Governor Cuomo outlined 4 major federal cuts, totaling more than $21.2 billion annually, that are part of policies targeted to directly hurt state and local governments, hospitals, and the healthcare for more than 3 million New Yorkers. New York sends $48 billion more to Washington each year than is returned. Governor Cuomo comments:

Cuomo said that instead of ensuring tax cuts to all New York taxpayers, the federal tax plan will create a scenario in which 3.3 million New Yorkers will be double taxed.

Delaware County Sheriff’s Deputies arrested 37-year-old Scott Barnhart of Sidney Center for speeding at 72 miles per hour in a 55 miles an hour zone, plus Aggravated Unlicensed Operation of a Motor Vehicle & operating a motor vehicle without an ignition interlock device. Barnhart was released on appearance tickets for Town of Franklin Court, Deputies reported that after further investigation, 38 year old Leanne Taggart of Sidney Center was arrested for loaning a motor vehicle without an interlock device to a person required to have one & facilitating Aggravated Unlicensed Operation. Taggart was released on appearance tickets and is to appear in Town of Franklin Court on October 26th.

Retailers caught and found guilty of selling untaxed cigarettes in New York State risk losing other state-issued licenses, including lottery and alcohol sales. The New York State Department of Taxation and Finance announced that it has joined forces with the New York State Gaming Commission and State Liquor Authority in an initiative to further reduce sales of contraband cigarettes. Under the policy, a cigarette-licensed retailer found to be in possession of untaxed cigarettes would face immediate enforcement action, ultimately leading to the possible suspension or revocation of licenses to sell tobacco, alcohol, and lottery tickets.

The State Department of Health and State DMV today reminded State residents that today are State Organ Donor Enrollment Day. Events will be held statewide to increase the number of New Yorkers registered to be organ donors with the New York State Donate Life Registry. Only 28% of New York’s eligible population is enrolled as an organ donor. On average, 22 people die each day in the United States from causes that could have been treated with a donated organ.

19-year-old Dylan Cumpston of Delhi was arrested Saturday by Oneonta Police following the report of a stabbing. Cumpston was charged with 2nd-degree assault & 4th degree criminal possession of a weapon, after Police responded to Fox Hospital, where staff treated the victim of a stabbing following a fight on Columbia Street. The unidentified victim was treated and released from Fox Hospital, Cumpston was arraigned Sunday in Oneonta City Court, the investigation is ongoing.

New York State received only 84 cents back for every dollar that it sent in taxes to the federal government in 2016, according to State Comptroller Tom DiNapoli. New York received $55 billion in Social Security payments, $47 billion for Medicare and more than $46 billion for Medicaid plus Billions of federal dollars for transportation, education and veterans benefits programs. New Yorkers paid almost $255 billion in taxes to the federal government. DiNapoli’s report stated that most states received $1.18 back for every $1.00 sent to Washington.

Delaware County Sheriff’s Deputies arrested 38-year-old Nelson Gardner of Walton, following an investigation into a domestic incident in the Town of Walton. Gardner is accused of choking a woman while her while children were in the residence, he was charged with Criminal Obstruction of Breathing and Endangering the Welfare of a Child. He was arraigned in the Town of Walton Court & was released on his own recognizance, he was ordered to appear in the Town of Walton Court at a later date.

23-year-old Edward Ferrall of Lynbrook Long Island was arrested early Saturday morning by Oneonta police, for 1st degree assault, criminal possession of a weapon, tampering with physical evidence, menacing and resisting arrest. Oneonta Police responded to 236 Main Street at about 2:25 AM, Police found the victim of a Head Injury, who was taken to Fox Hospital, and was transferred to Albany Medical Center. Ferrall was arraigned in Oneonta City Court and released on $5,000 bail, the investigation is ongoing.

The State Police Campus Sexual Assault Victims Unit is hosting its 2nd annual Campus Sexual Assault Seminar this week in Albany. More than 270 participants registered for the seminar, which continues through tomorrow at the State Police Academy on the in Albany. Norwich City Police Department and the Chenango County Sheriff’s office arrested 24-year-old Brandley Bishop of Norwich was charged with criminal sale of a controlled substance, following a month long investigation into the sale of methamphetamine in the City of Norwich. Bishop was remanded to the Chenango County Jail on $10,000 cash bail.

