Delaware County Department of Emergency Services announced today that the fire at the former Rexmere Hotel in Stamford on Tuesday is being investigated by the Delaware County Cause & Origin Team, Delaware County Emergency Management and the New York State Office of Fire Prevention and Control. Due to the size of the structure the investigation is ongoing and no determination has yet been made for a cause.  24 fire companies from 4 counties responded, along with 4 law enforcement agencies, with 4 million gallons of water poured on the massive structure.

Governor Cuomo announced additional efforts to protect New Yorkers from potential disasters involving the transport of crude oil by train, including a 2nd round of rail inspections to enforce existing freight rail safety regulations.  Cuomo is urging changes to federal spill response plans to better reflect and properly address threats posed by the increasing transport of crude oil throughout New York State.  Governor Cuomo raised concerns about the issue Following several severe accidents across the U.S. and Canada of trains transport volatile chemicals, he issued an Executive Order as crude oil involved in train explosions in North Dakota is transported across Upstate New York by rail, through many communities.

State Senator Jim Seward called on assembly Democrats to join with senate Republicans in enacting a final state budget that will addresses the Gap Elimination Adjustment, which has removed millions of dollars in education aid to struggling upstate school districts.

The Gap Elimination Adjustment was enacted in 2010, Seward said that the 1-house budget resolution approved by State Senate this year included up to $686 million in funding for Gap Elimination Adjustment, which was more than twice the level proposed by Governor Cuomo, and more than 8 times the level proposed by the Assembly leadership.

Legislative leaders & Governor Cuomo are moving toward a budget agreement that would increase school aid by 1.1 billion dollars, install a 2 year property tax freeze, and would delay the implementation of new testing standards for students.  The agreement is expected to be finalized today, 3 days before the end of the state’s fiscal year.  Cuomo has pressed for a 2 year property tax freeze that would require local governments & schools to cap property taxes, and in year 2, agree to cut the tax levy, in exchange for homeowners getting a rebate check that averages $350 a year.  Also schools & local governments would have to develop a plan to share services, but it would not be pegged to any specific cuts on the tax levy.

New York State’s private sector job count grew by 12,800, or 0.2%, in February 2014, according to preliminary figures released today by the New York State Department of Labor. This latest monthly gain raised New York State’s private sector job count to 7,543,100, an all-time high. The state’s unemployment rate remained unchanged at 6.8%, which is a five-year low. Since the beginning of Governor Andrew M. Cuomo’s administration, the New York State economy has added 440,500 private sector jobs and experienced employment growth in 33 of the past 38 months.

Congressman Chris Gibson announced today that The IRS is alerting the public of a new phishing scam in which taxpayers receive emails purporting to be from the Taxpayer Advocate Service. Gibson said that the emails have the IRS logo and contain a bogus case number, the emails claim that the person receiving the email is having their 2013 income is flagged for review due to a document processing error, and the case has been forwarded to the Taxpayer Advocate Service.  The email contains a link soliciting personal information from the recipient; the congressman & the IRS advise people not to click on the link, & to forward the email to the IRS at phishing@irs.gov. Sidney residents with homes in the 100 year flood plain should be aware of the state recovery housing programs, which can lead to buyouts of homes no matter the level of damage sustained.  The programs can pay for repairs, rehabilitation or elevation; residents must apply by April 11th.  State representatives will be available Saturday from 10:00 AM to 4:00 PM in the village office at the Sidney Civic Center; information is also available at stormrecovery.ny.gov.

State Police responded to the report of a robbery at the Mirabito Quickway in Otego early Thursday morning.  29 year old Ryan Kennedy of Unadilla, is accused of entering the store armed with what appeared to be a black pistol and fled the store in a 2000 GMC pick up truck after stealing gasoline, cigarettes, beer, and snack items.  State Police observed the pick up on State Route 205 in the town of Hartwick where Kennedy failed to comply and a pursuit was initiated and ended when the vehicle became disabled.  Troopers discovered that the vehicle had been stolen from Unadilla; Kennedy was taken into custody and was charged with Robbery, Grand Larceny, Aggravated Felony DWI, and various traffic charges.  Kennedy had a BAC of .19; he was arraigned & was remanded to Otsego County Jail.

