The sentencing of disgraced ex-Assembly Speaker Sheldon Silver has been postponed until May 3rd in a Manhattan federal courtroom. Silver was found guilty by a federal jury in November on corruption charges, Last week, Silver’s defense lawyers asked Judge Valerie Caproni to move sentencing to May 3rd & to set a date to hear arguments related to revealing secret documents at Silver’s sentencing.

Governor Cuomo announced the submission of 210 vetoes, eliminating pages of unnecessary language from the 2016-17 Enacted Budget. The vetoes include 18 reappropriations for items that had previously been fully paid out. 132 appropriations already received adequate funding within State agency operations, and 15 were duplicative, 27 reappropriations have been vetoed previously and therefore cannot be reappropriated, & 14 appropriations were unconstitutional.

Town of Bainbridge officials announced that Kelly Road between routes 7 & 8 is closed today. Crews will be replacing a culvert; the road is expected to be opened to traffic later today or tomorrow following completion of the project.

The Sidney Police Department arrested 66 Year old Earl Higgins of Unadilla, for 3rd degree menacing. Sidney Police Department received a 911 call Tuesday morning, reporting a man with a gun at the Sidney Primary Care Office at 39 Pearl Street West in the village. Sidney Police & State Police responded, the Offices was evacuated and locked down, Higgins is acused of making comments to staff about having a gun, that caused staff to feel threatened. No gun was located and Higgins was arrested, he was arraigned at the Sidney Village Court and posted $500 cash bail.

Kasich’s campaign confirms he will make a campaign stops in watertown Friday mornign at 10:00 AM, and then at Mohawk Valley Community College’s in Utica at 2:00. Governor Cuomo today announced the final report and recommendations of the Alcoholic Beverage Control Law Working Group, which is a group of alcoholic beverage industry experts who assembled to review ways to modernize and simplify New York’s 80-year old Alcoholic Beverage Control Law. The changes will support continued growth in the craft beverage and agriculture industries which are key elements of “Southern Tier Soaring,” blueprint to generate economic growth locally. The new state budget contains a total of $44.46 Million dollars in funds for highway & bridge repairs in the 51 state Senate District covered by State Senator Jim Seward. Delaware & Chenango counties will each have over 2.6 million dollars earmarked for projects, Otsego County will get more than 3.7 million dollars in funding.

Delaware County Sheriff’s Investigators arrested 2 Walton residents on Sealed Indictment Warrants charging them with Criminal Sale of a Controlled Substance. A Delaware County Grand Jury accused 38 year old James Klinegardner, & 31 year old Amanda Bicknell of Walton, of selling methamphetamine in Walton in January. Klinegardner is charged with 3 counts of Criminal Sale of a Controlled Substance & Bicknell is charged with 2 counts of Criminal Sale of a Controlled Substance. Klinegardner and Bicknell, are being held in the Delaware County Jail on bail from their January arrests, they were arraigned in Delaware County Court Tuesday & they were each remanded back to the Delaware County Jail on an additional $50,000 cash bail.

State Police arrested 30 year old Nicole Archer of Binghamton for 2 counts of endangering the welfare of a child, after an investigation which determined that Archer had used illegal narcotics in front of her two children while at home in Kirkwood. Archer was issued a ticket returnable to the Town of Kirkwood court on April 19th,  were advised and the children stayed with a family relative.

The sentencing of former Senate Majority Leader Dean Skelos has been re-scheduled for exactly the same time as that of ex-Assembly Speaker Sheldon Silver. Men were convicted in federal court of abusing their power for personal gain, they will be sentenced at 10:00 AM on April 13th in Manhattan federal court, and Skelos will be sentenced with his son, Adam.

State Police and the United States Postal Inspection Service announced the arrest of 22 people and the seizure of drugs, weapons, cash and one vehicle resulting from a joint drug investigation throughout Central New York. “Operation Pandora’s Box,” targeted drug suppliers from New York and around the nation — and even overseas — who are using the U.S. Mail to ship narcotics and synthetic drugs, along with other contraband, into the region. Among those arrested locally, 23-year-old Erica Cirzeveto of Binghamton, 24-year-old Nefateia Brink of Binghamton, both on a variety of drug charges, and 37-year-old Terry Davis of Oneonta, for Criminal Possession of Marihuana.

