Governor Cuomo’s Top Aide Joseph Percoco was convicted on 3 counts today involving “Play to Pay” scams, but was acquitted on 3 other similar charges in a Manhattan courtroom. Percoco could face up to 50 years in jail when he is Sentenced in June.

Former Delaware County Sheriff’s deputy Ted Tiska of Masonville was sentenced on Monday in Delaware County Court to 5 years in state prison for assaulting his wife with a meat cleaver in 2016. Tiska pleaded guilty to 2nd-degree assault in a plea bargain deal, He will also serve a term of 1½ years probation after his release.

State Police arrested 22 year old Kody Kemp of Friendsville Pennsylvania for Criminal Possession of a Weapon & Criminal Possession of a Controlled Substance & 30 year old Scott Maxey of Montrose Pennsylvania for Criminal Possession of a Weapon, after Troopers observed their vehicle traveling at a high rate of speed on Colesville Road in the town of Kirkwood. Troopers located a loaded gun in the vehicle and drug paraphernalia. Both were remanded to the Broome County Jail pending future court action.

Otsego County has received more than $842,000 in grants for improvements to emergency and public safety communications infrastructure and equipment. The $684,650 award will be used to complete 3 tower sites needed to complete the emergency services telecommunications project, the 2nd grant totaling over $157,000 will add a dispatcher position, and an alarm systems at tower sites.

The State Department of Labor today released preliminary unemployment rates for January. The State’s seasonally adjusted unemployment rate was unchanged at 4.7% in January, Locally, Chenango County had 7.1% unemployment, Delaware County 7.3% & Otsego County had 6.6% unemployment.


State Police at Sidney arrested 32 year old Dasheem Street of Utica, for Criminal Possession of Marijuana, after Street was observed traveling at a high rate of speed on State Highway 8 in the town of Guilford. Street was arraigned and released on his own recognizance. He is scheduled to re-appear in the town of Guilford Court on March 13, 2018.

Delaware County Sheriff’s Deputies arrested a 17 year old youth of Hamden, New York on charges of Driving While Ability Impaired by Drugs and Unlawful Possession of Marihuana. The youth was also cited for no headlamps. This arrest stemmed from a traffic stop on Stockton Avenue in the Village of Walton. Deputies were assisted by the Village of Walton Police Department. The youth is scheduled to appear in the Village of Walton Court at a later date to answer the charges.

Binghamton Police announced that they are looking for 22 year old Orlando Tercero of Nicaragua regarding the death of 22-year-old Haley Anderson, a nursing student at Binghamton University. Tercero and Anderson were previously in a relationship, Anderson was found dead in her Oak Street apartment Friday, while Tercero left the United States for Nicaragua. The Binghamton Rumble Ponies invite fans to their annual Meet the Rumble Ponies Dinner on Tuesday, April 3rd at the Holiday Inn in Downtown Binghamton. State Police arrested 30 year old Ethan David of Norwich for Criminal Mischief, following a report of a fight in a residence on White Store Road in the town of Norwich. State Police arrested 16 year old Emmanuel Coy of Whitney Point, for felony Making a Terroristic Threat, following the investigation of the previous threat against the Whitney Point High School that resulted in the arrest of another teenager on February 15th. Coy was arraigned and was remanded to Broome County Jail on $2,500 cash bail. The investigation revealed no threat to the school or the public.

Following an investigation into a threat toward the Otselic Valley School District on March 9th, a 17 year old Plymouth youth was arrested for Making a Terroristic Threat & was arraigned in Chenango County Court and remanded to the Chenango County Correctional Facility on no bail. NYSEG has restored power to nearly all of the more than 203,000 customers that were impacted by the 2 winter storms that hit the region over the past week. The storms had heavy, wet snow and high winds that caused severe damage to electrical infrastructure through the Northeast. NYSEG crews, tackled more than 3,000 downed wires and hundreds of broken poles in the hardest hit areas of The Catskills.

Oneonta City Police arrested 30-year-old John Smith of Oneonta & 24-year-old Duane Oates of Schenectady foo multiple counts of Criminal Possession of a Controlled Substance, for allegedly possessing cocaine in their vehicle. Both men face action in Oneonta city court shortly; additionally Oates was wanted on a parole warrant & was sent to the Otsego County jail.

