Governor Cuomo announced that the State has adopted regulations that will improve air quality by limiting emissions from existing diesel generators and natural gas-fired engines. The new regulations target nitrogen oxides and particulate matter emissions from existing equipment and actually go beyond the new standards recently established by the federal government, which only apply, to new equipment. On Friday night, October 28, members of the Delaware County Sheriff’s Office, State Police, Delhi Village Police, S.U.N.Y. Delhi University Police and Delaware County Probation Department conducted an Enhanced Traffic Safety Enforcement Campaign in the Delhi area. The campaign resulted in the arrest of 4 drivers impaired by the use of drugs and or alcohol; 3 of whom were also charged with Unlawful Possession of Marihuana. Additionally, 2 Walton residents were arrested and charged with Criminal Possession of a Controlled Substance that led to the discovery and seizure of heroin. 54 summonses were issued during the detail.

Immigrants in New York State comprise 22%, or 4.4 million, of the state’s population, which is 2nd only to California, & well above the national average of 13%, according to a report released today by State Comptroller Tom DiNapoli. More than 92 percent of all New York’s immigrants reside in New York City, Long Island and the Hudson Valley, according to the report. For those immigrating to New York State from 2010 to 2015, nearly 75 percent of the 631,000 immigrants settled in New York City.

Grant funding will support a partnership between the state Department of Health & Cornell University that will evaluate the effectiveness of a curriculum that promotes healthy relationships and gender roles to adolescent males aged 12-14. The evaluation will assess the curriculum’s impact on participants’ perceptions of gender norms, social norms around violence. The goal is ultimately to reduce youths’ risk for future acts of sexual violence. The CDC grants enhances the states Enough is Enough initiative.

22 Congressional District independent candidates Martin Babinec is facing criticism from 3 Republican State Senators, for using their likeness on campaign flyers, without previous knowledge. In a joint statement Senators Fred Akshar, Joseph Griffo and Jim Seward claim the Upstate Jobs party candidate links Babinec to the senators through the Reform party, not the Republican or Upstate Jobs line, they claim that they disavow the misleading mailer, and none of the Senators are campaigning with or endorsing Babinec, or the other candidates in that race & they was focused on their own re-election campaigns for the State Senate.

Motorists must now slow down when they drive past sanitation vehicles, as a new state law classifies garbage trucks and waste collection vehicles as “hazard vehicles,” which adds them to the state’s “Move Over” law. Motorists must reduce their speed when passing waste and recycling collection vehicles with flashing lights, a violation could result in fines of $45 to $100 and can carry a prison term of up to 15 days. The “Move Over” law in 2012 required motorists to slow down when passing a construction zone or public safety vehicle with flashing lights; tow trucks & and now garbage trucks are added to the law.

21-year-old Rebel Whitman of Binghamton man faces several charges, after allegedly trying to flee law enforcement. The Broome County Sheriff’s Office attempted to stop a vehicle on Colesville Road near Route 11 in the Town of Kirkwood early this morning, Whitman allegedly failed to comply & continued to Sanitaria Springs, into Chenango County through back roads & then onto State Route 206 in the Town of Greene, where he sideswiped a State Police vehicle before traveling into a ditch. Whitman & a passenger were taken into custody, Whitman was charged with Forgery, Unlawful Fleeing a Police Officer, Reckless Driving, Aggravated Unlicensed Operation of a Motor Vehicle, plus numerous other Violations. Whitman was arraigned in the Town of Kirkwood Court and taken to the Broome County Jail. Whitman’s unidentified passenger was released.

Governor Cuomo today announced $28.3 million in federal highway safety grants has been awarded to 550 programs throughout New York State to improve overall highway safety and reduce the number of fatalities and serious injuries resulting from motor vehicle crashes. Oneonta Police arrested 32-year-old Michael Young of New York City for allegedly bringing 149 bags of heroin into Oneonta by bus. Young was arrested Sunday at the Oneonta Trailways bus station on Market Street after police received information about a delivery of drugs into the City. Young was charged with the Criminal possession of a controlled substance & Unlawful possession of marijuana.

