On September 27th, following an investigation into physical threats made against a local law enforcement officer, Deputies arrested 40-year-old William Caputo of Walton for Making a Terroristic Threat. Caputo was arraigned in Village of Delhi Court and sent to the Delaware County Jail on $15000 cash bail or $30000 property bond and is to reappear in Village of Delhi Court on October 4th.

Delaware County Sheriff’s Deputies arrested 47 year old Lisa Porcello of Syracuse for Aggravated Unlicensed Operation, Porcello was stopped while traveling on State Highway 17 in the Town of Hancock when she was observed operating a motor vehicle at a high rate of speed. Porcello’s driving privileges had several active suspensions. Porcello was arraigned in the Village of Hancock Court and remanded to the Delaware County Jail, on $500 cash bail.

The City of Binghamton Mayor Richard David presented the city’s highest honor, to 5 men who came to the aid of a woman tramped in a burning vehicle, after a 10 car crash on State Route 17 recently.   Doug Kumpon, Ed Staff, Chris White, Fred Teribury and Albert Fiori all received a key to the City in a ceremony on Wednesday. The actions of the men were recorded by a dashcam in a vehicle involved in the massive pile up, the video went Viral, as Binghamton officials sought the names of those who responded to the fiery vehicle, the unidentified woman has fully recovered from injuries sustained the crash, she has declined to be identified.

The Chenango County Sheriff’s Office responded to the report of a deceased male at 221 Charles Kelly Road in the Town of Oxford. The victim was identified as 58-year-old David Green, who resided at that address   The autopsy on Green determined that the cause of death was a homicide, he apparently was murdered at the Oxford location between Friday September 23rd in the evening and Saturday September 24th. Investigators are currently following numerous leads but are asking anyone with any information to contact them at 334-2000, option 1 or 607 337 1935.   The investigation is continuing.

State Police arrested 56-year-old Blair Williams of Toronto, Ontario Canada for forcible touching and unlawfully dealing with a child, in the village of Hancock. Williams is accused of forcibly touching a child less than 17 years old and also for giving the child alcoholic beverages.   Williams was arraigned in the Village of Hancock court and was remanded to the Broome County jail in lieu of $1,500 cash bail or $3,000 property bond, pending court action at a later date.

A Time Warner Cable/ Siena College poll released Tuesday shows Republican John Faso holding a 1% lead over Democrat Zephyr Teachout in the race for the 19th Congressional District. Faso had 43% and Teachout was at 42% for the congressional seat currently held by Republican Chris Gibson, who declined to seek re-election for another 2-year term.   The poll surveyed 678 likely voters; it has a margin of error of 3.8%.

Governor Cuomo today announced that the Department of Financial Services has proposed a regulation that mandates banks and mortgage services report vacant and abandoned properties in accordance with the new law. The proposal comes on the heels of a law signed by the Governor in June that curbs the threat posed to communities by “zombie properties” by expediting foreclosure proceedings, improving the efficiency and integrity of the mandatory settlement conferences, and obligating banks and mortgage servicers to secure, protect and maintain vacant and abandoned properties before and during foreclosure proceedings. The new law goes into effect on December 20, 2016.

Governor Cuomo today announced that the New York State Board for Historic Preservation has recommended the addition of 22 properties, to the State and National Registers of Historic Places. State Senator Jim Seward will be in Oneonta today for the Otsego County Treatment Court. Senator Seward is a member of the New York State Senate Joint Task Force on Heroin and Opioid Addiction, he will address treatment court participants and family members. Otsego County Judge Brian Burns presides over the program which assists alcohol and drug addicted defendants in breaking the cycle of addiction and criminal activity. State Senator Fred Akshar announced public protection state grants to aid local municipalities, police and fire departments in order to purchase equipment, expand services and strengthen community outreach. 24 grants totaling over $300,000 will be spread across local agencies in Broome, Tioga Chenango and Delaware counties. Police Grants went to the City of Norwich Police Department for Body Cameras, the Broome County Sheriff’s Office for Substance Abuse Counseling, Narcan Nasal Spray and Community Outreach, and the Chenango County Sheriff’s Office for Prescription Drug Drop Boxes and a Child ID System. Fire Department Grants totaling $5,000 each went to the fire departments in Afton, Coventry, Genegantslet, Guilford & Deposit for equipment.

