State Lawmakers are looking to get back to work on the 2017 session, area Assemblyman Cliff Crouch told WCDO News today that budgeting for public edcuation is a top priority:

State Police at Sidney arrested 43 year old Toby Jones of Masonville, for felony Aggravated Driving While Intoxicated with a B.A.C. result of .18% plus several other traffic violations. Troopers responded to a vehicle in the ditch at Crane Hill Road in the Town of Sidney, Jones failed to keep right and drove into a ditch. The arrest was a felony because he has a prior conviction for DWI within the last 10 years. Jones faces court action in Town of Sidney Court on January 17th.

A Chenango County man is under arrest for allegedly stealing over $17,000 from the bank accounts of 2 victims. The Chenango County Sheriff’s Office arrested 33 year old Aaron Bishop of Plymouth, for thefts from bank accounts from October through December 2016. Bishop is charged with 3rd & 4th degree Grand Larceny, & 2nd degree Forgery, he was arraigned in the City of Norwich Court and remanded to the Chenango County Correctional Facility on $10,000 cash bail.

Oneonta police arrested an Edmeston man Tuesday following a disturbance at the Oneonta Coin Company. 47 year old Timothy Arnold was charged with 3rd degree Burglary, attempted Grand Larceny & resisting arrest, Arnold is accused of trying to leave the store with a box of coins valued at $1,500, he faces court action shortly.

The State DOT will hold a public meeting on Tuesday, January 17 to discuss the conclusions of the Interstate 81 pedestrian bridge study, and the US Route 11 Bridge over I-81 replacement project, both located in the town of Dickinson. The public information meeting will be held in at the Dickinson Town Hall, 531 Old Front Street in Dickinson. A formal presentation will begin at 6 p.m.

NY State of Health and the State Department of Labor announced that since June 2015, nearly 225,000 individuals have been reached through a partnership to inform New York job seekers about affordable health insurance coverage options. Throughout January, NY State of Health is deploying in-person assistors to 46 Career Center locations where job seekers can make enrollment appointments and obtain more information about NY State of Health.

The States “Move-Over Law” has been expanded this month, it requires motorists to slow down and move over when passing authorized emergency vehicles pulled over on the side of the road – includes more types of emergency vehicles. To increase safety, the law now includes any vehicle displaying a blue or green light, such as volunteer firefighters and volunteer ambulance workers involved in roadside emergency operations.

State Police Are currently looking for 14-year-old Gabriella Broad from Kirkwood, she was last seen being dropped off at the Oakdale Mall in Johnson City, on January 7th, with another teenager to go shopping. It is believed she intended on visiting people in the City of Binghamton without her mother’s knowledge, she is white female 5’ 0″ tall and medium build, she has long Dark Red hair. Governor Cuomo today announced an initiative to reduce property taxes by empowering voters to approve locally designed plans that eliminate duplicative services to lower the cost of local government. Taxpayers will then vote on these cost-saving plans in a referendum in the November 2017 general election.

Governor Cuomo signed 2 executive orders to put New York on the fast track to eliminate the wage gap. The executive orders will strengthen equal pay protections in New York by prohibiting all state entities from evaluating candidates based on their prior salary or asking prospective employees their wage history. New York will also require state contractors to disclose data on the gender, race and ethnicity of employees. The Governor signed the Executive Orders as part of the “New York Promise” Agenda to advance principles of social justice, & to affirm New York’s progressive values.

Governor Cuomo announced a new legislative proposal to expand access to ridesharing services throughout New York. Currently, a number of ridesharing companies have successfully operated in New York City over the last several years, however, these companies are not authorized to provide ridesharing anywhere else in the state.

Governor Cuomo announced the Clean Water Infrastructure Act of 2017 to invest a record $2 billion in critical water infrastructure across the State. Funding for projects will prioritize regional and watershed level solutions, and incentivize consolidation and sharing of water and wastewater services. The $2 billion Clean Water Infrastructure Act will provide the capital dollars needed to upgrade municipal drinking water systems, improve municipal wastewater systems, and protect drinking water at its source.

State Police arrested 41-year-old Carl Burrows of Deposit for 2nd degree Assault and Criminal Obstruction of Breathing and Blood Circulation. Troopers responded to a dispute at a home on Elm Street in Deposit, Burrows allegedly choked a woman and struck a man several times in the face, causing serious injuries. Burrows was located. arrested & was arraigned in the Village of Deposit Court and was remanded to the Delaware County Jail on $30,000 cash bail or $60,000 bond pending future court action.

