Governor Cuomo & state leaders announced the awards for the Regional Economic Development Councils today in Albany. Cuomo talked about how the successes of the councils activities over the last 4 years have helped lead New York’s resurgence:

Locally, the Southern Tier Regional Council, which includes Chenango, Delaware & Broome Counties, came in 3rd by receiving $80.8 Million dollars for their plans for economic development.

Delaware County Sheriff’s Office investigated a fatal 1-car motor vehicle accident on State Highway 10 in the Town of Hamden. 48 Year old Kelvin McKnight of Walton and a passenger, 23 year old James Spain of Walton were traveling north on State Highway 10 in the Town of Hamden near the intersection of County Highway 26 when the vehicle veered to the left and drove off the highway where the vehicle then struck a tree. McKnight was transported to O’Connor Hospital in Delhi where he later died from the injuries sustained in the accident. Spain was transported to Delaware Valley Hospital in Walton for evaluation and treatment. The accident remains under investigation.

Johnson City police arrested 25-year-old Caleb Wearne of Afton after a fight with his ex-girlfriend on December 6th, while they were driving along Harry L Drive in Johnson City. Wearne is accused of making threats, punching the woman and pulling her hair & striking her with the rear-view mirror. Wearne was charged with 2nd degree assault and endangering the welfare of a child. He was arraigned in Union Town Court and sent to the Broome County jail.

Starting Friday, State Police will conduct a Safety Without Borders operation in partnership with bordering U.S. and Canadian law enforcement agencies. The initiative is a highly visible traffic safety enforcement initiative that emphasizes the shared goal of safe roadways regardless of jurisdictions. Law enforcement will be concentrating on impaired driving, aggressive driving, distracted driving, Move-Over Law and improper seat belt use. In 2013, the New York State Police investigated 242 fatal crashes and 12,539 personal injury accidents. Participating agencies issued nearly 3,000 tickets during the campaigns in April and June of this year, there were no fatalities reported during those initiatives.

State Police are investigating a bank robbery at the Peoples Security Bank in Conklin, police are looking for a white male subject, thin build, approximately 5 foot 10 inches tall, He was last seen wearing a brown or reddish knit hat with a single stripe at the bottom along with a tan and red plaid scarf wrapped around his face, wearing black framed glasses. The suspect was last seen in a Maroon Ford Taurus with a gold New York State license plate, the last 2 digits possibly being 66.

State Comptroller Tom DiNapoli stated that the cuts over the last decade to the DEC have significantly hindered the state’s ability to properly regulate polluters and enforce the environmental laws. DEC staff workloads have increased and that could increase should Hydraulic Fracturing is allowed in the state following a lengthy moratorium. A recent report found that the DEC has reduced inspections by 35%, water pollution inspections by 74%, and smokestack testing by 44%. DiNapoli recommends using the projected 5 billion dollar windfall to increase staffing at the DEC in next year’s budget.

Governor Cuomo today announced that regulatory guidance has been issued to help ensure that transgender New Yorkers have equal access to commercial health insurance coverage. The Department of Financial Services sent industry guidance to all New York insurers stating that they may not deny medically necessary treatment for gender dysphoria, a condition when a person’s gender at birth is contrary to the one with which they identify. An insurer retains the right to review gender dysphoria treatment for medical necessity purposes, as it may do with any benefit covered under a health insurance policy.

State Troopers reported that 28 year old Mark McGraw died in a logging accident in the town of Hancock on Tuesday morning. Troopers said McGraw died of a broken neck, he had been working by himself felling trees at about 9:40 Tuesday Morning when a tree fell and he was pinned.

The North Dakota Industrial Commission voted to approve regulations to reduce the volatility of crude oil at the source before it is shipped across the nation. North Dakota will increase the safety of transporting crude oil that eventually crosses New York State. Governor Cuomo’s administration has taken 66 actions to safeguard New York’s residents from potentially serious incidents involving the increased shipment of Volatile crude oil by rail or Boat, the actions were taken following a well-publicized train explosion in North Dakota earlier this year.

New York Farm Bureau members along with the Feeding America Food Banks announced that New York Farm Bureau members have donated almost 9.6 million pounds of food and farm products in 2014 through the month of November. That translates to nearly eight million meals being provided to New Yorkers in need. This record number is more than a million pounds of food ahead of where donations were last year at this time.

Congressman Chris Gibson announced the passage of the Clay Hunt Suicide Prevention for American Veterans Act, which requires changes to Department of Defense and VA mental health programs. Congressman Gibson co-sponsored the bill, which increases access to mental health care by creating a peer support and community outreach pilot program to assist transitioning servicemen and women. It also requires an independent 3rd party to conduct annual evaluations of VA mental health and suicide prevention programs, authorizes the VA to collaborate with non-profit organizations to improve suicide prevention efforts, and starts a loan repayment program to help recruit new psychiatric caregivers. The bill is named for Marine Corporal Clay Hunt, who was diagnosed with Post Traumatic Stress Disorder & faced delays in treatment; he took his own life at the age of 28 in 2011.

Doctors statewide would have wider discretion in treating Lyme disease if Gov. Cuomo signs legislation now on his desk. The bill would allow doctors to go outside of accepted medical guidelines to treat Lyme disease without automatically triggering an investigation by the state’s Office of Professional Medical Conduct. Last year, 17.9 people out of every 100,000 in New York were diagnosed with Lyme disease according to the CDC. The deadline for action by Cuomo is Dec. 17th

Delaware County Sheriff Deputies responded to a one car property damage automobile accident on State Highway 206 in the Town of Tompkins. Deputies arrested 36 year old Luke Lupo of New Berlin for Driving While Intoxicated, as well as speed not reasonable and prudent. Lupo was released and will appear in the Town of Tompkins Court at a later date.

