Governor Cuomo today announced $17 million in awards to nonprofit organizations and municipalities to create more than 700 affordable homes and new home ownership opportunities throughout the state. An announcement for the Southern tier will include more than $1 million to improve and repair the homes of 46 residents in the Southern Tier; it includes $400,000 for Opportunities for Chenango, to provide rehabilitation and energy conversation measures to 16 low-income households.

Governor Cuomo today announced the expansion of the New York State Master Teacher Program. The current 623 Master Teachers have an average teaching experience of 14 years. To be eligible for application to the NYS Master Teacher Program, teachers must be certified New York State public school teachers in grades six through twelve, have a minimum of 4 years of experience teaching STEM subjects and must spend at least 60 percent of their time in the classroom teaching those subjects. Binghamton Mets New Owner John Hughes announced that the team would remain as a New York met Affiliate, but he is soliciting ideas from fans to rebrand the team & give it a new name synonymous with the Greater Binghamton Area. Hughes revealed the Double-A affiliate of the New York Mets would play at NYSEG Stadium under a new name starting in 2017. The team will launch a “Name the Team” contest on Opening Day, April 7. Submissions will be accepted through April 25th, when the top 6 possible team names will be unveiled. Fans can vote for their favorite name for two weeks via the team website. The new official name of the Double-A Mets will be revealed in October 2016.

The Delaware County Sheriff’s Department announced that there will be a fundraiser this Sunday in Walton, to support their K9 Unit, which has been an integral part of the County’s crackdown on Drug dealers in the County. The fundraiser will be held on Sunday at Danny’s Restaurant at 14 Gardiner Place in Walton from 12:00 noon until 7:00 PM, donations can be made by check to Delaware County Sheriff Tom Mills, with “K9 Drug Fund” in the memo box. Doctor Stephen Benham of Sidney announced his retirement and the closing of his practice, effective march 24th after 32 years in Sidney. Doctor Benham will see patients until the March 24th date, at which point all of his patients medical charts will be transferred and located at the UHS Primary care building at 44 Pearl Street, across for Tri Town regional Hospital. The City of Oneonta Department of Public Service will be installing a new storm water collection system on Tilley Avenue & Walters street and they will be replacing an existing system on James Street, starting on march 15th. State Police reported that KyLea Fortner and her sister Shaeleen Fitch-Fortner, who were reported as teen runaways in April of 2015, were found at 327 Torrance Avenue in Vestal. Both girls were turned over to the Broome County Family Services. State Police received and investigated numerous leads, information was developed which indicated that they were present at the Vestal address. State Police arrested 29 year old Amanda Hellman of Vestal, for 2nd degree Kidnapping. Hellman is a family acquaintance of the victims, she was arraigned in Town of Vestal Court & was remanded to the Broome County Jail without bail. State Police and local law enforcement will initiate special St. Patrick’s Day traffic enforcement efforts as celebrations begin this weekend. The effort will begin Saturday, and run through Thursday, drivers can expect a number of sobriety checkpoints, additional DWI patrols, and underage drinking details during the campaign. State Police will also be ticketing distracted drivers who use handheld electronic devices. During the 2015 St. Patrick’s Day weekend enforcement effort, Troopers made 264 arrests for DWI and issued more than 14,000 tickets.

Budget negotiations continue among lawmakers in Albany with Conference Committee activity beginning next week. State lawmakers are dealing with a budget surplus this year, Area Assemblyman Cliff Crouch Comments:

Crouch said that the surplus includes 1 time settlement money, which he hopes will be used for infrastructure projects upstate, where 40% of the bridges are in need of repair or replacement.

Constitution Pipeline Company announced today that they are changing the projected start of service from the 4th quarter of this year to the 2nd half of 2017. The company says it won’t be able to complete tree-clearing before the end of March; they have completed tree-felling along the Pennsylvania leg of the project, New York work will not begin until state regulators issue a water quality certification. The Constitution Pipeline would be a 124-mile of natural gas pipeline from Pennsylvania through the southern Tier for distribution into the New England markets.

