State Police at Oneonta arrested 28-year-old Andrew Scheiner of Worcester Sunday, for Aggravated DWI with a B.A.C. result of .22%. Scheiner was charged after Troopers responded to an Otsego County 911 report of a vehicle being driven the wrong way on Interstate 88 eastbound in the Town of Oneonta, just prior to their arrival Scheiner, struck the side of a bus at mile marker 59. No one was injured, the investigation determined that he was intoxicated and had a suspended driver license. Scheiner was arraigned at the Town of Oneonta Court and remanded to the Otsego County Jail in lieu of $1,000 cash bail or $2,000 property bond. His next court date is on July 16th.

The Broome County Sheriff’s department arrested 2 men in the Town of Lisle for manufacturing methamphetamines. Deputies arrested 28-year-old Anthony Scott of Lisle & 37 year old Marcus Vanvorce of Berkshire both are accused of possessing over the county decongestants & other materials used to manufacture math. Both are being held in Broome County Jail without bail.

The number of counties overriding New York’s property tax cap has declined by more than half over the past four fiscal years, dropping from 15 in 2012 to only 6 this year, according to a report issued today by State Comptroller Tom DiNapoli. The report also noted that the counties’ average tax levy increase has remained at or below 2 percent in each of the past four years. DiNapoli’s report revealed the property tax levy collected by the 57 counties outside of New York City increased 5.3%. 27 counties have exceeded the tax cap at least one time. Delaware County exceeded the cap in each of the 4 years and 5 counties exceeded the cap in 3 out of the 4 years.

State Senator Jim Seward today announced his opposition to plans to site a 2nd gas pipeline through portions of his district. Seward said that the proposal submitted by Tennessee Gas Pipeline should be rejected, as the area is already under FERC approval by the Constitution Pipeline, which is slated to will supply natural gas to Amphenol, the Village of Sidney, and other local interests. No such plan exists with the Tennessee Gas Pipeline proposal from Kinder Morgan. Seward also echoed a demand made by the Delaware County Board of Supervisors that, should the project be approved, a formal agreement be executed to ensure that all local costs attributable to pipeline construction, be paid for by Kinder Morgan.

State Police arrested 31-Year-old Yishiro Hamata also known as Tyrell Rogers of Morris for Making a Punishable False Written Statement, following a 10-day investigation into his disappearance on June 18th. Police said that on Saturday, Hamata was found in good health at a State Park in the Town of New Berlin, he is accused of giving police a false written statement when he told them he had been the victim of a racially motivated assault & abduction. Hamata is accused of misdirecting Troopers of his whereabouts during the previous week and the circumstances leading up to his reported disappearance. Hamata was arraigned in the Town of Norwich Court and was remanded to the Chenango County Jail on $5,000.00 cash bail or $15,000.00 property bond pending court action on July 9th.

The Chenango County Deputies arrested a Town of Sherburne man Sunday for Menacing and Criminal Mischief. 22-year-old Michael Beckwith was arrested after an investigation of a Domestic Dispute in the Town of Sherburne. Beckwith allegedly possessed a wooden axe handle, & threatened and damaged the victim’s property; he was arraigned in the Town of Sherburne Court and released with a temporary order of protection issued.

Governor Cuomo released details last night in Malone, regarding the escape of David Sweat & Richard Matt from the Clinton County Correctional Facility in early June.

Matt was killed by Police Friday, Police caught Sweat last night, he is being treated in an Albany area hospital for 2 gunshot wounds. On June 27, 2015, an autopsy was conducted on the remains of Richard Matt at Albany Medical Center. The autopsy on Matt determined the cause of death to be severe skull fractures and brain injuries due to gunshot wounds to the head, Toxicology results are pending.

The state Department of Environmental Conservation today officially prohibited high-volume hydraulic fracturing in New York State by issuing its formal Findings Statement, completing the state’s 7-year review of this activity. The DEC claims that after their research and examination, Fracking may pose significant adverse impacts to land, air, water, natural resources and potential significant public health impacts that cannot be adequately mitigated. Hyrdo-fracking was allowed in certain portions of the state from 1979 through 2008, a copy of their “Findings Statement” is available at dec.ny.gov.

Delaware County Sheriff Deputies arrested 62 year old John Morton of Treadwell on 1 count of Criminal Possession of a Weapon, for allegedly owning a weapon, that he was prohibited from possessing. Morton was arraigned before the Delhi Town Court and released on his own recognizance to reappear on 7/1/15 at Meredith Town Court.

