The Otsego County Sheriff’s Office arrested 37 year old Matthew Romano of Unadilla for Aggravated unlicensed operation of a motor vehicle following a property damaged motor vehicle accident in the Town of Oneonta. Romano was found to be operating a motor vehicle with a suspended driver’s license, he was issued a uniform traffic ticket and taken into custody on a Oneonta City Court Bench Warrant, he was then turned over to Oneonta PD to answer his warrant.

The Chenango County Sheriff’s Office arrested 45 year old Tracy Boyer of Columbus following a six-month investigation involving multiple complaints of burglaries and thefts. Boyer was working as a Home Health Aide, she is accused of stealing from her clients, she has been charged with 2nd and 3rd degree grand larceny, 2 counts of 2nd degree burglary, 3 counts of conspiracy, & making a false written statement, she faces court action shortly.

The State Division of Consumer Protection reminds shoppers of laws that protect consumers about holiday returns. The Department recommends that consumers carefully review and understand what to look for when reviewing return and refund policies. If the retailer does not post a return policy, the law requires the retailer to accept returns of unused, undamaged merchandise within 30 days of the purchase date, with a receipt. For retailers that allow returns, State law does not require refunds to be given in any specific manner. Consumers having difficulty obtaining a refund are encouraged to file a complaint at dos.ny.gov/file-consumer-complaint

Otsego County Sheriff’s Office arrested 63 year old Kenneth Nilson of Oneonta following an investigation of a motor vehicle accident in the Town of Oneonta on December 9th. Nilson was charged with DWI, DWI with a BAC of .08% or more & failure to keep right, he was issued appearance tickets returnable to the Town of Oneonta Court at a later date.

The State Police are continuing the special enforcement initiative to crack down on impaired and reckless driving this holiday season. The enforcement campaign is part of the national “Drive Sober or Get Pulled Over” initiative and runs from Wednesday, December 13, 2023, through Monday, January 1, 2024. Drivers can expect to see sobriety checkpoints, Troopers will be watching for distracted drivers, vehicle occupants who are not properly buckled up, and drivers violating the “Move Over Law,” State Police will also conduct underage drinker enforcement details statewide. During last year’s crackdown, State Police arrested 453 people for DWI and issued 32,934 tickets, including 11,305 tickets for speeding, 912 for distracted driving, and 316 for the “Move Over Law.”

Chenango County Sheriff’s Office arrested 32 year old Keith Tompkins of Oxford for several counts of Criminal Possession of a Controlled Substance, 9 counts of Criminally Using Drug Paraphernalia, after deputies observed a male, laying on the floor in the back of the vehicle, attempting to conceal himself by hiding under automotive parts. Tompkins had an active arrest warrant out of the Village of Oxford Court for Unlawful Fleeing of a Police Officer. Tompkins was in possession of over 2 ounces of crack cocaine, about 4 ounces of crystal Methamphetamine, 1,150 wax envelopes of Fentanyl, packaging material, digital scales, and over $2,000 in cash from suspected drug sales. Tompkins was arraigned and was remanded to the Chenango County Correctional Facility without bail. Tompkins is to appear in Chenango County Court at a later date.

The State Department of Health has given approval for Helios Care to expand their services to include Herkimer and Chenango Counties to better serve within the Bassett Healthcare Network. Norwich Firefighters responded early Thursday Morning to 137 Horstman Lane for a reported structure fire in a mobile home, they located a fire in the ceiling and roof area of the structure. Crews quickly extinguished the fire containing it to the room of origin along with ensuring all occupants were clear of the structure. Firefighters from New Berlin & North Norwich also responded, the cause of the fire is under investigation. No injuries were reported & all occupants safely evacuated without injuries.

Acting State Police Superintendent Dominick Chiumento today honored 232 new State Troopers as they graduated from the 213th session of the Basic School of the New York State Police Academy. The ceremony was held at the Empire State Plaza Convention Center in Albany. Today’s graduation increases the State Police ranks to 4,781 sworn members. 26 of the new Troopers will be assigned to Troop C in Sidney.

The State Labor Department announced that the number of private sector jobs increased slightly in November, to 8.26 million. The state’s unemployment rate increased from 4.2% in October to 4.3% in November , the statewide labor force participation rate increased to 61.7%.

Part of the Bail Reform Controversy in New York State over the last few years is that there is no drug court, and people arrested for drug offenses can not be held on bail, Current Assemblyman & former Norwich Police Chief Joe Angelino told WCDO News of the consequences of these changes:

Angelino said that there is an anti-police bias among many of his colleagues in the New York City Dominated Assembly, and he said he is waiting for the pendulum to swing back again in favor of law enforcement agencies.

Delaware County Sheriff’s office arrested 60 year-old John Necci of Portlandville after deputies conducted a traffic-stop for Speeding Sunday on State Highway 23 in the Town of Davenport. Necci was traveling at about 80 miles per hour in a posted 55 mile per hour zone, Deputies stopped Necci, he was charged with aggravated unlicensed operation of a motor vehicle and Speeding, he was released and directed to appear in the Davenport Town Court on a later date to answer those charges.