Governor Cuomo today signed legislation that prevents telecommunications companies and utility providers from charging a contract termination or early cancellation fee in the event of a customer’s death. Many companies use early termination fees to ensure that a customer continues to use a service through the full contract period. Under the new law, landline, cell phone, television, Internet, energy and water service providers are prohibited from charging contract termination or early cancellation fees if a customer dies before the end of an agreement. A civil penalty of up to $1,000 will be placed on providers that violate this law, which takes effect immediately.

State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System has designated 40 municipalities across the state as fiscally stressed, including 10 counties, 10 cities and 20 towns. 8 entities have received the highest designation of “significant fiscal stress.” Which included Broome County. 14 communities have been listed in the 2nd highest category of “moderate fiscal stress.” Which included the Otsego County towns of Cherry Valley & Middlefield, 18 municipalities were listed in the 3rd category as “susceptible to fiscal stress.” Which included the City of Norwich.

The Ottawa Senators have announced their American Hockey League development team will be moving from Binghamton to Belleville, Ontario Canada beginning in the 2017-18 season. Binghamton Senators Executive Vice President Tom Mitchell said that the Ottawa decision to relocate has no impact on the future of the AHL’s presence in the Southern Tier:

Mitchell said that another team will be brought to Binghamton, but that announcement cannot be made at this time. The last season as the Binghamton Senators will begin with Opening Night on Saturday, October 15th.

A Sidney Center man was ticketed Friday morning by Delaware County Sheriff’s Deputies acting on complaints received from the Sidney School District regarding vehicles passing stopped school buses on County Highway 23 in the Town of Sidney. 21-year-old Matthew Stafford was issued 2 tickets for passing a stopped school bus on 2 separate occasions; he received 1 ticket for possessing more than one unexpired driver’s license. Stafford was released and ordered to appear in the Town of Sidney Court at a later date to answer those charges. The Delaware County Sheriff’s Office reminds the public that it is illegal and very dangerous to pass a stopped school bus when its red lights are flashing, as the bus is picking up or discharging students.

State Police have announced that name of the person killed in an accident in Cortland County last week. 61-year-old Ronald Reed of Cortland crossed into the opposing lane with his vehicle, he struck a tractor-trailer driven by 48-year-old Michael Gross of Norwich. Reed was declared dead at the scene, Gross was transported to Upstate Medical in Syracuse for non-life threatening injuries.

Governor Cuomo today signed legislation instituting new consumer protections for consumers using gift cards. Under this new law, the time period in which fees can be charged to unused gift card balances has been increased from 13 to 25 months and any monthly service fees that are applied after this time must be waived if the consumer uses the gift card within three years of the issue date. In addition, this law will require the gift card’s terms and conditions to describe exactly what the procedure is to replace a missing card. Finally, no gift card may now have an expiration date of earlier than five years from the date of issuance.

Governor Cuomo today signed legislation allowing New Yorkers to be buried with their pets at not-for-profit cemeteries. The bill will allow humans to be buried with their cremated pet with the cemetery’s written consent. Cemeteries will also be required to place all payments for the pet internment in its permanent maintenance fund and provide customers with a list of charges pertaining to the burial of the pet. This legislation will not apply to cemeteries owned or operated by religious associations or societies.

The recent closing of a loan with Rock Valley Spirits brings the total amount invested by the Delaware County Industrial Development Agency in the Towns of Hancock and Deposit through the Millennium Pipeline Community Benefit Fund to $785,800. The IDA has used the Millennium Fund to support 11 businesses and community development projects, matched with nearly $3.9 million of private and public investment in the Towns of Hancock and Deposit, resulting in the establishment of 4 new businesses, and the creation/retention of 73 jobs.


State Police responded Saturday to Union Center Highway in the Town of Union, for a report of a man suffering from gunshot wounds. The man identified as 50 year old Timothy Mancini was transported to Wilson Hospital in Johnson City, where he was being treated for his injuries. The investigation has revealed that the shooting followed an altercation, 4 subjects were detained and interviewed and were later released. A speed enforcement detail in Bovina Center by Delaware County Sheriff’s Deputies led to the arrest of a parolee on a number of vehicle and traffic charges. 29 year old Joseph VanLeuvan of Big Indian was observed speeding, he was pulled over & he driving while unlicensed, & had 11 active suspensions for failing to answer summonses in various courts and his driving privileges had been revoked for several years. VanLuevan was charged with Aggravated Unlicensed Operation of a Motor Vehicle & speeding, He was arraigned in the Town of Delhi Court & he was released in his own recognizance pending action in the Town of Bovina Court at a later date.