Oneonta Police conducted 3 no-knock search warrants this past weekend, resulting in the arrests of 2 men on drug charges. Police seized crack cocaine, marijuana, packets of heroin & cash, 34 year old Terrell Ford of Wilson North Carolina was charged with 2 counts of criminal possession of a controlled substance, 25-year-old Damien Ortiz of Queens, was charged with 2 counts of criminal sale of a controlled substance. Both were being held pending court action in the City of Oneonta Court.

Delaware County Sheriff’s Deputies responded to a 1-car motor vehicle accident on County Route 23 in the Town of Walton. Deputies arrested 25-Year-old Anthony Masi, of Unadilla; he is accused of possessing a vehicle that was reported stolen out of the Otsego County Sheriff’s Office earlier in the day. Masi was charged with 2 counts of Criminal Possession of Stolen Property, Criminal Possession of a weapon in the fourth degree, plus Aggravated DWI, Aggravated Unlicensed Operation as well as other Traffic Violations. Masi was arraigned in the Town of Delhi Court; he was remanded to the Delaware County Correctional Faculty in lieu of $20,000 cash bail pending future court action.

Delaware County Sheriff Deputies arrested 41 year old Jason Mack of Ellenville, for speeding, aggravated unlicensed operation of a motor vehicle, unlicensed operation of a motor vehicle and operating an uninspected motor vehicle after Mack was observed traveling at a high rate of speed on State Highway 17 in the Town of Hancock. Mack’s had 16 active suspensions, he was arraigned in the Village of Hancock Court where he was remanded to the Delaware County Correctional Facility on $1,000 cash bail or $2,000 secured bond.

A Motorcyclist was airlifted to Wilson hospital after colliding with a pick up truck on State Route 12 in the town of Norwich this morning at 11:15. Lifenet of Sidney was called in to transport the operator of the motorcycle, whose name has not been released. The investigation is ongoing.

State Police Superintendent George Beach has promoted Captain William McEvoy to the rank of Major and has assigned him to the position of Troop Commander at Troop C in Sidney. Major McEvoy started his career in 1984 as a trooper and was first assigned to Troop C; in 1989 McEvoy was promoted to Investigator and assigned to the Drug Enforcement Task Force in New York City. In 1991, he returned to Troop C, where he spent the majority of his years with the State Police, his most recent assignment was BCI Captain.

33-Year-Old Tory Brown of Columbus was arrested by Chenango County sheriff’s Deputies for unlawful possession of marihuana, criminal possession of a weapon and aggravated unlicensed operation. Brown was charged following a traffic stop in the Village of New Berlin for operating a motor vehicle while having his driving privileges suspended, marijuana and a weapon were located in the vehicle. Brown was arraigned in the Town of New Berlin Court and was remanded to Chenango County Jail on cash bail pending future court action.

The State Education Department should improve its process to investigate serious complaints against nurses and more actively monitor professional misconduct, according to an audit released today by State Comptroller Tom DiNapoli. The investigations of “priority 1” complaints against nurses, which includes offenses such as sexual misconduct, practicing under the influence of alcohol or physical abuse, are supposed to be completed within 42 days. Auditors found that on average it took 228 days to complete such investigations, SED officials acknowledged the risks noted by DiNapoli’s auditors and cited steps to address them. Chenango County Sheriff’s Office arrested 46-year-old Kristin Slater of Sherburne for aggravated driving while intoxicated, following an accident in a parking lot of a local business in the Village of Sherburne. Slater is accused of striking 2-parked cars in the parking lot; her BAC was more than three times the legal limit. Slater was arrested and processed without indent and later released on tickets for a return date in the Village of Sherburne Court in October.

The Delaware County Board of Elections announced that Friday October 13th, is the last day to postmark a registration form to vote in the November 7th General Election. Also, October 13th is the last day for the Board of Elections to receive an enrollment change to be effective for 2018. Chenango County Sheriff’s Office arrested 20-year-old Stephen Duvall for criminal possession of stolen property, following the report of a stolen golf cart was being operated in the Village of New Berlin. When Deputies responded a local resident had stopped Duvall & the golf cart by blocking him in with his personal vehicle, the cart had been reported stolen in Otsego County. Duvall was arrested and was turned over to the Otsego County Sheriff’s Office for further investigation; he faces court action in New Berlin Court on October 16th.