Congressmen Chris Gibson co-introduced bipartisan legislation to bring fairness to the federal system used to determine the price dairy farmers are paid for their milk. The Dairy Margin Insurance Location Calculation Act amends the Farm Bill to require the Secretary of Agriculture to use statisitcs from each state to calculate average feed cost and actual dairy production margins. The current margin protection program is harmful to New York dairy farms because it uses calculations based on the average feed costs associated with the Midwest and other differing markets.

Governor Cuomo announced that efforts by state and local law enforcement have resulted in an 840% increase in tickets for texting while driving in New York State since 2011. While the number of cell phone tickets have decreased each year since 2011. The announcement was made in conjunction with Distracted Driving Awareness Month and Operation Hang Up, a distracted driving crackdown by the State Police and local law enforcement. The State Department of Health announced the launch of the “Treat Nicotine Addiction Campaign,” to urge health care providers to reframe smoking as an addiction to nicotine, rather than a bad habit, and to treat nicotine addiction with counseling and medication. Patients who are encouraged to quit and begin medication are 2 to 3 times more likely to remain smoke-free. The Treat Nicotine Addiction Campaign will run through June 2016.

State Police arrested 29-year-old Rebbecca Johnson of Oneonta for Aggravated DWI with a B.A.C. result of .23% and other traffic violations. This arrest occurred after a trooper responded to a 911 report of an accident where a vehicle rolled down an embankment on State Route 23 in the Town of Laurens. Johnson is accused of being intoxicated when she struck a guide rail and then rolled her vehicle down an embankment, She and her passenger were not injured and where able to crawl out by themselves. Johnson was issued tickets returnable to the Town of Laurens court on April 21st.

State Police arrested 30-year-old Robert Smith of Oneonta, for 2 counts of endangering the welfare of a child. Troopers responded to a report of 2 children running in the middle of the road unattended, the 4 and 6-year-old brothers were located by troopers near the Dairy Queen on Chestnut Street in Oneonta. The 2 boys had been left under the care of their father Smith, who was found sleeping at his home, unaware that his children had left. Smith was arraigned in the Town of Oneida court and was remanded to the Otsego County jail on $200 cash bail or $400 property bond pending court action.

Governor Cuomo announced that his administration has reached a retroactive one-year labor agreement with the New York State Public Employees Federation. PEF is one of the largest unions in the United States and is New York’s second-largest state-employee union, representing 54,000 workers. Oneonta City Police arrested 21-year-old Sadiq Abdulai of Ghana for criminal possession of a forged instrument. Abdulai is accused of passing counterfeit $20.00 around the Hartwick College Campus, which then began circulating throughout the city of Oneonta; he was arraigned & was sent to the Otsego County Jail pending future court action. The investigation is continuing.

The State Tax Department Call Center Hours has extended the filing deadline through April 18th. Beginning tomorrow, the call center at 518-457-5181 will be open for more than 20 additional hours through the end of the filing season to help taxpayers who have last minute tax return filing questions. Representatives will be available from 8:30 a.m. to 7:30 p.m. Monday through Friday, and from 8:30 a.m. to 3 p.m. on Saturdays for the remainder of the filing season. State Police responded to a Broome County 911 report of a car & tractor trailer accident with serious injuries on State Route 11, at Colesville Road, in the Town of Kirkwood. An investigation determined that a 57 year old Binghamton man was driving a Hyundai when he lost control, and drove off the road into a median, he corrected his vehicle and reentered State Route 11 where he then drove into a trailer that was being towed. The driver of the Hyundai was extricated from his vehicle, & was taken to Wilson Hospital with head trauma. This investigation is continuing.

Governor Cuomo announced $20 million to support Binghamton University in its leading role as home to new NextFlex Flexible Hybrid Electronics Manufacturing Innovation Institute. The state’s $20 million commitment, from the Southern Tier’s $500 million Upstate Revitalization Initiative, will support the retrofitting of space in the former IBM facility in Endicott, it is expected to create up to 200 academic and private sector jobs, & up to 1,000 new jobs over the five years of the Flex Tech Alliance Program.

State Comptroller Tom DiNapoli announced today his office stopped $25 million in questionable or fraudulent personal income tax refunds from being paid so far in 2016. DiNapoli’s office paid out 4.5 million state refunds totaling $4.2 billion. Another 152,000 refunds totaling $134 million are expected to be paid in the coming days. The average state tax refund from the state is $840.