State Police arrested 33-year-old Houston Hollister of Oneonta for Endangering the Welfare of an Incompetent or Physically Disabled Person. The arrest stemmed from a report that Hollister allegedly pushed and kicked a resident while he was employed at a residential home for people with developmental disabilities in the town of Milford in December. Hollister was arrested Thursday & was issued an appearance ticket returnable to the town of Milford Court on March 15th.

This afternoon U.S. Senator Kirsten Gillibrand will appear at 2:25 at Co-owners of 3i Graphics & Signs to push bipartisan legislation, the Investing in America’s Small Manufacturers Act. Gillibrand states that the bill would increase the availability of affordable loans for small manufacturers through the Small Business Administration’s loan guarantee programs, it would also eliminate a penalty that new manufacturers are required to pay when applying for an SBA 504 loan. Governor Cuomo announced that for the 2nd consecutive week, the number of laboratory confirmed influenza cases has decreased. Last week, 6,414 laboratory confirmed influenza cases were reported to the State Department of Health, The number of weekly hospitalizations decreased for the 4th consecutive week, with 1,026 New Yorkers hospitalized for lab confirmed influenza.

NYSEG, crews and contractors continue restoration work after a 2nd winter storm blanketed the Hudson Valley region with an additional 10-16 inches of heavy, wet snow, resulting in further damage to the electrical infrastructure. 11,000 customers are without power in the company’s Brewster and Liberty divisions, NYSEG has restored power to nearly 25,000 customers in the two divisions since Thursday morning, and they expect to return power to at least 90% of customers by 11:45 PM Saturday. Restoration crews addressed over 2,700 downed lines and 373 broken poles.

The Firemen’s Association of the State of New York urges all New Yorkers to take this opportunity check their smoke and carbon monoxide alarms to ensure their homes are properly protected, if alarms have removable batteries, they should be replaced. Delaware County Sheriff’s Deputies and State Police bomb detection canine responded to the Robert W. Harrold BOCES campus Tuesday afternoon, following the discovery of bomb threat, the investigation revealed no evidence of an explosive device. The Delaware County Sheriff’s Office announced the arrest of a 16-year-old male student from the Unatego school district for Falsely Reporting an Incident, he was arraigned in the Town of Meredith Court and he was released pending future court action.

Governor Cuomo today announced the expansion of mobile addiction treatment and transportation services in New York. More than 20 vehicles have now been purchased by nine providers across the state, with more expected to be purchased in the coming months. More than $1.6 million has been made available for providers to purchase vehicles through this initiative. Locally, Addiction Center of Broome County will recieve 2 vans which will be outfitted for telepractice purposes.

State Senator Jim Seward introduced legislation to increase criminal penalties for individuals who cause a fire or explosion while manufacturing illegal drugs. This legislation was crafted in the wake of a fatal fire that claimed the life of a Homer man in 2016. The legislation was crafted after Homer Police Chief Robert Pitman and Cortland County District Attorney Patrick Perfetti pointed out loopholes in the current law regarding drug related fires following a tragic event in Homer. Senator Seward’s bill has been referred to the Senate Codes Committee.


The tractor trailer bans that were placed on several highways area Interstates have been lifted last night, as the Winter Storm moved further east than anticipated. Currently, over 154,000 utility customers are without power in the Hudson Valley & downstate, Governor Cuomo also doubled National Guard’s deployment of troops to 400 to assist wellness checks on residents and other response and recovery efforts.

State Police arrested 19 year old Jacob Sprague of Worchester for felony Grand Larceny, Sprague allegedly took a credit card that was not his and spent over $747. Troopers located Sprague in the town of Westford and arrested him, he was released on an appearance ticket and scheduled to appear in town of Westford Court on March 20th.

The Broome County Special Investigations Unit Task Force executed search warrants in Endicott & Vestal, following a traffic stop in Endicott, 4 Broome County residents & 2 from Kentucky have been arrested on Drug charges, police seized crystal meth, crack cocaine, morphine, oxycodone, $24,000 in cash form suspected drug sales, 2 loaded handguns, including 1 stolen from Kentucky, plus drug packaging, digital scales, plastic packaging and drug paraphernalia. All 6 were arraigned, 5 were remanded to the Broome County jail pending future court action.