The Chenango Arts Council announced a continuation in funding from the New York State Council on the Arts for the 2017 Broome, Chenango & Otsego Decentralization Grant Program. The $129,280 is available to non-profit organizations and artists who partner with an eligible non-profit for cultural initiatives in 2017. Funding is available for grants up to $5,000 each to support Community Arts and Arts Education grants in Broome, Chenango and Otsego counties. Attorney General Eric Schneiderman, State Police and the Massachusetts DEA Task Force today announced the indictment of more than 2 dozen people for their roles in an alleged national heroin smuggling ring. The investigation, seized more than 33 kilos of heroin and 2 kilos of Fentanyl worth about $13 Million dollars, plus weapons & vehicles, The operation netted alleged dealers and traffickers in New York, Massachusetts, Pennsylvania, Arizona, and New Jersey, it is one of the largest heroin seizures ever in New York and is the single largest single seizure in the 46-year history of the state’s Organized Crime Task Force.

Federal Prosecutors last month announced charges against three members of the Sex Money Murder gang of the Bronx, which included Corey Brown, Josnel Rodriguez & Christopher Canada, for racketeering, firearms charges, & for the murder of Vincent Davis in July of 2012. Rodriguez & Brown were brought into court, but Canada was on the run from law enforcement, until he was apprehended by US Marshals & Oneonta Police in a Division Street Apartment yesterday afternoon. Canada was apprehended without incident & was returned to New York City to face prosecution.

State Police responded to a car & tractor trailer fatal crash on State Route 90 in the Town of Homer. A 61 year old Cortland man was driving a Subaru southbound, he drifted into the northbound lane and struck a tractor trailer driven by 48 year old Michael Gross of Norwich. Police said that the Subaru spun off the southbound shoulder and came to rest, the tractor trailer crossed over the southbound lanes and came to rest in a swamp, diesel fuel spilled onto the roadway, and the tractor began to burn. The unidentified Cortland man was declared dead at the scene, Gross was transported to Upstate Medical for non-life threatening injuries. The deceased driver’s name is not being released pending family notification.

The State DEC announced that early bowhunting seasons for deer in New York State will be starting soon. Early bow season for deer begins in the Northern Zone at sunrise on Tuesday, September 27, and continues through October 21. In the Southern Zone, early bow season for deer and bear begins Saturday, October 1 and continues through November 18. U.S. Attorney Preet Bharara announced Today that former top aide to Governor Cuomo; Joseph Percoco and 8 others are facing a wide array of federal corruption and bribery charges. Percoco served as the governor’s executive secretary, he is accused of taking more than $600,000 in bribes from an energy company that needed state approval to build a power plant in the Hudson Valley and an upstate developer that received several state contracts, as well as getting a job at the energy company for his wife. Percoco’s attorney said that the accusations are baseless, and from less than credible sources

State Police arrested 55-year-old Donald Moshier of Lisle, for operating a motor vehicle while ability impaired by drugs, resisting arrest, menacing, unlawful possession of marihuana and several other traffic offenses. The arrest occurred after a trooper responded to check on a driver slumped over the steering wheel of his car on Smith Hill Road in the Town of Lisle. Moshier was asleep in the driver’s seat partly parked in the roadway. Moshier physically resisted being handcuffed, & is accused of swinging a metal flashlight at the trooper, he was arraigned & was remanded to the Broome County jail on $5,000 cash bail or $10,000 property bond.

U.S. Senators Charles Schumer and Kirsten Gillibrand today announced a grant of $35,000 for the City of Norwich. The federal funding was allocated through the USDA Rural Development Water and Waste Disposal Loan and Grant program. The City of Norwich will receive funds to cover additional work related to the removal of contaminated soil, which was delaying the start of the tank construction as part of the upgrades to the Norwich water system. The City of Norwich will now be able to complete their $2 Million plus water infrastructure improvement project in the near future.

New York Education Commissioner MaryEllen Elia is proposing changes to the Common Core learning standards used to guide lessons at every grade level across the state. Elia released the draft revisions to the math and English language arts standards Wednesday and invited public comments through November 4th. Elia reported that 2 committees of parents & teachers recommended changing 60% of the ELA standards and 55% of the math standards.