The State Department of Environmental Conservation and local Fire Departments remind area residents that the annual burn ban will be in effect from March 16th to May 14th. The DEC prohibits outdoor residential burning during the high-risk fire season to reduce the number of wildfires and protect people, property and natural resources. The Saint Baldrick’s Foundation will hold one of their head shaving events on Saturday at the American Legion Hall at 29 Sheldon Street in Norwich at 6:00 PM. About 45 people are expected to get their head shaved to show solidarity with children with cancer, and to raise money to conquer childhood cancers. Nearly a thousand people will come to Broome County this summer to take part in the 98th annual New York State American Legion Convention, as well as the 96th annual New York State Auxiliary Convention and the 42nd annual Sons of the American Legion Convention. The Broome County Sheriff’s Office & New York State Parole arrested 3 people on drug charges at a motel in the Town of Dickinson during a parole Check. Deputies found the parolee & 2 females, as well as cocaine, hypodermic needles, packaging material, Marihuana & heroin. 23-year-old Odell Tindley from the Bronx & Binghamton was charged with Criminal Possession of a Controlled Substance, he was sent to the Broome County Jail on the parole warrant & will be arraigned at a later date. 22-year-old Rochelle Landon Of Newfield and 20-year-old Hanna Lecoq Of Interlaken were both charged with Criminal Possession of a Controlled substance, and Unlawful Possession of Marihuana Violation. They were released on appearance ticket for the Town of Dickinson Court.

The Chenango County Sheriff’s Office & Sherburne Police investigated incidents of criminal mischief and larceny, on March 8the & 9th. The investigation began with the report of a motor vehicle crash in the Town of Smyrna, the occupants of the vehicle left the scene, and the vehicle was stolen from Sherburne. Information led to the arrest of a 15 year old male & 17 year old Michael Wilson, of Sherburne. The pair is accused of stealing the vehicle; spray painting vehicles, school buildings, and residences & stealing items from vehicles. Both were charged for multiple counts of Grand Larceny, Petty Larceny, and Criminal Mischief, the amount of damage and stolen property is approximately $15,000.00 The 15 year old male was released on a juvenile appearance ticket and Michael Wilson is being arraigned in the Village of Sherburne Court. The investigation is continuing and the Sheriff’s Office is asking anyone with information to call 337-1931 or 334-2000 option 1.

State Police arrested 21-year-old William Holden of Bainbridge for felony criminal contempt and 3rd degree Assault. The arrest occurred after troopers were advised of a dispute that happened in a vehicle on State Route 206 in the Town of Bainbridge, where Holden allegedly struck the victim in the face causing an injury. Holden violated a court order of protection; he was arraigned in the Town of Bainbridge court and was remanded to the Chenango County jail in lieu of $2,500 cash bail or $5,000 property bond.

Governor Cuomo today directed the State Department of Health to expand free Zika virus testing to all pregnant women who, during their pregnancy, had unprotected sex with a partner who traveled to an area with ongoing Zika virus transmission. This expansion comes as the Department is investigating 1 case of possible sexual transmission of the Zika virus, and the federal Centers for Disease Control and Prevention (CDC) has published reports of increasing numbers of confirmed and probable sexual transmission of Zika virus, including several involving pregnant women. To date The State Lab at the Wadsworth Center in Albany has conducted tests on samples from more than 1,400 patients and 40 have been found to be positive, those infected patients have been returning travelers from countries where Zika virus is ongoing.

Attorney General Eric Schneiderman issued a consumer alert today for National Consumer Protection Week, reminding New Yorkers to protect themselves against recurring government “imposter” phone scams. These scams often target seniors, students, and first-generation Americans. Recent scams include callers posing as a representative from the Attorney General’s office, the IRS, or as officers of the court regarding alleged missed Jury Duty & the threat of arrest or other penalties. Schneiderman said that New Yorkers should also report instances of fraud to ag.ny.gov or 1-800-771-7755.

The New York State Senate today passed a resolution honoring Mike Piazza for his impending induction into the National Baseball Hall of fame this summer. Piazza will be inducted with a New York Mets cap on his plaque, for his 7 1/2 years as a member of the team, which won the National League championship in 2000. Piazza spent part of Tuesday at the National Baseball Hall of Fame & Museum at Cooperstown before visiting the state Capital today. Oneonta Police have charged a Hartwick College student with Assault. 20-year-old Nabill Maiyaki of Mohegan Lake is accused of stabbing an unidentified male victim during an altercation on Elm Street at about 1:00 AM Saturday, he has been charged with 2nd-degree assault & criminal possession of a weapon. The injured male was stabbed in a leg and in the abdomen, and was taken to Fox Hospital with non- life threatening injuries Maiyaki was held being held on bail pending court action

Delaware County Sheriff’s Deputies arrested 20 year old year Dominic Clemente of Northport, on 1 count of criminal possession of marijuana, Deputies accuse Clemente of possessing more than 25 grams of marijuana, he was additionally charged with speeding, for driving at 82 miles per hour in a 55 miles per hour zone. Clemente was released on appearance tickets returnable to Hancock Town Court at a later date.

