24 year old Zachary Rowe of Harpursville appeared for arraignment on August 7th, on a 3-count indictment in Delaware County Court. Rowe was charged with Criminal Possession of a Controlled Substance for possessing Fentanyl & Methamphetamine with intent to sell, the drugs were in the presence of a 4 year old child. The case is scheduled for a conference in Delaware County Court on August 21, 2023.

New York Supreme Court Justice Kevin Bryant issued a temporary restraining order Monday halting the state from issuing or processing marijuana dispensary licenses. A veterans’ group lawsuit alleges the state’s Office of Cannabis Management created a licensing system that improperly limits initial licenses to people with drug convictions rather than a wider category of social equity applicants, such as veterans. Another lawsuit from a Michigan group claims that New York’s licensing system is unconstitutionally favors New Yorkers over out-of-state residents. Oral arguments will begin Friday in State Supreme Court.

Governor Kathy Hochul said the state will spend $108 million on the well-being of students, following a drop off of state scores & learning loss attributed to time missed in the classroom due to the pandemic. $100 million will go to school districts and BOCES to hire more teachers with specialized experience in managing and counteracting learning loss, another $8.3 million will go directly to expand school mental health clinics

The Broome County Sheriff’s Office arrested 42 year old Nathan Smith of Windsor for Burglary, Assault, Criminal Possession of a controlled substance, and Endangerment the welfare of a child charges, Smith is accused of breaking into a house & attacking a victim in front of children, on August 2nd. Deputies took Smith into custody, he was found with a small amount of methamphetamine, Smith was arraigned at central arraignment and released. He is due to appear in the Town of Windsor Court at a later date.

Delaware County Sheriff’s Office arrested 62 year old Kathleen Hibbard of Delhi after an investigation of a Motor Vehicle Accident. Deputies responded August 3rd to a Motor Vehicle Accident on State Highway 28 in the Town of Delhi. Hibbard was charged with operating a motor vehicle while intoxicated, operating a motor vehicle with a B.A.C of .08 or higher and moving from lane unsafely, she was ordered to appear in Town of Delhi Court at a later date.

Broome County Sheriff’s Office arrested 24 year old Amir Robinson of Binghamton for Unlawful Imprisonment, Tampering with Evidence, Menacing and Harassment, following a dispute with a firearm in the town of Dickinson on August 2nd. Deputies responded to a report of a male with a firearm who would not leave a room at the Econo Lodge on Old Front Street, he allegedly pointed a handgun at the victim and threatened to kill her. Upon arrival at the scene, responding deputies located Robinson in the nearby vicinity and detained him without incident. Robinson was arraigned at central arraignment and remains in custody pending future court action.

59 year old Valerie Alexander of Delhi, appeared in Delaware County Court, she pleaded guilty to Welfare Fraud and was sentenced to 9 months incarceration. Alexander admitted that she stole public assistance benefits totaling $2,530, she was ordered to pay restitution to the Delaware County Department of Social Services.

37 year old Thomas Wright of Sidney, appeared in Delaware County Court Monday and was arraigned on a sealed indictment. The 6 Count Indictment accuses Wright with intending to sell the heroin, fentanyl, and methamphetamine that was discovered in the trunk of a car on April 30th in the Village of Sidney. Wright Pleaded not guilty to the indictment, if convicted, each of the felonies carry a maximum 9-year sentence.

Otsego County Sheriff’s Office arrested 27 year old Chase Northrop of Morris as a Fugitive From Justice out of the state of Texas. The Investigation revealed that Northrop violated the terms of his probation which led to a warrant for his arrest, Northrop turned himself in to the Otsego County Sheriff’s Office today where he was taken in to custody, he was arraigned and was remanded to the Otsego County Correctional Facility to await extradition to Texas.

The Otsego County Sheriff’s Office arrested 25 year old Tyler Gano of Worcester for Criminal Possession of Stolen Property, following an investigation in to a report of motor vehicle that was stolen from the Hartwick Commons parking lot in October of 2022. The motor vehicle was located abandoned in Worcester, Gano was located Saturday in Oneonta and was taken in to custody by deputies. The defendant was processed and lodged in the Otsego County Correctional Facility to await centralized arraignment.

Delaware County Sheriff’s deputies arrested 34 year old Travis Loucks of Hobart on Friday, after a Deputy observed a vehicle traveling at 75 mph on State Route 10 in Delhi. in a posted 55 mph zone. Loucks’ Drivers License & vehicle registration was suspended, he was ticketed for Operating a Motor Vehicle with a Suspended/Revoked Registration, Aggravated Unlicensed Operator, speeding & several other charges, Loucks was released & is scheduled to appear in the Town of Delhi Court at a later date.

