Law Enforcement Agencies remind area motorists that roads are open, but conditions remain slippery throughout the WCDO Listening area, & many accidents have been reported, Motorists are urged to travel with extreme caution.

Bassett Healthcare Network announced that they will participate in Drug Take-Back Program, collecting leftover pharmaceuticals from the public free of charge through July. Locally, O’Connor Hospital in Delhi and Bassett Medical Center in Cooperstown are participating in this pilot program developed by the Product Stewardship Institute and the New York Product Stewardship Council. FoxCare Pharmacy in Oneonta will also begin collecting unused medications free of charge.

City of Norwich Police arrested 40-year-old Jay Perce for Unlawful Manufacture of Methamphetamines, Criminal Possession of Precursors of Meth, and Unlawful Disposal of Meth Laboratory Materials. Perce is accused of manufacturing illegal Methamphetamines using the 1 pot method; he was arraigned at Norwich City Court and sent Chenango County Jail without bail.

27-year-old Anderson Lee is now facing 40 counts of unlawful surveillance, for allegedly spying on co-workers at Bassett Hospital in Cooperstown with hidden cameras. Lee is being held in the Otsego County Jail on $100,000 cash bail or $200,000 bond pending future court action.

Voters in the Gilbertsville Mount Upton District passed 2 propositions Tuesday. Voters approved of a measure to purchase a full sized school bus, and for a plan to set up a capital reserve fund for future vehicle purchase.

Governor Cuomo today announced $55 million in state grant funding has been awarded to counties statewide for enhancing emergency communications. The funding will enable local governments to expand their ability to communicate, exchange valuable data, and streamline information to first responders. State Police arrested 45 year old John Shapley from Afton, for 3rd degree Assault, after troopers responded to a Chenango County 911 report of a dispute at a home on Oak Hill Road in Afton. Shapley is accused of choking a man & grabbing his hair, which caused an injury. Shapley was arraigned in the town of Bainbridge Court and was released on his own recognizance. An order of protection was issued against him on behalf of the victim. Shapley’s next court date in the town of Afton is on February 19, 2018.

Governor Cuomo announced a 30-day budget amendment to add 36 different chemical compositions associated with Synthetic Marijuana, to the state’s controlled substances list. The 36 compounds are already listed on the federal schedule of controlled substances but are only banned in certain New York State counties. Synthetic marijuana is marketed as K2, Spice, and AK-47, They contain plant material coated by chemicals, which are supposed to mimic the effects of naturally grown marijuana, making them both extremely unpredictable and potentially fatal.

State Police arrested 25 year old Nicholas Whitney of Windsor, for Endangering the Welfare of a Child, and 20 year old Monica Whitney of Windsor, for Criminal Mischief. The arrests occurred after troopers responded to a Broome County 911 report of a dispute in Windsor, Both suspects were issued tickets to appear in the town of Windsor Court on February 14.

The New York State Health Department reminds New Yorkers to get a flu shot as soon as possible, after 2 record setting weeks for confirmed influenza cases. All people 6 months and older are recommended to receive an influenza vaccination each year. Certain people are at “high risk” of serious complications from seasonal influenza. These include people 65 years and older, children younger than five years old, pregnant women, and people of any age with certain chronic medical conditions. Individuals who lack health insurance should contact their county health department to inquire about flu vaccine clinics.

Otsego County Democrat Dan Butterman has announced that he will seek the Democratic Party nomination in the 121st district, now occupied by long time Democratic Incumbent Bill Magee. Republican John Salka has already announced that he will run for the seat for the 3rd time this year, the 78 year old Magee has not announced if he will seek a 1`5th term in the Assembly.

Delaware County Sheriff’s Deputies arrested 17 year old juvenile from Bellmore, New York on charges of driving 91 miles per hour in a 55 miles per hour zone, as well as one count of criminal possession of a forged instrument 3rd degree. Deputies say the defendant knowingly possessed a forged driver’s license for the purposes of deceiving or defrauding another. The juvenile was later released on an appearance ticket and is scheduled to re-appear at Hancock Town Court at a later date to answer the charge.

Governor Cuomo issued a proclamation setting an April 24 special election date for 9 vacant Assembly seats and 2 vacant Senate seats. 1 of the vacancies exists locally in the State Assembly from the 102nd Assembly District caused by the resignation of Pete Lopez.

Governor Cuomo announced a 30-day budget amendment will be advanced to add 11 fentanyl analogs to the state controlled substances schedule and provide the State Health Commissioner the authority to add any new drugs that have been added to the federal schedule, to the state controlled substances schedule. Fentanyl analogs have been increasingly found pressed into pill form to resemble name-brand prescription opioids, and in heroin and cocaine being sold in New York State. There is currently a loophole in state law that has left 11 dangerous fentanyl analogs off the state’s controlled substances schedule.