The Delaware county sheriffs department arrested 2 Walton men on drug charges following the execution of a Search Warrant Friday. Arrested were 29-year-old Cory Costello and 27-year-old Antonio Felice, deputies seized . heroin, prescription controlled substances, hypodermic instruments, marijuana and nearly $500 cash. Felice was also in possession of a Public Assistance Benefit card. Costello and Felice were each charged with Criminal Possession of a Controlled Substance, more charges are expected. Both were arraigned in the Town of Walton Court & were remanded to the Delaware County Jail, Felice was ordered held on $100,000 cash bail, Costello was held on$50,000 cash bail.

Governor Cuomo announced $74.2 million in grant awards for 6 projects to transform and improve the delivery of health care in Southern Tier. The awards are being made through the Capital Restructuring Financing Program and Essential Health Care Provider Support Program. Locally, the United Health Services Hospitals will receive $14,332,500 for the STRIPPS Information Technology Infrastructure & Delaware Valley Hospital will receive $1,400,000 for the Telemedicine Project in Partnership with UHS.

The percentage of school districts initially planning to override New York’s property tax cap in 2016-17 has nearly doubled when compared to last year, but still remains relatively small, according to preliminary data filed with the office of State Comptroller Tom DiNapoli. As of March 2nd, 6 percent, or 36, of the 601 school districts that reported, indicated that they would seek an override of the tax cap. Last year, 3.5 percent, indicated plans to override the tax cap. Property tax levy growth for school districts is capped at 0.12 percent above current levels for the 2016-17 fiscal year. School budgets head to voters for approval on Tuesday, May 17th.

A Town of Columbus resident was arrested by the Chenango County Sheriff’s Office on an active Arrest Warrant for Grand Larceny. Deputies arrested 40 year old Shawn Loomis, following an investigation into the report of $1,600 worth of stolen equipment, Loomis is accused of possessing & selling the equipment, he was taken into custody without incident and arraigned in the Town of Columbus Court to reappear at a later date.

On Sunday, Chenango County Deputies arrested Bernt Hansen of Afton for DWI, after an investigation of a motor vehicle accident. Hansen was also issued tickets for Failure to keep right, leaving the scene of a property damage motor vehicle accident and refusal to take a breath test; he was released to a sober third party and is to appear in the Town of Greene Court at a later date.

A 20-year-old Bashiem Jenkins of Norwich was arrested Saturday for criminal possession of a controlled substance following a traffic stop in the city of Norwich. Jenkins was arraigned and remanded to the Chenango County Correctional Facility on bail pending future court action.

State Police arrested 47 year old Steven Scott of Unadilla, Saturday for the felony of criminal possession of a weapon, plus petty larceny & possession of a loaded firearm in a motor vehicle. Trooper reoponded to the report of clothing being taken from the House of Consignment on Main Street in Unadilla. Scott was located nearby in his vehicle, a search of the vehicle found that Scott unlawfully possessed a loaded .22 caliber rifle and the stolen clothing from the store. Scott is a convicted felon & is not legally allowed to possess firearms. Scott was arraigned & was remanded to the Otsego County jail on $5,000 cash bail or $10,000 property bond pending court action on March 11th.

The Delaware County Department of Economic Development is pleased to announce the acceptance of grant applications for consideration under the County’s recently awarded Agricultural Microenterprise Program. State Police responded to a Broome County 911 report of shots fired in the area of 117 Glenwood Road in the Town of Dickinson near the Binghamton City Line early Thursday Monring. 2 people were in a vehicle heading south on Glenwood Road when a suspect fired 5 or 6 shots at their vehicle, the driver attempted to leave quickly but struck several parked vehicles and came to rest in the middle of the roadway. No injuries were received. Troopers from the Special Operations Response Team have not located the shooter, the road is re-opened to traffic. State Police were assisted by the Binghamton Police Department and Broome County Sheriff’s Department, the investigation is ongoing.

NYSEG reports a power outage this morning & this afternoon affecting 649 customers in Otsego County. Affected areas include the towns of Butternuts, Gilbertsville, Mount Upton & Unadilla, Students at the Gilbertsville Mount Upton School District were dismissed early due to the power outage, Crews hope to have the power restored as soon as possible.

Attorney General Eric Schneiderman today announced the guilty plea of 56 year old Donald McManus of Apalachin, to Attempted Grand Larceny.   The plea stems from allegations that Mr. McManus pocketed $8,200 worth of the proceeds from the sale of leftover copper used as part of the East Campus dorm construction at SUNY Binghamton.  McManus is expected to be sentenced to three years of probation, to pay restitution in the amount of $8,256.59, and to not work in a construction job or in any capacity for SUNY Binghamton.

