A Fenton man has been arrested on charges of promoting child pornography.  75-year-old Ray Parkes was charged following an investigation by the state police computer crime Unit.  Investigators served a search warrant at Parkes residence in the town of Fenton, he was charged with 3 counts of promoting a sexual performance by a child & 1 count of possessing a sexual performance by a child.  Parkes was arraigned in Town of Fenton court and was remanded to the Broome County Jail on $5000 bail pending future court action.

The Broome County Sheriff’s Office Detective Division has arrested 23-year-old Donald Wilson of Binghamton, 20-year-old James Shaffer of Binghamton and 18-year-old Ryan Bartram of Owego. They are accused of drilling gas tanks at a car dealership on Front Street in the Town of Chenango and stealing gas. Eight vehicles had the tanks drilled causing over $4000 in damage.  Shaffer, Wilson and Bartram were arraigned in Town of Chenango Court and released pending further court action.

The Otsego County Sheriff’s Office arrested 18-year-old Paul Clark Jr. of Charlotteville, on charges of Aggravated vehicular homicide, Vehicular manslaughter, Vehicular assault, Criminally negligent homicide, DWAI, reckless driving, & several misdemeanors & traffic infractions.  Officers accuse Clark of driving while on drugs & driving too fast when he crashed a 2000 Saturn into a parked FedEx truck in South Worcester 2 months ago.  Police said that there were 2 other people in Clark’s car, Devon McMahon died and Maureen Clark was injured.  Clark surrendered at the sheriff’s office, he was arraigned & and posted $10,000 bail, he faces court action September 2.

The City of Oneonta Police Department has received multiple reports of a scam circulating the area. A person calls and claims to be a representative of NYSEG and requests a credit card payment be made to satisfy a past due account. If you receive such a call police advise you call NYSEG directly using the numbers listed on your billing statement. Do not give out personal information over the phone to persons whom you cannot positively identify.

Members of Governor Cuomo’s administration met with advocates for medical marijuana as some lawmakers called on him to speed up the state’s issuance of the drug. Deputy Secretary for Health Courtney Burke and Howard Zucker, acting commission of the state Department of Health, were among those who met with the governor, they are urging Cuomo to consider ways to get the drug to terminally ill patients more quickly. Under the law, the Department of Health has 18 months to get the medical-marijuana system up and running.  The law allows the drug in non-smokeable form for patients who suffer from serious diseases or conditions — including HIV and epilepsy — and gives authority to the Department of Health to regulate it.

New York should refund $200 million in federal Medicaid overpayments, according to federal health officials. The total is derived from several audits of different parts of the Medicaid program. The State Health Department will appeal the decision. Federal auditors came up with the number as a result of several audits of state-operated facilities, home health care services, day treatment centers for people with mental illness, billing for orthodontic and dental services, and treatment of people with traumatic brain injuries. The federal government pays half the cost of Medicaid health services for the poor in New York.

The Broome County Sheriff’s Office received a call regarding a motorist acting strangely in the parking lot of the Sonic restaurant at 1103 Upper Front St., in the Town of Chenango last night. Upon arrival, police located 50-year-old Mary Jones of Binghamton, Field Sobriety tests were conducted and Jones was arrested for DWI with a BAC of 0.14%. Following her arrest, she was also found to possess a small amount of marihuana. She was released with tickets to appear in Town of Chenango court at a later date.

The Delaware County Office for the Aging is giving farmers market coupons to county residents 60 years of age or older. The coupons cover $20 worth of fruits and vegetables from participating vendors. Seniors must meet income eligibility guidelines. Eligible seniors may pick up coupons at the Office for the Aging, 6 Court Street, Delhi from 8 a.m. to 4 p.m. weekdays. The deadline for coupon booklet distribution is Sept. 30, but coupons may be used through Nov. 30th. For more information call 746-6333.

The New York State Department of Environmental Conservation is warning New Yorkers of the Giant Hogweed which has been growing across the state this summer. The plant is toxic and highly dangerous, and it grow to be 15 feet tall with stems covered in coarse hairs and topped with a cluster of white flowers, resembling Queen Anne’s Lace. Touching the weed can cause serious burns, or even blindness, if you see a Giant Hogweed, contact the DEC immediately.

State lawmakers & Governor Cuomo passed a package of bills to start combating the heroin epidemic across the state.  Local assemblyman Cliff crouch said that he supported that package of bills and looks to add to it next year:

Heroin usage skyrocketed as an unintended consequence of the state’s “I-Stop” program to cut down on doctor shopping for prescription painkillers.  Heroin issues are expected to be at the top of lawmakers’ agenda again next year.

