowed down this process with unsubstantiated claims:

Fitzsimmons said that if the state fails to comply on or before February 13th the Mountain State Legal Foundation would file an Article 78 Petition asking a court to compel DEC to complete the statement pursuant to the requirements of the State Environmental Quality Review Act.

Delaware County Sheriff Deputies arrested 38 year old William Caputo of Walton for Promoting Prison Contraband. Caputo is accused of attempting to introduce suboxone into the Delaware County Jail, he will answer to the charge in the Town of Delhi Court at a later date.

Sidney residents in the flood prone areas are urged to meet with village economic development director John Redente in the next 2 weeks, to figure out which of several options that they can chose regarding their property.  Redente told WCDO that their options are much better than before:

U.S. Senator Charles Schumer said federal authorities are releasing $50.6 million more to provide home heating aid to New Yorkers.  Families whose incomes are 150% of the federal poverty level or lower are eligible for assistance.  For more information on the program go to otda.ny.gov.

The state Legislature is wrapping up its first week of budget hearings. The Senate and Assembly fiscal committees held their fourth hearing yesterday on Governor Cuomo’s proposed $137.2 billion budget for the fiscal year starting in April. The hearing yesterday addressed transportation issues. Previous hearings this week looked at local government, the environment and education. The budget is due April 1st.

Governor Cuomo announced today that the New York State Police would join other law enforcement agencies, across the state, in a special effort to crackdown on impaired and distracted driving during Super Bowl Weekend. The statewide STOP-DWI and Texting-While-Driving Crackdown efforts will start on January 31st and will run through February 3rd.   State Police will be collaborating with County Sheriff and municipal law enforcement agencies across the state in this coordinated effort to reduce the number of alcohol related and distracted driving injuries and deaths.

The Department of Agriculture and Markets is not keeping up with the demands of its inspection schedule, allowing thousands of food-related businesses to operate without updated inspections, according to an audit by State Comptroller Tom DiNapoli.  Auditors found that as of June 4th inspections that were due for almost 5,000 establishments had not been completed. Another 439 new establishments did not yet have a required initial inspection completed prior to opening for business.

The US House of Representatives have finally passed a Farm Bill, with a variety of protections, promotions and programs to keep agriculture going for another 5 years.  Bradd Vickers of the Chenango County farm bureau said that the Food Labeling program was included:

Vickers said that the Farm Bill moves onto the US Senate, where it is expected to pass shortly.

State DEC Commissioner Joe Martens said yesterday that his agency has no plans to issue permits for Hydraulic Fracturing for shale gas in the 2014-15 fiscal year.  Lawmakers asked Martens at a legislative budget hearing Wednesday if the Governor’s executive budget proposal allocates any money for regulating hydraulic fracturing, which was stopped by moratorium in 2008, Martens responded that no money was allocated.  The decision has been slowed down by state Health Commissioner Nirav Shah of possible health issues relating to the process, Governor Cuomo set The DEC budget at the same level as last year.

Governor Cuomo announced an executive order directing several State agencies to do review of safety procedures and emergency response preparedness related to railroad shipments of crude oil from North Dakota, following accidents in North Dakota and Quebec.   The Executive Order directs the agencies to report to the Governor no later than April 30th.

Free energy assessments are available for eligible property owners in Broome, Chenango and Otsego counties. The assessments are funded through NYSERDA’s Home Performance with Energy Star grant.  The program offers free energy assessments by Building Performance Institute-accredited contractors. After the assessment, the program helps homeowners through the process of financing their home improvements with grants, up to $5,000 for a single-family home and up to $10,000 for a two- to four-family building. New York ranked as the third largest producer of milk nationally last year for the first time since 2009 due to the state’s booming yogurt industry. In 2012, milk production rose 2.2 percent in the state while nationally there was only a 0.4 percent growth. That same year, the state produced 695 million pounds of yogurt, nearly triple the amount in 2009, and was the number one producer of yogurt in the country.  The dairy industry is the state’s leading agriculture sector. The state is also the largest producer of cream and cottage cheese in the country.

US Senator Charles Schumer said the agreement on the farm bill includes a measure to help New York’s maple syrup producers. Schumer said a measure in the bill would provide federal grants of up to $20 million annually to states that create programs to encourage private landowners to open up their trees to maple tapping. There are more than 280 million maple trees with syrup-tapping potential in New York, less than 1 percent of them are tapped. Schumer’s legislation also would also provide grants to states for marketing and research.