Broome County District Attorney’s Office announced that 36 year old Robert Simpson of Binghamton was sentenced to 9 years in State prison after pleading guilty to 1st degree Robbery. Simpson forcibly stole property from another person while brandishing a knife on August 14th 2022 in Binghamton, he was identified hours later through video surveillance of the area of the crime. Simpson will also serve 5 years of post release supervision.

Delaware County Sheriff’s Deputies responded to a report of a domestic incident in the Village of Walton, Deputies arrived at the scene and interviewed both parties involved in the initial incident. Delaware County Sheriff’s Office arrested 56 year old Joan Ramirez of Sidney for Endangering the Welfare of a vulnerable elderly person and endangering the welfare of an incompetent or physically disabled person. Deputies received a complaint regarding a Springbrook direct support professional injuring an elderly female, Ramirez is accused of injuring an 84-year-old disabled female while recklessly acting in the course of her duties. Ramirez was subsequently released on appearance tickets and directed to appear at the Town of Sidney court at a later date to answer for the charges. Delaware County Sheriff Deputy’s responded to a report of a suspicious person in a vehicle located at the intersection of Scotch Mountain Road & Arbuckle Hollow Road, in the Town of Delhi. Deputies observed 78-year-old Dante Musci of Delancey lying in the back seat of the vehicle, he had traveled along Arbuckle Hollow Road and was involved in a property damage auto accident and had left the scene. Musci was charged with leaving the scene of a property damage auto accident, Operating a Motor Vehicle while impaired by drugs and driving while intoxicated, he was released and will appear in the Town of Delhi Court at a later date.

Congressman Marc Molinaro announced over $27 million in federal funding for community development projects in New York’s 19th Congressional District. The City of Norwich will receive over 1.2 Million Dollars for Sanitary Sewer System Repairs& the Town of Oneonta will receive $4.2 Million Dollars for installation of 7,000 linear feet of sewer and water lines and associated laterals, meters, and hookups.

A Delaware County Grand Jury indicted Benjamin Moyse of Delhi on 11 charges. Count 1 alleged that, while a 10th grade teacher at Delaware Academy, Moyse intentionally aided a person under 16 years of age to commit the felony crimes of possessing and disseminating child pornography. The Grand Jury also charged Moyse with 5 separate counts of Endangering the Welfare of a Child, for knowingly engaged in a course of conduct likely to be injurious to the physical, mental, or moral welfare of 5 separate children at Delaware Academy. Moyse was also charged with 2 counts of Official Misconduct, for failing to follow the school’s policy and procedures when students and parents repeatedly reported to him that students were being sexually abused & for failing to report child abuse or maltreatment by his students and his students’ parents.

U.S. Attorney’s Office announced that Amphenol has agreed to pay the United States $18 million dollars to resolve allegations for violating the False Claims Act. Amphenol admitted to filing false claims for electrical connectors to the U.S. government, that failed to fully comply with government regulations and contract specifications as well as the failure to meet required testing standards and other manufacturing and program requirements, between 2012 and 2017.

State Police arrested 65 year old Kenneth Powers & 28 year old Chelsea Gouse of Bedford Pennsylvania, for 22 counts of Overdriving, torturing and injuring animals & failure to provide proper sustenance. Troopers went to an apartment in Richfield Springs on another matter on July 19th, and discovered 22 animals inside living in crowded and filthy conditions. 10 dogs, 10 cats & 2 rabbits were removed & surrendered to the Susquehanna SPCA and were treated for various medical conditions, Powers and Gouse were processed and were issued appearance tickets to Richfield Springs Village Court on August 15th.

Train Traffic Along the Mohawk River Corridor has come to a halt today, following a freight train derailment in the town of Amsterdam. State Route 5 has been closed down as well to allow for easy access by emergency personnel. the clean up is ongoing & they hope to have train travel running again as soon as possible.

Norwich Police Department arrested 42 year old Jaswinder Singh of Norwich for allegedly selling tobacco products to underage minors at his A&R Smoke Shop on North Broad Street. 47 year old Daniel Greaves of Endicott was arrested by the Broome County Special Investigations Unit Task Force after they executed a narcotics search warrant in Endicott. Greaves was charged with a number of counts of Criminal Possession of a Controlled Substance plus criminal possession of a firearm, officers seized Cocaine, Methamphetamine, Tramadol Hydrochloride along with scales & packaging materials used for selling narcotics, along with a Shotgun & $620 in cash. Greaves was taken to Central Arraignment at the Broome County Sheriff’s Correctional Facility.

