Delaware County Sheriff’s Office arrested 32-year-old Matthew Rose of Unadilla on a sealed indictment warrant issued by the Delaware County Court, at the time of his arrest, ROSE was in possession of a small amount of marijuana, ROSE was charged with Unlawful Possession of Marijuana, plus 2 counts of Criminal Sale of a Controlled Narcotic, for allegedly selling prescription medications twice in the Village of Sidney. Rose was arraigned and was remanded to the Delaware County Jail on $40,000 cash bail or $80,000 secured bond.

Delaware County Sheriff’s Office executed a search warrant and arrested two residents in the Town of Colchester. Investigators charged 57-year-old Douglas James & 57 year old Karen James of Downsville, for Criminal Possession of Cocaine with the intent to sell, plus Criminal Possession of Marijuana. Investigators seized 1-½ pounds of Marijuana, plus Cocaine, $6,026 in cash, a digital scale, several rifles and Public Assistance Benefit cards. Both were arraigned & were remanded to the Delaware County Jail on $100,000 cash bail or $500,000 property bond.

The State Labor department released the unemployment rate numbers by county, for the month of November today. Locally, Chenango County had 4.8%, Delaware County had 4.9% & Otsego County had 4.3% unemployment, the statewide rate dropped 1 tenth to 5.1% in November.

State Police arrested 62-year-old Charlotte Hart of Bainbridge for Criminal Mischief, Disorderly Conduct & Harassment, after troopers responded to a report of an ongoing argument at the Xtra Mart in the Town of Bainbridge. Hart allegedly entered the store and was upset with a neighbor, who was working inside, and struck the woman in the face and smacked a cell phone from the woman’s hand. Hart was arraigned in the Town of Bainbridge Court and was released without bail being required. An order of protection was issued, she faces court action in the Town of Bainbridge on January 24th.

Governor Cuomo today announced that New York State’s Cigarette Strike Force seized 53,307 cartons of contraband cigarettes and 261,220 untaxed cigars in 2016. The combined street value of these items is approximately $5.6 million and the seizures represent a 117% increase in illegal tobacco confiscations. Locally, The Southern Tier had only 4 cartons of illegal cigarettes confiscated, but had over 42,000 illegal cigars confiscated, which was the second highest total in the state behind New York City.

New York’s 29 members of the Electoral College have cast their ballots for Hillary Clinton today, who won the state’s popular vote, despite losing the presidential race to Republican Donald Trump in the expected final Electoral College tabulations, which will be completed today. State police arrested 19 year old Christopher Tuckett of Floral Park, Long Island on 2 counts of Criminal Possession of a Controlled Substance, Reckless Driving and other traffic violations, after a trooper observed a vehicle speeding at 106 miles per hour, in a 65 miles an hour zone on I-88 in the Town of Otego Sunday. Tuckett was found to be illegally possessing prescription pills, he was issued tickets returnable to the Town of Otego Court on Thursday.

SUNY Delhi University Police reported that 21 year old Steven Sutliff was found in good health Friday afternoon by Oneonta City Police at the Huntington Library. Sutliff was reported missing on Tuesday after he left Delhi on December 10th for Oneonta and told roommates he would return Monday December 12th.

The Word of Life church pastor Tiffanie Irwin of New Hartford was sentenced to 12 years in prison. in connection with the beating of 2 boys during a church “counseling session” last year. 9 defendants who belonged to the Word of Life Church parish in Oneida County were charged for the beatings that killed 19-year-old Lucas Leonard and severely injured 17-year-old Christopher Leonard.

Delaware County Sheriff’s Deputies arrested 33 year old Candis Gier, of Walton on 2 counts of criminal possession of a controlled substance, 2 counts of petty larceny, after an investigation into a report of a theft of prescription pills from a Walton residence. It appears less likely that a Special Session of the Legislature will be called before the end of the year, as Governor Cuomo & Senate leaders have differing agendas as the year closes. Governor Cuomo said that he wants to appropriate up to one billion more dollars to help the homeless, and expand of the state’s hate crimes law, lawmakers wants a pay raise for the first time in 17 years, & neither side is budging. Lawmakers will wind up back in Albany for a brand new session in January.

Attorney General Schneiderman urged all New Yorkers to take immediate steps to protect their personal information online, in the wake of Yahoo’s recent disclosure that a third party had breached its servers and accessed the personal data of over 1 billion users. The data compromised includes email addresses, telephone numbers, dates of birth, hashed passwords (using MD5) and, in some cases, encrypted or unencrypted security questions and answers. The investigation indicates that the stolen information did not include passwords in clear text, payment card data, or bank account information. The Attorney General urges anyone with a Yahoo account to change their passwords and security questions — not only with Yahoo accounts, but for any other accounts which you use the same or similar information.