More than $292 million in grant funding to support infrastructure protection, anti-terrorism programs, and core emergency preparedness and response functions in counties across the state, was approved by the federal Department of Homeland Security. The funding is administered through a variety of grant programs that include the State Homeland Security Program, the Urban Areas Security Initiative and the Port Security Grant Program.

The State Health Department revised its immunization requirements for school attendance. The new requirements have not added new vaccines. However, they have changed the number of doses required and the minimum intervals between those doses. These will apply to daycare, head start, nursery, pre-k, and grades K through 12.  Students entering kindergarten or 6th grade in the 2014-2015 school year will now be required to have two doses of the chicken pox vaccine. In addition, they must have three to five doses of polio vaccine. The updated requirements will be phased in over the next 7 years.

An educational advocacy group, led by former CNN journalist Campbell Brown, is challenging New York State’s teacher tenure system, filing a lawsuit that alleges that job protections unfairly shield bad teachers.  The lawsuit is the work of a group founded by Brown called the Partnership for Educational Justice. The group said the current rules protect ineffective teachers by making it harder for them to be fired or forced to improve. The state teachers’ union said the lawsuit amounts to a politically motivated attack on public school teachers.

State Police at Oneonta arrested 28-year-old Nicholas Andrews of Norwich for Criminal Possession of a Controlled Substance and Unlawful Possession of Marihuana, and a passenger 24 year old Liam Gould of Norwich, for Unlawful Possession of Marihuana following traffic stop for speeding on State Route 23.  A probable cause search of the vehicle and occupants was conducted.  Gould was found to possess three bags of heroin and an amount of marihuana. Both were issued tickets for town of Morris Court August 11th.

Newly adopted state rules will expand bear hunting and help manage the population, which has been growing and raising concerns about proximity to humans. The bear-hunting season will be extended this fall under regulations adopted by the state Department of Conservation. The DEC will establish bear hunting seasons in all of upstate New York and create a special early firearms season, from Sept. 6th to Sept. 21, for bears in specific Wildlife Management Units in the Catskills. The state has a population of about 8,000 black bears. Read more at dec.ny.gov.

NBT Bancorp reported second-quarter net income of $27.6 million, up from $16.9 million from the same period last year. The company’s reported net income included an $11.2 million net gain, on the sale of its 20 percent ownership interest in Springstone Financial, LLC.  Reported earnings per diluted share for the second quarter, which ended June 30th, were 62 cents per share, compared to 38 cents per share for the same period in 2013. NBT’s core net income for the second quarter was $19.1 million, up 7 percent from one year ago.  NBT had total assets of $7.9 billion and about 155 banking locations with offices in New York, Vermont, Massachusetts, New Hampshire and Pennsylvania.

A.M. NEWS TUESDAY 7-29-14

State Police arrested 50-year-old Clayton Condon of Bovina Center for Confinement of a Companion Animal in a Vehicle during Extreme Temperatures.  The arrest resulted from a report of a dog located inside a tractor-trailer with no air conditioner or ventilation in Otego.   Troopers determined that the dog had been in the locked tractor for 2 hours with an outside temperature at 85 degrees.  Police gained entry & removed the dog, which was given water & required no medical attention.  The dog was turned over to a friend of the owner; Condon  will appear in Town of Otego Court on July 31st.

The National Baseball Hall of Fame and Museum’s Board of Directors announced changes to the rules for election for recently retired players, reducing the length of stay on the ballot for players from a maximum of 15 to 10 years, while installing a new balloting and registration process for Baseball Writers’ Association of America voting members.  The changes are effective immediately and will be reflected in 2015 Hall of Fame voting.

P.M. NEWS MONDAY 7-28-14

Oneonta police arrested two men from the state of Delaware after heroin was confiscated. 21-year-old Tommy Collins and 26 year old Keith Williams, both of Wilmington, Delaware were charged with 3rd degree criminal possession of a controlled substance with intent to sell, plus 4th & 7th degree criminal possession of a controlled substance, following the execution of a search warrant Friday at 2 Ann Street in Oneonta. Oneonta police confiscated $604 in cash and 615 packets of heroin; Collins and Williams were held in the Oneonta City lockup pending arraignment.

A record amount of refunds went to people with unclaimed funds in New York last year.   It also meant a 26 percent reduction in money to the state. The state Comptroller’s Office returned $422 million to claimants in the fiscal year that ended in March, a state record. But as more money went to people who had unclaimed funds, less went to the state’s budget, a drop of $187 million in the 2013-14 fiscal year. The Comptroller’s Office has a database to see if you are owed money, at osc.state.ny.us.