32 year old Kyle Oakley of South Kortright pleaded guilty to 3rd degree Burglary in Delaware County Court. Oakley was charged following an investigation of forced entry into a seasonal residence during March of 2022. A Deputy responded to the crime scene on March 8, 2022, after the homeowner reported damage to his front door, the Deputy recovered a sweatshirt which was sent to the State Police Crime Lab for DNA extraction, Oakley was subsequently arrested by the Sheriff’s Department. Oakley was sentenced to a 5-year term of felony probation supervision, he was ordered to pay $1,000 in restitution to the homeowner, if he violates probation supervision, he faces a possible resentencing of up to 2 and 1/3 to 7 years in state prison.

Attorney General Letitia James sued SiriusXM Radio for trapping consumers in subscriptions and maintaining deliberately long and burdensome cancellation processes. An investigation found that SiriusXM forces its subscribers to call or chat online with an agent to cancel a subscription, then deliberately draws out those interactions as part of its strategy to prevent subscribers from canceling. Through this lawsuit, Attorney General James seeks restitution, penalties, and disgorgement from SiriusXM for violating New York’s business laws.

Broome County Sheriff Fred Akshar & Broome County Executive Jason Garnar announced that after a comprehensive review of the medical provider at the Broome County Correctional Facility, they have rectified over $250,000 in Broome County taxpayer-funded overpayments. The investigation revealed that PrimeCare did not routinely provide the Broome County Sheriff’s Office with the costs incurred for services rendered as part of their monthly invoices as required, The net value of services not rendered by PrimeCare totaled $257,874; and The staffing matrix did not reasonably reflect the mix of nursing hours actually being provided. Sheriff Akshar & Executive Garnar said that Prime Care agreed to make all the corrections, they would meet the staffing requirements listed in the contract; provide monthly itemized invoices & would repay the outstanding $257,874 by crediting deductions in its monthly invoices over a 12-month period.

ACCO Brands announced to their employees last week that they will be closing their Sidney manufacturing and distribution plant late next year. Kori Reed the Director of Communication at ACCO Brands in Ohio told WCDO News that there is no firm timeline for the closure, the process will take most of next year to fully execute.

The Otsego County Sheriff’s Office announces the arrest 52 year old Donald Lane of Portlandville following an investigation in to a sex offender who failed to register a change of address with the New York State Sex Offender registry. Lane is accused of relocating from a residence in the Town of Oneonta to a new location in the Town of Milford without notifiying authorities, Lane was located in the City of Oneonta Tuesday & was taken in to custody, he was processed & was being held in the Otsego County Correctional Facility to await an appearance in Otsego County Centralized Arraignment.

Delaware County Sheriff’s Deputies were on patrol in the Village of Walton Sunday and stopped a vehicle for multiple vehicle and traffic law violations. Deputies seized a quantity of narcotics and methamphetamine from the occupants and vehicle, Deputies arrested 40 year old Patrick Ladd of Walton for 5 counts of criminal possession of a controlled substance, & 43 year old Leslie McClenon of Walton was charged with several traffic violations & criminal possession of a controlled substance for possessing Methamphetamine with intent to sell, a 3rd occupant of the vehicle was released at the scene without charges at this time. McClenon was subsequently released on appearance tickets and directed to appear at the Village of Walton court at a later date. Ladd was held at the Delaware County Correctional Facility for centralized arraignment.

Fresh Express has issued a voluntary recall of a Fresh Express Spinach, 8 oz. size, with product code G332 and use-by date of December 15 and Publix Spinach, 9 oz size, with product code G332 and a now expired use-by date of December 14 due to a potential health risk from Listeria. Fresh Express is sold in a large number of grocery stores across the region, so far no illnesses have been reported and no other Fresh Express products are being recalled. Consumers who still have these products in their refrigerators are advised to discard them immediately.

Local sales tax collections in New York state increased by 5.1% in November compared to the same month in 2022, according to State Comptroller Tom DiNapoli. Overall, local collections totaled $1.81 billion, up $88.6 million compared to the same time last year. County and city collections outside of New York City totaled $887 million, an increase of 4.4%, 55 out of 57 counties experienced year-over-year increases.

Governor Kathy Hochul today announced that the application for the Excelsior Scholarship for new applicants for the Spring 2024 term is now open. Otsego County Officials announced that several roads are closed due to flooding conditions, including County Highway 48 between Chamberlain Hill and Downey Road Spur in Otego, County Highway 4 between Mill Street and Hilton Street in the Town of Butternuts, Miller Road in Pittsfield, Bemis Road from State Highway 51 to Pegg Road in Morris. In Delaware County, State Route 30 in Roxbury has flooding issues, officals in all around counties advise motorists to turn around if they find flooded roads & report them to authorites as soon as possible. The Otsego County Sheriff’s Office held a public meeting Monday afternoon, Investigators announced that the occupant of 18 Richards Avenue, 60-year-old Desmond Moan, allegedly fired a gun inside his home severing a gas line. NYSEG was called to 24 Richards Avenue around 8 am Saturday after a report of the smell of gas, that was followed by another report at 14 Richards Ave for a similar issue, then 18 Richards Avenue exploded, the technician was uninjured. The Town of Oneonta code enforcement office has waived fees for building permits for those whose homes were damaged in the blast.