Christopher Winkler of Unadilla has conceded the tied race for the Unadilla Village Board seat, to Jeff Jones. Both Jones & Winkler received the same number of votes for the seat in the March village election, leaving local officials looking for answers from county or state election law on how to handle the tie. The race could have been decided with another election, a drawing, or the concession of one of the candidates to the other.

Delaware County Sheriff’s Deputies investigated a personal injury head-on collision Tuesday involving a tractor trailer and a car on State Highway 10 in the Town of Delhi, just south of Peakes Brook Road. The tractor trailer driver, 30 year old Michael Thompson of Philadelphia, Pennsylvania attempted to pull into a parking lot when he struck a car being driven by 56 year old Tammie Wycoff of Grand Gorge. Wycoff and her passenger were transported to O’Connor Hospital with minor injuries and were later released. Thompson was issued a traffic summons for moving from lane unsafely, he faces court action in Town of Delhi Court on April 25th.

The Greater Chenango Cares IRT event will again be occurring in Norwich this summer. The 10 day initiative that will offer no cost medical, dental, optometry and veterinary care for children and adults in our region. The event is being led this year by the Chenango United Way and its volunteers and is occurring because of a partnership between many local health and human service organizations, local government agencies and the Department of Defense. The event will run from Friday, July 15 through Sunday, July 24 and will be held once again at the Norwich High School. Last July, 171 service personnel, both active and reserve service members, came to our community to provide medical, dental, vision and veterinary services as a training exercise and as a way to give back to local communities.

57 year old John Guzy of Bainbridge was found guilty of 15 of 17 counts including 2nd degree murder, attempted murder in Chenango County Court Wednesday, by Judge Frank Revoir.  Guzy was found guilty of shooting and killing 26-year-old Derek Prindle of Afton, in October 2014 on route 7 in Bainbridge.  Guzy also shot & wounded Prindle’s father during a confrontation following a road rage incident that ended in front of Peak Fitness.

The Broome County Sheriff’s Office arrested 2 people for allegedly manufacturing methamphetamines in the town of Dickinson Wednesday morning. Deputies arrested Matthew Najarian and Jessica Palmatier. For operating a one pot meth operation at a gas station in Dickinson, the gas station had to be shut down for several hours to remove the hazardous meth making materials. Palmatier and Najarian were arraigned & were remanded to the Broome County Jail without bail.

Governor Cuomo today signed an executive order banning all non-essential state travel to Mississippi. The order requires all New York State agencies, departments, boards and commissions to immediately review all requests for state funded or state sponsored travel to the state of Mississippi, and bar any such publicly funded travel that is not essential to the enforcement of state law or public health and safety. The ban follows Mississippi’s enactment of a discriminatory law that allows business and non-profit groups to refuse service to people on the basis of their sexual orientation or gender identity.

Franklin Central School District officials saved more than $800,000 in health insurance costs by switching carriers and offering employees a buyout incentive, according to an audit released today by State Comptroller Tom DiNapoli. In January 2013, Franklin school officials assessed the benefits and costs associated with the district’s health insurance coverage and pursued a lower cost alternative, they found a new insurance carrier that was less expensive and which offered employees 2 additional health plans that provided equivalent or better coverage than the previous plan. the district saved an additional $283,000 by offering 25 employees an annual health insurance buyout incentive.

On Friday, April 1st, Delaware County Sheriff’s Deputies arrested several people following an investigation into an under aged drinking party. Arrested were 19-year-old Kyle Conklin of Delhi, 19 year old John Gisonna, of Delhi, 24-year-old Stephen Jastrow of Delhi, 20-year-old Christopher O’Connor of Bayville, 24-year-old Anthony Rodriguez of Delhi, 23-year-old Alexander Bracco of Delhi All face court action in Town of Delhi court at a later date.

On Sunday, Delaware County Deputies stopped a vehicle in the Town of Hamden for not having an inspection displayed in the front window. As a result of this traffic stop, Deputies arrested 20 year old Anthony Mastrorocco of Walton for driving while ability impaired by drugs, Unlawful possession of Marijuana and uninspected motor vehicle. He was issued appearance tickets for each charge returnable to the Town of Hamden Court on May 2nd.

State Senator Jim Seward announced that the recently adopted State budget includes $200,000 for the City of Oneonta to help offset public safety costs generated due to being a SUNY host community.