The FBI arrested a bank robbery suspect in Binghamton following a Rochester bank robbery January 5. Joseph Peeples allegedly stole over $100,000, 7 LEFT Rochester by bus, got off in Binghamton and was arrested at a hotel on Collier street in Binghamton by the FBI & Binghamton Police. The investigation is continuing as Peeples is suspected in other bank robberies.

Governor Cuomo today announced the closure of the Indian Point Energy Center by April 2021. The nuclear power plant has presented numerous threats to the safety of over 20 million residents and the environmental health of the area. After extensive litigation and negotiation, Entergy has agreed to end all operations at the facility, with plans to shut down Indian Point Unit 2 as early as April 2020 and Unit 3 in April 2021 – 13 and 14 years earlier than required under the anticipated federal re-licensing terms, respectively. The state will continue to closely monitor Entergy to ensure public safety and mitigate safety risks associated with the plant, including for storage of spent nuclear fuel.

State police arrested 42-year-old Gary Reed Jr. of Sidney, for allegedly driving drunk & possessing a leaded stolen handgun Saturday night in the town of Tioga. Police conducted a traffic stop on State Route 17C and accused Reed of driving while highly intoxicated, he was charged with aggravated DWI, criminal possession of a weapon and other traffic violations. Reed was arraigned in the Town of Tioga Court and was remanded to the Tioga County Jail on $50,000 cash bail or $100,000 property bond.

A new law that went into effect on January 1st offers support For Farmers. The Farm Workforce Retention Tax Credit will allow eligible farm employers to claim a refundable tax Credit for each farm employee that is employed for 500 or more hours Each year for tax years beginning. The credit is equal to $250 per employee in 2017.

Delaware County Sheriff’s Deputies arrested 30-year-old Rory Smalls of Kingston Friday for aggravated unlicensed operation of a motor vehicle, following a traffic stop on State Highway 17 in Hancock. Smalls was found to have operated a motor vehicle at a high rate of speed, while having 8 active suspensions on his license, Smalls was arraigned at Hancock Village Court, and he was remanded to the Delaware County Jail in lieu of $500 bail.

State Police have determined that those responsible for the December 31st explosion on Diamond Valley Road in the Town of Tioga, were legally present on the land where the explosion occurred & were legally allowed to possess the substance used for the explosion, no federal or state laws have been violated. This investigation is closed.

Governor Cuomo unveiled a plan to protect senior citizens from financial exploitation and foreclosure. The plan includes establishing an Elder Abuse Certification Program for banks located in New York State, amending the banking law to empower banks to place holds on potentially fraudulent transactions, and strengthening legislation that will protect senior homeowners with reverse mortgages.

2 Smyrna residents were arrested for obstructing governmental administration and endangering the welfare of a child. Deputies arrested 17-year-old Michael Russell and 43 year old Jodi Clark of Smyrna following an investigation into a missing juvenile female, Police accuse the 2 of hiding the female in their residence, Clark is accused of letting the female remain at her residence. Both were taken into custody without incident, processed and released on an appearance tickets for Village of Smyrna Court at a later date.

The Department of State today announced the adoption of new regulations requiring political consultants to disclose the names of their clients and the public officials who they also work for. The new rules state that individuals who provide political consulting services to elected officials or persons seeking office, and have clients that do business with New York State government, are required to file disclosure statements twice a year with the Department. The regulations will go into effect on January 18, 2017.

Governor Cuomo today unveiled a package to protect New Yorkers, as well as government entities, from cyber-attacks. The package includes the strengthening and modernization of cybercrime and identity theft laws, as well as the creation of a new Cyber Incident Response Team to provide cybersecurity support to state entities, local governments, critical infrastructure and schools. Many of the New York’s criminal laws that protect financial or intellectual property and ensure privacy have not kept pace with this growth.

State Police in Endwell announced that they have located 22-year-old Allyson Cheechalk-Buttman of the Town of Union, who was reported missing on December 29th. Cheechalk-Buttman was located out-of-state and spoke with troopers, she was safe & in good health, the investigation is closed & no criminal charges were announced.

Deputies arrested Tracy Boyer on 1 felony count of Grand Larceny, Boyer is accused of possessing stolen property valued at $2000 that was taken from a residence in Smyrna. Boyer was released on her own recognizance on an appearance ticket to return to the Town of Smyrna Court at a later date.