State Comptroller Tom DiNapoli reminded New Yorkers that contributions to a New York State 529 College Savings Program account are tax deductible. Contributions made by December 31st can provide up to $10,000 in state tax deductions on 2016 income tax filings. New Yorkers can open an account and if they already have one can contribute and deduct up to $5,000 from their New York State taxable income. Married couples filing jointly can deduct up to $10,000 each year.

Delhi University police announced that they are searching for 21 year old Steven Sutliff, who told his roommates on Saturday afternoon that he was heading to Oneonta, and would return on Monday. Sutliff was reported missing on Tuesday evening. Sutliff is described as a 5’9″ white male, weighing about 150 pounds, with brown hair and brown eyes. The Bainbridge Development Corporation has sent out surveys for town of Bainbridge businesses & residents, as they seek to update the Bainbridge town Comprehensive Plan. Dave DeClue is president of the Bainbridge development Corporation:

State Comptroller Tom DiNapoli today urged New Yorkers to read the fine print on gift cards this holiday season for details about fees and expiration dates. While some gift card sellers have done away with inactivity fees, consumers should still ask whether fees apply when purchasing a gift card. As a rule of thumb, DiNapoli said New Yorkers should register the card with the retailer and use gift cards within a year of purchase to avoid inactivity fees. Money from unused gift cards issued by New York businesses is turned over to the State Comptroller’s office as abandoned property after five years of dormancy. In State Fiscal Year 2015-16, $11 million from gift cards was turned over to the state’s Abandoned Property Fund.

Delaware County Sheriff’s Office Arrested 36 year old Chad Walters formerly from the Sidney, at the Texas State Penitentiary. Walters was released from the Delaware County Correctional Facility in November, 2014, after posting a $50,000 bail bond, he was arrested on a Bench Warrant issued for failure to appear on a charge of Criminal Sale of a Controlled Substance. Walters is currently serving a 4 1/2 year prison sentence in Texas on a felony conviction for evading police officers, Walters was extradited from Texas to New York on Tuesday after waiving extradition proceedings, he is being held in the Delaware County Correctional Facility without bail pending trial.

34-year-old James Williams of Oneonta was arrested by Oneonta Police following a disturbance at the Sip & Sail Tavern on Water Street. Williams was charged Saturday with criminal possession of a weapon, plus menacing, reckless endangerment, obstructing governmental administration, false personation & trespassing, Police accused Williams of using a chain as a weapon, and giving police a false identity. He was held at the Oneonta Police Department pending arraignment in the Oneonta City Court.

State Police arrested 25 year old Andrew Carnrike of Smyrna for the felony Assault, plus Criminal Obstruction of Breathing and 2nd degree Harassment, after troopers responded to a dispute on East Main Street in Smyrna. Carnrike allegedly pushed & grabbed the vicitm by the throat and followed the vicitm to a neighbor’s home, Carrike is also accused of assaulting the neighbor, causing injuries. Carnrike was located, arrested & was arraigned in the Town of Smyrna Court and was remanded to the Chenango County Jail on $10,000 cash bail, he faces court action on Thursday.

State Comptroller Tom DiNapoli proposed changes to the state’s procurement practices in the wake of criminal charges and allegations of corruption in the awarding of state economic development project contracts. By state law, the Comptroller’s office is responsible for reviewing and approving state agency contracts above $50,000 and certain contracts over $1 million for state public authorities, In recent years, executive and legislative actions have eroded the Comptroller’s contract oversight. In 2015, state agencies issued over $6.8 billion in contracts without Comptroller review. DiNapoli suggested restoring previous powers to his office that have been steadily removed in the last 5 years, Create tougher ethics requirements and penalties for those who abuse the procurement process, & Increase transpoarency over the entire process.

Governor Cuomo’s office and state lawmakers are discussing a plan to authorize Uber, Lyft & other ride-sharing services statewide as part of current negotiations, which may lead to a special session of the legislature being called back to Albany befroe the end of the year. State lawmakers have been lobbying for a pay raise for teh first time in 17 years, while the Governor has been lobbying for more stringent ethics reforms to be passed. Uber & Lyft have been allowed to operate in New York City under the same rules & taxis & limosines, they would not have to operate under those rules in other locations around the state.

