P.M. NEWS MONDAY 8-11-14

State Police have released details of the double homicide and subsequent Broome & Cortland Counties high speed chase that ended Sunday .  Police reponded to the reports of gunfire at  844 Pennsylvania Avenue in Palenville, troopers dsicvered Daniel Brennan of Schenectady &  Pammi Mroczek of Palenville dead from gunshot wounds inside.  Police began searching for Mroczek’s estranged husband & suspected killer 46 year old Robert Mroczek, who was found on I-81 in the town of Chenango.  Mroczek fled, with a high spped pursuit into the Town of Cortlandville in Cortland County. The pursuit  ended with the deployment of stop sticks causing Mroczek’s vehicle to travel off the east shoulder of the roadway. Mroczek was pronounced deceased at the scene from an apparent self inflicted gunshot wound to the head.———————————————

Tioga County Republican Denver Jones is facing stiff oppositions in his bid to take on state senator Tom Libous in a Republican primary.  Libous’ campaign challenged the 1,700 petition signatures Jones submitted, and the state Board of Elections tossed almost 800 signatures, leaving Jones about 30 shy of qualifying.  Jones filed suit in State Supreme Court to have his petitions restored, that was followed another 15 signatures being tossed by the court itself.

Governor Cuomo will lead a delegation of state officials and business leaders to Israel as a show of “solidarity” this week. This is Cuomo’s first international trip since taking office as governor in 2011, with plans to take a commercial flight to Tel Aviv tomorrow. The delegation will include Assembly Speaker Sheldon Silver, Senate Republican Leader Dean Skelos and Senate Independent Democratic Conference Chairman Jeff Klein. The trip comes amid a continuing conflict between Israel and Palestinians that has been waged for more than a month

The City of Oneonta parking garage will be closed for maintenance two days this week. All three levels of the parking garage will be swept and striped. The garage will be closed from 4 a.m. Thursday until 6 a.m. Friday. All other municipal parking lots, including lots at Dietz Street, Wall Street and Westcott, will remain open as usual.  During the closure of the parking garage, people may park in the Clarion Hotel parking lot, which can be accessed from South Main Street or Market Street.

Federal officials are seeking a psychiatric evaluation for Brandon Correa of Rochester following death threats made online President Obama, Governor Andrew Cuomo and Lieutenant Governor Robert Duffy & Rochester mayor Lovely Warren.  Correa sites biblical passages with his threats on social media, he is being held in a Rochester area jail while the federal investigation is continuing.

State Attorney General Eric Schneiderman & 29 other state attorneys general sent a letter urging the FDA to strengthen its proposed regulation of electronic cigarettes, with the goal of protecting young people from the harms of nicotine. The attorney generals pressed the FDA to prohibit flavors in e-cigarettes, and to restrict advertising and marketing for e-cigarettes in the same manner as cigarettes. The FDA issued proposed regulations deeming e-cigarettes “tobacco products,” which puts them under the FDA’s regulatory jurisdiction.

State Police and other law enforcement agencies gave to chase on I-81 for a man wanted for a double homicide in Greene County.  Early reports state that the suspect is dead; following a chase that reached speeds of more than 140 MPH through Broome and Cortland counties, the unidentified suspect hit a stop strip and went off side of road. I-81 Northbound lanes between exits 9 and 10 were closed off & a detour was established for traffic, as the investigation continues, more details are expected to be released later today.

Delaware county emergency service personnel responded to a motorcycle accident at state route 7.  The accident occurred at around 2:00 PM Sunday afternoon, near the Ouleout veterinarian hospital; Lifenet responded and transported at least 1 victim to Wilson Memorial Hospital in Johnson City.  More details are expected to be released later today.

Chenango County sheriffs department arrested 54 year old Mark McCarthy of Norwich for DWI, driving with BAC greater than .08%, Aggravated DWI with a child under the age of 17, and operating a motor vehicle while using a mobile phone.  McCarthy was initially stopped for talking on his cell phone while driving in the town of Norwich, he was taken into custody without incident, processed, and arraigned in the Town of Norwich Court, and he will reappear in the Town of Norwich Court at a later date.