Governor Cuomo will advance legislation to add 11 fentanyl analogs to the state controlled substances schedule, giving law enforcement the ability to go after the dealers who manufacture and sell. The Governor is also directing the State Department of Financial Services to take immediate action to Advise Insurers Against placing arbitrary limits on the number of naloxone doses covered by an insurance plan. The Governor announced that a synthetic Fentanyl that is mixed with heroin is being sold illegally, which has a high risk for user to overdose, fentanyl-related deaths increased at 160% statewide.

A raid at Motel 88 in Oneonta netted Police 70 bags of heroin and crack cocaine, 33 year old Jason Chase of Cortland, was arrested for 2 counts of Criminal Possession of a controlled substance following a no knock search warrant.  Police discovered that Chase had 2 arrest warrants for Criminal Sale of a Controlled substance, and was also wanted by the New York State Division of Corrections and Community Supervision. Oneonta Police were assisted by City of Norwich Police Department, Chenango County Sheriff’s Department and the State Division of Corrections and Community Supervision.

The State DEC has confirmed that a deer attacked a man in the city of Troy on Tuesday. Tony Remillard was taking out trash in his backyard when the 10-point Buck pinned him against a fence and hit him in the face with his antlers, before a neighbor came to his rescue. The dear ran off and died, it was tested positive for Rabies. Remillard is undergoing post-rabies exposure treatments.

Delaware County Public Health announced that a cat from the town of Franklin tested positive for rabies. The stray cat attacked one person and a dog on September 20th, the individual delayed calling Public Health until September 24th, 2017; the cat was then sent for testing to Wadsworth lab on September 25. The person is receiving rabies Prophylaxis treatment. The dog was up to date on its rabies vaccinations and will receive a booster. Oneonta Police served a search warrant Tuesday at 5 Myrtle Avenue, following an investigation of the sale and possession of Marijuana & the violation of an active order of protection. Arrested were 30-year-old Jason Harageones of Unadilla for Criminal Contempt, Criminal Possession of a controlled substance & Criminal possession of marijuana. Hargeones is also accused of causing damage to a surveillance camera, which led to an additional Criminal Mischief charge. Police also arrested 28-year-old Danielle Stoesser of Oneonta for Criminal Possession of a controlled substance & Criminal Possession of marihuana; she is also accused of engaging in a physical confrontation with the officers processing her arrest and was charged with Obstruction of Governmental Administration. Harageones was arraigned & remanded to the Otsego County jail without bail; Stoesser was issued an appearance ticket and released to appear at a later date.

State Comptroller Tom DiNapoli’s Fiscal Stress Monitoring System has designated 27 municipalities across the state as fiscally stressed. The list, which includes 8 counties, 8 cities and 11 towns, which is the fewest number of municipalities listed in stress since DiNapoli implemented his system in 2013. Based on their 2016 financial reports, the counties of Broome and Monroe, and the cities of Albany and Watervliet have received the highest designation of “significant fiscal stress.” 13 communities have been listed in the second-highest category of “moderate fiscal stress.” Locally, it includes the town of Cherry Valley. An additional 10 municipalities have been listed as “susceptible to fiscal stress.” Locally this includes the town of Oxford.

Governor Cuomo announced that the state would make $2.2 million available to local governments for public charging stations for electric vehicles. Cities and towns will have to apply for the funding, which will be given out in the form of a rebate, Local governments can also use the money to purchase or lease electric or hydrogen vehicles for their municipal fleet.

The Delaware County Board of Elections released a statement today, regarding the proposition for a Constitutional Convention on the November Ballot. False information has gone viral over social media, with the implication that if you do not vote on the proposition it will be counted as a yes, which is not true. Officials with the Board of Elections stated that failing to vote on this measure does not default to a vote in favor of holding a Constitutional Convention, according to state election law 9–112. Propositions will be on the back of the ballot again this year, & there will be signs posted at polling sites and inspectors are obliged to tell the voter to turn the ballot over.

State Comptroller Tom DiNapoli will join the Chenango County Democratic Committee for a fall fundraiser in Norwich. Attendees will also hear from former Congressman Michael Arcuri and local Democratic candidates. The event will be held today from 6:00 pm – 8:00 pm at Bohemian Moon, 103 East Main Street in Norwich.

Oneonta city Police arrested Nicholas Cartelli of Oneonta following a traffic stop on Chestnut Street. Cartelli is accused of giving police a false name, officers determined his real identity & he is accused of using a stolen credit card, for driving with a suspended license & for a 2012 domestic incident. Cartelli was charged with Criminal Possession of Stolen Property, False Personation, Criminal Obstruction of Breathing and Endangering the welfare of a child.