State Police arrested 3 men for Criminal Possession of a Controlled Substance, after a traffic stop on I-81 in the Kirkwood; they are accused of possessing over 3 pounds of crystal methamphetamine with an estimated street value of $250,000. The reversal follows the report that Buffalo is the only site for an NFL Football team, without the ability for fans to get to the game using Uber or Lyft, and that 40,000 New Yorkers recently tried to use the Uber app on their smart phone, only to find out that the service was still not available. The Chenango County Sheriff’s Office arrested 28-year-old Justin Harrington of Sherburne, for Sexual Abuse, endangering the welfare of a child, and forcible touching. Harrington allegedly subjected a victim under the age of 13 to sexual contact on multiple occasions. He was arraigned in the Town of Sherburne Court and taken to the Chenango County Jail on $10,000 bail.

Ithaca Police have arrested 38 year old Justin Barkley for 2nd degree murder for allegedly shooting 52-year-old William Schumacher. Police were called to the Ithaca Wal-Mart around 12:50 AM Thursday, where they found Schumacher dead at the scene. Officers tried to pull over the suspect vehicle along State Route 13 a short time later, the suspect took off and turned into the driveway, he fired a shot in the direction of police officers before running into the residence. Barkley is being held in the Tompkins County Jail on no bail. He will reappear in Ithaca City Court on December 14th.

State Senator Jim Seward and Assemblyman Cliff Crouch will be in Delaware County, at 2:00 PM today at the Ouleout Creek Golf Course in North Franklin, for a highway dedication ceremony for fallen Marine Corps Corporal Nicholas Uzenski of Franklin, who was killed in Afghanistan in 2010 during Operation Enduring Freedom. Members of Corporal Uzenski’s family, local elected officials and law enforcement representatives will be on hand for the ceremony.

Regional Economic Development Council Grant money was awarded This Afternoon at the Egg in Albany. Governor Cuomo’s initiative started in 2001, with the concept of letting local stakeholders compete for state money for their own economic development plans:

Locally, the Southern Tier regional Economic Development council, which includes Broome, Delaware & Chenango Counties, will receive 60.4 million dollars this year, and the Mohawk valley Council, which contains Otsego county won a top 5 award of $81.9 Million dollars.

The Sidney Chamber Of Commerce is continuing with Holiday based activities. Chamber President Stephanie Taylor said that their new “Passport” game is continuing as well:

Binghamton Police have arrested 26-year-old Aizaz Siddiqui of Binghamton, for leaving the scene of a personal injury accident, in connection with the hit-and-run death of 20-year-old Stefani Lineva of Queens early Saturday Morning. Lineva’s body was found on State Route 434 near South Washington Street on Binghamton Southside at about 2:00 AM Saturday. Lineva was a student at Binghamton University, They announced a $10,000 reward for information leading to the arrest of the driver, other organizations have brought the amount of the reward up to $30,000. Siddiqui is being arraigned this afternoon in Binghamton city court.

Funeral Services for Edward McKinley of Unadilla will be held at the First Presbyterian Church at 156 Main Street in Unadilla this Saturday 11:00 AM. The family will receive friends at First Presbyterian Church on Friday from 4 to 7 p.m. Memorial contributions may be made to the YFC Teen Center; POB 362 Oneonta, 13820. McKinley suffered fatal injuries when he was struck by an SUV Monday afternoon in Unadilla

Governor Cuomo announced the Department of Financial Services has published a Consumer Bill of Rights for New Yorkers facing foreclosure. Additionally, The Department has finalized a regulation protecting communities from the blight of “zombie properties” by requiring banks and mortgage servicers to report and maintain vacant and abandoned properties. Both actions follow legislation the Governor signed in June that curbs the threat “zombie properties” pose to communities by expediting foreclosure proceedings.

Ithaca Police announced that they have a man in custody after a fatal shooting in a shopping mall parking lot of a UPS driver, and a lengthy stand off at the suspect’s residence. The names of the suspect & the victim have not yet been released.

Oneonta police chief Dennis Naylor announced today that he has accepted a position at the Director of Research, Development & Training with the New York State Association of chiefs of Police. Naylor will continue to serve as Oneonta Police Chief through mid- January 2017.

Delaware County Sheriff’s Deputies arrested 77-year-old Robert Harrison of Walton for possessing a loaded firearm in a motor vehicle and discharging a firearm within 500 feet of a dwelling, Deputies responded Wednesday to a report of a shots fired near Industrial Drive in the Town of Walton. Harrison was issued appearance tickets returnable to Walton Town Court at a later date.

State Senator Jim Seward announced that non-profit organizations throughout the 51st senatorial district have been awarded a total of $2.8 million through the Nonprofit Infrastructure Capital Investment Program. Grant recipients who serve Senator Seward’s district are: ARC of Otsego County receives $872,996, Pathfinder Village receives $714,031, and Springbrook will get $576,100