Governor Cuomo today issued a Travel Advisory for all areas east of I-81 as well as a travel ban on tractor trailers on certain roads beginning at 8:00 AM, due to the winter weather conditions. Once the advisory and ban go into effect, all tractor trailers, tandem trailers, buses, box trucks, and other high profile vehicles will be restricted from entering: I-88 from Binghamton to Albany, I-81 from Pennsylvania line to the New York State Thruway, & Route 17 Binghamton to I-84.

State Police arrested 23 year old Mark Allen of Fenton for Criminal Possession Marihuana. Allen was a passenger in a vehicle stopped by troopers for numerous traffic violations in the town of Windsor. An investigation revealed that Allen had approximately 100 grams of marijuana in his possession. Allen was released on tickets returnable to the town of Windsor Court on March 6, 2018.

The DCMO Robert W. Harrold BOCES Campus in Masonville was evacuated at the end of the school day today, after a threatening note was found in a boy’s bathroom, according to Superintendent for Instructional Service Michael McDonald. Governor Cuomo updated the status of storm recovery operations in the Hudson Valley as a second winter storm is being forecast to impact New York.  Last week’s storm caused extensive damage to electric utility infrastructure, including hundreds of broken utility poles and damage in remote locations, however power outages have continued to steadily decrease. Thousands were still without power in the Hudson Valley, about 800 were without power in Delaware County early this morning.

The lock-down on the Utica College campus was lifted late Monday Afternoon, with Residential students returning to their dorms, & Commuter students, faculty and staff were allowed to leave the campus last night.  Law enforcement remained on campus last night as they continued the investigation, following the school receiving a report of a gunman on campus, which officials deemed as “Not Credible”. Classes were back in session today, so far, no arrests have been made.

State Police arrested 42 year old Kenneth Barrows of Binghamton for Criminal Obstruction of Breathing and Assault,  after Troopers responded to the Upper Delaware Inn, in Hancock after Barrows allegedly struck & choked a woman. State Police arrested 37 year old Lisa Keyes of Fenton for Aggravated DWI with a B.A.C. result of .21%, plus Reckless Endangerment and multiple traffic violations. Troopers arrested Keyes after she led Broome County Sheriff’s Deputies in a pursuit where she was observed traveling in the wrong direction on I-88, I-81 and State Route 17. Troopers went ahead of Keyes on Route 17 in the town of Union where she finally stopped. Keyes was released and is scheduled to appear in the town of Union Court on April 3rd.

State Police arrested 29 year old Astrid Paulis of Worcester for Aggravated DWI with a B.A.C. result of .22% and other traffic offenses. A motorist on State Route 23 in the town of Davenport contacted 911 after they observed a 1-car motor vehicle accident. Troopers located Paulis at her residence, she was released on tickets for town of Davenport Court on March 27th.

Delaware County Sheriff Deputies observed a vehicle recently in Walton, at 52 miles an hour in a posted 30 mile an hour zone. Deputies arrested 19 year old Joseph Butler of Cortland Manor, deputies seized a large amount of marijuana, Butler was charged with Speeding & Criminal Possession of Marijuana, he was arraigned in the Village of Walton Court & was remanded to the Delaware County Correctional facility in lieu of $2,500 cash bash, pending future court action. Deputies were assisted by Walton Police.

Delaware County Sheriff’s Deputies investigated a complaint at the Charlotte Valley School Thursday, relating to a threat made by an elementary student at dismissal time that day. Deputies issued a juvenile appearance ticket to an unidentified 8-year-old Davenport youth, who allegedly threatened to burn down the School, the student was charged with making a terroristic threat, & will appear at the Delaware County Probation Department at a later date to answer that charge.

New York State Police and the Utica Police Department are investigating a threat at Utica College earlier today. Staff and students at Utica College received an alert at about 11:00 AM today, that the campus was on lockdown because of the threat, everyone was ordered to stay where they were while the threat was investigated. There is no confirmation of any shots fired on campus, and there are no injuries reported. Law enforcement continues to investigate threat. Local, state, and federal law enforcement are on scene.