Brewery Ommegang will be awarded the Simon Thorpe Distinguished Business Award & Attorney John Scarzafava will be awarded the Eugene Bettiol Distinguished Citizen Award.

The state legislature has approved a bill that would enter the state in an interstate agreement to award its electoral votes to the presidential candidate who receives the majority of the popular vote.  The National Popular Vote agreement would kick in when 270 electoral votes are reached, enough to give the states that signed the compact a majority of the electoral votes.  9 States & Washington DC have already passed the measure, the bill in New York awaits governor Cuomo’s signature.

P.M. NEWS THURSDAY 3-27-14

14 people were taken into custody in Broome County Wednesday on a variety of drug trafficking charges.  Arraignments began in US District court in Binghamton yesterday, Federal Prosecutors announced that all of those taken into custody were members of the Bloods Street Gang, & were known as “MacBallers.”  Prosecutors accuse the arrested as being part of a large drug trafficking ring that operated out of New York City and into the Southern tier, distributing large quantities of cocaine, heroin, and marijuana since 2009.

A report of a missing Cooperstown woman had a favorable outcome this morning.  34-year-old Megan Hartmann of Cooperstown & Denver Colorado is a SUNY Oneonta graduate student, she was reported missing Monday, she has been found safe in Myrtle Beach South Carolina, according to the Cooperstown Police Department.   The Otsego County Sheriff’s Office assisted in the investigation

The Otsego County sheriff’s department arrested 24-year-old Kristen Rudnitsky of Oneonta for allegedly stealing & selling a vehicle last year.  The investigation alleges that Rudnitsky forged the owner’s name on DMV documents and sold the vehicle to a Binghamton resident.  Rudnitsky was already in the Otsego County Jail on drug charges, she was arraigned in town of Oneonta Court & was returned to the County Jail, faces action on the new charges in April.

Bassett Healthcare Network announced that Dr. Vance Brown or Portland Maine has been selected as President and Chief Executive Officer, starting July 1st.  Dr. Brown will replace Doctor William Streck, who is retiring this year after 30 years at Bassett.  Dr. Brown comes to Bassett from Maine Health in Portland, where he has been Chief Medical Officer since 2008.

State Police arrested 31-year-old Jason Barnhart of Bloomville on charges of DWI & reckless driving.  Barnhart is accused of driving while intoxicated on state route 10 through Delaware county, at speeds around 100 miles an hour, and for throwing a beer can out of his vehicle.  Barnhart will appear in Kortright town court on April 15th to answer the charges.

New York State is getting more than $28 million from the federal government to fund fish and wildlife conservation and recreation projects. That’s the state’s share of the nearly $1.1 billion in excise tax revenues, paid by sportsmen and sportswomen, that the U.S. Fish and Wildlife Service will distribute to state fish and wildlife agencies nationwide. The Fish and Wildlife Service allocates the funds to all 50 states, through two programs funded by excise taxes, generated by the sale of sporting firearms, ammunition, archery equipment, fishing equipment and tackle, and fuel taxes on motorboats and small engines.

the Delaware County Sheriff’s Criminal Investigation Division, Arrested 34 year old Jared Boice of Walton with counts of Cruelty to Animals,  in relation to the shooting deaths of 2 Siberian Huskies, in the Town of Tompkins last month.  The bodies of the huskies were discovered Friday afternoon by a neighborhood resident walking along Finch Hollow Road in the Town of Tompkins.  Boice was issued an Appearance Ticket ordering him to appear in the Town of Tompkins Court at a later time.

Oneonta Police arrested 46 year old John Nack of Oneonta for criminal possession of a controlled substance.  Police seized 17 packets of heroin,  Nack was held on $25,000 cash or $50,000 bond bail, he faces court action shortly.

Chenango County Sheriff Ernest Cutting announced the complaints have been lodged regarding a phone scam.  Sheriff cutting said that scam artists are calling area businesses asking for donations for the Sheriff’s Summer Youth Camp, however, the Chenango county sheriff’s department does NOT conduct phone fundraisers.  Anyone who gets that call is advised to hang up & report the call to the sheriffs department at 334-2000, option #1.