23-year-old Kevin Perry of Laurens was back in Otsego County Court Friday, where he pleaded not Guilty at arraignment to murder charges handed down by an Otsego County Grand Jury. Perry is accused of fatally shooting his parents in their town of Laurens home in early December, he is being held without bail in the Otsego County Jail pending additional Court action.

Norwich Police arrested 37-year-old Sandy Beeching of Norwich for allegedly selling Cocaine in the city of Norwich. Beeching was charged with criminal sale of a controlled substance he was sent to the Chenango County Jail on $10,000 cash bail pending additional court action. The Chenango County Sheriff’s Department assisted with the arrest.

State Police & the State Liquor Authority conducted an Underage Drinking Enforcement Detail in Broome County; for businesses that sell alcoholic beverages in Broome County. 9 establishments were checked, 4 sold alcohol to an underage operative. Police charged 49 year old Meredith Bahr of Candor, 22 year old Sarah Kamide of Vestal, 33 year old Maria Bales of Vestal, & 25 year old Victoria Harting of Windsor, All 4 were issued tickets to appear in court at a later date.

SUNY Broome Community College, the Otsego Chamber of Commerce and CDO Workforce are seeking unemployed persons to enroll in the Manufacturing Basics Training Program. A $75,000 Department of Labor award was granted to the College that will enable unemployed persons to gain manufacturing skills, with the 2-week program beginning March 6th through March 16th. State Attorney General Eric Schneiderman announced that his office has filed a lawsuit against Insys Therapeutics; he alleged that Insys marketed the fentynal-based drug for much wider use, than how it was approved by the FDA. The suit also claims that Insys downplayed addiction risks and bribed doctors to prescribe their brand, known as Subsys.

The Broome County Sheriff’s Office arrested 37 year old Jared Meek, after Deputies responded to a complaint of a vehicle driving on the Brandywine Highway with significant front end damage and no front tire left on the rim. officers stopped Meek’s vehicle on Chenango Bridge Road in the Town of Chenango, Meek is accused of driving while intoxicated with a Blood Alcohol Content of 0.16%, twice the legal limit. The investigation accuses Meek of hitting a utility pole in the City of Binghamton and leaving the scene, Meek was processed at the Broome County Sheriff’s Office and given an appearance ticket to appear before the Town of Chenango Court at a later date.

Former State Assembly Speaker Sheldon Silver’s retrial will continue on April 16th, following his failed appeal to the Supreme Court. Silver’s previous conviction for corruption was reversed by an appeals court, where he was sentenced to a 12-year prison sentence. Silver is currently free on bail.

35-year-old Mindy Stevens of the town of Maryland faces several charges, after striking a pedestrian with her car & leaving the scene. 29-year-old Evelyn Ruiz was walking on Route 7 near County High 58A when a vehicle struck her & fled the scene. Ruiz was taken to Bassett Hospital; the vehicle was spotted in Oneonta, & Stevens was charged.

Governor Cuomo today announced he has signed an Executive Order to further protect New Yorkers’ civil rights by banning all state agencies and authorities from doing business with companies that promote or tolerate discrimination. The Governor also announced he will be advancing legislation that will ban the use of a “Gay Panic” defense to protect against revictimizing New Yorkers. The Governor made the announcements at the 17th Annual Human Rights Gala in New York City.

The State Department of Criminal Justice Services announced a Missing Child Alert, for a 1-year-old white/male from Ontario Countyhas been cancelled. Police said that 1-year-old GLENN NEWSWANGER; from Stanley NY, was found in Virginia with his father, 36 year old Leroy Newswanger. The investigation is continuing.

State Police and local law enforcement agencies statewide will crack down on impaired and reckless driving during Super Bowl weekend. The STOP-DWI campaign will include underage drinking enforcement, along with increased patrols and sobriety checkpoints to deter, identify, and arrest impaired drivers. During the 2017 Super Bowl campaign, State Police arrested 110 people for impaired driving and issued more than 4,098 total tickets. The campaign will be running from Saturday until 4 AM on Monday.

State Police arrested 30-year-old Chad King of Whitney Point for 1st degree Assault, after troopers responded to a Broome County 911 report of two men fighting outside of Aiello’s Restaurant on Main Street in the town of Triangle. King is accused of punching another man in the face while holding metal knuckles, the unidentified victim was sent to Wilson Hospital with serious physical injuries. King was arraigned & remanded to the Broome County Jail without bail pending future court action.