State Police arrested 26-year-old Christopher Neumann of Castleton in connection with a collision that injured 2 troopers & 2 tow truck operators early Sunday on Interstate 90. Troopers Brent Karow and Shane Swartz were investigating an unrelated 1-car crash on I-90 in North Greenbush at approximately 5:15 a.m. Sunday, when Neumann’s vehicle struck their patrol car, which then hit both troopers and tow truck operator, Jeffrey Waite. Trooper Karow was thrown 70 feet into the median, while Trooper Swartz and Waite were thrown under the tow truck, all 3 were taken to Albany Medical Center, a 2nd Tow Truck employee was hit by flying debris & was treated at the scene. Neumann was charged with 1st degree vehicular assault, DWI and numerous other traffic violations, he was arraigned & was remanded to the Rensselaer County Jail.

Delaware County Sheriff’s Deputies arrested 49-year-old Daniel Fisher of Franklin Sunday on charges of Criminal Contempt & Harassment, for allegedly violating an Order of Protection. Fisher was arraigned in the Town of Franklin Court and remanded to the Delaware County Correctional Facility, pending action in Town of Franklin Court & Delaware County Family Court at a later date to answer the charges.

State Lawmakers are waiting for Leadership to come to an agreement on available revenue so that a state budget can be put together by the deadline, local Assemblyman Cliff Crouch comments:

Governor Cuomo announced that the state has moved its fall primary election date back 2 days so it doesn’t interfere with the anniversary of 9/11 or a Jewish holiday. Cuomo signed the law Friday to move the primary to Thursday, September 13th.

The State University of New York has established a task force to focus on food security issues at its 64 campuses. The SUNY system reported that 70% of its campuses have a food pantry for students or partnerships with community organizations that provide meals. SUNY Chancellor Kristina Johnson said the goal is for all campuses to have food pantries or arrangements with community groups that provide resources for food.

Congresswoman Claudia Tenney announced her re-election campaign Saturday; she is running against Democratic State Assemblyman Anthony Brindisi of Utica for the 22nd Congressional District. Tenney was elected to the seat in 2016, replacing retiring Congressman Richard Hanna.

NYSEG made progress following the significant winter storm on Thursday. The storm resulted in more than 188,000 outages, as of Sunday morning, 117,000 customers had power restored. The company expects more than 90% of customers affected by the storm in the Catskills region to restored by 11:45 pm tonight.

State Police arrested 49 year old Harvey Scott of Oneonta for Petty Larceny, after Scott allegedly walked out of the Oneonta Walmart with a cart full of items totaling $676. Harvey was remanded to the Ostego County Jail on $1,000 cash bond or $2,000 bail.

The Storm is knocking out power all over the state this Afternoon. NYSEG reported that over 5700 customers were without power in Delaware County, over 520 were without power in the City of Oneonta, over 340 lost power in the Windsor area, crews are working as quickly as possible to restore power during the storm.

State Attorney General Eric Schneiderman announced the guilty plea and admission of former State Senator George Maziarz, who pleaded guilty to Offering of a False Instrument for Filing, related to a pass-through scheme in which he used money from his campaign committee to funnel secret campaign payments to a former Senate staffer, Glen Aronow, who had left government service following charges of sexual harassment. The plea was entered today in Albany County Court.

Governor Cuomo announced $30.8 million in New New York Broadband Program Round 3 grants have been awarded in the Southern Tier. The awards will drive more than $46.4 million of public-private broadband investment and provide 17,796 homes and other locations in the region with access to high-speed Internet. In total, 13 awarded projects will address unserved territories in the Southern Tier. Nearly 1,500 miles of broadband infrastructure will be deployed.

Former Erie County Executive Joel Giambra ended his Republican bid for Governor of New York on Thursday. Giambra may continue his efforts on the Reform Party line. Giambra’s decision leaves Syracuse area State Senator John DeFrancisco as the sole prominent Republican left in the race to challenge incumbent Andrew Cuomo.

State Police arrested 42 year old Nicole Proper of Middletown, for 2nd degree Assault, Criminal Possession of a Weapon and Endangering the Welfare of a Child. Proper was arrested after an argument with a victim, where Proper allegedly slashed the victim on the chest with a kitchen knife during the argument. The victim suffered superficial wounds, a child in the home called 911. Proper was remanded to the Delaware County Correctional Facility pending action in Middletown Court on March 6th.
