State Police continue to search for the two prisoners who escaped from the Clinton Correctional Facility in Dannemora, 34-year old David Sweat and 48-year old Richard Matt were reported missing from the facility early Saturday. Approximately 300 leads have been developed since the escape was reported; State Police continue to investigate leads and tips that have been generated by this investigation. Governor Cuomo today announced that New York State has kept 7,521 dangerous drivers off the road since implementing tougher DWI regulations nearly three years ago. In September 2012, Since the implementation of the tougher regulations, the DMV has reviewed 8,450 applications for re-licensing from individuals with three or more alcohol or drug-related driving offenses on their record, . They denied 7,521 individuals from receiving a license either permanently or for an additional five years; they also denied an additional 3,579 drivers due to three or four alcohol or drug-related convictions but no serious driving offense in the last 25 years.

State Police responded to a Delaware County 911 report of a fatal accident Sunday, involving 2 vehicles on State Route 23 in the Town of Roxbury. 19 year old Thomas Schmiedel of Prattsville was driving a Chevrolet Silverado, he moved into the opposing lane & and collided head-on with a Toyota RAV4 driven by 71 year old Elvira Vogt of Jefferson, she was pronounced dead at the scene. Her passenger was 71-year-old Robert Vogt of Jefferson, he suffered a broken arm and other injuries and he was transported to Albany Medical Center. Schmiedel suffered internal injuries and was taken to Fox Hospital and then Bassett Hospital, he was charged with Driving While Intoxicated, additional charges are pending. His passenger 18-year-old Tyler Hoyt of Maplecrest was not injured. The investigation is continuing.

Delaware County Deputies received a burglary complaint of a seasonal residence in the Town of Andes. Deputies arrested 56-year-old Kevin Gutliph of Delhi for 3rd degree burglary, Gutliph was arraigned in Town of Andes Court and remanded to the Delaware County Jail in lieu of $2,500 cash bail, and he is to re-appear in the Town of Andes Court at a later date

Governor Cuomo announced that statewide smoking levels have been reduced to the lowest rate in recorded history as a result of the state’s wide-ranging tobacco cessation efforts. The State Senate unanimously passed a bill sponsored by State Senator Tom Libous, to designate a bridge on Interstate-81 in Trooper Christopher Skinner’s honor. New York State is offering a $100,000 reward for information leading to the apprehension and arrest of Richard Matt and David Sweat, who escaped from the Clinton correctional facility. Governor Andrew Cuomo commented:

David Sweat is 34 years old; white, 5’11” tall, 165 pounds, brown hair and green eyes, with tattoos on his left bicep and his right fingers. Sweat is serving a sentence of life without parole for the Murder of Broome County Deputy Kevin Tarsia on July 4, 2002. Richard Matt is 48 years old, white, 6’ tall, 210 pounds, with black hair and hazel eyes. He has tattoos on his back: “Mexico Forever”, a heart on his chest and left shoulder, and a Marine Corps insignia on his right shoulder, he is serving a sentence of 25 years to life for 3 counts of murder, 3 counts of kidnapping, and 2 counts of robbery after he kidnapped a male victim and caused his death on December 3, 1997. Both are considered dangerous, if located DO NOT approach them, call 911.

A fire at a home at 110 Randall Avenue in the town of Norwich was quickly extinguished by firefighters from Norwich & Oxford Saturday. The call for the fire came over at about 4: 20 PM, the 2-story home suffered fire, water and smoke damage, but is salvageable. The cause is under investigation with the Chenango County Bureau of Fire.

Chenango County Sheriff’s department arrested 24-year-old Andrew Cleveland of New Berlin Thursday on an active arrest warrant for promoting prison contraband, & introducing a dangerous drug into the correctional facility. Cleveland was taken into custody in New Berlin without incident; he was arraigned and remanded to the correctional facility on cash bail to reappear in the Town of Norwich Court at a later date.

Chenango County Sheriff’s deputies arrested 45-year-old Russell Davis of Afton for Grand Larceny and Scheming to Defraud. Davis is accused of taking a 2000 Chevy Blazer on May 22nd, in Guilford & defrauding the victim into believing he would pay more for the vehicle by June 1st, Davis took the vehicle to scrap yard for an undisclosed amount of money. Davis is currently being held in the Chenango County Correctional Facility and is scheduled to appear in the Town of Guilford Court at a later date.

