State Police were dispatched to 741 Hawleyton Road in the town of Binghamton for a report of a fatal accident involving construction equipment operated on private property. The deceased was identified as 56 year-old Anthony Gawlinski, he was removed to Wilson Hospital for an autopsy, The Investigation is continuing

State DOT announced the start of work on the $1.9 million replacement of the State Route 7 Bridge over Kelsey Brook in the Village of Afton. The bridge will be strengthened and elevated two feet to better protect it against flooding. The new bridge will have a larger opening for the waterway below, making it less susceptible to flooding. Construction will be completed in two stages; the first stage calls for traffic to be controlled by temporary signals when a lane of the roadway is closed. The winter traffic pattern is scheduled for November 1, 2018, to April 15, 2019. The second stage of construction calls for temporary traffic signals when the roadway is reduced to a single travel lane through October 31, 2019.

State Senator Jim Seward announced senate passage of legislation to preserve voter choice in Otsego County. Seward’s bill was developed following a minor administrative oversight where Otsego County Board District 10 Representative Dan Wilber inadvertently overlooked the requirement to sign his oath of office within 30 days of his swearing-in triggering an automatic vacancy. While he has been legally reappointed to the position by the county board, his office will be open for election again this November to fill the final year of the term. The new bill, if signed in to law, would allow Wilber to complete the two-year term he was elected to serve. The bill has been forwarded to the state assembly.

36-year-old Mike Rivera, Jr. of Binghamton pleaded guilty in Broome County Court for the December attack of a woman in Binghamton. Rivera pleaded guilty to 2nd degree Attempted murder, Attempted assault, 2nd degree Assault, Strangulation, Sexual abuse, & Unlawful imprisonment, first degree, for stabbing the woman with a knife, strangling her, and subjecting her to unwanted sexual contact. Sentencing is scheduled for August 31st.

47 year old Timothy Lee of Vestal has been arrested by the Binghamton Police Department for 2 counts each of criminal sex act and endangering the welfare of a child. Lee is accused of performing sexual acts with a 15 year student, while serving as a teacher in the Binghamton City School District; he was released in his own recognizance pending additional court action.

Governor Cuomo proposed an additional $125 billion investment in infrastructure over the next 5 years, for the next phase of an infrastructure program to build a new New York and create middle class jobs. 2 Otsego County Jail inmates were arrested by the Otsego County Sheriff’s Department. 39 year old Nancy Callahan of Richfield Springs was arrested after an investigation allegedly found her to be in possession of crack cocaine while incarcerated at the jail. She was charged with promoting prison contraband, & criminal possession of controlled substance, she remains incarcerated on a $10,000 cash bail. 32 year old Mark Russitano of Utica was arrested Monday, May 7 following an investigation into an alleged physical altercation against another inmate at the Correctional Facility. He was charged with attempted assault and remains incarcerated without bail.

State Police investigated another school threat incident at the Charlotte Valley School Distinct on May 3rd. Troopers charged an unidentified 9 year old with making a terroristic threat, classes at the district resumed the following day, there was no actual threat to the safety of students & staff.

The New York State Department of Health is warning of a potential measles outbreak at several locations. The department reported that an international traveler from Europe who has been confirmed to have measles visited multiple places in Elmira, Dansville, & Niagara Falls, potentially exposing others to measles on April 30, May 1, and May 2. The health department Officials said anyone with symptoms like muscle pain, fever, or fatigue should see a doctor immediately.

State Police arrested 36 year old Luke Remillard of Otselic for criminal mischief, for allegedly intentionally smashing his car at a residence in April. Remillard was arraigned & was remanded to the Chenango County Jail on $1,000 cash bail pending court action on May 14th.

Attorney General Eric Schneiderman has resigned, following a report on allegations of assault by multiple women in The New Yorker. The Manhattan District Attorney’s office said they had opened an investigation into the allegations of Schneiderman being physically violent to women; Governor Cuomo called for his resignation Monday. Delaware County Sheriff’s Deputy’s arrested 61 year old Robert Wenzel of Delhi for DWI, failure to maintain lane, after a motor vehicle accident on State Highway 28 in the Town of Delhi. Wenzel was arraigned in the Town of Delhi Court and was released on his own recognizance and is scheduled to appear at a later date.

Delaware County Sheriff Deputies responded to a 911 call of a domestic dispute April 29th at the East Branch Motel in Hancock. Deputies were notified that the victim had escaped from the suspect and was now locked in another room of the motel, she was removed from the scene and transported to Delaware Valley Hospital where she was treated for her injuries and later released. Deputies found 31 year old Donald Ostrander of Deposit in a wooded area, he was charged with Burglary, Strangulation, Criminal Possession of a Weapon, Menacing, Unlawful imprisonment, Criminal mischief & assault, he was arraigned & was remanded to the Delaware County Correctional Facility on $10,000 cash bail pending further court action.