State Attorney General Eric Schneiderman announced that a team of 20 Attorneys General, have reached an agreement with Phusion Projects, to resolve allegations that Phusion marketed and sold flavored malt beverages in violation of consumer protection statutes. Phusion promoted flavored malt beverages to underage persons; promoted dangerous and excessive consumption of those beverages, and failed to disclose to consumers the effects and consequences of drinking alcoholic beverages combined with caffeine.  Phusion agreed to a variety of restrictions regarding the marketing of their product, and paid $400,000 in fines.

The Broome County Sheriff’s department arrested 2 Chenango county residents, for allegedly using heroin in Otsiningo Park Saturday, following a complaint from a citizen.  21 year old Michael Verry of Greene was charged with 2 counts of Criminal Possession of a Controlled Substance, & 1 count each of Obstructing Governmental Administration & Resisting Arrest, 24 year old Amber Halko of Oxford was charged with criminal possession of a controlled substance, and criminal possession of a Hypodermic instrument.  Police confiscated drug paraphernalia, several packages of heroin, hypodermic needles, & controlled prescription drugs, Verry was arraigned & was remanded to the Broome County Jail on bail, and Halko was released on an appearance ticket.

The Delaware County District Attorney’s office announced the arrest of 40-year-old David Rogers of Sidney Center, for 1 count each of Forcible Touching & Endangering the welfare of a child.  Rogers is a Level 1 sex offender, he was arraigned in the Town of Sidney Court and sent to the Delaware County Correctional Facility in lieu of $5,000 cash bail & he will reappear in the Town of Sidney Court at a later date.  The Village of Sidney Police Department assisted in the investigation.

The Delaware County District Attorney’s office & the Delaware County Sheriff’s Department arrested 24 year old Timothy Nodine of Hobart for 3rd degree Burglary, 4th degree Grand Larceny, Criminal Possession of a Weapon, Criminal Sale of a Firearm & Endangering the Welfare of a Child. The arrest followed a 7-month investigation into the disappearance of property from a local estate.

The  has selected a Cincinnati, Ohio law firm to analyze the gambling industry and assist with the review and evaluation of the casino applications.  The selection of an outside consultant was mandated by law to avoid a conflict of interest, casino bids will be due in June & by August, the siting board will review and evaluate submissions & then chose up to 4 casino licenses, with at least one facility each in the Capital region, the Catskills and the Southern Tier.

State Assemblywoman Claudia Tenney of New Hartford announced today that she would mount a Republican primary challenge against incumbent Republican congressman Richard Hanna in the 22nd Congressional District.  Tenney joins Michael Kicinski, of Earlville, and Michael Vasquez, of Binghamton, Hanna has already  won the endorsement of all 7 county Republican committees in the 22nd district.

Over 300 firefighters responded to the 6-alarm fire at the 7-story Rexmere Hotel on west Main Street in Stamford yesterday. The building was constructed in 1898, and was currently in the process of being sold for eventual restoration.  10 fire departments responded to the blaze, which was reported about 10:30 Tuesday morning.  The cause of the fire is under investigation, no injuries were reported.

Fire crews responded to 794 Castle Creek road in the town of Chenango yesterday morning, crews responded at around 11:00 AM Tuesday.  No one was home when Firefighters arrived, the house was a total loss & 2 family pets died in the fire.   Several area fire companies responded,  Broome County Fire Investigators are trying to determine the  cause of the fire.

Delaware County Sheriff’s Deputies arrested 26-year-old Jonathan Shaw of Delhi on 2 counts of Aggravated Harassment.  Shaw is accused of sending numerous harassing text messages to another person after being directed to stop; he is also accused of leaving a voicemail threatening physical violence to the victim.  Shaw was issued appearance tickets to appear in the Hamden Town Court on April 7th, 2014 to address the charges.

The “Give America a Raise” Bus Tour Comes to Binghamton this afternoon.  Various groups including “Americans Untied For Change” are calling on local congressman Richard Hanna to raise the federal  Minimum Wage to $10.10 an hour, in order to keep full time workers from falling below the poverty line.  The Bus Tour will stop outside Congressman Hanna’s Binghamton office at 49 Court Street at 1:00 PM.