Sidney drug bust – On Thursday afternoon, after a 5-month investigation by Delaware County Sheriff’s Office & Sidney Police, 4 area residents were arrested and charged as felony-level drug dealers. Arrested on Sealed Grand Jury Indictment Warrants issued were 37 year old Lewis “Sonny” Wolcott, Jr., of Sidney on 3 counts of Criminal Sale of a Controlled Substance, for allegedly selling cocaine in Sidney late last year. Also arrested, 35 year old Stacey D. Sullivan, Jr., of Masonville, for Criminal Sale of a Controlled Substance & Criminal Sale of a Controlled Substance in or near School Grounds, for allegedly selling Heroin in Sidney, 34 year old Douglas Wilkinson of Sidney & Smyrna was charged with several counts of Criminal Sale of a Controlled Substance, for allegedly selling narcotics in Sidney. 34-year-old Amanda Caffery of Sidney was charged with Criminal Sale of a Controlled Substance for allegedly Hydrocodone in Sidney, all 4 were arraigned on the Sealed Indictments in Delaware County Court this afternoon and were remanded to the Delaware County without bail.

Delaware County Sheriffs Department arrested 19-year-old Christopher Whitely, Jr., of Stamford, on a Sealed Grand Jury Indictment Warrant charging him with three counts of Criminal Sale of a Controlled Substance, for allegedly selling cocaine in Stamford last year. Whitely was additional charged with Unlawful Possession of Marihuana, which he had in a backpack, upon arrest, he was arraigned on the Sealed Indictment in Delaware County Court on Thursday afternoon and was remanded to the Delaware County Jail on $10,000 cash bail.

State Police at Sidney arrested 24-year-old Brandon Burns of Sidney and 22-year-old Taylor Nelson of Afton for 2nd degree Burglary. Troopers responded to a Chenango County 911 report of a burglary to a residence on County Route 39 in the Town of Bainbridge, the investigation determined that Burns had entered his grandmother’s home with Nelson & without permission and stole two televisions. Both men were arrested and arraigned at the Bainbridge Town Court. Burns and Nelson were remanded to the Chenango County Jail in lieu of $10,000.00 cash bail and $20,000.00 property bond.

Delaware County Sheriff’s Deputies responded to the intersection of State Highway 10 and Delaware County Highway 2 in the Town of Hamden for a report of a one-car motor vehicle accident early Thursday morning. Deputies arrested 46-year-old Joel Ortega of El Paso, Texas for Driving While Intoxicated, aggravated DWI, Use of a portable electronic device while operating a motor vehicle, and speed not reasonable and prudent. Ortega is to appear in the Town of Hamden Court on July 20th to answer to the charges.

State Police at Binghamton arrested 27-year-old Amie Bowman of Windsor for Reckless Endangerment. The arrest occurred after a Trooper responded to a Broome County 911 report of a man jumping from a moving vehicle in the Price Shopper parking lot in the Town of Chenango, after his girlfriend drove recklessly after a dispute and would not stop and let him out. Bowman allegedly passed several vehicles recklessly at a high rate of speed and refused to stop on state route 12. Bowman was arraigned in the Town of Chenango Court and remanded to the Broome County Jail with no bail set.

Governor Cuomo announced that New York State will begin a statewide multi-media campaign using billboards, radio, television and social media to remind motorists about the deadly impacts of impaired driving. 78 campaign billboards with a message that reads ‘Impaired Drivers Take Lives. Esterline confirmed that they are closing Norwich Aero, and will layoff about 120 remaining employees. Norwich Aero will move its manufacturing facility to Mexico. Esterline officials announced last year that a restructuring was planned, earlier this year they announced that the Norwich facility would likely close.

Governor Cuomo today announced $11 million in grants to build, improve and preserve affordable housing for low- and moderate-income New Yorkers. The 61 awards across the state’s 10 regions were given to municipalities and not-for-profit organizations to help support community priorities, keep people in their homes and expand local opportunities for affordable housing. The Southern Tier will receive $2.15 million dollars through this program.

Troopers investigated a theft of scrap metal from the Stadium International in Conklin, the 2 men allegedly stole scrap metal from this business and then sold it at Weitsman’s Scrap Yard in Binghamton. Top level new York state leaders have been frequently arrested for a variety of crimes over the last several years, the most recent being Sheldon Silver & Dean Skelos resigning from leadership posts in the state legislature. Area Assemblyman Cliff crouch said that lawmakers have been getting ethics training over the last few years.

Governor Cuomo renewed his push for lawmakers to extend a cap on local property taxes. The governor announced that they would launch an online media campaign to support the cap that was enacted in 2011. Republicans in both houses want the cap made permanent, while Cuomo seeks only a 5-year extension of the existing law. The cap generally restricts local governments from increasing tax levies by more than 2 percent or the rate of inflation and can only be overridden by voters.

Constitution Pipeline Company announced the recipients of the 6th cycle of their Community Grant program, awarding 25 grants totaling more than $200,000 to benefit local communities within the counties traversed by the proposed pipeline project. State Police arrested 66-year-old Christine Welborn of Norwich, for Aggravated Driving While Intoxicated with a B.A.C. of .19%. The arrest occurred after a traffic stop for failing to keep right on State Route 206 in the Town of Bainbridge. Welborn was issued tickets returnable to the Town of Bainbridge Court on June 11th.