Delaware County Deputies responded Monday to a report of a 1-car motor vehicle accident on State Hwy 28 in the Town of Franklin. Deputies arrived on scene to find a pick-up truck on its roof with the occupant still inside. 72-year-old John Condon of East Meredith drove off of the roadway, through a ditch, flipped over & landed back on the roadway on the vehicle’s roof. Condon was transported to Bassett Hospital in Cooperstown. No tickets were issued.

WCDO NEWS MONDAY 10-31-16

An estimated 3000 people attended the Funeral of New York State Trooper Timothy Pratt today in South Glens Falls. Trooper Pratt was killed last week, while he was assisting a tractor-trailer driver stuck on a median in the town of Wilton, & was accidentally struck by a second vehicle driven by 59 year old Joel Duguay of Corinth. Trooper Pratt was a 30-year veteran of the State Police and also served in the United States Air Force for 7 years prior to becoming a New York State Trooper.

Governor Cuomo announced the availability of $45 million for counties to improve their emergency communications systems and upgrade technology. Each county and New York City can submit applications to fund projects involving infrastructure, equipment and technology upgrades. The 2016 Rockefeller Center Christmas Tree will be a Norway Spruce tree, that will be removed from the property of Angie & Greg Eichler at 72 Country Club Road in the town of Oneonta. Delaware County Deputies arrested 22-year-old Courtney Jennings of Walton Thursday on an arrest warrant for Menacing, Criminal Trespass & Endangering the Welfare of a Child, On Sunday, Deputies then arrested 45-year-old Donald Jennings of Hancock, for Menacing & Endangering the Welfare of a Child. Both were charged in connection with a recent altercation at a residence in the Town of Colchester. Both were arraigned & were released pending future court action.

Governor Cuomo today announced that 39 businesses have joined START-UP NY and will expand in or locate to New York State through the tax-free program associated with colleges and universities across the state. The 39 have committed to create 817 new jobs and invest more than $30 million over the next 5 years. The Broome County District Attorney’s Office arrested 54 year old Ned Woodruff of Windsor for making a terroristic threat, for allegedly threatening a Broome County Judge Joseph Cawley. Woodruff is accused of threatening to kill Judge Cawley, unless the Judge ruled favorably in a criminal matter, as Woodruff was charged with harassment last year after his home was burglarized and $280,000 was reportedly stolen from his home. Woodruff was arraigned in Binghamton City Court and was remanded to the Broome County Jail without bail.

Governor Cuomo today announced that the State Police and local law enforcement agencies would increase patrols to crack down on drunk and impaired driving this Halloween weekend. The special traffic enforcement detail will begin Friday & continue through Tuesday. Motorists can expect to see a number of sobriety checkpoints and additional patrols over the weekend. Troopers will also conduct a special enforcement detail to crack down on the sale of alcohol to minors.

On Thursday, November 3, a new team name for the Binghamton Double A baseball team will be unveiled at NYSEG Stadium. Fans voted on a new team name all season, the new name, logo and colors will be revealed in a ceremony on the field starting at Noon. The 6 names selected from a pool of over 1,500 fan submissions, are: the Bullheads, Gobblers, Rocking Horses, Rumble Ponies, Stud Muffins or Timber Jockeys. The Double-A Mets affiliate will open the 2017 season on the road in New Hampshire on April 6, the home opener at NYSEG Stadium will be on April 13th.

A Town of Pitcher resident was arrested by the Chenango County Sheriff’s Office on an active arrest warrant for an allegedly Assault on October 1st. Deputies arrested 41 year old Clarence Brown of Pitcher for 1 count of assault, after Brown and another subject allegedly caused serious physical injury to a female victim in the Town of Lincklaen earlier this month, both face court action shortly.

State Police announced today that State Trooper Timothy Pratt died this morning as a result of injuries suffered when he was struck by a vehicle on Ballard Road in the town of Wilton, at about 6:55 AM, while assisting the driver of a tractor trailer on Ballard Road, Trooper Pratt was struck by a passing car and critically injured. Trooper Pratt was airlifted to Albany Medical Center where he died from his injuries at approximately 9:30 a.m. Trooper Pratt became a member of the State Police in 1987, he was 55 years old. Funeral arrangements should be announced shortly. Police added that no charges will be filed against the driver of the 2nd vehicle.