During the summer people should be aware of how to protect themselves against rabies. According to Health Department officials, raccoons, fox, skunks and bats pose the greatest threat in the summer. Experts say bats tend to feed more in the summer, so in order to keep them from feeding in a home, or someplace near a home, it’s important to keep screens to windows in and make sure any exterior holes in a home are sealed off. The State Health Department website said 121 animals have tested positive for rabies so far this year

The State Police Commercial Vehicle Enforcement Unit conducted a 72 hour road check at four locations along I-86 & State Route 17 last week.   795 inspections were conducted, 1,341 violations discovered and 167 vehicles taken off the road for safety violations.  Vehicle violations included unsecured loads, brake violations, steering violations and serious lighting defects such as inoperable turn signals, stop lamps and improper transportation of hazardous materials.  38 drivers placed out-of-service were found to have violations including improper or no commercial driver’s license and hours of service violations including falsified log books.

The Chris Gibson for Congress campaign today invited the Sean Eldridge campaign to accept a geographically diverse debate schedule for the fall.   Gibson’s campaign proposed A joint editorial board meeting in Poughkeepsie on September 26th, as well as debates on October 6th in Ulster County, October 16th or 23rd at WMHT in Albany, and October 14th or 20th are SUNY Oneonta.

To vote in New York’s primaries next month, you must register to vote with a political party by August 15th for the September 9th  priamry. mail-in forms must be postmarked by midnight August 15th & received by a board of election by August 20th. Those who have moved need to notify your county board of elections in writing no later than August 20th.  You can register in-person at your local county board of election by August 15th.

Democratic prospective gubernatorial candidate Zephyr Teachout was in court Thursday, as she tried to prove permanent residency in the state of New York.  Teachout testified that she has been a law Professor at Fordham University in New York City since 2009 & resides in Brooklyn.  Governor Cuomo’s supporters maintain that Teachout has not lived in New York state for the required 5 years in order to run for Governor, still has a recent Vermont driver’s license & a Vermont address listed on tax documents.  Teachout is looking to force a Democratic Party primary against Cuomo prior to the November elections.

Federal government statistics show consumer spending in New York fell only slightly at the end of the recession, after more than a decade of gains and rebounded after 2009. There was a drop of less than 1 percent in spending from 2008 to 2009, compared to a decline of 2.5 percent nationally. From 2010 through 2012, spending rose12 percent, close to the 10.7 percent national average. The statistics show New Yorkers cut back on buying durable goods during the recession, not services. Consumption of services was up 6.8%, led by spending on housing, utilities and health care

New York has skipped out on $5.9 billion in school funding, leading to inequities in aid between rich and poor districts, and causing cuts in programs according to a new a report. New York spends the most per capita in the nation on schools, just over $19,000 per student. But the Alliance for Quality Education and other advocates said the state is still falling short. The groups claim New York hasn’t upheld a 2006 court order to increase aid to schools by $5.5 billion and has also not repaid schools for cuts made during the recession. New York froze aid to schools in the 2009-10 fiscal year then cut it by nearly $3 billion in the following two years.

A.M. NEWS FRIDAY 8-8-14

This weekend, Boston Red Sox fans will have a chance to see all of those recent World Series trophies at National Baseball Hall of Fame and Museum hosts Red Sox Weekend.  Among the items on display are a  Bat used by David Ortiz,  Spikes worn by Koji Uehara,  Catcher’s helmet and mask worn by David Ross, a  Glove used by Stephen Drew,  Batting gloves used by Xander Bogaerts & The fake beard Hall of Famer Carlton Fisk wore when he threw out the ceremonial first pitch in Game 6.

P.M. NEWS THURSDAY 8-7-14

60-year-old Almond Upton of Florida was indicted in Broome County Court on 11 charges, including 1st degree murder.  Upton is accused of killing State Trooper Christopher Skinner during a May 29th traffic stop, Upton intentionally struck Skinner with a pickup truck while the trooper was conducting a routine traffic stop on I-81. Upton will also be arraigned on the indictment in Broome County Court.

The State Office of Mental Health and the Delaware County Suicide Prevention Coalition are sponsoring a “safeTALK” Suicide Prevention Training on Thursday August 14th at Delaware County Public Safety Building in Delhi.  Delaware county public heath director Bonnie Hamilton told WCDO News that the program was planned as statistics show that suicides are up significantly in Delaware County this year:

Fire officials have determined the cause of a fire in Windsor Monday morning at an apartment building on Old State Route 17. Investigators said a seven year old child found a lost lighter and set a couch on fire. When fire fighters arrived on scene, they saw flames coming from the first floor of the building extending into the second floor. Fire officials said three of the four apartments were occupied, but everyone made it out safely.