The Otsego County Sheriff’s Office announces the arrest of 25 year old Damian Bouton of Oneonta; following a dog complaint in the Town of Laurens. Bouton abandoned a brindle pit-bull mix, the animal is now in the care of the Pittsfield Vet Clinic. Governor Cuomo today announced that $20 million in new state funding is now available to support safety improvements, modernize operations and enhance the economic competitiveness of New York airports. Molinaro & his wife earned $174,048 last year, most of it as the Dutchess County executive, and from a rental property. Currently he is the only remaining Republican looking to challenge Andrew Cuomo for Governor this year. Democratic candidate; actress cynthia Nixon released her tax returns Friday, she earned about 1.5 Million dollars last year, through investments & acting & royalties, she gave $53,000 to various charities. Governor Cuomo’s returns showed that he had $212,000 in income and a combined tax bill of $55,000 in 2017; He gave $11,000 in charitable contributions.

US Senator Charles Schumer says the Food and Drug Administration should immediately ban e-cigarette flavors like candy and cookies that can appeal to young people, following reports that teens and children are increasingly using e-cigarettes. Schumer released a letter to FDA Commissioner Scott Gottlieb saying the agency had the legal authority to regulate e-cigarette flavors, Schumer praised steps the FDA has taken, including issuing warning letters last week to 13 manufacturers, distributors and sellers over marketing that has e-cigarette products looking like juice boxes and candies, but wants to see more.

About 10,000 NYSEG customers were without power Sunday evening following a storm system that passed through the upstate Counties over the weekend. About 85 were without power in Broome & Chenango Counties from that system as of Sunday night.

The city of Oneonta is taking steps to evict residential tenants at 195-201 Main Street; the action will remove tenants in the upstairs apartments, but not the retail stores on the first floor, after the landlord ignored warnings from the city to repair multiple safety issues.

The Center for Disease Control has released a report that states that over the last 13 years the number of illnesses has tripled from mosquito, tick, and flea bites. As the summer inches closer & the insect population becomes more prevalent, the CDC recommends using repellent with 20% or more DEET, or applying permethrin on your clothing. They also suggest washing all clothes on in hot water and dry them on a hot setting to kill off any remaining ticks.

The Guataleman man at the center of a recent controversy in Oneida County between ICE agent & Governor Cuomo, was indicted Wednesday on a charge of Illegal re-entry into the United States. Marcial DeLeon-Aguilar was detained on April 18th by when U.S. Immigration and Customs Enforcement agents raided the Collins family farm in Rome, where he had been working and living with his pregnant wife and 4 children. DeLeon-Aguilar has been deported 3 times since 1997: 1 time after an aggravated assault conviction, and 2 times after his illegal re-entry into the U.S.

A new survey from Quinnipiac University has Governor Cuomo leading actress Cynthia Nixon by a 50% to 28% margin. The poll also has Cuomo with a comfortable lead over the likely Republican nominee, Marcus Molinaro by a 57 to 26% margin.

Construction is underway in the town of Franklin, where a roundabout is being placed at the intersection of State Route 357 & 28. The construction is expected to be completed by the end of November, Traffic at the North Franklin intersection of Route 357 and Route 28 will be controlled by flaggers with a daily lane closure and alternating traffic, while work is being done between 7:00AM & 5:30 PM, and after work is done for the day, the area will be reopened to two lanes of traffic.

The National Weather Service announced “A Red Flag Warning” is in effect until 9:00 tonight, over much of the WCDO listening area. A red flag warning mean that critical fire weather conditions are possible. a combination of strong winds, low relative humidity, and warm temperatures can contribute to extreme fire behavior, officials advise residents to obey all burn bans currently in effect, during a Red Flag Warning.

Lieutenant Governor Kathy Hochul said that she is still running with Governor Cuomo for the Democratic Party Gubernatorial Nomination this year. Hochul was mentioned in her home area of Buffalo as possible seeking a congressional seat there, she has denied those reports.

A new poll released by Zogby Analytics shows Democratic Assemblyman Anthony Brindisi ahead of Republican incumbent Claudia Tenney in the race for the 22nd Congressional District. Brindisi had 47% with Tenney at 40% & 13% undecided.

Otsego County Sheriff’s department & Emergency crews responded Tuesday morning at about 9:10, to a 2 vehicle crash on State Route 166. Deputies reported that 67 year old George Murray of Cooperstown crossed into the opposing lane into a vehicle driven by 49 year old Susan Edmonds of Cherry Valley. Both were transported to Bassett Medical Center, Murray was ticketed for Failure to keep Right.

Chenango County Sheriff’s Office cleaned up “Tent City” which was located along the Chenango River behind the North Plaza on City of Norwich property. The Sheriff’s Office cleaned up between 50-60 used needles, 16 – 50 gallon sized garbage bags of garbage and other larger items that were left behind by the occupants. Clean up took several hours and involved the Norwich Fire Department, Oxford Fire Department and the City of Norwich DPW.

Governor Cuomo signed legislation to remove guns from domestic abusers and close a loophole in state law that will ensure domestic abusers are required to surrender all firearms, not just handguns. The Governor also announced he is advancing new legislation to extend the waiting period for individuals who are not immediately approved to purchase a firearm through the National Instant Criminal Background Check System from 3 days to 10 days.