Governor Cuomo today highlighted proposed enhancements in the Executive Budget Proposal to continue the County-Wide Shared Services Initiative. The budget includes a $225 million investment to help localities consolidate efforts, and further empowers towns to share justices. The Initiative is designed to lower property taxes by sharing services, facilities & equipment wherever it is feasible.

The federal government docked New York $14 million on Thursday for installing more than 500 I Love New York signs. The penalty imposed by the Federal Highway Administration is designed to try to force the removal of the blue-and-white highway signs that the Cuomo administration installed in recent years to promote tourist attractions. The Federal Highway Administration officials said that they are giving New York until September 30th to remove the signs or reach a compromise, if the State reaches an agreement, the $14 million will be restored to the state.

The Broome County Special Investigations Unit arrested 2 people in the town of Maine on a variety of drug charges. 29-year-old Kacey Rozelle and 30-year-old Paul Reed were charged after investigators seized crystal meth, heroin, suboxone, drug packaging materials and about $727 in suspected drug sales. Rozelle and Reed were charged with 4 counts each of criminal possession of a controlled substance among other charges, they were arraigned & sent to the Broome County Jail without bail.

The State Division of Veteran’s Affairs office re-opened in Sidney at a new location. State assemblyman Cliff Crouch worked with state Senator Jim Seward to have a Sidney officer re-opened, after the previous office closed at the Civic Center, when it was sold to a private developer:

State Police arrested 22-year-old Asif Khan from Triangle, Virginia for Unlawful Possession of Marihuana & Speeding, & 25-year-old Quais Sidiqi of Dumfries, Virginia for Criminal Possession of a Weapon. The arrests followed a traffic stop where Khan was observed speeding at 93 miles per hour on I-81, in Broome County, Troopers detected marijuana odors from inside the vehicle, a subsequent search also found that Sidiqi unlawfully possessed a handgun, that was unloaded. Khan was issued tickets for town of Barker Court on February 27th; Sidiqi was arraigned at the Broome County Central Processing and was remanded to the Broome County Jail with no bail set, pending court action on February 27th.

NY State of Health today announced that more than 4.3 million New Yorkers have enrolled in health coverage. The 2018 Open Enrollment Period finished with nearly 1 million people combined enrolled in a Qualified Health Plan and the Essential Plan, an increase of 84,000 since the end of open enrollment in 2017. More than 1.36 million people enrolled in a non-Medicaid program through the Marketplace and, 2,965,863 people enrolled in Medicaid through the Marketplace.

State Police, Chenango County Sheriff’s deputies, A Police K9 unit & the Sidney Fire Department boat has been summoned to General Clinton Park in Bainbridge at about 2:30 this afternoon. Police were in pursuit of a man with long red hair who walked across the Susquehanna River from the park towards Chenango County Route 39.

State Police arrested 48 year old Jeanne Anderson of Maryland for Driving While Intoxicated with a B.A.C. result of .15%, and other traffic violations. Anderson was observed speeding at 86 miles an hour on I-88 in the town of Oneonta. Anderson was issued tickets returnable to the town of Oneonta Court on February 6th.

State Police CNET arrested 24 year old Thomas Cole of Whitney Point for 14 counts each of Identity Theft & Falsifying Business Records, as well as 10 counts of Forgery, 4 counts of Scheme to Defraud and 14 counts of Criminal Impersonation. The arrest followed an investigation into the purchase of pseudoephedrine between last September & November, where Cole allegedly used driver’s licenses belonging to 2 separate individuals for the purposes of illegally purchasing pseudoephedrine at Broome County Pharmacies, in order to illegally manufacture methamphetamine. Cole was arraigned & was returned to the Broome County Jail.

State Comptroller Tom DiNapoli appeared at the Investor Summit on Climate Risk at the United Nations, he announced a $2 billion increase to the New York State Common Retirement Fund’s low emissions equities index, doubling its investment. The Fund was the first public pension fund in the U.S. to create an index that excludes or reduces holdings in the worst carbon emitters and shifts investments to lower emitting corporations. The increased allocation raises the current value of the Fund’s sustainable investments to more than $7 billion.

33-year-old Brock Likens of Greene is facing federal charges for allegedly possessing child pornography on a computer. Officials traced an IP address to Likens apartment, a subsequent search of the apartment turned up several computer files containing child pornography. Likens is being held in the Broome County Jail pending action in Federal Court.