37 year old Michael Salamey of Frankfort appeared in Delaware County Court Wednesday & a 2 Count Indictment was unsealed Salamey was charged with Grand Larceny for allegedly stealing over $360,000, by entering into a contract to improve property in the Town of Roxbury. The Indictment said that the owner of the property paid Salamey the money to install a septic system, underground electric utilities, foundations, and small homes & that the work was not performed & her stopped communicating with the property owner. Salamey was released & a conference is scheduled in Delaware County Court on August 21st.

State Police arrested 36 year old Joseph VanLeuvan of Shandaken, for Grand Larceny and 16 counts of the Forgery, after Mountain Ridge Excavation and Construction reported that several checks were written out to VanLeuvan that they had not issued. VanLeuvan allegedly issued 16 checks to himself without authorization, totaling $15,000. VanLeauvan was already incarcerated in the Delaware County Jail for another matter, he was processed and was returned to the Delaware County Jail.

The Spiedie Fest has made some changes to their schedule due to the weather forecast. Spiedie Fest had decided to move the meet and greet with WWE Hall of Famer Kurt Angle and concert featuring John Waite and Tommy DeCarlo to the Visions Veterans Memorial Arena. The remainder of Friday’s festival and activities will go on as planned at Otsiningo Park. The events will still take place at their scheduled times. The meet and greet with Kurt Angle will be from 3 to 6 p.m. John Waite will perform at 6 p.m., followed by Tommy DeCarlo at 7:30 p.m.

State Police reported that 2 pedestrians that were struck by a vehicle in the town of Middletown Wednesday. State Police stated that 68 year old John Guidice & 67 year old Joyce Guidice, both of Middletown, were struck by a vehicle while on the shoulder of New Kingston Road, the vehicle did not stop, Numerous lifesaving measures were performed & Joyce was pronounced dead at the scene, John was taken to Margaretville Hospital with non-life threatening injuries. A vehicle with front end damage was located & a 70 year old man from Staten Island was being interviewed by Investigators. The investigation is on-going. More will be released once it is available.

Attorney General Letitia James and DEC Commissioner Basil Seggos today announced a settlement with FrieslandCampina Ingredients North America, Inc. in Delhi over numerous violations of state and federal environmental laws. The Delhi manufacturing facility was emitting dangerous air and water pollution into the surrounding community, putting public health at risk. The agreement with Federal & State Agencies requires Friesland to come into full compliance with environmental protection laws and pay a penalty of $2.88 million. New York will receive $1.44 million to fund projects that benefit public health and the environment in the Delhi area.

4 people have been arrested after the discovery of multiple illegal items in Binghamton. The Broome County Special Investigations Unit Task Force, along with the Binghamton Police Department Community Response Team and Patrol Division executed a search warrant Tuesday at 35 Baxter Street, Officers seized weapons, $3,540 in suspected drug proceeds, Oxycontin and items used for packaging and weighing narcotics. Arrested were 47 year old Jaime Marte-Viera, 27 year old Juan Genao, 20 year old Sincere Pryor and 32 year old Tyron Howell on a variety of Drug & Weapons Charges, all face court action shortly.

The State Comptroller’s Office reported that local government sales tax collections in New York state totaled $5.7 billion in the 2nd quarter of 2023, an increase of 3%, compared to the same period last year. 2nd quarter growth was lower that the 1st quarter, due to a steep drop in gas prices, sales tax collections on motor fuels decreasing by -19% year over year.

Chenango County Sheriff’s Office arrested 52 year old Michael Garramone of Remsen, following an investigation of a trailer reported stolen from a North Norwich business July 14th. Investigators learned that 2 male suspects entered the business parking lot operating a Chevy Silverado which was used to steal the trailer, and Detectives were able to track the truck and stolen trailer into Oneida County with the help of a video security systems, pictures were released to the Sheriff’s Social media pages, leading to the arrest. Garramone was located on July 28, he was charged with Grand Larceny and Conspiracy he was processed & was released pending court action in Town of North Norwich Court, additional arrests are expected shortly.

The Chenango County Sheriff’s Office Detectives Division arrested 40 year old Todd Jorgensen for Criminal Possession of Stolen Property, 2 counts of Criminal Sale of firearms and false written statement. The arrest came following an investigation of a Burglary of firearms in the Town of Columbus in December 2022. Jorgensen is accused of possessing the stolen firearms, he allegedly sold the stolen firearms to 2 different people, and provided a false statement to impede the recovery of the firearms. Jorgensen was processed and released on an appearance ticket to appear in the Town of Columbus Court at a later date.