25-year-old Joshua Underwood appeared in Oneonta City court Wednesday, he was charged with 2nd degree murder, attempted arson & criminal possession of a weapon, in connection with the beating death of 52-year-old Mark Morrison, at 229 Main Street in Oneonta. Underwood is accused of hitting Morrison with a weight from exercise equipment while Morrison slept, & then unsuccessfully trying to set a fire to cover up the crime, in the early morning hours of January 1st. Underwood faces a felony hearing January 18th, he is being held in the Otsego County jail without bail.

State Police issued 33,153 tickets during the holiday season “Drive Sober of Get Pulled Over” campaign. The special traffic enforcement period from Friday, December 16, 2016 through Sunday, January 1, 2017, which also included local law enforcement agencies, was designed to significantly reduce deaths and injuries caused by drunk or impaired driving.

Governor Cuomo today unveiled a new Enhanced Middle Class Child Care Tax Credit that will help more than 200,000 middle class families make their child care more affordable. The Enhanced Middle Class Child Care Tax Credit would supplement the current New York State Child and Dependent Care Tax Credit and more than double the benefit for families earning between $60,000 and $150,000. Retail Giant Macy’s announced that 68 stores will be closing worldwide in 2017. The Delaware county board of supervisors has chosen the first woman chair of the board this week; Tina Mole of Bovina is the new chairperson of the board. Mole has represented the town of Bovina for 13 years, she also works for State Senator John Bonacic, and she replaces Jim Eisel of Harpersfield, who served as chairman for 15 years.

State Comptroller Tom DiNapoli released the results of an audit of the town of Walton. The audit showed that the Supervisor appointed the Clerk to act as his bookkeeper; however, the New York State Attorney General’s office has expressed the view that the office of the Clerk is incompatible with the Supervisor’s bookkeeper position. They also found that No annual audit is performed of the records of the Clerk or Supervisor. The Audit recommends The Supervisor should maintain the financial records or appoint a bookkeeper that does not have incompatible duties, such as those of the Town Clerk. The Board should conduct an annual audit of the records and reports of any Town officer or employee who received or disbursed moneys on behalf of the Town, or engage an independent public accountant to do so.

State Police have launched a new website which includes instructions regarding license re-certification. Anyone holding a pistol license prior to the passage of the NY-SAFE Act has until January 31, 2018 to recertify. State Police will create the re-certification procedure and have launched a website troopers.ny.gov/Firearms – that includes the re-certification form. License holders can fill out the form online or print a paper version and return it by mail.

Governor Cuomo today announced the impact of potential repeal of the Patient Protection and Affordable Care Act on health care coverage of New Yorkers and the state budget. If the repeal of the Affordable Care Act were enacted, an estimated 2.7 million New Yorkers would lose coverage and New York State would experience a direct state budget impact of $3.7 billion and a loss of nearly $600 million of federal funding that goes directly to counties, which they use to help lower property taxes, in the 4 county region, almost 40,000 families would be adversely affected.

State Police responded to a 1 car fatal crash in the Town of Cortlandville. Responding troopers observed a 2001 Honda Civic that had rolled over onto its roof 23 year old Ryan Card of Cortland was driving the vehicle, he failed to negotiate a curve & drove off the west shoulder, striking some trees then rolling over down an embankment. Card was pronounced deceased at the scene. 2 passengers suffered & were taken to Syracuse area hospitals with various injuries, the investigation is ongoing.

New York ranks 3rd on the list of Most Moved from States in 2016, according to the 2016 National Movers Study by United Van Lines. More residents were moving out of New York than into New York, with nearly 63% of moves being outbound. Residents moved due to factors including work, retirement, and family, high taxes, High utility costs & low wages, according to the study. The state that ranked worse that New York were New Jersey & Illinois, the state with the highest percentage of people moving in, was South Dakota.

Many new laws Took effect in New York for 2017. One new law said that New Yorkers would be offered an additional opportunity to document their decision to enroll as an organ and tissue donor. All applicants for health insurance offered through the state health benefit exchange will be provided space during the application process to register for the Donate Life Registry for organ, eye, and tissue donations.

On Saturday at 4:47 PM, Tioga County 911 received numerous calls regarding an explosion, On Sunday, a continued search of the named areas resulted in a blast site being located in the vicinity of Diamond Valley Road, Town of Tioga. Investigation at the scene indicated an unknown type of explosive substance was detonated in a field causing no damage but leaving a hole in the ground. The New York State Police and FBI Bomb Disposal Units processed the site with evidence collected for analysis. Collected evidence is being forwarded to the FBI lab in Quantico, Virginia for chemical testing. Anyone with information is asked to contact the State Police at 687-3961.