State Comptroller Tom DiNapoli released 2 audits revealing more than $70 million in questionable Medicaid claims and payments. DiNapoli’s auditors found the state reimbursed providers for excessive services, including 41 dental exams for one patient over three years and identified about a dozen providers that should have been kicked out of the system for wrongdoing. DiNapoli recommended the Department of Health review the overpayments identified and make recoveries, strengthen controls over claims processing to prevent improper payments for excessive services; and review the duplicate Medicaid payments identified and recover, as appropriate. DOH officials generally agreed with the recommendations, but indicated that certain findings were outdated because actions have already been taken to address system shortcomings.

Congressman Chris Gibson announced that Hannah Sell is the winner of the 2015 Congressional Art Competition for the 19th Congressional District. Hannah’s acrylic painting “Deployment,” depicts American troops riding aboard a vehicle in the fading sunlight, it will be part of a year-long exhibit at the U.S. Capitol featuring works by students from across the country. The Delaware County Sheriffs department announced that following a recent change in state law, Fireworks remain illegal in Delaware County. The Sale and use of Sparkling Devices is legal only in counties and cities that have enacted a local law, and Delaware County has not enacted such legislation. Firecrackers, bottle rockets, roman candles, spinners and aerial devices, remain illegal statewide.

The legislative session went about week longer than initially expected, Crouch said that there are a few items left on the table, it’s unsure if Governor Cuomo will call lawmakers back for special sessions later in the year to deal with those issues.

The Broome County Sheriff’s Office responded this morning to the report of a tractor trailer hauling baby formula rolling over on I-88. The accident occurred at about 7:10 this morning in the town of Dickinson, near the ramp to I-81 South; about 34,000 pounds of powdered baby formula was in the truck at the time. 50 year old Allen Boudreau of Vermont apparently went off the right shoulder of the road on a sharp curve, The trailer tipped over and skidded along the Barrier over I-81, it eventually flipped onto its side at the end of the bridge and went down over an embankment in the area of Nirchi’s Pizza on Front Street. Boudreau was taken to UHS Wilson Hospital in Johnson City for minor injuries, he was issued tickets for speed not reasonable and prudent and failure to maintain lane, more charges may be forthcoming.

State Police arrested 47 year old Keith Barlow of Fly Creek for Driving While Intoxicated. The arrest occurred after a traffic stop for driving with a broken tail light on State Route 28 in the Town of Otsego. Barlow’s arrest became a felony due to a prior conviction for DWI within the last 10 years. Barlow was arraigned in the Town of Hartwick Court and was remanded to the Otsego County Jail in lieu of $1,000 cash bail or $2,000 bond.

Governor Cuomo announced that New York State residents and visitors may fish for free without a fishing license in any of the state’s waterways this weekend. In addition to the June free fishing weekend, legislation signed by Governor Cuomo now allows for an increase in the number of authorized yearly statewide free fishing days. This year, Veteran’s Day, November 11, has also been designated as a free fishing day.

The Broome County Sheriff’s Office reported that 45-year old Christine Clark was pronounced dead on arrival at Wilson Hospital, after fire fighters pulled her from a house fire Wednesday evening in the Town of Dickinson. The fire at 127 Adams Drive was called in by a neighbor at about 7:00 PM. The cause of the fire is under investigation, firefighters from the Town of Chenango, Port Dickinson, Choconut Center and Binghamton responded.

The city of Oneonta will officially re-open the Briggs pool bathhouse in Wilber Park, with a ribbon cutting ceremony on Saturday at 12:45 PM. The city received funding from a state office of community renewal development block grant to renovate the bathhouse, which was built in 1938. The public is invited to attend.

The Broome County Sheriff’s Office arrested 25-year-old Adam Whittington of Port Crane on a charge of 3rd degree rape and criminal sexual act, following allegations that he performed sexual acts with a 16-year-old female earlier this month. Whittington was arraigned in the Town of Fenton Court and taken to the Broome County Jail without bail.

Broome County Sheriff’s department announced the swearing in of new Undersheriff Fred Akshar Wednesday. Akshar was appointed to the position following the retirement of Undersheriff Alex Minor. Akshar began working for the Broome County Sheriff’s department as a deputy in 2002.