On September 6th, a Town of Norwich resident was arrested for driving while intoxicated. Chenango County Deputies arrested 62 year old John Rutan during an investigation of a motor vehicle accident in McDonough. Rutan was located in the Town of Preston, he found to be operating the vehicle in an intoxicated condition, he was had a blood alcohol content 2 ½ times more than the legal limit. Rutan was processed and released on an appearance ticket to appear in the Town of Preston Court at a later date.

Governor Cuomo today announced that more than $35 million in upgrades to SUNY campuses throughout the state are complete. The Dormitory Authority of the State of New York completed these projects in time for the fall semester; The projects were funded from residence hall fees. Among the Campus upgrades SUNY Delhi received 1.2 million dollars for 2 lounges in Russell Hall have been converted into kitchens, and the exterior of Murphy Hall has been updated. At SUNY Oneonta, the $2.3 million dollar project had 5 residence hall lounges converted into kitchens and fitness centers, and drainage improvements have been made to pedestrian walkways at the East Campus, wall coverings along the corridors of Blodgett Hall have been replaced, 4 residence hall fire alarm panels have been replaced, and 4 resident halls have received Wi-Fi upgrades.

Officials in Norwich announced that the annual Pumpkin Festival will be held in downtown Norwich on Friday October 28th & Saturday October 29th. The Delaware County Department Of Public Works announced that they would begin paving on County Route 14 on Tuesday September 27th, at 7:00 AM. Work will be performed between Hayes road & Warner Road in the town of Meredith, daily between 7:00 AM and 5:00 PM; the project is expected to be completed on September 30th.

The New York State Park Police are seeking candidates interested in a law enforcement career in the New York State park system. A competitive written Civil Service examination will be held November 19th; online applications are available at the Department of Civil Service web site cs.ny.gov. The State Department of Labor released preliminary local unemployment rates for August, the State’s unemployment rate increased over the month, from 4.7% to 4.8% in August, locally, Chenango County had an unemployment rate at 4.4%, Delaware County was at 4.9% & Otsego county was at 4.3%.

State Police arrested 43 year old Angel Rodriguez of Long Island, and 25 year old Desiree Hernandez of Brooklyn for criminal possession of stolen property, after a trooper responded to check on the welfare of the occupants of a broken down vehicle on State Route 17 in the Town of Hancock. An investigation determined that the car had been reported stolen on August 6th in New York City. Rodriguez & Hernandez were arraigned in the Town of Hancock court and were remanded to the Delaware County jail. Rodriguez had his bail set at $25,000 cash and Hernandez had her bail set at $15,000.

State Comptroller Tom DiNapoli released a report on student loan debt which found the average New Yorker with college loans owed $32,200 in 2015, higher than the national average of $29,700. Student loan debt more than doubled during the last decade in the state, growing to $82 billion from $39 billion, an increase of 112%. The number of students taking out loans rose sharply in New York over the past 10 years by 41% to 2.8 million. Student loans represented 11.4% of the $722 billion outstanding consumer (or household) debt in New York in 2015. The full report is available at osc.state.ny.us.

A new poll of registered New Yorkers suggests that Hillary Clinton has a big lead over Republican candidate Donald Trump. A Sienna Poll released today shows Clinton with 51% compared to only 30% for Trump. 19% were undecided or favored other candidates.

Oneonta Mayor Gary Herzig announced that s steering committee of local shareholders & community leaders has been formed, who will work with urban planners and staff members from the department of state, homes & community Renewal & the governors office. The city received a $10 million dollars Downtown revitalization award through the Mohawk Valley Economic Development regional council, the first meeting of the steering committee will be on September 27th, a time & a place has not yet been announced. The meetings will be open to the public, and time will be allotted for public input.

A Broome County jury has found Brendan Barrett not guilty of beating an infant to death. Barrett was originally charged with 2nd-Degree Murder, 1st-Degree Manslaughter, and 2nd-Degree Assault in the December 2013 death of Camryn Davies.

GO-EDC energy sub-committee has scheduled a general interest presentation on this subject for Today, at 4:00 PM in the conference room of the Oneonta Hampton Inn. Dan Sullivan, the Mohawk Valley Region’s new outreach coordinator for the Clean Energy Program will be the presenter. The CECP is a NYSERDA program which provides grant opportunities to Clean Energy designated communities of between $100,000 – $250,000 depending on population.