State Police are seeking the public’s assistance in locating 22-year-old Allyson Cheechalk-Buttman, who was reported missing by her mother. She left her residence on the morning of December 29th, and she may have traveled by bus to New York City, she was last seen wearing a light brown coat, green fleece, dark pants and black sneakers. She is a white female, 5’6”, 160 pounds, with brown-hazel eyes and medium brown hair. The public is asked to call the State Police at 775-1241 with information.

State Police arrested 31-year-old Anna Rodriguez of Binghamton for allegedly driving under the influence of alcohol in a stolen vehicle after a pursuit in the town of Sanford on Sunday afternoon. Troopers observed a vehicle traveling on State Route 17 in the town of Sanford at 94 miles per hour. The vehicle stopped briefly, then fled at a high rate of speed and crashed a short time later; Rodriguez was taken into custody & was treated for minor injuries at Wilson Memorial Hospital and released. She was charged with driving while intoxicated, unauthorized use of a vehicle, unlawfully fleeing a police officer in a motor vehicle, unlawful possession of marihuana, and numerous traffic violations. Rodriguez was arraigned in the village of Deposit Court and remanded to the Broome County Jail on bail.

Delaware County Sheriff’s Deputies arrested 30 year old Anthony Hebbard of Treadwell on charges of felony aggravated unlicensed operation of a motor vehicle 1st degree, felony aggravated driving with a BAC of .18% or greater, felony DWI, operating a motor vehicle in violations of ignition interlock, leaving the scene of a property damage motor vehicle accident and moving from lane unsafely following  a report of a 1 car MVA on County Highway 14 in the Town of Franklin. Hebbard is accused of having a BAC of .21%, he will appear at Franklin Town Court at a later date.

Several New laws went into effect for 2017 in New York State. A new law updates the state’s Public Health Law to ensure that newborns are covered retroactively under the Child Health Plus program. Newborns were not eligible under the previous requirements of CHP for periods lasting up to 30 days after enrollment. Newborns will be covered going back to the first day of their birth month.

Hayes is accused of driving a motor vehicle while having two active suspensions on his license. Hayes was additionally charged with driving with an out headlight and was released on traffic tickets returnable to Franklin Town Court at a later date.

The Chenango County Sheriff’s Office arrested 26-year-old Benjamin Geers of Beacon for 1 count each of Harassment & Endangering the welfare of a child. Geers was charged following an investigation of a domestic dispute in the Town of Plymouth, Geers allegedly subjected a female victim to unwanted physical contact in the presence of a child under the age of seventeen. Geers was arraigned in the Town of Smyrna court and was released on his own recognizance, he will appear in the Town of Plymouth court at a later date.

The State’s minimum wage has increased to $9.70 in the Upstate Counties of New York, Governor Cuomo commented about the increase this afternoon:

The minimum wage will go up another 70 cents an hour each year after until reaching $12.50 on December 31st of 2020, the minimum wage will continue to increase to $15 on an indexed schedule to be set by the Director of the Division of Budget in consultation with the Department of Labor. A Department of Labor Hotline has been set up for those with questions at 1-888-4-NYSDOL.

Governor Cuomo issued the first conditional pardons to more than 100 New Yorkers who were convicted of a non-violent crime when they were minors, and who have since lived crime-free for 10 years or more. This marks the first round of executive youth pardons since the Governor announced this first-in-the-nation action in December 2015 and is the largest number of clemencies issued in any year since taking office in 2011.

Many New Laws went into effect with the New Year. Battling the Heroin crisis was among the top priorities, with new laws Ending Prior Insurance Authorization for Immediate Access to Inpatient Treatment Services  and Expanding Access to Naloxone/Opioid Reversal Medication Coverage by requiring insurance coverage for the overdose reversal medication, whether it is prescribed to a person who is addicted to opioids or their family member covered under the same insurance plan.


Oneonta Police arrested 25-year-old Joshua Underwood of Oneonta for 2nd degree murder, attempted arson & criminal possession of a weapon. The crime occurred early Sunday Morning in an apartment at 229 Main Street in Oneonta; Underwood is accused of killing 52-year-old Mark Morrison of Oneonta by blunt force trauma to the head, & setting a fire to cover up the crime. Underwood was arraigned & was remanded to the Otsego County Jail on $50,000 cash bail or $100,000 bond, the investigation is continuing.

State Police arrested 38-year-old Donald Moshier of Triangle, and 32-year-old Rachel Wells of Triangle for unlawful manufacturing of methamphetamine after a traffic stop on State Route 11 in the town of Barker. Both were arraigned and were remanded to the Broome County Jail with no bail.
