Delaware County Sheriff’s Deputies arrested 25 year old Leonard Ortiz of Bronx on 71 counts of criminal possession of a forged instrument, 1 count of criminal possession of forgery devices, criminal possession of marijuana, speeding at 86 miles per hour in a 55 miles per hour zone, and aggravated unlicensed operation of a motor vehicle. Deputies allege that Ortiz possessed numerous forged credit cards and checks & equipment to produce forged instruments, following a vehicle search on State Highway 17 in Hancock. Deputies seized 8 ounces of marijuana, packaging envelopes & scales used to weigh and package the marijuana. Ortiz was arraigned and was remanded to the Delaware County Jail on $50,000 bail or $100,000 bond.

State Police Arrested 24 Year old Joshua Bowman of Chenango Forks, for criminal obstruction of breathing or blood circulation and harassment, after troopers responded to a report of a dispute in the Town of Greene. Bowman allegedly choked & punched an unidentified male victim in the head, he was arraigned in the Village of Greene court and was remanded to the Chenango County jail on $1,000 cash bail or $2,000 property bond pending court action in the Town of Greene on September 22nd.

Oneonta Police Department arrested 26 Year old Nicholas McDonald of Oneonta on multiple counts of 2nd degree Burglary, 3rd & 4th degree Grand Larceny, Petty larceny, & Criminal mischief. The arrest followed the investigation into a rash of burglaries and larcenies in the center city area of Oneonta over the past several weeks. This investigation is still open and ongoing.

State Police arrested 33-year-old Donald Rowe of Port Crane for 3rd degree assault, criminal mischief and unlawful possession of marijuana. Troopers were advised of a dispute in a moving car on Hancock Road in the Town of Colesville, Rowe is accused of punching a female passenger while driving, causing an injury & for allegedly taking her cell phone, & forcing her to leave the vehicle, he then drove away. Rowe was located in the Town of Fenton; he was arraigned in Town of Sanford court where an order of protection was placed against him. He was released without bail required and his next court date in the Town of Colesville today.

Oneonta Police arrested 23-year-old Joshua Johnston of Oneonta Friday for 2nd degree robbery & 3rd degree assault, for allegedly robbing and injuring a 66-year-old woman on River Street Thursday afternoon. The unidentified victim suffered a broken arm, Johnston faces action in Oneonta City Court shortly on the new charges, plus charges relating to allegedly stealing items from parked vehicles in the city recently.

Delaware County Public Health will be holding a free Car Seat Safety Event today at Little Lambs Children’s Center 383 Delaware County Hwy 11 Oneonta, from 3:00 to 5:30PM. 75% of children are riding in car seat that are not properly installed or do not fit correctly. State Police arrested 64-year-old Leslie Bisco of Mount Vision for Aggravated DWI, with a B.A.C. result of .31% and other traffic violations. Police responded to the report of a vehicle stopped in the middle of the roadway on State Route 205 in the Town of Laurens. Bisco was arraigned in the Town of Laurens court and was remanded to the Otsego County jail on $1,000 cash bail or $2,000 property bond, pending future court action.

Fire fighters from New Berlin, Norwich North Norwich Sherburne, Edmeston Garrettsville & Mount Upton responded to a fire at the Ken Tuttle Jr. farm on Balcom road early Wednesday morning. Fire investigators believe that the fire started due to an electrical short. Livestock was removed, no injurious were reported.

The State Department of Health has been notified of a laboratory confirmed case of mumps at SUNY Oswego and another at SUNY Plattsburgh. The case at SUNY Oswego is likely associated with a mumps outbreak in Long Island, where 45 cases of mumps have been confirmed. The source of the SUNY Plattsburgh case is under investigation. Students, who are susceptible to mumps because they have not been vaccinated because they have religious or medical exemptions, have been told they will be excluded from campus for 26 days after the last possible exposure if they do not get vaccinated. Mumps is a highly contagious viral disease characterized by fever, headache and swelling of the salivary glands. Mumps cannot be treated, however two doses of the MMR vaccine provide the best protection against the disease. More information about the mumps is available at health.ny.gov.

Police have identified the truck driver who died yesterday in a 3-vehicle accident on State Route 17/I-81 in Binghamton as 26-year-old Phillip Miller of Homer. State Police accident reconstruction teams reported that 3 tractor trailers collided in the Northbound lanes near exit 3 in the city of Binghamton, Police said that they have not determined just what triggered the chain reaction pile up, which closed that section of the highway for several hours Wednesday.

25-year-old Ryan Lawrence of Syracuse pleaded guilty Thursday to first-degree murder in a plea deal with Onondaga County prosecutors. Lawrence admitted to killing his 21-month-old daughter Maddox in February, and leaving the child’s remains in Onondaga Creek in Syracuse. Lawrence will be sentenced next month to 25 years to life in prison.