Firefighters from South New Berlin, Mount Upton, Norwich & New berlin responded to a structure fire at 2364 State Highway 8 in the town of Norwich.   Initial reports suggested that one person may have been trapped inside, that was later confirmed as false. Emergency crews shut down route 8 for about 4 hours.

Congressman Richard Hanna announced a nearly $2 million federal loan for the City of Norwich to make upgrades to its water storage facilities.  Norwich also received a $750,000 grant through the USDA for the project.  The funds will be used to demolish the old storage tank and valve vault, and replace them with new ones; Work is also scheduled on an access road from Wheeler Avenue to the new tank.

Governor Cuomo signed legislation to better protect children by adding school coaches to the field of professionals required to report suspected abuse to authorities. This bill will also require coaches who currently hold or apply for a temporary coaching license or professional coaching certificate to complete two hours of training regarding the identification and reporting of child abuse and maltreatment.  The law had previously been unclear on whether individuals in these positions must report suspected cases of abuse.

State Police at Norwich arrested 53-year-old Todd Stockton of Sherburne for 3rd degree Grand Larceny and Falsifying Business Records, following a State Department of Labor investigation, which determined he had stolen $9,261 in insurance benefits from the State Department of Labor.  Stockton was issued tickets for Village of Sherburne Court August 14th

Governor Cuomo signed legislation to better protect school crossing guards from assault while on the job, offering them similar protections to that of police officers and firefighters. Any assault on a school crossing guard, resulting in physical injury while performing his or her duties, will now be raised to a violent felony.

Governor Cuomo announced that more than $14 million in funding is available to promote and support stem cell research in New York State. Stem cell research opportunities will be made available to middle- and high-school biology teachers to spend 6 to 8 weeks conducting research in a stem cell laboratory and will carry their experiences back to students in lesson plans or hands-on activities to foster interest.  The application is available at health.ny.gov, and is due on August 21st.

New York Civil Service Commissioner Jerry Boone announced today that the application deadline is approaching for hundreds of internship opportunities available within New York State government, and encouraged college students to submit applications for the Fall semester as soon as possible. The website nysinternships.com allows students to view and apply for internship opportunities across an array of State agencies both downstate and upstate.  The application deadline is September 8th.

The State DEC has proposed changes to update and consolidate Petroleum Bulk Storage & Chemical Bulk Storage regulations.  DEC Commissioner Joe Martens said that The proposed changes would clarify existing requirements & make it easier for those who store bulk amounts of petroleum or hazardous substances/chemicals in tank systems to comply.   The public is invited to submit written comments about the proposed regulations through Tuesday, November 4th at dec.nys-public-comments.com.

The state legislature passed a bill this year to raise the agricultural inheritance tax exemption from 1 million dollar to 5 million dollars.  Dean Norton of the New York Farm Bureau said that the increase would make a huge difference to family farms that are handed down to the next generation:

The New York State Office of General Services announced that vehicle and highway equipment auctions have been scheduled through the month of December. Governor Cuomo hasn’t decided what to do with a more than $4 billion windfall the state has amassed, thanks in part to a series of legal settlements in recent months. The governor said the money could be spent on infrastructure, education or new tax cuts.

The Southern Tier Regional Economic Development Council will meet tomorrow at 12:45 PM at Binghamton University in Vestal. The council will consider re-allocation for projects funded in the 3rd round of competitive funding, and endorse priority projects for the upcoming 4th round. The Southern Tier region consists of Broome, Chenango, Delaware, Schuyler, Steuben, Tioga and Tompkins counties

 

 

After 3 straight months of gains, consumer confidence in New York fell sharply in July, according to the latest poll from the Siena Research Institute.  New York’s index of consumer sentiment fell 5.3 points to 73.5 in July, nationwide the rate fell 0.7 points to 81.8.  51% of New Yorkers said gas prices are having a serious impact, 67% indicate that groceries was also a serious impact on their finances.

Governor Cuomo signed legislation to strengthen precautions against residential off campus housing fires, requiring written and bolded notice to prospective tenants of whether or not a particular home has a fire sprinkler system.  The law follows a January 2012 fire in which Marist College student Kerry Rose Fitzsimons & 2 others died in a fire in an off-campus housing unit. The law also necessitates colleges and universities provide written fire safety information to each student living in a college-owned facility.

The State Police are conducting a Speed Week initiative starting today, to reduce speed-related crashes and improve safety on the roads. Troopers will focus heavily on speeding, distracted and impaired drivers, vehicle occupants who are not buckled up and drivers that violate the “Move Over Law.”
