State Police arrested 27 year old Grant Woodruff of Binghamton, for operating a motor vehicle while impaired by drugs, 2 counts of criminal possession of a controlled substance & other traffic violations, after a trooper arrived at a car & bus collision at about 8:30 AM on Chenango Bridge Road in the Town of Chenango. Troopers accused Woodruff of driving while impaired by drugs when he crashed into the rear of a stopped Broome County Transit bus. Woodruff was arraigned in the Town of Chenango court and was remanded to the Broome County jail on $1,000 cash bail or $3,000 property bond pending court action in Town of Chenango on June 28th.

State Police at Sidney are currently investigating a burglary that was reported on June 5th, at the Frog Pond Farms located at 2001 State Route 7, in the Town of Bainbridge. State Police arrested 22 year old Zachary Ruffles of Burlington Flats, for criminal mischief, endangering the welfare of a child and harassment, after troopers responded to dispute complaint in the Town of Burlington. Ruffles is accused of shoving the vicitm, & damagin g clothing and a cell phone, in fornt of a child. Ruffles was arraigned in Town of Hartwick court and was released on his own recognizance, he faces court action on June 13th, an order of protection was issued.

15 years after 9/11, the National Baseball Hall of Fame and Museum will pay tribute to baseball’s role in the healing process with a 6-month exhibit, & a special recognition during Hall of Fame Weekend. On Saturday, June 18, the Museum will cut the ribbon on “Baseball After 9/11” which will feature will be the Mets jersey 2016 Hall of Fame electee Mike Piazza wore on Sept. 21, 2001, in the first game played in New York after 9/11. Additional artifacts include both the “NYPD” hat worn by Mets manager Bobby Valentine and the “FDNY” hat worn by Mets pitcher John Franco on Sept. 21, 2001, as well as a game ticket to the scheduled Sept. 11 game at Yankee Stadium between the Yankees and the Chicago White Sox.

Projects supported by New York’s Industrial Development Agencies (IDAs) produced nearly 36,000 additional jobs in 2014, an increase of 18 percent from the prior year, according to a report issued today by State Comptroller Thomas P. DiNapoli. This is DiNapoli’s ninth annual report examining the performance of the state’s IDAs and how these entities work to attract, retain and expand businesses within their communities. DiNapoli’s report shows the state’s 109 active IDAs provided $1.1 billion in total tax exemptions in 2014. These exemptions were partially offset by $483 million in payments-in-lieu of taxes, leaving the total net exemptions for the year at $632 million – a decrease of $28.5 million, or 4.3 percent, from 2013.

Governor Cuomo announced $16.3 million to fund rail and port improvement projects across New York State. The grants from the Governor’s Passenger and Freight Rail Assistance Program will support projects that strengthen infrastructure vital to the movement of goods throughout the state, as well as support economic development by leveraging an additional $12.8 million in additional public and private investments. In the Southern Tier, the New York, Susquehanna and Western Railway will receive $1.4 million for construction of a state of the art Rail Terminal in Binghamton.

State Police are continuing to investigate a November 1980 homicide case in Broome County 30-year-old Barry Marquart of Binghamton was reported missing after they were contacted by Marquart’s father, who stated that his son had been missing & he had received a call from Barry’s roommate. On November 9, 1980 Marquart’s car was found parked at the Exit 5 rest area on I-81 in the Town of Dickinson, Troopers found Marquart’s body in the Chenango River, his wallet was located in Otsiningo Park, south of the rest area. The autopsy ruled the death as a drowning and determined the victim received injuries from blows to his head and face. Anyone with information regarding this case is asked to call Investigator Matthew Hicks at the State Police Major Crimes Unit at 561-7400.

Following a month-long review, the New York State Police Search Committee unanimously recommended Lieutenant Colonel George Beach to serve as superintendent of the State Police. Beach has more than 30 years of expertise in crisis response, operational planning, emergency management and public policy; he will replace Joseph D’Amico who has served as superintendent of the New York State Police since 2011.

The Chenango County Sheriff’s Office arrested 25-year-old Patrick Davenport of Oxford on an active Bench Warrant from the Norwich Police Department. Davenport was wanted for failure to appear on the charges of Unlawful Manufacturing of Methamphetamine and 3rd degree Burglary. Davenport was turned over to the custody of Norwich Police Department for processing.

Governor Cuomo today announced special education providers would receive a 4% increase in reimbursement rates. Schools benefiting from this increase serve approximately 13,500 students across the state with emotional or physical disabilities, mental health issues, trauma, substance abuse, or involvement with the juvenile justice, social service or child welfare system. 31-year-old Dennis Gellat of Earlville has been arrested in connection with the robbery at the NBT Bank in Edmeston on May 23rd. The Otsego County Sheriff’s Department reported that Gelatt was arrested Sunday night and charged with 2nd-degree robbery after deputies from Otsego and Madison counties executed a search warrant at his residence. Gelatt was arraigned in the Edmeston Town Court and he was sent to the Otsego County Correctional Facility on $25,000 bail.