Swimming pool owners can help scientists track the spread of invasive Asian long-horned beetles by checking their filters. The state DEC is inviting pool owners to participate in its annual Asian long-horned beetle survey now through August 29th.   The beetles have killed hundreds of thousands of trees across the country. Pool monitoring has the potential to become New York’s most effective method for detecting the pests. Participants check their pool filters and skimmers for the beetles and email pictures to dec.ny.gov.

Governor Cuomo announced that 5 businesses would expand or locate in Binghamton as a result of START-UP New York; they are projected to invest $2.3 million and create more than 80 new jobs in tax-free areas sponsored by Binghamton University.   The 5 businesses will create jobs in biotechnology research and development, analytical laboratory instrument manufacturing, chemical manufacturing, audio and video equipment manufacturing, and software services. 41 schools have been approved for START-UP NY; more information is available at startup-ny.com.

The Otsego County Fair will begin their festivities tonight before the fair begins at 6:00 PM, as the Otsego County Chamber of Commerce will conduct a ribbon cutting ceremony at the newly renovated Fair Store and Museum. The 18th Annual Otsego County Fair Hymn Sing will start at 6:30 pm at the Grandstand, the rest of the fair activities begin Tuesday at the fairgrounds in Morris.

An estimated 48,000 baseball fans attended the annual Hall Of Fame Induction Ceremonies in Cooperstown yesterday, to see 6 more legendary figures in the sport enter that Hall. 3 players were inducted into the hall this year; they were pitchers Tom Glavine & Greg Maddux and slugger Frank Thomas.

Greg Maddux pitched mostly for the Chicago Cubs & the Atlanta Braves, he was grateful to be inducted & join his boyhood heroes:

Tom Glavine spent most of his career with Atlanta as Maddux’s teammate, as well as 4 years with the New York Mets. Glavine reflected on what it took to get to the Hall & thanked those who helped him:

Frank Thomas played the bulk of his career with the Chicago White Sox & was known as the “Big Hurt” for hitting over 540 homer runs in his career. State Police responded to a Tioga County 911 report of a hit and run motor vehicle accident involving two joggers in the Town of Tioga. 41-year-old Daniel Manwarring and 43-year-old Karen Manwarring, when they were struck by a Blue Nissan Xterra that then left the scene. Daniel Manwarring was declared deceased at the scene and Karen Manwarring was transported to Wilson Hospital with non-life threatening injuries.   33-year-old Jason Townsend of Nichols is in custody & faces court action shortly.

Chenango county sheriff’s department responded to a report of a hit and run motor vehicle accident on South Canal St in the Village of Oxford, where a 1999 Chevy Blazer, driven by 25 year old Donald Towndrow of Norwich, rear ended a 2009 Hyundai driven by a Village of Oxford woman as she was turning onto a side street,   Towndrow left the scene of the accident, but was located and was charged with unlicensed operation, leaving the scene of a personal injury motor vehicle accident, and following too close. He faces action in the Village of Oxford Court at a later date.

6 former players & managers will be inducted in the National Baseball Hall of Fame in Cooperstown this weekend. Former managers Bobby Cox, Tony LaRussa & Joe Torre will be inducted, along with former Pitchers Greg Maddux, Tom Glavine & slugger Frank Thomas, the ceremonies will be held at 1:30 Sunday afternoon at the Clark Gymnasium in Cooperstown.

About $80 million for 17 construction projects at some New York community colleges is hung up because the state budget approved in March inadvertently dropped the funding from the spending plan. A “clean-up” budget bill never materialized before the Legislature ended its session last month, so projects at about a dozen colleges, including Broome, will temporarily be without the funding. Broome Community College is without $5 million for the SUNY Broome Hospitality Center to be built at the Carnegie Library in downtown Binghamton. State lawmakers are not expected back before January.

The Chenango County Sheriff’s Office Narcotics Division arrested an 18 year old Takell Henry of Utica for Criminal Sale of a Controlled Substance, following a traffic stop in the Town of North Norwich. During a narcotics investigation Henry allegedly sold crack cocaine to an undercover Police Officer, he was arraigned in the Town of North Norwich Court and remanded to the Chenango County Jail on $25,000 cash bail pending future court action.

Cornell University and Owego’s Lockheed Martin, are among seven research teams, awarded project grants to develop technologies that will improve New York State’s electric grid. Governor Cuomo announced a total of $3.3 million will go toward seven smart grids. The governor said the smart grid technologies will use innovative methods to reduce the risk of power outages, lessen environmental impacts and energy consumption, as well as lower the cost of power delivery

Assemblywoman Donna Lupardo announced her campaign for a sixth term in the State Assembly at a fundraising event last night at En-Joie Golf Club. Lupardo was first elected to the assembly in 2004. She has no primary opponent, and is unopposed in the November election.