Delaware County Sheriff’s Office arrested 31 year old Cachet Fernandez of Sidney on a sealed indictment arrest warrant issued out of the Delaware County Court. On Friday Morning, Broome County Sheriff’s Deputies, located and identified Fernandez, he was turned over to the custody of Delaware County Sheriff’s Deputies. The Delaware County Court issued a sealed indictment arrest warrant, stemming from Fernandez allegedly not reporting his new residence as a registered Sex Offender to the proper authorities upon moving. Fernandez was remanded to the Delaware County Jail to await arraignment in Delaware County Court at a later date.

The Governor’s Office & the Public Employees Federation and Civil Service Employees Association announced an agreement to award nearly $3 million in backpay to more than 2,100 New York State employees who worked overtime during the COVID-19 pandemic. Starting this week, more than 1,700 PEF members and more than 400 members of CSEA will receive payments for work completed beyond traditional work hours at the height of the pandemic.

The Delaware County Sheriff’s Office arrested 38 year old Richard Santiago of Masonville on a bench warrant, issued by the Village of Sidney. Deputies responded to Delaware County Correctional Facility where Richard Santiago was being arraigned on a separate charge. Deputies subsequently arrested 38-year-old Santiago on two active bench warrants issued by the Village of Sidney Court. Santiago was arraigned at Delaware County Central Arraignment Court, released on his own recognizance, and directed to appear in the Village of Sidney Court at a later date to answer for the charges.

Delaware County DPW Commissioner Jim Thomas reported some roads were flooded earlier today, including State Route 357, which was closed between County Route 14 and State Route 28 in Franklin, also Flooding on State Route 10 slowed traffic between Peaks Brook Road in Delhi and County Route 16, 1 lane traffic was being directed by DOT flaggers, County Route 18 above Delhi & County Route 9 were also closed earlier this afternoon. The Otsego County Sheriff’s office announced road closures at Piermott Lane and Wileytown Road in the Town of Hartwick, County Highway 48 between Chamberlain Hill and Downey Road Spur in Otego, County Highway 4 between Mill Street and Hilton Street in the Town of Butternuts, County Highway 29 in the town of Springfield & Miller Road in the Town of Pittsfield. Brenner said that the Community Bank closing in Morris affects several communities around Morris, and that there has been significant growth in the surrounding area the last couple of years, which they hope warrants a banking institution to set up some sort of bank or credit union locally, and not force everyone to go 20 miles or more to do all of their banking needs.

The Delaware County Toys for Tots Campaign collected 1300 Items and many Cash Donations, which will support Nearly 300 Delaware County Families and 600 Children this Christmas season. Chaquasja Veale of Norwich was indicted Friday & was charged with 2nd degree murder, for the killing of 44 year old Alisa Ann Martin in her Norwich home July 6th. Veale had been staying in Martin’s home, she died died by strangulation, Veale was being held on bail in the Chenango County Jail pending future court action.

The number of full-time local government workers employed outside of New York City shrank 7.9% from 2007 through 2022, according to a report by State Comptroller Tom DiNapoli. New York’s decline in local government employment is in contrast to the nation, which saw a 2% increase in the number of full-time employees over this 15-year period. Local government workforce levels were most impacted by two key events during this time – the Great Recession of 2007-09 and the COVID-19 pandemic. School districts were the largest local government employer in 2022, Counties were second, followed by cities and villages and towns.

Broome County Sheriff’s Office Patrols, State DOT and volunteer firefighters responded to a tractor trailer fire on I-81 southbound between Exit 7 & Exit 6 in the Town of Chenango early Thursday morning, traffic was diverted to 1 lane for the clean up & investigation, the trailer contained frozen food, no tickets were announced & no injuries were reported.

58-year-old Joy LaBarr of Binghamton was charged with stealing nearly $32,000 in State pension payments intended for her deceased father-in-law, according to the State Comptroller’s office and Broome County District Attorney Michael Korchak. LaBarr’s father-in-law, Jack Burnett, retired in 2006 from the Binghamton Housing Authority. Under the pension option he chose, his wife was to continue receiving payments after his death, however, she predeceased him, so payments should have stopped upon his death in December 2020, No one from the family reported his passing. LaBarr was charged with grand larceny. She was arraigned in Broome County Court & is due back in court on January 12th.

As of mid December, the United Way of Mid Rural New York campaign has reached 50% of its $425,000 goal for Chenango County, about 51% of the Delaware County Goal of $15,000 and 32% of their stated Otsego County Goal of of $80,000. 42 year old Melissa Astalos of Sidney appeared in Delaware County Court Monday and pleaded guilty to Criminal Possession of a Controlled Substance. Astalos appeared admitted that she knowingly possessed a narcotic compound in the Village of Sidney on February 16th, sentencing will be held in January of 2024.
