An indictment was unsealed Tuesday morning in Federal Court, accusing State Senator Tom Libous of using his political influence to get his son a job with a law firm in Westchester County. The Accusations follow an investigation conducted jointly by the FBI and The Internal Revenue Service since 2010, when Libous allegedly gave several false statements to investigators. Matthew Libous is charged with 6 counts. Of impeding or obstructing the IRS and filing false tax returns. The Arraignment is scheduled in Westchester County this afternoon.

New York State has edged out Maine to keep its spot as the nation’s second biggest producer of maple syrup. The U.S. Department of Agriculture reported that New York produced 546,000 gallons of syrup in 2014, just 1,000 gallons more than Maine, Vermont held on to the top position, producing more maple syrup than Maine and New York combined. Syrup production in the northeast was down in 2014 due to the longer winter, which delayed the start of syrup season.

State Police arrested 56-year-old William Say of Greene for Aggravated Driving While Intoxicated with a reportable BAC result of 0.19%. The arrest resulted from a vehicle and traffic law stop for having a headlight out on State Route 12 in Norwich, troopers accused Say of driving while intoxicated during that stop. Say was issued tickets returnable to the Town of Norwich Court on July 3rd.

Delaware County Sheriff’s Investigators arrested 19-year-old Ismael Pizarro of Syracuse, on an Arrest Warrant issued by the Town of Delhi Court, for 1 count of 2nd degree Assault. Pizarro was charged in connection with an incident in the Delaware County Jail on Saturday where he allegedly assaulted another inmate, causing a physical injury. Pizarro remains incarcerated on the previous charge, & will be arraigned on this charge at a later time.

The New York State Department of Health announced it has revised immunization requirements for school attendance to meet updated national standards. The new requirements do not add any new vaccines for school entry, but update the number of doses required and the minimum intervals between doses, which goes into effect today. State Agriculture Commissioner Richard Ball announced that the first-ever New York yogurt bar, called YO2GO, will debut at the 2014 Great New York State Fair. YO2GO will take up 40 feet of space in the New York State Fair’s Dairy Products Building and provide consumers with two different styles of yogurt; regular vanilla and Greek Yogurt, made with 100 percent New York milk. In 2013, New York produced 741 million pounds of yogurt, which accounted for 15.7% of total US yogurt production in 2013.

A.M. NEWS TUESDAY 7-1-14

Chenango county sheriff’s deputies & members of the Cortland County Sheriff’s Office completed their investigation into an alleged larceny complaint at the Norwich Wal-Mart in early June, with the arrest of 4 subjects whose pictures were posted on the Sheriff’s Office Facebook page and the subjects were identified. Arrested were 53 year old Lawrence Golden of Pitcher, 37 year old Corey Little of Cortland, 30 year old Chad Cain of Cortland and 38 year old Richard Small of Cortland. All 4 subjects were arrested for Felony Grand larceny and 5th degree Conspiracy; they were remanded to the Chenango County Jail & will re-appear in the Town of Norwich court at a later date.

This year Cornell Cooperative Extension of Delaware County’s is offering quilters and the public an opportunity to participate in a quilting project to support cancer education and screening. This year’s County Fair quilt project will encourage quilters and the public to celebrate “5210 Let’s Go.” Each individual or group is asked to complete a wall hanging or mini-quilt by Friday, July 18th, the projects will be displayed at the Delaware County Fair August 11th to the 16th and may be available for bid.   Quilt projects bid money will be donated to Relay for Life, more information is available at 865-6531 or   ccedelaware.org.

New York’s municipalities can block hydraulic fracturing within their borders, according to a ruling today from the state Court of Appeals. The ruling dismissed lawsuits that challenged bans enacted in the towns of Dryden in Tompkins County & Middlefield in Otsego County. The ruling occurs as governor Cuomo considers whether to lift a statewide 6-year moratorium inherited from the Paterson administration

Chenango County Sheriff’s Deputies arrested 50-year-old Werner Henkel of Guilford for 2nd degree Menacing, following an investigation of a domestic dispute in the Town of Guilford. Henkel is alleged to have threatened a family member with a knife during the dispute, he was arraigned & was sent to the Chenango County Jail on $10,000 bail and $25,000.00 bond pending future court action.