State Police at Binghamton investigated a report of shots fired on Glenwood Road in the Town of Dickinson. During this investigation Glenwood Road was closed to the public between Adams Street and Prospect Street for several hours this morning, the investigation is ongoing.

Chenango County Sheriff’s Deputies, their K9 unit & members of State Parole conducted a “knock and talk” investigation Wednesday at 518 Cummings Road in the Town of Greene. Officers received information of methamphetamine being produced at the residence, they discovered liquid methamphetamine, & several ingredients and laboratory equipment used to manufacture the drug. 47-year-old Glenn O’Connor was arrested for Criminal Possession of a Controlled Substance, Unlawful Manufacturing Methamphetamine and Possessing the Precursors to Methamphetamine & for violating Parole. O’Connor was remanded to the Chenango County Correctional Facility. State Police and Village of Greene Police Department assisted with the investigation.

Governor Cuomo, US Senators Charles Schumer & Kristen Gillibrand and members of the New York Congressional Delegation today announced more than $60 million in federal grants to support counterterrorism and emergency preparedness activities in counties across New York State. The funding, provided by the Department of Homeland Security through its State Homeland Security Program and Emergency Management Performance Grant, will assist counties in strengthening emergency response efforts. New York State receives more SHSP funding from DHS than any other state in the nation. Chenango, Delaware & Otsego Counties will each get about $130,000 in funding.

A Town of Norwich resident was arrested by the Chenango County Sheriff’s Office for 1 Count of Welfare Fraud & Offering a False Instrument for filing. 30-year-old Jessica Branagan of Norwich is accused of receiving public assistance and failing to report additional income she was receiving. Branagan received a total of $36,228.50 in assistance from April 2010 through July 2015.

23-year-old Caden Cruz of Oxford was arrested by Norwich Police following an attempted arrest & a pursuit on foot Tuesday night. one Norwich Police officer attempted to arrest Cruz, who is accused of striking the first officer, causing an injury. A 2nd Norwich Officer, State Police and Chenango County Sheriff’s Office responded, Cruz was caught & taken into custody. Cruz was charged with 2nd degree assault, resisting arrest, & criminal possession of a hypodermic instrument, he was also wanted on 2 active Bench Warrants from the Village of Oxford Court. One Norwich officer was taken to Chenango Memorial hospital for lacerations, he was treated & released.

Governor Cuomo announced that the State Police, Division of Homeland Security, the Offices of Emergency Management and Fire Prevention and Control & the DEC responded to last night’s 16 car train derailment on the Norfolk Southern line in the town of Ripley, in Chautauqua County. 2 of the rail cars contained ethanol, which leaked causing an evacuation of surrounding homes as a precaution. The main CSX line is open for trains at reduced speeds & the state Department of Transportation is working with Federal Railroad Administration to determine the cause of the accident, there were no injuries reported.

State Police arrested 27-year-old Alexander Griffin of Binghamton for criminal contempt, intimidating a victim & aggravated harassment, after troopers were advised of a court order of protection being violated by Griffin. Troopers determined that Griffin had made threatening telephone calls to the victim, Griffin was arraigned in the Town of Bainbridge court and remanded to the Chenango County jail with no bail set at this time.

Independent pharmacies across the state will now be able to provide naloxone to their customers without a prescription. Naloxone, which is also known as Narcan® is a medication that reverses opioid overdose. The Department of Health provides funding to The Harm Reduction Coalition, they will issue standing medical orders to the more than 750 independent pharmacies in the 57 counties outside of New York City, as well as chain pharmacies without a designated prescriber, allowing their pharmacists to dispense naloxone without a prescription.

State Police arrested 27-year-old Kyle Llewellyn of Burlington Flats for aggravated DWI with a B.A.C. result of .21%, after troopers observed Llewellyn stopping his vehicle in the middle of the lane on County Route 22 in the Town of Otsego. Llewellyn was issued tickets returnable to the Town of Otsego court on March 9th.

Governor Cuomo today announced that more than 100 service providers that assist crime victims from across New York State would receive an additional $1.5 million in federal grants to modernize their offices so they can better serve victims and their families. The funding allows for the purchase of equipment and technology used for filing claims through the state’s Victim Service Portal, an online system that allows crime victims to more quickly obtain compensation for medical bills, lost wages and other forms of assistance.

Rock & Roll Hall Of Famers Chicago will perform at the 2016 Great New York State Fair on Labor Day, September 5th at Chevy Court. This will be Chicago’s first appearance at the Fair in 26 years and its fourth appearance overall.