On Friday morning, Delaware County Sheriff’s Deputies responded to a report of 3 suspicious men on the DCMO BOCES Harold Campus in Masonville. Deputies located 3 adult males in a vehicle parked area near the auto mechanic shops, the driver was 21 year old George Robinson, Jr., of Delhi was arrested for Driving While Intoxicated and Unlawful Possession of Marijuana. A passenger, 29-year-old Jonathan Gutliph of Hamden, was charged with Criminal Possession of a Controlled Substance, for allegedly possessing prescription medications. An unidentified 18-year-old Delhi male was also ticketed for having an open container of alcohol in a motor vehicle; all 3 were processed and released on appearance tickets returnable to the Town of Masonville Court at a later date. State Police and Village of Walton Police assisted with the investigation.

16 year old Peter Smith of Binghamton is facing several charges for allegedly stealing a vehicle in Chenango Bridge, making charges on the victim’s credit card, leading Broome County Sheriff’s officials on a chase through Binghamton, & crashing into the porch & a parked car in the driveway, at 71 Mitchell Avenue. Smith is charged with 2 counts of grand larceny, reckless endangerment and fleeing a police officer plus 9 traffic violations, he was sent to the Broome County Jail without bail.

State Attorney General Eric Schneiderman announced today by the Consumer Product Safety Commission instituted a national recall of “Cra-Z-Art” children’s products, which contain high levels of lead. Schneiderman said that his office had discovered high lead levels in parts of several children’s Cra-Z-Art products, which were supplied by LaRose Industries to retailers such as K-Mart, Target, and Toys-R-Us stores. Wristbands associated with several Cra-Z-Art children’s products contained lead at levels of 120 to 980 parts per million, about 10 times the legal limit.

A new trial date is set for Ryan Lawrence of Syracuse, who is accused of killing his daughter, baby Maddox, and dumping her in the Syracuse Inner Harbor in February. Lawrence was in Onondaga County Court on Thursday, a request to move the trial to Cortland County Court was denied, and the new trial date was moved from September to October 31st.

New York lawmakers have forwarded legislation to regulate daily fantasy sports, which could enable thousands of people to resume playing through FanDuel & Draft Kings. Committees in the state Senate and Assembly advanced bills this week that detail proposed registration fees for commercial operators and prohibitions against minors playing through those sites. Both FanDuel and Draft Kings, agreed in March to stop taking bets in New York as lawmakers considered legalizing the popular online contests, State Attorney General Eric Schneiderman sued to stop them, saying they offered illegal gambling under New York State Law.

State Police arrested 31-year-old Zachariah Burns & 24 year old Brandon Burns of Bainbridge, for 2nd degree burglary, following a March 29th report of a burglary to a home on County Road 26, in the Town of Afton. The Burns Brothers are accused of entering the home without permission and stealing guitars and a game system. Brandon Burns had been arrested on May 3rd & he was arraigned in the town of Afton court, he had been remanded to the Chenango County jail on bail, Zachariah Burns was arrested Wednesday & was arraigned in the Town of Afton court, he also was remanded to the Chenango County jail on bail. They face court action shortly.

Chenango County Sheriff’s Deputies arrested 39 year old Arlo Biviano of Norwich for DWI Wednesday, following the report of a one car roll over accident on County Road 29 near the intersection of Tiffany Road in the Town of North Norwich with possible entrapment. Biviano’s vehicle left the roadway and overturned over an embankment before striking a light pole. Both occupants escaped the crash with minor injuries. Biviano was processed and released on appearance tickets for later court action in the Town of North Norwich Court.

Governor Cuomo today announced that State Police issued 11,946 tickets as a result of increased enforcement efforts during the Memorial Day Weekend 2016. State Troopers arrested 224 people for DWI and investigated 170 personal injury accidents, which resulted in 229 people injured. Three people were killed in three separate fatal motor vehicle accidents over the holiday weekend. Troopers issued a total of 11,946 tickets during the Memorial Day Weekend campaign, including 3,424 for speeding, 358 for distracted driving and 2, 173 for seat belt violations.

Binghamton Police arrested 31-year-old Lamont Weaver of Binghamton for attempted murder. Weaver is accused of stabbing the victim in the stomach multiple times and once in the head on Saturday at 8 Crandall Street, the victim is in critical condition at an area hospital, weaver is being held pending court action.

State Police & Oneonta Police arrested 30-Year-old Kurtis Breed of Oneonta for criminal tampering and criminal mischief. Breed is accused of throwing eggs & Hash Brown potatoes at the windows of 2 Oneonta Businesses, after those 2 businesses owners rebuffed his ideas for business dealings between those businesses & his business “Breed Fitness” of Oneonta. He faces court action later this month to answer to the charges.