Oneonta police arrested 44-year-old Freddie Sampson of Brooklyn on 5 counts of 3rd degree criminal sale of a controlled substance, for allegedly selling cocaine and hydrocodone. In a separate case, Oneonta Police also arrested 26 year old Mackenzie Bissell of Oneonta for allegedly selling cocaine & in august. Bissell was also charged with aggravated unlicensed operation on a sealed indictment. Both face court action shortly.

New York State’s private sector job count climbed by 120,400 or 1.5% in the last year, according to preliminary figures released today by the State Department of Labor. In August 2016, the state’s private sector job count fell by 12,400, only the 10th drop in the last 68 months. In August, the statewide unemployment rate increased from 4.7% to 4.8%, the nationwide rate was 4.9%.

Oneonta police arrested an Andes, man after a traffic stop and a search of his car led to the discovery of heroin and oxycodone pills. 21-year-old Austin Rose was stopped by Police on Center Street, Police seized 12.5 grams of powdered heroin, oxycodone pills; and $3,679 in cash. Rose was charged with criminal possession of a controlled substance, and was being held by the Oneonta Police Department pending arraignment in the City of Oneonta Court. Oneonta police were assisted by State Police and Delaware County Sheriff Department with K-9 Ozzie.

The Suicide Prevention Network of Delaware County is sponsoring a free educational forum, “Let’s Talk-Mental Health Awareness” tonight from 6:00 to 8:00 PM at the Roxbury Central School. The event seeks to raise awareness about the importance of mental health wellness, from childhood, the teen years through adulthood. Suicide is the 12th leading cause of death overall in New York State, in Delaware County the age adjusted suicide rate is 9.5 per 100,000 people which is above the NY State average. 1 person was killed in a 3-vehicle accident this morning at the I-81 State Route 17 interchange area in the city of Binghamton, according Binghamton Mayor Rich David. The crash involved at least 2-tractor trailer truck, it happened near Exit 3 Broad Avenue just before 9:00 this morning. Binghamton City Police announced that they are investigating and State DOT officials report that the section of road will be closed for a lengthy period of time while the investigators try to determine the cause of the accident. The northbound lanes of I- 81 reopened late this morning; the southbound lanes are closed between Exit 2 and Exit 4. Detours have been set up to accommodate traffic.

State Police arrested 42-year-old Jason Brundige of Norwich, for 2nd degree assault, petty larceny & aggravated harassment. Troopers responded to a report of a physical dispute on August 9th at a home on White Stone Road in the Town of Norwich. Brundige is accused of causing serious injuries to the victim& stealing $300 from the victim’s belongings. Brundige left the scene & sent several threatening phone and text messages to the victim. Brundige was located in the Town of Amsterdam; he was arraigned in the Town of Norwich court and was remanded to the Chenango County jail with no bail set pending court action in the Town of Norwich court on Thursday.

State Police arrested 32-year-old Rodney Clark of Vestal for criminal contempt & 2 counts of endangering the welfare of a child, after troopers responded to a request to check the welfare of 3 children in the Town of Conklin. Clark was babysitting his three young children at his ex-wife’s trailer; he is accused of being impaired by drugs and alcohol, which also violated a court order of protection that had been placed against him. Clark was arraigned & was remanded to the Broome County jail with no bail set pending future court action

Cleinman said that their hope is to exxtend the plans to beautify both sides of Lettis Highway for those entering the city. Miller Park is located at the intersection of the Lettis Highway & Main Street in Oneonta, to honor Dick Miller, who served as President of Hartwick College and then Mayor of Oneonta, he took his own life in October of 2014.

Early Saturday morning, Oneonta Police officers responded to a report of a man inside an apartment at 10 Market Street, they arrested 32 year old Ryan Leonard, formerly of Oneonta & currently from Fort Lauderdale Florida, Leonard was intoxicated, without clothing, and is accused of attempting to sexually attack 2 females while they slept. Leonard was charged with 2nd degree Burglary & Attempted 1st degree Rape, Leonard was held at the City of Oneonta Police Department pending arraignment in the City of Oneonta Court.

State Attorney General Eric Schneiderman announced that his office has reached settlements with Viacom, Mattel,  Hasbro and JumpStart Games resolving investigations into the companies’ violations of the Children’s Online Privacy Protection Act. “Operation Child Tracker,” discovered that websites operated by these companies were home to tracking technology that illegally enabled third-party vendors, to track children’s online activity in violation of the law. The companies agreed to pay a combined $835,000 in penalties and implement significant reforms.