The Chenango County Sheriffs department arrested 21-year-old Frank Thorne of Guilford for Disorderly Conduct and Harassment.   Thorne is accused of throwing a glass bottle at the responding Deputy; he was arraigned in the Town of Norwich Court and was remanded to the Chenango County Jail on $500 cash bail.

Delaware County Deputies arrested 37 year old Lisa Osborne of Hamden for Criminal possession of stolen property & False written statement.  Osborne is accused of giving a false written statement during an investigation, and for possessing property stolen from a residence in Stamford.  She was issued appearance tickets for Town of Hamden Court for February 10th

Delaware County Sheriff’s Deputies arrested 24 year old Timothy Nodine of Hobart, for 2nd degree Burglary,  Criminal Possession of Stolen Property and Petty Larceny.  He is accused of breaking into a Village of Stamford residence in December and stealing a television, a Playstation and other property. The investigation also led to the recovery of a rifle stolen during a burglary in South Kortright, a handgun also stolen there was previously recovered during the execution of Search Warrant at the Hector Padilla residence in December.  The investigation is continuing, more arrests are expected.  Nodine was arraigned and was released on recognizance pending future court action.

P.M. NEWS WEDNESDAY 1-29-14

State Police arrested 4 people in connection with a home invasion burglary at 16 Bradley Hill Road in the Town of Oxford, in the early morning hours of December 30th 2013.  Charged were 31-year-old COREY CLARK of Norwich, 35-year-old MARK ALEMAR of Guilford, 25-year-old JUSTIN TOWNSEND of Bainbridge, and 25-year-old JAYSON VANVALKENBURG of New Berlin, on a variety of charges including 1st degree burglary & unlawful imprisonment.    All four were arraigned and are currently incarcerated in the Chenango County Jail awaiting future court appearances.

The Chenango County Sheriff’s Office received a complaint of robbery at gunpoint Saturday in the Town of New Berlin.  The victim reported being in the backseat of a parked passenger vehicle when a male allegedly approached the vehicle and pointed a shotgun in his face while demanding money. After throwing money out of the window, a female allegedly pointed a handgun at the victim and demanded more money. The victim escaped and called 911. The Sheriff’s Office recovered several hundred dollars in cash from the road and the handgun, which was later determined to be a BB Gun.  The Sheriff’s Office arrested 27 year old Raymond Sittery of Norwich, 18 year old Lacey-Jane Zinkhan of Norwich and 26 year old Marissa Deforest, for 2nd degree Robbery, all were arraigned & were remanded to the Chenango County jail, the investigation is continuing.

Plans for a new state university school of Pharmacy in Broome County has been fast-tracked, through the efforts of State Senator Tom Libous & Governor Cuomo.  Libous told WCDO News how that they cut red tape to get this 60 million dollar project started:

The school will have about 240 students initially, and dozens of professors & support staff once it is open.

The Otsego County Sheriff’s Department arrested 34-year-old Keith Blush of Milford, on charges of endangering the welfare of a child.   Blush is accused of taping an 8-year-old boy’s mouth shut and taping his arms behind his back.  Blush faces action in Milford Town Court on February 11th.

The Chenango County Sheriff’s Department arrested Joseph Collins of Norwich for 2nd degree Harassment.  Collins was charged following an investigation into a domestic dispute where Collins allegedly struck the victim in the face, he was arraigned in the Town of Norwich Court and was released on his own recognizance, Collins is to reappear in court on a later date.

Congressman Chris Gibson announced that the House of Representatives has passed the Farm Bill.   Gibson said that the passing of the farm bill follows the passing in the House of a federal budget plan:

The Farm Bill contains a number of provisions authored and supported by Congressman Gibson that will benefit New York farmers & food pantries; it also sets agriculture policy for the next 5 years.

A joint meeting of the Otsego County Conservation Association and the League of Women Voters of the Cooperstown Area will be held from 7-8:30 p.m. today, at the First Presbyterian Church Chapel, 25 Church Street in Cooperstown.  Otsego County Solid Waste and Planning Department director Karen Sullivan will discuss the actions taken by the County in dissolving its contract with MOSA. Sullivan will also outline the county’s plans for recycling, composting and other initiatives.  The meeting is free and open to the public; more information is available at 293-6654.