Chenango County Department of Public Works announced that they have closed a bridge on County Road 8 between County Road 10 and Brown-Gale Road, in the Town of Pharsalia today. The closure will be in place until the required bridge reconstruction work is completed, local traffic will be allowed access to their homes, however, they will be required to travel away from the immediate area of the project for the closure period. State Police arrested 30-year-old Jacqueline Graves of Otego, for operating a motor vehicle while impaired by drugs, aggravated unlicensed operation, resisting arrest, criminal possession of a controlled substance, use of a motor vehicle without an interlock device and other traffic violations. This arrest occurred after a trooper observed Graves crossing a road hazard on State Route 7 in Otego. Graves pulled away from police and ran a short distance before being grabbed by the trooper. Graves unlawfully possessed heroin and did not have a court ordered interlock device installed on her ignition. Graves was arraigned and was remanded to the Otsego County jail on $2000 cash bail or $4000 property bond, pending court action on June 9th.

State Police responded to a motorcycle accident on State Route 17C, in the Town of Owego. An investigation determined that 35-year-old Justin King of Owego was driving his motorcycle with his wife 34-year-old Tonya King as a rear passenger; he was unable to avoid a deer in the roadway and crashed after striking it. Both were transported to Packer Hospital in Sayre, Tonya King was pronounced dead due to head trauma. Justin King was treated for multiple minor injuries; Troopers reported that both were wearing helmets. The investigation is ongoing.

The State DOT announced that construction work for the Prospect Mountain construction project will be performed today. I-81 northbound/State Route 17 westbound will be reduced to 1 lane between Exit 3 & 4S for pavement marking and overhead sign work for a long-term traffic pattern change at Exit 4. Exit 4S will be closed long term for the construction of a new ramp. Drivers will be detoured through side streets.

Governor Cuomo visited the State Correction Officer Monday, who was injured by an exploding package left by his mailbox Sunday morning in Oneida County. The State DOT announced that construction work for the Prospect Mountain construction project will be performed and will require lane closures in Binghamton, today from 9:00 AM to 3:00 PM. 1 of 2 men, who murdered 2 area convenience store clerks in the same week in September of 1982, has been denied bail. 66-year-old Thomas Marlowe will continue to serve 23 years to life in prison after being convicted for murder, robbery and perjury in connection with the killings of 22-year-old Christine Kamide of Binghamton and 19-year-old James Wilcox of Afton. 62-year-old Herman Neu was the gunman in those killing, he will not be eligible for parole until 2033.

A new Siena Poll out Today shows that 60% of New Yorkers believe Governor Cuomo is an ethical public official. Cuomo’s top aide Joe Percoco and lobbyist Todd Howe are both under investigation currently with possible corruption involving the Governor’s Buffalo Billion Development plan. The poll also found that more than half of voters have the most trust in Attorney General Eric Schneiderman. The Siena Poll surveyed 825 registered New York voters, and had a margin of error of 3.9 percentage points.

The Vestal Police Department has identified the victim of a fatal crash early Friday morning. 56-year-old Paul Rymer of Owego was killed in a crash at about 4:00 AM on Route 17 in Vestal. Vestal Police & State Police reported that a tractor-trailer driven by 54-year-old Jacek Swiston of Vestal, attempted to make a U-turn through the median from the westbound lanes, when he pulled into the path Rymer’s pickup truck, which struck the trailer. Rymer was killed instantly. The investigation is continuing by the Broome County District Attorney’s office.

Vestal Police responded to a fatal accident on State Route 17 eastbound between exits 66 & 67 at about 4:00 AM this morning, involving a Tractor-trailer truck. Traffic was detoured to Route 434 or route 17C eastbound, as the highway was closed for clean up & accident reconstruction. More details are expected to be released shortly.

Primaries will be held for democrats & Republicans in the 19th Congressional District race. Also, the Town of Tompkins poll site has changed, all Tompkins voters will vote at the Tompkins Town Hall at 148 Bridge Street in Trout Creek. The Broome County Sheriff’s Department reported that 42 year old Scott Gross of Windsor was killed when a tractor trailer hit his disabled Jeep on Route 17 in Windsor, early Thursday morning. Gross suffered traumatic injuries and died at the scene, after his vehicle was hit from behind by a tractor trailer driven by 42 year old Anthony Baker of Solvay, at about 1:30 AM Thursday, both vehicles went over an embankment. Baker was taken to Wilson Hospital for head injuries, he was released, and no tickets were issued.

State Police and local law enforcement statewide will be increasing patrols to combat drunk and impaired driving this Memorial Day weekend. Memorial Day is one of the busiest travel holidays of the year and police will be out in force to remove impaired and reckless drivers from our highways. The initiative starts today and runs until Monday. Drivers can expect to see sobriety checkpoints and increased patrols by State Police and local law enforcement agencies during this holiday weekend.