Attorney General Eric Schneiderman announced that his office has reached separate $6 million settlements with DraftKings and FanDuel, resolving lawsuits alleging false and deceptive advertising practices by the companies. The agreements also require sweeping reforms to the companies’ marketing, including clear disclosure of terms and conditions for marketing promotions, expected winnings, and expected performance in the online contests, as well as resources for players at risk for compulsive gaming disorders, including addiction. the companies will be required to maintain a webpage that provides information about the rate of success of users in its contests, including the percentage of winnings captured by the top 1%, 5% and 10% of players.

State Police arrested 32 year old Amber Roe of Oneonta, for operating a motor vehicle while ability impaired by drugs. Troopers stated that Roe drove herself to the State Police Oneonta Barracks to report a theft, Troopers determined that Roe was driving while impaired by drugs, she consented to a Blood Test & lab results are pending. Roe was issued tickets returnable to the Town of Oneonta Court on November 15, 2016.

The State Financial Services Department & the Otsego County District Attorney John Muehl today announced the arrest of 34-year-old Lawrence Woodards of Cooperstown, and 34-year-old Kevin Williamson of New York City, for allegedly stealing approximately $25,000 in tax proceeds from the Otsego County Treasurer’s Office. Woodards is accused of stealing approximately $14,000 while employed as an account clerk typist in the Treasurer’s Office. Williamson is accused of depositing the checks into his bank account and then mailing approximately half of the money back to Woodards. Bother were charged with 3rd degree Grand Larceny. They were arraigned in Town of Otsego Court and were both released on their own recognizance pending a November 16th hearing.

A Binghamton man who pleaded guilty to stabbing a man over an argument about chicken nuggets was sentenced to five years in prison on Tuesday. After being released from prison, Weaver also will be supervised for an additional five years. Weaver also will have to pay $75 in fees. Lamont Weaver pleaded guilty Sept. 7 in Broome County Court to a felony count of second-degree assault in connection with the May 28 stabbing of a 39-year-old man at a residence on Crandall Street in Binghamton.

74% of guns used in crimes in New York originated from other states, and 86% recovered handguns came from outside the state, according to a report Tuesday from state Atoortney General Eric Schneiderman. State law enforcement agencies recovered 52,915 firearms between 2010-2015. Only 6% Of Guns Were Recovered From The Original Purchaser. The Chenango County Sheriff’s Office & State Police arrested 27 year old Kenneth Oefelein of Coventry on 2 counts of Criminal Mischief. Oefelein allegedly damaged property of the victim and did not allow her to call 911, during a domestic dispute on October 19th. Oefelein was arraigned in the Town of Coventry court and is being held on $5000 cash bail. Oefelein is to reappear in the Town of Coventry court at a later date.

State Police arrested 33-year-old Donald Wilber of Mount Upton for 2nd degree assault, criminal contempt, criminal mischief and menacing after troopers responded to a report of a physical dispute in Bainbridge Saturday Morning. Wilbur allegedly approached a vehicle stopped on Church Street, 1 of the occupants had an order of protection against Wilber, he is accused of striking the vehicle window with a baseball bat several times when the person would not leave the vehicle. The victim and the driver received head lacerations from the broken glass, Wilber was arraigned in the Town of Guilford Court and was remanded to the Chenango County Jail in lieu of $10,000 cash bail or $50,000 property bond, he faces action in Town of Bainbridge at a later date.

State Police arrested 29 year old Jonathan Robinson of Laurens for 3rd degree criminal mischief, the arrest occurred after an incident in early September at the Morris Central School parking lot, where Robinson allegedly slammed his fists down on the hood of another driver’s vehicle after a dispute, causing over $750 worth of damage. Robinson was arraigned in the Town of Morris Court and was remanded to the Otsego County Jail in lieu of $1,500 cash bail or $3,000 property bond.

