An accident in Otego on Sunday afternoon has left a Delaware County man dead and his wife severely injured. Otego Fire Department officials reported that the man and woman involved were apparently trying to drive a golf cart across the railroad tracks on a private agricultural crossing at the east end of the village and struck the Canadian Pacific train. The 2-engine train was pulling 31 freight cars. Oneonta State Police said that 57-year old Charles Turk of Bloomville was found dead under the overturned golf cart. His wife 58-year old Cynthia Turk was found lying nearby with 2 broken legs. Mrs. Turk was airlifted to Albany Medical Center. The investigation is continuing. She is listed in serious but stable condition at this time. The couple had been camping near the railroad tracks over the weekend. Medical personnel from Otego Fire and Rescue squads as well as Cooperstown Medical Transport, Otsego deputies and State Police all reported to the scene of the crash.

New York State had more than 9 million total jobs in 2014, a state record, but the increase was largely in New York City and the statewide labor force continues to decline. Battling back from the recession in 2008 and 2009, New York has added 538,000 jobs since 2009 and last year had the strongest growth since 2000 with 143,000 jobs added. The other upstate regions including the Finger Lakes and the Hudson Valley added jobs at rates less than half the national average during the same stretch. Jobs increased 2.4 percent in the Hudson Valley, 2.1 percent in the Finger Lakes and 1.5 percent in Western New York over the 5-year span, but were down 2.2 percent in the Southern Tier.

New York State is looking to be in good shape to meet President Obama’s mandated cut in carbon emissions from power plants. The state is on track to meet the mandate – which calls for a 32 percent nationwide cut – more than a decade before the Federal Clean Power Plan’s 2030 deadline. In June, the state committed to 3 major energy benchmarks for the next 15 years: reducing all greenhouse-gas emissions by 40 percent from 1990 levels, decreasing energy consumption in buildings by 23 percent from 2012 levels and making sure half of the state’s energy is produced from renewable sources.

73-year-old Wilbur Allen of Mount Vision was pronounced dead at Bassett Hospital, following a farm accident in Edmeston. Allen was working with another man loading a farm tractor on a vehicle Tuesday evening at around 6:00 PM, Allen fell underneath & was struck by the vehicles, he was transported to Bassett hospital where he later succumbed to his injuries.

Governor Cuomo announced the passage of emergency Health Department regulations combating the sale of synthetic marijuana in New York State. The regulations expand the existing list of banned substances to include new chemical compounds that drug producers have been making since 2012. Between June 7th and August 1st, New York experienced a tenfold increase from last year in emergency department visits and poison control center calls due to synthetic marijuana. The Department of Health continues to partner with State Police and other law enforcement agencies to crack down on the use of these synthetic drugs as they evolve. The regulations will take effect upon receipt and filing with the Department of State.

Oneonta Police arrested 47-year-old John Nack on 3 counts of criminal possession of a controlled substance. Nack is accused of possessing heroin, amphetamine pills with intent to sell on Wednesday, Nack was arraigned in Oneonta city court and was remanded to the Otsego county jail without bail pending future court action.

The U.S. Attorney’s Office announced that Mark Pullyblank & William Clements were sentenced Wednesday in federal court in Binghamton for violating the Clean Water Act, both were sentenced to probation and fined a total of $12,000, they were working as project managers for Crane-Hogan Structural Systems, which was contracted to tear down the parking garage at the Binghamton Governmental Center in 2008 and 2009. The company discharged large quantities of concrete and concrete slurry into the Susquehanna River, the company was ordered to pay a fine of $500,000

Governor Andrew Cuomo’s Girlfriend, TV Food Network star Sandra Lee, has been hospitalized for complications from her recent double mastectomy. Lee was rushed to the hospital Tuesday night the 49-year-old Lee had the surgery in May after receiving a breast cancer diagnosis through a routine Mammogram. Cuomo left a Billy Joel concert at Nassau Coliseum early to be with Lee when he learned of her hospitalization.

Chenango County Sheriff’s deputies arrested 2 men Wednesday following a trespass complaint in the Town of North Norwich. Deputies arrested 19-year-old Daqon Holmes of Utica & Dashire Jackson of Utica following a 911 complaint from a male in North Norwich who claimed that the 2 would not leave his residence until he paid them $250 dollars. After arrival to the scene, detectives located the defendants, Holmes fled on foot, he was located and taken into custody without further incident, Holmes and Jackson were charged with criminal trespass, they were arraigned in the Town of North Norwich Court, they were remanded to the Chenango County Correctional Facility in lieu of $1000 cash bail.

The State DEC adopted new regulations to address varying deer populations in portions of the state. DEC Acting Commissioner Marc Gerstman announced that several modifications to the Deer Management Assistance Program were designed to ease the application process for landowners while providing greater flexibility for DEC to administer the program. Governor Cuomo announced the State Police will conduct a week-long enforcement initiative to crack down on speeding and aggressive drivers across the state. The Speed Week campaign runs today through next Tuesday August 11th. Speeding is listed as a contributing factor in nearly one third of all fatal crashes in New York State. In 2013, 352 people were killed and nearly 19,000 injured in speed related crashes statewide. During “Speed Week”, Troopers will also be watching for distracted or impaired drivers, vehicle occupants who are not properly buckled up, and drivers that are violating New York’s Move Over law.