The Village of Sidney Police Department announced that K9 Riggs has become certified to sniff out crime in Sidney, Chief Eric Oliver explains:

Chenango County Department of Public Health announced a new permanent building at the Chenango County Fairgrounds at 168 East Main Street in Norwich. The new office is next to the Emergency Services Building, it will also serve as a location for other events and activities, such as drive-through shot clinics, rabies clinics, and community educational events. The CDC reports that Pennsylvania is 1st & New York State 2nd for reported cases of tick-borne diseases. The CDC report said that in New York, the most common tick-borne illness is Lyme disease, which can cause flu-like symptoms, joint pain, fatigue, and, if left untreated, severe complications. The CDC suggest that those hiking in wooded areas should be fully clothed with footwear that covers the entire foot, they also suggest using EPA-approved insect repellent on any exposed skin and clothing and follow instructions

Delaware County Sheriff’s Office announced the arrest 46 year old Renee Bueller of New Kingston for DWI, following an investigation into a motor vehicle accident in the Town of Middletown, where the operator left the scene. Deputies located Bueller, who was charged with DWI, leaving the scene of a property damage accident, moved from lane unsafely, speed not reasonable and prudent and failing to remove debris from a highway. Bueller was subsequently released on appearance tickets and directed to appear at the Town of Middletown court at a later date to answer for the charge.

The New York State Broadcasters Association has revealed the addition of 5 new inductees into its Hall of Fame, and 1 of those is WCDO General Manager Craig Stevens:

Others inducted this year include New York City Weather Forecaster “Mr. G” Irv Gikofsky, New York City radio personality Angie Martinez, Syracuse TV News Reporter Dan Cummings & Rochester radio broadcaster Bob Matthews, honorees will be inducted at a ceremony to take place on October 26 at the Rainbow Room inside 30 Rockefeller Plaza in the City of New York.

Otsego County Sheriff’s Office arrested 55 year old Troy McDonald of Unadilla following a traffic stop on July 23rd. McDonald was charged with Operating a Motor Vehicle while Registration is Suspended, he was issued Uniform Traffic Ticket returnable to the Town of Unadilla Court at a later date.

Pennsylvania State police Arrested 40 year old Christopher Boyle of Binghamton, for allegedly selling large amounts of methamphetamine in Susquehanna County. Troopers encountered Boyle during a pre-arranged drug sale and arrested him without incident, they eventually seized Methamphetamine, Boyle was arraigned Friday and was sent to the Susquehanna County Prison on a $50,000 cash bail, he was charged with 3 counts of possession with intent to manufacture or deliver a controlled substance, 4 counts of criminally using a communication facility, and more than a dozen other related charges.

State Police are looking for 2 people who stolen over $1,100 worth of various merchandise from Walmart in Oneonta. The incident happened on July 27, around 12:00 noon, Police said that they selected merchandise throughout the store, removed packaging off some of the items then walked through a closed register aisle before exiting the store. They were seen left leaving the store in a dark colored sedan with New York State license plates. State Police are looking for 15 year old Emily Clapper, who was last seen leaving a house on State Route 51 in the Town of Winfield on July 29th. Clapper is described as a 5’4″ white female with red hair, she was last seen wearing a grey hoodie, black leggings, and a pink shirt, she is originally from Oneonta, she may be returning to Oneonta or possibly Utica. Anyone with information is asked to call State Police at 315-366-6000.

Delaware County Sheriff’s Deputies responded to a report of domestic in progress occurring in the Town of Walton.  43-year-old Gerald Murphy of Walton, threatened another person with physical harm In the presence of a minor, Murphy was charged with 2 counts of Endangering the Welfare of a Child and Menacing, he was arraigned in the Town of Walton Court where he was released on his own recognizance. The Town of Walton Court issued an order of protection on behalf of the victim.

Otsego County Sheriff’s Office announces the arrest of 32 year old Kyle Packer of Edmeston following an investigation of a temporary order of protection violation. Packer was charged with Criminal Contempt he is accused of being at the residence of the protected party violating the order of protection, he was being held pending arraignment at Otsego County Central Arraignment.

Governor Kathy Hochul today announced the ratification of a three-year labor agreement with the New York State Public Employees Federation, which includes over 51,000 New York State employees in a in a wide variety of professional, scientific and technical titles. The agreement, which runs until April 1, 2026, won the approval of 95 percent of PEF members who cast ballots.