State Senator Jim Seward announced legislative approval of a bill he co-sponsored that would assist mutual and cooperative insurance companies as they upgrade their information technology systems. The legislation will ease the state requirements certain insurance companies face when making computer hardware and software upgrades. The bill will be sent to the governor for his consideration.

Citing a rising number of calls to poison control centers relating to liquid nicotine, U.S. Senator Charles Schumer called on the federal government to require child-proof caps and warning labels on containers used to refill e-cigarettes. Poison control centers in New York have received nearly 70 calls so far this year regarding accidental poisonings from the liquid. E-cigarettes contain liquid nicotine. Some of the devices are refillable, and liquid is sold in separate containers. More than half of the poison control center calls were about a child five years old or younger.

The state Legislature continues to pass fewer bills during its annual six-month legislative session. This year, they passed the fourth fewest since 1915. The number of bills that passed the Senate and Assembly were 658 this year, compared to 650 in 2013. The fewest passed in modern times were 571 in 2011. The reason for fewer bills is because much of the legislative work is now wrapped into the annual budget. In 1969, for example, the budget was 577 pages. In 2012, it was 2,890 pages

Governor Cuomo unveiled a 3-point plan to end the AIDS epidemic in New York State by 2020. This program is designed to decrease new HIV infections to the point where the number of people living with HIV in New York State is reduced for the first time with better treatment & wider use of drugs that can help prevent the spread of the disease. The end of the AIDS epidemic will occur when the number of new HIV infections falls below the number of HIV-related deaths.

State Police arrested 47 year old Erin Graig of Hawaii for Driving While Intoxicated, Harassment, Resisting Arrest and Obstructing Governmental Administration.  The arrest followed a traffic stop for driving without her headlights on State Highway 23 in Oneonta, Graig is accused of driving while impaired by an alcohol and drugs, she refused to be handcuffed and physically fought with the troopers, stopping only after the use of OC spray.  Graig was arraigned in the Town of Oneonta Court and remanded to the Otsego County Jail with no bail set at this time.

P.M. NEWS FRIDAY 6-27-14

Norwich Police arrested 4 people on a variety of drug charges, following the execution of a search warrant at 23 Silver Street Thursday.  Police confiscated crack, heroin, and other drug paraphernalia, arrested were 23 year old Rodney MacLaury of Norwich, 17 year old Kamiel Fleury or Binghamton, 25 year old Amanda Strozier of Norwich for various felony drug charges,  & 33 year old Kevin Dunmire of Norwich for Loitering for purpose of using controlled substances.    Maclaury, Fleury, and Strozier were taken to the Norwich Police lock-up, until their scheduled arraignments in Norwich City Court, Dunmire was released on appearance ticket for city court on July 1.

Several area schools will hold their high school graduation exercises on Saturday & Sunday this year.  Commencement exercises will begin at 10:00 AM in Sidney, Harpursville, Greene, Norwich, Walton and Delhi, 10:30 at Gilbertsville Mount Upton, 10:45 at Oneonta, 2:00 PM for Unadilla Valley and 7:00 PM for Bainbridge Guilford.  On Sunday, Edmeston’s Graduation will start at 1:00 PM, and Cooperstown’s at 1:30.

Delaware County Sheriff’s Deputies arrested 41-year-old John Burrows of Walton for Obstruction of Governmental Administration & Resisting Arrest.  The charges are a result of an incident where Burrows allegedly refused to comply with Deputies orders to stop interfering with the Walton Dog Control Officer.  Deputies reported that after being advised he was under arrest, Burrows had to be subdued with a Taser to affect the arrest.  Burrows was processed and released on an appearance ticket to return to Walton Town Court at a later date to answer the charges.