New York State will likely emerge as 1 of the states to reap big benefits from President Obama’s plan to fight climate change with new emission limits on Coal Fire Plants. New York should be able to comply easily, as the state currently generate only 3.5% of its electricity from coal, at the same time, the state’s economy will likely benefit from new jobs from the emerging renewable energy projects in both wind & solar power. Oneonta police responded to the report of a broken window at a business at 224 Main Street, eyewitnesses claimed that 3 young males broke the window by kicking it. One of the 3 suffered lacerations; police followed a trail of blood to 300 Main Street where they discovered that 21 year old Evan Bowker required medical attention. Bowker was treated at Fox hospital & was released, he was charged with criminal mischief, he was held pending arraignment in Oneonta City Court.

Governor Cuomo today announced that Modern Marketing Concepts is significantly expanding its operations and workforce in Kirkwood. The company will create at least 592 new, full-time jobs over the next five years, while also retaining 310 existing jobs, they will invest approximately $17 million to acquire the 426,000 square foot industrial structure formerly used by Link, and redevelop it into Link Park. Construction is slated to begin later this month, and will be completed in early 2017. Additionally, Link Park will partner with Binghamton University, and other area academic institutions to connect young talent with businesses at the facility.

State Police at Oneonta arrested 63-year-old Stephen Scott of Schenevus, for Driving While Intoxicated with a B.A.C. result of .10%. This arrest occurred after a trooper responded to an Otsego County 911 report of a car crash on Interstate 88, eastbound near mile marker 67, in the Town of Maryland. An investigation determined that Scott was driving while intoxicated when he drove into a guide rail with his 2012 Subaru Forester and caused damage to both. Scott was issued tickets returnable to the Town of Maryland on August 25, 2015.

The New York State Department of Taxation and Finance kicked off the back to school shopping season today by reminding New Yorkers that qualifying clothing and footwear purchases are exempt from New York sales tax year-round. The New York State Board of Regents today voted to appoint Mary Ellen Elia as the next Commissioner of Education and President of the University of the State of New York. Elia began her career in education in 1970 as a social studies teacher in Buffalo and taught for 19 years before moving on to administrative positions. Elia replaces John King as commissioner; she will start her new position on July 6.

State Attorney General Eric Schneiderman said Monday that the retailers including Wal-Mart, Sears and Amazon have agreed to halt the sales of life-like toy guns in New York. The retailers have also agreed to pay over $300,000 in penalties. Schneiderman’s office found that over 6,400 toy guns sold from 2012 to 2014 violated New York laws; most of those were sold online. Schneiderman said there have been 63 shootings in New York since 1994 as a result of someone holding a toy weapon.

State Police initiated a traffic stop on I-81, after a pursuit of a Kia Sorrento at Whitney Point, 5 suspects fled the vehicle on foot. The suspects were found to be in possession of multiple stolen credit cards and identifications for numerous people throughout the United States, they were also wanted for questioning in Oneida County, for suspected bank fraud. State Police arrested 18-year-old Denzel Sanon, 28-year-old Brandon Williams& 24-year-old Brandon Smith of Florida, for 7 counts each of Criminal Possession of Stolen Property; they were arraigned in the Town of Fenton Court and remanded to the Broome County Jail pending a bail hearing. State Police are still looking for the remaining 2 suspects who had fled the vehicle; they were seen outside a business in the Whitney Point, Anyone with any information is asked to contact the State Police at 775-1241.

On Saturday night, Delaware County Sheriff’s Deputies arrested 55-year-old Penny Corns of Cooperstown for driving while ability impaired by drugs, driving while intoxicated, criminal possession of a controlled substance, unlawful possession of marijuana, operating with insufficient tail lamps, and moving from lane unsafely. The arrest followed a traffic stop on State Route 8 in the Town of Deposit. Corns was released on appearance tickets returnable to Deposit Town Court at a later date.

Governor Cuomo today announced that policies implemented following the Wine, Beer, Spirits and Cider Summits have saved New York distillers over $424,000 in fees over the past three years. These savings have been reinvested back into these small manufacturing businesses and encouraged new entrepreneurs to enter the market. In the last year alone, the number of farm distilleries has increased by more than 25 percent from 62 to 78. In 2011, New York had had only 10 such distilleries.

On Friday, Delaware County Deputies arrested 60 year old John Morton of Franklin for Aggravated unlicensed operation & Resisting Arrest in the Village of Walton. Morton is accused of passing through a safety checkpoint and refused to stop when as deputies instructed him, they discovered that Morton had his license suspended. Morton refused to comply with officers and and resisted arrest, he was arraigned in the Town of Hamden Court and remanded to the Delaware County Jail on $1,500 cash bail.