The National Baseball Hall of Fame and Museum’s Golden Era Committee announced balloting results Monday, nine former players and one former executive and were considered by a 16-person committee, they decided that none of the eligible players would be included in this year’s Hall of Fame inductions. Hall of Fame Weekend will be held July 24th through the 27th in Cooperstown, with the Induction Ceremony slated for Sunday, July 26th, inductees will be announced January 6th.

The Delaware County Department of Economic Development announced the receipt of funding under the State’s Community Renewal Funding program. The approved funding of $200,000 will enable the creation of an Agricultural Microenterprise Program, which will seek to aid in the expansion of existing small agricultural businesses, and encourage the development of new, agricultural micro enterprise businesses within the County. Following an investigation into a civilian complaint in the Town of Walton, Delaware County Sheriff’s Deputies arrested 60-year-old Daren Pilch of Walton for Driving While Intoxicated, Aggravated Driving While Intoxicated with BAC .18 or more, and Unlawful Possession of Marihuana. Pilch was released on Appearance Tickets and is to appear in Town of Walton Court at a later date.

Consumers in New York are feeling better about their economic position than at any point since early 2007, as the state’s consumer index was 84 in November, up 5.2 points since June, according to a Siena College survey. Restaurant and hotel workers plan to weigh in as a state board considers whether to mandate they pay tipped workers the standard minimum wage in New York. The Wage Board is reviewing whether to eliminate the so-called tip wage of $5 an hour for food servers and $5.65 for hotel housekeepers. New York law lets employers to pay them less than the state’s $8 minimum wage, set to rise to $8.75 in January, provided tips make up the difference. After a hearing today, the board will meet tomorrow and begin considering recommendations to Labor Commissioner Peter Rivera.

New York State has been selected by the U.S. Department of Agriculture to participate in a federal pilot program for the procurement of locally grown produce to State schools. The Pilot Project for Procurement of Unprocessed Fruits and Vegetables was included in the 2014 federal Farm Bill to get local fruits & vegetables into schools. . New York is one of 8 states selected to participate in the initiative.

Residents in the Afton School district voted to purchase property at 43 Caswell Street for $45,000, by a vote of 139 to 23. The district will purchase the property and a building for parking and for storage.

The New York State Department of Health today announced the selection of regional contractors for the Population Health Improvement Program, to promote the “Triple Aim” of better care, better population health, and lower health care costs. The contractors will convene meetings of local stakeholders and provide a neutral forum for identifying, sharing, disseminating, and helping to implement best practices and strategies to promote better health outcomes. State Senator Jim Seward announced that he will be hosting a free senior scam prevention forum on Tuesday, December 16th at the Sidney Memorial Public Library. Senator Seward is partnering with the New York State Department of State to inform senior citizens and others about the alarming trend of senior targeted scams. A specialist with the Division of Consumer Protection will conduct the free presentation, helping senior citizens proactively protect their identities and avoid becoming the victims of a scam. The senior scam prevention forum will take place on Tuesday, December 16th from 1:00 p.m. to 3:00 p.m. at the Sidney Memorial Public Library, 8 River Street in Sidney. A new state law bars employers in New York from firing volunteer firefighters, and members of volunteer ambulance squads, for taking time off from their jobs to respond to major emergencies such as hurricanes and snowstorms. The law, approved by the state Legislature this summer and signed by Governor Cuomo, takes affect Dec. 22nd. It requires employers to grant a request from a volunteer firefighter, or a member of a volunteer ambulance corps, for leave to respond to declared states of emergency. The governor can declare states of emergency in cases of man-made or natural disasters

The New York gaming facility location commission will hold their final meeting on December 17th that is when they are expected to announce the 4 winning proposals to operate casinos in 3 upstate regions. The next to last meeting is scheduled for tomorrow, but no decisions are expected at Tuesday’s meeting. The commission is has been tasked with located 4 casinos in 3 areas of the state, one in the southern tier, the other 2 are the Capital region & the Catskills/Hudson valley region.

State attorney general Eric Schneiderman has asked governor Cuomo for immediate 7 temporary authority to investigate police officers statewide, whose actions result in the death of an unarmed person. The request would allow Schneiderman to take investigation like the Eric Garner Staten Island case, out of the hands of local authorities. The governor has the power to remove any criminal case from a local prosecutor and assign it to the state attorney general’s office, governor Cuomo may be considering a permanent change in the 2015 legislative agenda to be announced in January.

A.M. NEWS MONDAY 12-8-14

I-88 was shut down for several hours Friday night following 2 accidents attributed to black ice, near Harpursville, 1 of the accidents killed 2 Massachusetts residents. The fatal crash occurred at about 5:10 PM, the driver was 28 year old Tatyana Wingham of Massachusetts, state Police said that she was attempting to pass a tractor trailer operated by 34 year old Robert Jordan of Quinton, New Jersey, when Wingham lost control, hit the guide rail and veered directly into the path of the tractor trailer. Wingham was taken to Wilson Hospital where she was pronounced dead. Her passenger was 32 year old Rory Wingham of Massachusetts, he was pronounced dead at the scene. State police reported that the roads were covered with ice, a rollover occurred less than 1 mile away from the Wingham fatalities.