State Police were dispatched to West River Road, in the Town of Nichols, for a vehicle off the road. 32 year old Harley Spencer of Sayre, Pennsylvania drove his minivan off the east shoulder of the road and struck a tree. Spencer died at the scene from the injuries he sustained in the collision, the investigation into the cause of the accident in continuing.

State Police arrested 31 year old Kevin Craven of Binghamton, for criminal obstruction of breathing or blood circulation and harassment, after troopers responded to a Broome County 911 report of a dispute at a home on Burr Avenue in the Town of Binghamton. Craven is accused of pushing the vicitm several times & choking the victim against a wall. Craven was arraigned in the Town of Binghamton court and was remanded to the Broome County jail on $500 cash bail or $1,000 property bond. An order of protection was issued.

State Police arrested 21 year old Colby Russo of Margaretville, for criminal obstruction of breathing or blood circulation and harassment, after troopers responded to a dispute at a home on Thompson Hollow Road in the Town of Middletown. Russo allegedly punched and choked the victim during an argument. Russo was arraigned in the Town of Middletown where he was released on his own recognizance to appear at the court on October 13, 2016. An order of protection was issued by the court against him.

The Village of Sidney Planning Board will hold a public hearing today at 7:00 PM in the board room at the Sidney Civic Center, regarding the proposed minor subdivision of 21 Liberty Street for the Sidney Municipal Apartments and the site plan review. State Police arrested 35-year-old Albert Dornburgh of Roseboom for Aggravated DWI with a B.A.C. of .18% plus unlawful possession of marijuana. The arrest occurred after troopers checked on the welfare of a vehicle that was stopped, with the engine running while partly in the roadway, on the Exit 16 on ramp for Interstate 88 in the Town of Oneonta. Dornburgh was issued tickets returnable to the Town of Oneonta court on September 27th.

An Owego Apalachin school bus carrying the Girls Volleyball team, crashed on I-88 near Oneonta Saturday morning at about 7:30 AM. The School bus tipped onto its side, no other vehicles were involved in the crash; State Police said the accident resulted in minor injuries. The school bus driver, 43-year-old Lisa Sherwood was ticketed for changing lanes unsafely. 13 people from the bus were treated at Fox Hospital in Oneonta and were released at Saturday afternoon.

The Broome County Sheriff’s Office said they received numerous complaints of the scam last week, where the caller pretends to represent NYSEG, & they threaten to shut off the power of the victim’s home or business if they didn’t pay their bill. The caller is provided a phone number to call back and provide payment info, along with a confirmation code. The phone number leads through a phone tree when called, and asks for the confirmation number, along with asking personal information such as name, date of birth, and NYSEG account number. The Sheriff’s department suggests that area residents hang up & notify law enforcement, & contact NYSEG directly. NYSEG has set up a web page with information on the scam, which can be found at nyseg.com/billpaymentscam. Residents are reminded to never provide personal information to anyone over the phone.


The Chenango County Sheriff’s Office executed “no knock” search warrants Friday, at 2 separate locations and a passenger vehicle. During the execution of the search warrants the Sheriff’s Office discovered approximately 600 Oxycodone Pills, & a residence that was found to contain a sophisticated marijuana growing operation. 36 year old Chester Travis from the Town of Plymouth was arrested for Criminal Possession of a Controlled Substance & Criminal Possession of Marijuana; he was arraigned in the Town of Guilford Court and remanded to the Chenango County Correctional Facility.

State Police is currently investigating several complaints of a telephone scam in which the caller threatens to harm a loved one if the receiver of the call does not send them money. The scam involves unknown individuals calling the scam victim and advising that their loved one has been involved in a motor vehicle accident or has been kidnapped. The calls are threatening in nature and usually involve the caller demanding that money be sent to an area outside of the United States or the person involved will be arrested or harmed. Officials stress that any member of the public who receives one of these scam calls or who has been victimized should call and report the incident to their local policing agency.

Governor Cuomo signed legislation to extend the period for workers and volunteers seeking lost wage and medical benefits as a result of their involvement in the September 11th rescue, recovery and clean-up operations. The bill extends the deadline for individuals to register under the WTC Disability Law until September 11, 2018. The State DOT announced that work to replace 2 concrete box culverts on State Route 28 between Upper Main Street and Grove Street in the village of Cooperstown, will continue through December 1 this year. A temporary traffic signal is in place to control alternating single lane traffic. Motorists will also encounter flag personnel. Work will be performed daily between 7:00 AM and 5:30 PM, weather permitting.

Governor Cuomo announced $3 million in available funding for municipalities in New York to advance the purchase or lease of Zero Emission Vehicles such as battery electric and hydrogen vehicles. The rebates will be provided through the record $300 million Environmental Protection Fund investment in 2017 State Budget, and will help New York meet its commitments under the Multi-State Memorandum of Understanding, which aims to put 3.3 million of the vehicles on the roads by 2025.

