Silver turned himself in to the FBI Thursday on corruption charges; he is accused of failing to disclose income he received from a second law firm, while serving in as Assembly Speaker, Silver posted $200,000 bail Thursday afternoon.

The Chenango county district attorney’s office announced the indictment of 2 men Wednesday. THOMAS ACKERMANN was indicted for 4th & 5th degree Criminal Possession of Stolen Property, SAMUEL ACKERMANN was indicted on 2 counts of Criminal Possession of Stolen Property in the Fourth Degree. Chenango county sheriff’s department arrested the 2 town of Otselic residents for allegedly stealing firearms taken from the town of Smyrna.

State Police from Sidney arrested 29-year-old Robert Utter of Otego for criminal obstruction of breathing, criminal contempt & 2nd degree harassment. The arrest resulted from an Otsego County 911 report of a dispute, the investigation determined that during a dispute Utter allegedly punched and choked his wife. This conduct violated a valid order of protection that was issued against him by the Oneonta Court. Utter was arraigned in Town of Franklin Court and was remanded to the Delaware County Correctional Facility in lieu of a $500.00 cash bail.

State Assembly Speaker Sheldon Silver was arrested by the FBI Today on federal corruption charges. Silver turned himself into the FBI; he is accused of failing to report income he received from an outside law firm as required. Silver has held office in the State Assembly since 1976 and has been the speaker since 1994.

The Chenango county district attorney’s office announced that Anastasia Hallenbeck has been indicted by a Chenango County Grand Jury Wednesday. HALLENBECK was indicted on 2 counts 3rd degree Criminal Sale of a Controlled Substance & 1 count each of 3rd & 7th degree Criminal Possession of a Controlled Substance. Hallenbeck was arrested last month for allegedly selling heroin in Norwich.

State Police arrested 73-year-old Spencer Harford of Amsterdam, for 3rd degree grand larceny. Troopers investigated a report of 2 bad checks that is accused of using to purchase cattle and a trailer, valued at almost $30,000 from a deposit woman. Harford was arraigned in the Village of Deposit Court and remanded to the Delaware County Jail on $10,000 cash bail or a $20,000 property bond pending future court action.

State Police arrested 19-year-old Samantha Wren of Hancock, for 2nd degree burglary & 2nd degree criminal contempt. The arrest occurred after Troopers investigated a theft of property from a residence in Hancock, police determined that Wren entered her mother’s residence without permission and stole an amount of cash, food and clothing, which also violated a valid order of protection. Wren was arraigned in the Village of Hancock Court and released without bail required.

The National Baseball Hall of Fame and Museum has announced the logos that will appear on the caps of the Hall of Fame plaques for 2015 Hall of Fame electees Craig Biggio, Pedro Martinez and John Smoltz. Biggio’s plaque will feature a Houston Astros, the only team he played for in his 20-year career. Martinez’s plaque will feature the pitcher in a Boston Red Sox cap, where he had his most successful seasons. Smoltz’s plaque will feature the pitcher in a Braves cap; he played the vast majority of his career with Atlanta.

The New York Times is reporting today that assembly Speaker Sheldon Silver may be arrested today on corruption charges. Silver was under investigation for failing to report income for up to 10 years.

The 3rd murder trial for Cal Harris will begin with Jury selection today in Schoharie County Court. Harris had 2 previous guilty pleas overturned on appeal & he is now being tried for the 3rd time for the September 2001 death of his estranged wife Michelle, her body has never been found. Last year, a judge granted a request to have the third trial moved out of Tioga County.

A Middletown man has been charged after he allegedly bulldozed his own $160,000 home. James Rhein was charged with criminal mischief and was released on $300 bail for allegedly knocking down his own house with a rented bulldozer, without a permit & all of his family possessions inside. Rein’s wife Diane Andryshak said that her husband was dissatisfied with the quality of renovations in the home; the case has drawn nationwide media attention.

Attorney General Eric Schneiderman today announced that his office reached a settlement with Vacation Tours USA, over a false advertising scam targeting consumers across New York State. The company sent letters to consumers telling them they had won a vacation package, including airfare and lodging, and invited them to attend a seminar at a local hotel. Once at the hotel, consumers were subjected to a sales presentation conducted by a third-party company instead of being given vouchers for free airline tickets and hotel stays. Seminars were conducted in several municipalities, including in Binghamton. If consumers believe they were a victim of this scam, they can contact Attorney General Schneiderman’s Office by calling 1-800-771-7755 or 607-721-8771.

A.M. NEWS WEDNESDAY 1-21-15

Governor Cuomo will give the “State of the State” speech and budget address this afternoon in Albany to a joint session of the legislature. Cuomo has revealed a few aspects of his agenda in recent days including the middle class property tax cut plan, an additional competition among upstate regions to compete for additional economic development funding, and a plan for more transportation & infrastructure upgrades.