The corruption case against former State Senate Majority Leader Dean Skelos and his son Adam has been overturned by a U.S. Appeals Court today. Skelos was sentenced last year to 5 years in prison on federal corruption charges, but the court overturned the conviction after a Supreme Court decision narrowed the legal definition of corruption. The U.S. Attorney’s Office Southern District announced that they plan on a retrial of both Dean and Adam Skelos as soon as possible.

43-year-old Andrew Hathaway of Oneonta was charged with resisting arrest following a foot pursuit with Oneonta City Police. Hathaway was wanted on an outstanding warrant, When police responded; Hathaway climbed out of a window and ran. Police caught up with Hathaway, but he resisted arrest and was subdued by the use of a Taser Hathaway was additionally charged with petty larceny on the warrant and was turned over to state police on unrelated charges.

Bassett Medical Center is Offering Free Depression Screenings with a Bassett psychotherapist in recognition of National Depression Screening Day. The event will be held Thursday, October 5th, from 11:00 AM to 1:00 PM at Bassett’s Outpatient Psychiatry Clinic in Cooperstown. Governor Cuomo announced that $50 million in grant funding is available, over 3 consecutive application rounds, to help New York livestock farms implement water quality protection projects. The funding is a part of the $2.5 billion Clean Water Infrastructure Act of 2017 for drinking water and wastewater infrastructure protection. The application period is open but closes on November 20th, County Soil and Water Conservation Districts can apply for the Program on behalf of eligible farmers. Delaware County Sheriff’s Deputies and local Fire Departments and Emergency Squads responded to a fatal all-terrain vehicle accident on a riding trail in Town of Stamford at about 12:30 AM today. The accident was discovered and reported by other ATV riders, the deceased has been identified as 27 year old Daniel Reed of Stamford, who lost control of the vehicle, which subsequently overturned, Reed was ejected from the vehicle and suffered fatal injuries. Deputies believe excessive speed and failure to wear a seat belt were contributing factor, the investigation is continuing.

State Senator Fred Akshar announced over two dozen funding grants to support local volunteer fire departments and emergency services squads totaling $125,000. The grants will go toward a variety of projects depending on the needs of each department. Locally, the Bainbridge Fire Department, Colesville Fire Company, Greene Emergency Squad, Brisben Fire Department, Town of Hancock Volunteer Ambulance Corps, Hancock Fire Department, &  Windsor Emergency Services all received $5,000.

New York’s new Drinking Water Council will hold its first meeting on Long Island to consider setting maximum levels of several contaminants not regulated by the Environmental Protection Agency. the 12-member council will recommend maximum levels for various chemicals which have contaminated drinking water in Rensselaer County and Newburgh. The council will also address dioxane, an industrial solvent that has contaminated water supplies in Long Island and elsewhere.

Jennifer Lopez has pledged $1 million to aid victims of the hurricanes that have devastated Puerto Rico. Lopez joined Governor Cuomo at a press conference announcing aid to the stricken island; her personal donation will be taken from the proceeds of her residency shows in Las Vegas.

State Police Major William McEvoy invites the public to help celebrate 100 years of service by attending the Centennial Open House at Troop C in Sidney on October 7th from 11:00 am to 3:00 pm. The event will have demonstrations from the K-9 unit, Helicopter Rescue, Underwater Recovery Team, Special Operations Response Team, & the Centennial Mounted Unit, and much more. There will be historical displays, firearm displays, vintage Troop cars, motorcycles, along with hands-on patrol car displays, McGruff the Crime Dog, tours of Troop Headquarters and the new Forensic Center. There is no admission; parking will be done at off-site parking on Delaware Avenue and Union Street in Sidney, with Shuttle buses running from that site.

Chenango County Sheriff’s department arrested 2 Town of Greene residents for Criminal Sale of a Controlled Substance, Criminal Possession of a Controlled Substance and Criminal Nuisance. Arrested were 47-year-old Chad Shields of Greene, & 19-year-old Shawn Rhodes of Greene. Shields and Rhodes were arrested following an investigation into the sale and possession of Cocaine and Methamphetamine in Chenango County; they were arraigned in the Town of Oxford Court and remanded to the Chenango County Jail on $30,000.00 cash bail. The Greene Police Department, State Police, and the Chenango County District Attorney’s Office assisted the Chenango County Sheriff’s Office.