State Police, the State Liquor Authority and the State University at Delhi conducted an Underage Drinker Initiative detail on Saint Patrick’s Day.   3 college students were used as operatives at bar checks in Stamford & Oneonta.  John’s Tavern in Stamford, the Sip N’ Sail Tavern in Oneonta, & the Red Jug Tavern in Oneonta all passed, however State police arrested 23 year old Chelsea Jordan of Cobleskill with Unlawfully Dealing with a Child & Unlawful Sale of Alcohol to a Person Under 21, for serving alcohol to a minor at Legend’s in Oneonta.  Jordan was issued for the City of Oneonta Court. Additional State Liquor Authority charges are pending against Legend’s.

State Senators Jim Seward & John Bonacic have been selected to serve on a new drug task force, to deal with the growing epidemic of Heroin.  Federal statistics show that more than twice the amount of people admitted to heroin use from 2007 to 2012, The Senate Task Force on Heroin and Opioid Addiction will organize meetings across the state shortly.

New York is launching a program to expand access to short-term bridge loans to minority and women-owned business enterprises.  Governor Cuomo said participating lenders are committing at least $20 million to the launch of the “Bridge to Success” program, where loans will be less than $200,000 with terms fewer than 2 years. The money will allow qualified businesses to hire staff, buy material and purchase equipment.  More information is available at governor.ny.gov.

Governor Cuomo announced support from more than 225 elected officials for his plan to cut property taxes, as property taxes are one of the single greatest financial burdens for New Yorkers. The Governor’s plan would freeze property taxes for 2 years, in communities where the local government also takes steps to consolidate and share services, and would provide relief based on an individual homeowner’s ability to pay.

If you’re a cigarette smoker in New York, odds are that your purchase was illegally smuggled in from another state to avoid paying taxes. A new study by the Tax Foundation said 56.9% l of cigarettes sold in New York were illegally imported, which is directly related to the state’s $4.35 per pack tax, which is the highest cigarette tax in the nation. Cigarette taxes are even higher in New York City, $5.85 per pack.

The state’s new health exchange reports more than 1 million people have completed applications for insurance, while more than 717,000 have enrolled for specific coverage. The Department of Health said enrollment, for individual and family coverage since October, includes 343,000 New Yorkers, in the 16 commercial and nonprofit insurers in the exchange, and more than 374,000 in government-funded Medicaid. Open enrollments continue through next Monday for 2014 coverage at state-approved rates. Applicants with incomes up to 400% of the federal poverty line are eligible for tax credits to help offset premium payments.  More information is available at health.ny.gov.

Governor Cuomo announced that the New York State Board for Historic Preservation has -recommended the addition of 21 properties, resources and districts to the State and National Registers of Historic Places.  The State Review Board recommended 1 local site, which is the Loomis Family Farm in Oxford.  The farm was settled in 1801 & includes an 1832 stone farmhouse, a large dairy barn, and other smaller farm buildings.  More information about the recommended sites in online at paththroughhistory.ny.gov.

State Police arrested 51 year old Meridee Carpenter of New Berlin for Aggravated DWI with a BAC result of .27% & other traffic violations.  Carpenter was charged following the report of a vehicle crashing into the Dollar General Store on Main Street in Sherburne and then fleeing the scene.  State Police located the vehicle being driven on Turnpike Road; Carpenter was issued tickets for the Town of Sherburne Court on March 28th.

State Police reported that last Tuesday Night, at about 11:00 pm, Trooper Timothy West, Jr., responded to a Delaware Co 911 report of a child-birth in progress in a vehicle on State Highway 28 in Franklin.  Trooper West located the vehicle, and observed a woman who was in labor, assisting the woman as the child was born safely in her vehicle.  Both the mother and newborn appeared to be in good health, they were taken by Ambulance to Fox Hospital & were doing fine.  Police said that the woman declined to be identified.

Motorists are advised that State Route 17 eastbound between Airport Road and Front Street will be reduced to 1 lane beginning at 9:00 AM today.    Crews will be performing roadway repairs through 3:00 PM, as spring work begins again on the I-86-Kamikaze Curve project.