Delaware County Sheriff’s Deputies responded to a report of a burglary in progress on County Route #16 in the Town of Delhi. 35-year-old Michael Guichard of Delhi was found inside a residence, he was arrested for 3rd degree Burglary, Criminal Mischief & Criminal Trespass, he was arraigned in the Town of Delhi court and was remanded to the Delaware County Correctional Facility in lieu of $5,000 cash bail. He is to re-appear on January 22nd.

State Police responded Sunday to a report of a 1-car fatal accident in the town of Otsego. The accident occurred at around 12:40 early Sunday morning on County route 22, where 18-year-old Jacob Matteson of Richfield Springs drifted into the opposing lane, overcorrected & overturned & landed on the roof. Matteson was pronounced dead at the scene.

The Delaware County Sheriff’s Office and the State Police Collision Reconstruction Unit are investigating a 1-car accident from Sunday morning on State Highway 30 in the Town of Colchester. 44-year-old Shawn Maynard of Randolph, New York failed to negotiate a curve and struck an earth embankment, causing the vehicle to overturn, 20 year old Candice Brown of Salamanca New York was ejected from the vehicle. Maynard and Brown were taken to Delaware Valley Hospital in Walton; Brown was later transferred to Wilson Hospital in Johnson City, where she was listed in critical condition. Maynard was treated at Delaware Valley Hospital and released. Sheriff’s Deputies are waiting for toxicology results; Maynard may face criminal charges upon completion of that testing and the collision reconstruction investigation.

The State Department of Labor today announced the Region’s Top 5 Trending Jobs for 2015, selected by labor market analysts based on occupational survey data and the projected needs of their region. Job expected to see greater than normal growth are Industrial Machinery Mechanic, Certified Nursing Assistant, Electrician, Welder, & Registered Nurse. State tax collections of just under $8 billion were $474.2 million higher than expected in December according to the December cash report issued by State Comptroller Tom DiNapoli. The state has also collected $4.2 billion from financial settlements since April, approximately $3.9 billion more than initially anticipated, with another $1.3 billion expected. Total receipts increased 6.5% through December 31st due to settlements and assessment revenues. Tax collections through the first three quarters increased 1.5% Spending from All Funds through December 31st was up by 5.3% from a year earlier, because of Medicaid and spending for education.

Matthew Libous has waived his right to a jury trial, according to U.S. District Court, Southern District of New York, which will bring his case will go before a judge in a bench trial. Matthew Libous was indicted by a federal grand jury following allegations of obstructing the IRS & filing false tax returns. Matthew Libous is the son of Area State Senator Tom Libous.

The Otsego County Sheriff’s Office arrested 35 year old Robert Guitierrez of Oneonta for allegedly performing sexual acts with a 14 year old female in the town of Milford. Gutierrez is charged with 2nd degree rape & endangering the welfare of a child, He was arraigned in the Town of Otsego Court and was sent to the Otsego County Jail on $2,000 cash bail, he posted bail & is scheduled to appear in the Town of Otsego Court Wednesday.

Afton Firefighters are credited with avoiding an escalation of a fire Monday afternoon in a storage garage behind Interstate Batteries on Route 7 in Afton. The fire was reported at about 2:00 PM & was under control in about 20 minutes. The Investigation into the cause of the fire is continuing. No injuries were reported.

Governor Cuomo Outlined a 10 Point Plan this weekend to tackle the issue of poverty across the state:

Among the proposals in the agenda, are plans to decreases costs for college for children of struggling families, a plan to increase the minimum wage in the state, along with the continuation of closing jails by keeping the economical challenged into jobs & out of jails.

The Delaware County DA’s office announced that Lee McDonald of Walton was arrested by Investigators Thursday on a sealed Grand Jury indictment, following a lengthy investigation. McDonald was charged with 1 count of 2nd & 4th Degree Grand Larceny, in connection with a series of bounced checks to area businesses from McDonald’s 2 business ventures. McDonald was remanded to the Delaware County Correctional Facility on $50,000 cash Bail or $100,000 Bond. Anyone with further information is asked to contact the DA’s office at 832-5421.

State Senator Tom Libous today announced the passing of his Mother, Katherine Libous. Mrs. Libous was 86 years of age, a Funeral Mass will be offered at St. Thomas Aquinas Church on Highland Avenue in Binghamton this Friday at 12:00 noon. The family will receive friends at St. Thomas Aquinas Church Friday from 11am to 12 noon. Instead of flowers, the family suggests memorial contributions to St. Jude Children’s Research Hospital at 501 St. Jude Place, Memphis, Tennessee 38105.”

Governor Andrew Cuomo will lead 1 of the first trade missions to Cuba from the United States since the Obama administration loosened travel and trade restrictions on Cuba. Cuomo will be promoting an initiative, which seeks to attract foreign investment to New York State; it will be the first of several trips Cuomo plans to take in his second term to promote New York Business opportunities. Dates for Cuomo’s trip have not yet been announced.