A gun buyback will be held by the state attorney general’s office Saturday in Binghamton.  Officials will be accepting working and non-working, unloaded firearms in exchange for compensation on site, at the VFW at 65 Carroll Street in Binghamton, from 9:30 AM to 12:30 PM.

In upcoming weeks, the Southern Tier Regional Economic Development Council will rank 179 project proposals vying for a share of $750 million in state funding. The Southern Tier region is competing against nine other economic development councils in the state. In 2013, the Southern Tier region, which includes Broome, Chenango and Delaware counties, as awarded $81.9 million in state funds for 87 projects. Projects will be scored during the review period. Scores are due to the state Aug. 15th. The state then makes a final determination on which projects will receive funding

State Attorney General Eric Schneiderman announced the launch of the New York State Mortgage Assistance Program, which will provide small loans to families struggling to avoid foreclosure. The loans will assist families in securing mortgage modifications and result in more families staying in their homes. The program is an enhancement to the Attorney General’s Homeowner Protection Program, which provides struggling borrowers with free legal and housing counseling services. Saltwater anglers may also fish in marine waters or for migratory marine fish species without enrolling in the Recreational Marine Fishing Registry from June 28-29.

The Chenango county sheriffs department arrested Adam Simpkin of Afton on charges of 3rd degree Burglary & 5th degree Conspiracy. Simpkin was arrested following an investigation into an incident in Sherburne; he was arraigned in the Village of Sherburne Court and remanded to the Correctional Facility on $5,000 bail pending future court action.

Graduation parties will be held all over the region this weekend, as are high school seniors attend their commencement exercises, and graduation parties. Justin Hamm of the Alcolhol & drug abuse council of Delaware county reminds parents of seniors that Social Host Laws of New York state prohibit serving alcohol to minors in their homes:

Hamm also said that scientific research in recent years shows that the human brain continues to grow to maturity until about the age of 25 and introducing alcohol to the adolescent brain could reduce cognitive skills and memory.

Governor Cuomo announced $13.8 million in funding to help more than 200 farms across New York implement enhanced soil and water conservation practices. Grants were awarded to 32 county soil and water conservation districts, and provided by the State Soil and Water Conservation Committee and the State Department of Agriculture and Markets. Locally, Broome receives $173,555.00 for 5 farms, Chenango receives $515,050.00 for 4 farms, Delaware County gets $543,492.00 for 18 farms and Otsego County gets $161,678.98 for 3 farms. State Police at Oneonta arrested 34-year-old Derick Coveny of Morris for DWI following a motorcycle accident on Walters Road in New Lisbon. An investigation determined Coveny was driving his motorcycle while intoxicated and without a helmet. He was taken to a local hospital and treated for minor injuries. Coveny was issued tickets for New Lisbon Court July 15th

Norwich police are reminding area residents to lock up their parked cars at all times, following a series of larcenies at night. Residents are also asked to report items that have turned up missing from parked cars, as police are trying to uncover a pattern of activity that will help lead to arrests.

New York’s health exchange enrolled nearly 1 million people since October, and the largest percentage were aged 26-34. New York nearly met its enrollment goal for 2016 in its first year of the health exchange, signing up 960,762 state residents. 55 percent chose Medicaid, the federal program for the poor and disabled. About 370,000 chose a private insurer; and nearly 65,000 picked Child Health Plus, the state’s insurance program for poor children. The next enrollment period starts Nov. 15

New York State will receive $6.18 million, from the U.S. Department of Labor, to train unemployed workers for jobs in high-demand industries. New York is one of 32 states, receiving grants totaling $154 million, under the National Emergency Grant Program. The funding will help create or expand employer partnerships that provide on-the-job training, apprenticeships and other occupational training, that result in an industry-recognized credential. The 5 member Independent Democratic Conference announced it would seek to share power with Senate Democrats after the November elections, ending the coalition with Republicans that ran the Senate for the past 2 years. The move would have implications on policy decisions, such as whether to raise the minimum wage, implement public financing of political campaigns and strengthen abortion rights. Democrats would control all branches of state government when the legislative session resumes in January, if Governor Cuomo and Democrats win election this fall.