Governor Cuomo announced Round III of the New York Broadband program, to ensure high-speed Internet access for all New Yorkers. The $209.7 million Round III awards will provide 122,285 homes, businesses and community institutions across the state with access to high-speed Internet, so far the program has meant internet upgrades for approximately 2.4 million locations statewide.

Delaware County Sheriff’s Deputies arrested 50-year-old Robert Misner of Franklin following an investigation into a Hit & Run property damage accident at the Franklin Central School. Misner was operating a Subaru Friday evening on Institute Street in the Village of Franklin when the vehicle left the roadway, entered onto the Franklin School Campus and ran over shrubbery and decorative stones. Misner was subsequently ticketed for leaving the scene and failing to report a property damage accident.

Governor Cuomo announced New York farmers are eligible to receive a tax credit for qualifying food donations made to food banks and other emergency food programs beginning January 1, 2018. State Police arrested 19 year old James Hamilton of Oneonta, for 2nd degree Rape, Criminal Sexual Act & Endangering the Welfare of a Child. An investigation determined that Hamilton had sexual contact with a child less than 15 years old in the town of Otego; he was arraigned in the town of Otego Court and was remanded to the Otsego County Jail on $5,000 cash bail or $10,000 property bond. His next court date in the town of Otego is on February 1st.

Local sales tax collection growth accelerated in 2017, according to a report by State Comptroller Tom DiNapoli. Collections across the state grew by $620 million, or 3.9% from the previous year, regionally, the strongest 2017 sales tax growth was in the Finger Lakes, at 4.9%, other upstate regions that performed well were Central New York, Southern Tier and Mohawk Valley, all with annual increases exceeding 4%.

State Leaders announced that an agreement on Lavern’s Law, which would extend the amount of time a person, could file a lawsuit for a missed cancer diagnosis. The bill amends the statute of limitations to 2 ½ years after the time that the patient learns of the error, under current state law, the statute of limitations applicable to medical malpractice actions can expire in some cases before some patients know they have been injured. The legislation is named after Lavern Wilkinson, who died in 2013 after a missed cancer diagnosis.

Pistol Permit Holders have only until this Wednesday to recertify their permits with the State Police, if their permit was certified before January 15th 2013. Local assemblyman Cliff Crouch explains:

State Police arrested 46-year-old Greg Dyn of Richfield Springs for 5th degree Arson, after the troopers investigation determined that on January 21st, during an argument with his ex-girlfriend, Dyn had sent her pictures of some of her clothing and personal items that he had set on fire. Dyn was arraigned in the town of Exeter Court and was released on his own recognizance. An order of protection was issued against him & his next scheduled court date is January 31st.

State Police arrested 25-year-old Lisa VanDyke of Endwell for Falsely Reporting an Incident, Aggravated Unlicensed Operation of a motor vehicle & Operating a Motor Vehicle Without Interlock Device. Last November, Troopers responded to a report of a burglary in the town of Union, when VanDyke reported that her TV, video game console, and computer tablet had been stolen, troopers believe that VanDyke had falsely reported the thefts. Troopers attempted to locate VanDyke, she was observed driving with a suspended license, with a vehicle that did not have a court ordered ignition interlock device as required by a prior DWI conviction. VanDyke was issued tickets returnable to the town of Union Court on February 6th.

On January 4, 51 year old Donald Savastano of Sidney claimed a New York State Lottery check for $1 million which he won playing the Merry Millionaire scratch off ticket. Savastano died Friday following a recent diagnosis of stage 4 cancer. Calling Hours will be held on Tuesday, from 6:00 to 8:00 PM at the Lester R. Grummons Funeral Home, 14 Grand Street, Oneonta. The Otsego County Sheriff’s Department has charged 7 teenagers in connection with the fire that destroyed a railcar on the Leatherstocking Railroad Historical Association siding in Milford last October 3rd. Deputies stated that the teens had entered the railcar over a 2 day period, removed items from the railcar, set off the flair that caused the fire.

An Otsego County grand jury handed down an indictment against 23 year old Kevin Perry of Laurens, on a variety of counts for 1st-degree murder and 2nd-degree murder in connection with the shooting deaths of his parents in two town of Laurens home in December. Perry was remanded to the Otsego County jail without bail until his arraignment on the Grand Jury charges.

20 year old Julian VanCourt-Wels was indicted by an Otsego County Grand Jury on the charge of 2nd degree attempted murder. For allegedly stabbing his girlfriend on December 8th. VanCourt-Weis is accused of using a kitchen knife to stab his girlfriend in their apartment at 30 Maple Street in Oneonta. VanCourt-Wels is being held on $15,000 cash bail or $30,000 bond pending future court action.