State DOT Officials announced that work has resumed on the $3.2 million rehabilitation of the East Bosket Road Bridge over County Route 28 in Windsor and State Route 17 in Sanford. The project, scheduled for completion this fall, will replace the concrete bridge deck and install new steel railings along each side of the structure. The approaches to the bridge also will be repaved.

NYSEG reported that about 1200 customers are without power this morning in Chenango County. About 1100 of those affected live in the towns of Greene & Coventry, NYSEG officials said that there were several substations experiencing arcing between Oneonta and Binghamton.

Governor Cuomo announced more than $100 million in state funding to repave and enhance roadways impacted by the harsh weather this past winter. The projects will take place throughout the summer and into fall, and will be completed this year. Locally, $2.1 million will go to resurface Route 10 in the Town of Walton to the town of Hamden, $1.8 million will be used to resurface State Route 12 in Sherburne, $1.8 million will go to to resurface Route 28 from the Village of Andes line to the Little Delaware River, & $630,000 to resurface State Route 41 from Route 220 to the Cortland County line in Chenango County.

The Chenango County Sheriff’s Office arrested Brent McDaniel of Norwich after executing a search warrant Monday. McDaniel was charged with Criminal Sale of a Controlled Substance, he was arraigned in the City of Norwich Court & was remanded to the Chenango County Jail on $25,000 cash bail pending additional court action.

The State Senate passed a package of bills to have tougher penalties for drug dealers selling heroin, as well as for fraudulent medication prescriptions that fuel opioid addictions; measures to protect dealers from preying on children; and legislation that expands the types of dangerous controlled substances regulated by the state. The bills were sent to the Assembly for consideration.

State Senator Jim Seward announced senate introduction of legislation he co-sponsors which would eliminate the use of high-stake standardized tests to evaluate teachers and principals. The bill would eliminate the tests entirely and require the State Education Department to establish an alternative teacher assessment system. The senate bill and companion legislation (A.10475) introduced in the assembly are each sponsored by the respective chamber’s education committee chair.

The 2nd trial of former Assembly Speaker Sheldon Silver gets underway today in New York City. Silver was convicted of using his political influence for political favors; the conviction was tossed last summer, when appellate judges in the 2nd Circuit ruled that the definition of “official acts” had been changed by a previous Supreme Court decision in the public corruption case of former Virginia Governor Bob McDonnell.

Delaware County Sheriff’s Deputies arrested 35 year old Daniel White of Mt. Upton for Aggravated Unlicensed Operation of a Motor Vehicle, use of a Vehicle without an Ignition Interlock Device, Unlawful Possession of Marihuana, plus several other traffic violations, on Circle Drive in the Village of Sidney. White was arraigned at the Village of Sidney Court and remanded to the Delaware County Correctional Facility in lieu of $2500 cash bail. White is scheduled to return to the Village of Sidney Court at a later date to answer the charges.

State Comptroller Tom DiNapoli released a report on the recently enacted state budget. DiNapoli’s report finds the enacted budget increases General Support for Public Schools by 3.4% and provides an additional $50 million in competitive grants for prekindergarten, after-school and other programs. The Budget holds flat most direct aid to local governments; it is funded at $715 million, the same level for the last 6 years. The budget also maintains the appropriation for the Environmental Protection Fund at $300 million.

Hartwick College has received a $300,000 grant from The Clark Foundation to help fund a new Hospital Suite Simulation Unit for the College’s nursing department. The new equipment will be located in repurposed space in Smith Hall. The grant will enable the College to better prepare its nursing students to enter the field, and grow the department by another 10 students. This is the fourth such award from the Foundation since 2011.

Governor Cuomo announced nearly $2.2 million will be awarded to 34 farms across the state through the Climate Resilient Farming Grant Program, to help farms reduce their operational impact on the environment and better prepare for and recover after extreme weather events. In the Southern Tier; Chenango County Soil and Water Conservation District was awarded $77,255 to work with 6 farms to implement cover crops, which are planted to improve soil quality, reduce erosion, and to increase soil organic matter to improve resiliency during periods of flood and drought.

Broome County Special Investigators seized 200 bags of heroin, drug packaging materials, marijuana and $300 in suspected drug money from a Chenango Street residence in the City of Binghamton. The Broome County Special Investigations Unit (SIU) Task Force on Wednesday executed a search warrant at 66 Chenango Street. Police arrested 38 year old Juan Delacruz of Binghamton on a felony drug possession charge. Delacruz was arraigned in City of Binghamton court and remanded to the Broome County Jail.

State Senator John Bonacic announced Friday that he will not be running for another term. Bonacic has served in the state Senate for 20 years & has served in elected office for more than 4 decades. Bonacic’s 42nd District includes the Masonville, Delhi, Hamden, Walton, Tompkins and Colchester.

State Senator John DeFrancisco said Friday he will not seek re-election and plans to end his 40-year career in politics when his term expires at the end of the year. DeFrancisco had considered a run for Governor but he announced Friday that he will retire from the Senate & from politics.