Governor Cuomo announced that he is deploying the Department of Financial Services’ Mobile Command Center to help eligible New Yorkers prepare and file their taxes for free. State Police are continuing their investigation into the fatal motor vehicle accident on April 1st on State Route 17 in the Town of Kirkwood. The driver of a pickup truck that was heading the wrong direction died after the truck collided head-on with a marked New York State Police patrol vehicle. The driver of the pick-up truck has been identified as 66-year-old John Roote of Morris. Police stated that an autopsy on Roote was conducted at Lourdes Hospital in Binghamton, the Cause of death was determined to be multiple internal injuries, and the Toxicology result is pending. The Trooper involved in the accident is identified as Zone Sergeant Steven Meyer, who suffered minor injuries in the crash.

3 Walton residents were arrested on felony drug charges Monday afternoon by Delaware County Sheriff’s Investigators after an investigation of a Walton burglary. Investigators located 23-year-old Daniel Bowker of Walton driving on Delaware Street in Walton on Monday afternoon with 2 passengers, the stop led to the seizure of heroin. Bowker, 19 year old Kyle Buckley and 29 year old Heather Terry of Walton were charged with Criminal Possession of a Controlled Substance, Terry was also found to be in possession of a NYS Public Assistance Benefit Card. Bowker was additionally charged with Criminal Sale of a Controlled Substance, Burglary & Grand Larceny. All 3 were remanded to the Delaware County Jail on bail pending future court action.

The murder trial of John Guzy began in Chenango County Court Monday. Guzy was charged with the murder of Derek Prindle in the Peak Fitness Parking lot, following an apparent road rage incident. Guzy is accused of fatally shooting 26 year old Derek D. Prindle, & shooting & injuring his father Derek S. Prindle on October 27th 2014.

State Police arrested 20-year-old Juan Carlos of the Bronx for speeding in the town of Kirkwood and eventually crashing in man in the town of Colesville Saturday. State Police said that Carlos was driving an Uber vehicle as the Uber driver; 43-year-old Corey Robinson of Philadelphia took a nap. Troopers found the vehicle crashed into a guide rail on Sanitaria Springs Road in the town of Colesville. Carlos was charged with unlawfully fleeing a police officer in a motor vehicle, driving without a license and several other traffic violations, Robinson was not charged, both men were treated for minor injuries sustained in the crash.

Chenango county sheriffs deputies arrested 36-year-old Aaron Squires of Norwich for Criminal Contempt. Squires was held in the Chenango County Correctional Facility on charges of 3rd degree Rape & Endangering the Welfare of a Child, he is accused of communicating with the victim of those crimes while incarcerated. Squires will face action in Town of Norwich Court shortly.

The Chenango county sheriffs department arrested 28-year-old Justin Harrington of Norwich for Driving While Ability Impaired by Drugs. Harrington was charged following a traffic stop on State Highway 12 in the Town of Norwich, Harrington was issued an appearance ticket and is to appear in the Town of Norwich Court at a later date to answer to his charge.

Governor Cuomo signed legislation Monday enacting a statewide $15 minimum wage plan and a 12-week paid family leave policy. The legislation was passed as part of the 2016-17 state budget. The Governor signed the 2 pieces of legislation immediately prior to attending a 1,000-person victory rally, which included workers, advocates, labor leaders, and elected officials, at the Javits Center in New York City.

State Police responded to Sunday’s accident on I-88 westbound, in the Town of Maryland, which involved 15 vehicles, including 3 tractor-trailers and 1 bus. The accident started when a SUV struck a tractor-trailer due to white out conditions and very strong winds. Both vehicles came to rest in the driving lane and northern shoulder. An Adirondack Trailways bus, carrying 20 passengers, then collided with the tractor-trailer and came to rest in the driving lane. A second and third tractor-trailer then struck the bus causing damage and a large debris field on the Interstate. Several additional passenger vehicles then collided with the vehicles involved. Several passengers on the bus as well as a tractor-trailer operator were transported to area hospitals with non-life threatening injuries.

27-year-old Jeffrey Cabral was arraigned in Norwich City Court Monday for 3rd degree Robbery. Cabral is accused of stealing controlled substances from a Norwich pharmacy Monday morning. Police stated that Cabral had a demanding note that threatened bodily harm; Bail was set at $25,000 cash or $50,000 bond.