State Police at Norwich arrested 20-year-old Jacob Burrell, 18-year-old Melissa Land, & 18-year-old Kayla VanPelt, 18, all of New Berlin, for 2nd degree burglary. Troopers were advised of a burglary at a home on Hemlock Hill Drive in the Town of Columbus in July. Burrell is accused of damaging a window to gain entry; all 3 allegedly entered & stole liquor. Burrell, Land and VanPelt were arraigned in the Town of Norwich court and were released; they face court action in the Town of Columbus shortly.

State Police arrested 50-year-old Michael Silver of Franklin for criminal mischief, after Troopers responded to a dispute at a home on State Route 357 in the Town of Franklin. Silver is accused of smashing the victim’s front windshield of her vehicle with a baseball bat, as she was driving away, following a dispute. Silver was arraigned in the Town of Franklin court and was remanded to the Delaware County jail on $1,500 cash bail or $3,000 property bond.

Cal Harris will appear In Oneonta Town Court on October13th, to answer to charges for allegedly stalking a State Police Investigator who testified in Harris’s most recent Murder trial in Schoharie County Court earlier this year. Harris was sentenced in Owego earlier this week in a separate case, for harassing an unidentified student at a SUNY Broome Satellite class in Tioga County in 2015. Harris was freed following his 4th trial earlier this year, after being accused & convicted twice of killing his estranged Wife Michelle in 2001, 2 convictions were overturned on appeal, the 3rd murder trial ended with a hung jury, his last trial ended with his being released of murder charges.

The dedication of Miller Park in Oneonta will take place on Tuesday at 11:00 AM. The park is located at the intersection of the Lettis Highway & Main Street in Oneonta, to honor the former Mayor of Oneonta & Hartwick college president Dick Miller, who took his own life in October of 2014.

The Family of former State Assembly Minority Leader Clarence “Rapp” Rappleyea has announced calling hours & funeral services. Rappleyea died on September 4th at the age of 82, Friends are invited to call at the NorthEast Classic car Museum from 4:00 p.m. -8:00 PM today. A Celebration of Life for Rapp will be held at the Car Museum at 11:00 AM Saturday. Private burial services will immediately follow at Mt. Hope Cemetery in Norwich. Governor Cuomo today announced that State Police arrested 739 individuals for driving while intoxicated during the Drive Sober or Get Pulled Over national crackdown on impaired driving. The campaign ran 18 days from Friday, August 19th to Labor Day. State Police reported that of the 739 DWI arrests over the enforcement period, 219 occurred during the Labor Day weekend. For the entire 18-day campaign, Troopers issued 43,704 total tickets, including 17,555 for speeding, 1,413 for distracted driving, 2,306 for child restraint and seatbelt violations, and 531 for failing to “move over.” Troopers also investigated 3,243 crashes, where 1,006 people were injured, and 11 people were killed.

State Police arrested 24-year-old Anthony Clancey of Vestal, for criminal possession of a weapon & menacing, following the report of an apparent Road Rage incident in Johnson City. The investigation determined that during a dispute with another vehicle, Clancey left his vehicle and threatened to kill the other person while he was holding a hunting knife. Clancey was issued tickets returnable to Village of Johnson City court on September 14th.

Governor Cuomo announced that the state enacted payroll card protections for low-wage workers, preventing thousands of workers statewide from losing hundreds of dollars a year accessing their wages. The new regulations will require payroll card companies to provide access to at least one ATM that does not charge fees, near where employees live or work, to prevent card issuers from receiving kickbacks or financial remuneration for delivering wages with the payroll card. An estimated 13,000 businesses in New York State pay approximately 200,000 workers through debit cards that feature hidden fees for accessing cash or checking balances.

The Suicide Prevention Network of Delaware County is sponsoring a free educational forum, “Let’s Talk-Mental Health Awareness” on Thursday, September 15th, from 6:00 to 8:00 PM at Roxbury Central School. Suicide is the 12th leading cause of death overall in New York State, with an average of 1 person committing suicide every five hours. In Delaware County the age-adjusted suicide rate is 9.5 per 100,000 people, which is above the NY State average of 8.07 per 100,000. Governor Cuomo signed legislation to modernize New York’s 80-year-old Alcoholic Beverage Control Law, which included provisions prohibiting the sale of alcoholic beverages at on-premises establishments before noon on Sunday. The legislation allows alcohol to be sold earlier on Sundays, adds provisions to broaden retail sales by producers, and reduces fees for wineries, distilleries, breweries and cideries statewide.

This year marks the 15th anniversary of the September 11th 2001 terrorist attacks.