The State Department of Labor today released preliminary local area unemployment rates for September. The State’s seasonally adjusted unemployment rate increased from 4.8% to 5.0% in September, locally, Chenango County’s unemployment rate was at 4.7%, Delaware county was at an even 5%, & Otsego county had 4.4% unemployment in September.

The Delaware County Sheriff’s Department will hold a “Coffee With Cops” program on November 18th from 9:00 to 11:00 AM at the Delaware County Public Safety Building in Delhi. “Coffee With Cops” will be an informal opportunity for Delaware County residents to meet and speak with members of the Sheriff’s Department about issues or concerns.

Delaware County Sheriff’s Deputies arrested 23-year-old Melissa Bishop of Delhi, for operating a Motor Vehicle with a Suspended Registration, Operation of an Unregistered Motor Vehicle, and Speeding, following a traffic stop in the Town of Walton. Bishop was issued tickets returnable in person to the Town of Walton Court at a later date, and subsequently released upon her own recognizance.

YES Safe Choices, from Senator Akshar and Lourdes Hospital will host more than 575 students from across the Southern Tier at their YES Ignites Training today at the DoubleTree by Hilton Hotel from 9:15 AM to 1:30 PM. YES LEADers are middle and high school students trained to provide substance abuse prevention education to elementary school students. By the end of the ‘16-’17 school year, more than 600 YES LEADers will present to over 6,000 elementary students in Broome, Tioga and Chenango Counties.

Cornell Cooperative Extension of Delaware County will be conducting NYSERDA’s free energy workshops titled “EMPOWER Save Energy, Save Dollars” at three locations, for those who pre-register through Cornell Cooperative Extension of Delaware County at 865-6531. A new workshop has been scheduled for Monday October 31st at the Opportunities for Otsego from 1:00 to 2:30 pm at 3 West Broadway in Oneonta. Other workshops will be held on November 3rd from 11:30 am to 12:30 pm at the Deposit Senior Meals Site at 14 Monument Street, and on November 7th from 1:00 to 2:30pm at Opportunities for Otsego at 3 West Broadway, Oneonta.

The Delaware County Board of Elections reminds county voters that the general election will be on November 8th this year, with the polls open from 6:00 AM to 9:00 PM. Absentee ballots and sample ballots for the General Election are available at the Board of Elections Office at 3 Gallant Ave., Delhi NY. Absentee ballot applications may be downloaded from co.delaware.ny.us Sample ballots may also be viewed on that website. Attorney General Eric Schneiderman today announced that Cigna Insurance would end its policy of requiring prior authorization for medication-assisted treatment for opioid use disorder. Cigna’s change comes just months after Schneiderman requested that the company provide information about their policies to address concerns about barriers to treatment for opioid use disorder. Schneiderman said that Preauthorization requirements can lead to delays in patients obtaining quick, necessary treatment for addiction.

The Sidney Police Department will have a new Chief sworn in at tonight’s Village Board meeting, and then Jan Gorshack will replace Mike Hood as chief officially Thursday. Gorshack told WCDO news about taking over as the Sidney Police Chief:

Gorshack has served in the Sidney Police Department for 23 years, he ran the DARE Program for 20 years, out going Chief Mike Hood will work part time with the Bainbridge Police Department and the Delaware County Sheriffs department.

The Broome County District Attorney’s Office announced that 6 individuals have been arrested as part of a “Major drug trafficking enterprise” The 6 were arrested Sunday following a joint investigation by law enforcement agencies in Binghamton, arrested were Devon Johnson, Ferris Brown, Shawn Perry, Maurice Rollins, Mary Peters, & Andrew Savo. All 6 were arraigned in Binghamton City Court, and were remanded to the Broome County Jail without bail.

Broome County DA Steve Cornwell announced that 32-year-old Christopher Clerveau of Kirkwood, pleaded guilty Friday to charges relating to his involvement in a large-scale drug ring operating in the region by Terrence Wise. Clerveau is scheduled to be sentenced on February 1st.
