Broome County Sheriff’s Office responded to the intersection of Colesville Rd and Sanitaria Springs Rd. in the Town of Colesville at about 6:10 last night for a 2-car motor vehicle accident. A pickup truck driven by 42 year old Christopher Condon of Binghamton collided with a Subaru driven by 56 year old Edson Kitchen of Bainbridge, Deputies determined that the Condon vehicle had the Right Of Way. Kitchen & his wife Mary were pronounced deceased at the scene. Condon sustained minor injuries and was transported to Lourdes Hospital, where he was treated and released. The accident is under investigation.

State Police arrested 26 year old Kayla Burch of Rhinebeck for DWI after Troopers observed a vehicle speeding on Main Street in the village of Unadilla. Burch was arrested and released on appearance tickets returnable to the town of Unadilla on July 9th.

The State Comptroller’s office completed an audit of the Village of Afton. The Audit found that the village Board did not properly manage fund balance levels, did not provide proper oversight of the Clerk-Treasurer’s cash receipts and disbursements & did not ensure that water rents and penalties were properly billed. The audit suggestes that the Village Develop a fund balance policy that should be maintained to meet the Village’s needs, Segregate the Clerk-Treasurer’s financial duties or establish sufficient compensating controls to provide additional oversight & Ensure that all system users are properly charged for water use and penalties.

State Lawmakers are pushing for a bill to install cameras in school busses, to try to stop an estimated 50,000 drivers from passing busses with its flashers on each year. The cameras would capture the license plate of vehicles that fail to stop behind school buses and issue them with a fine of up to 250 dollars. The bill has been stalled in the legislature since 2013.

A bill that would ban minors under 18 from using indoor tanning devices passed on Tuesday in the New York State Senate. The bill removes procedures in granting 17 to 18 year olds access to tanning booths and exempts licensed physicians who use or prescribe a phototherapy device with respect to a patient of any age. Current law prohibits children under 16 years of age from using tanning facilities. The bill has already passed in the Assembly. It now goes to the Governor.

State Police arrested 24 year old Demario Reed of Guilford for DWI with a reported B.A.C of .17%. Troopers were dispatched to a one car crash into a guiderail on State Highway 7 in the town of Otego, where Reed was arrested; he was released and will appear in the town of Otego Court on June 21st.

State Police arrested 22 year old Brandon Ortiz of Stamford for Aggravated Harassment & 2nd degree Harassment, after Troopers received a complaint that Ortiz struck a victim and later threatened the victim over social media. Ortiz was arraigned and was released on $500 cash bail; he is scheduled to reappear in court on June 12, 2018.

Governor Cuomo announced a $62 million investment for the Pedestrian Safety Action Plan, to utilize engineering, education and enforcement campaigns to enhance pedestrian safety across the state. More than $22 million is already being used for the 1st projects on state roads, while $40 million is being invested to enhance pedestrian safety on local roadways. In the Southern Tier; Work will begin soon to make $3.8 million in safety upgrades at 123 locations, 48 sites this year & another 75 sites to be completed in the summer of 2019.

The contract to keep the Veterans Affairs Clinic on State Route 7 in Bainbridge will expire at the end of the year, they see between 75 to 100 Veterans a day, and are scheduled to get a 2nd doctor to serve their, yet the facility may be moved to Oneonta. Ruth Tompkins of Chenango Links said that their group is trying to keep the clinic in Bainbridge:

Tompkins said that Chenango Links is urging area veterans & residents to contact Congresswoman Claudia Tenney or Congressman John Faso to try to get the Bainbridge clinic, with 2 doctors, renewed before the end of the year. Tompkins said that such efforts worked in 2014, when then-Congressman Richard Hanna successfully kept the clinic from moving from Bainbridge.

Oneonta-area non-profit organizations are getting an assist from students in a Hartwick College grant writing class. Students in the “Introduction to Grant Writing” class, partner with a local organization with the goal of developing and submitting a grant proposal on their behalf. The National Baseball Hall Of Fame announced that the 2018 Inductees Exhibit is open and will remain on display through May 2019. State DEC Commissioner Basil Seggos announced $4 million in grant funding for generators of excess wholesome food and food scraps to expand their capacity to donate it to organic recycling facilities. An estimated 40% of the food produced in the United States goes uneaten while about 2.5 million New Yorkers go hungry. Seggos said that much of the wasted food is disposed of in solid waste landfills where its decomposition accounts for more than 15% of emissions of methane, which is a potent greenhouse gas. Referencing the recent suicides of designer Kate Spade and celebrity chef Anthony Bourdain, Senate Minority Leader Chuck Schumer commented that federal funding of suicide prevention needs to be increased after years of stagnant growth. Schumer said that the 3 most successful suicide prevention programs are The Garrett Lee Smith Suicide Prevention, The Suicide Prevention Lifeline & The GLS Suicide Prevention Resource Center; he said those 3 programs have received $50 million annually combined since 2013 without any increase.

Delaware County Sheriff’s Deputies arrested 34 year old Jessica Palmatier of Margaretville for 1 count of endangering the welfare of a child & unlawful possession of marijuana. Deputies allege that Palmatier neglected the appropriate care of a 3 year old child she was responsible for while engaging in smoking marijuana. Palmatier was issued appearance tickets and is scheduled to reappear at the Town of Middletown court at a later date to answer these charges.

The State DEC reports that the number of Toxic Algae Blooms in the state has doubled in the last few weeks. the state recorded blooms in 19 bodies of water from central New York to downstate, only 10 were recorded on the Memorial Day weekend. The state is working on algae-reduction plans for a dozen lakes; some provide drinking water for neighboring communities.

The murder and arson trial of Ernest Franklin has been adjourned until November in Chenango County Court.  Jury selection was scheduled to begin Monday in the murder and arson trial of Ernest Franklin.  Franklin and his wife, Heather were indicted on charges of 2nd-degree murder, arson and tampering with physical evidence in the death of their 16 year old son Jeffrey at their town of Guilford home in March of 2017. The Franklins will face separate trials.

A plan to ban plastic grocery bags in New York State is not expected to pass the state legislature before the end of the 2018 session this month. Governor Cuomo proposed the idea earlier this year, a bill was introduced in the State Senate, but there was no companion legislation filed in the Assembly.

The State Attorney General’s office has filed charged against 2 former owners of an Otsego County nursing facility. Joseph Zupnik & Daniel Herman face charges of endangering the welfare of residents at the former Focus Rehabilitation & Nursing Center in the town of Otsego, the owners and their company is accused of reducing staffing to dangerous levels after acquiring the facility from the County in 2014. Centers Health care took over the facility earlier this year.

FOX 40 & MY 8 in Binghamton will again be offered by Spectrum Cable, after it was announced that Northwest Broadcasting reached an agreement with Charter Communications, the parent company of Spectrum Cable. Several Northwest owned TV stations have been off the Spectrum line-up since February in the Binghamton & Syracuse markets, as well as stations in Arizona, California, Idaho & Washington. Spectrum officials said that the affected stations should return to their line-up today.

The demolition of buildings at the Amphenol site at 191 Delaware Avenue is continuing. Several buildings from the company’s former site are being taken down; the Plating facility will remain at its current location there. The demolition is expected to continue for the next 2 to 3 months.

The New York State Education Department announced that the Unadilla Valley School District will get a $775,000 grant, to fund a program where students can receive college credit for courses before leaving high school. The Grant is good for 5 years of the program.

State Police will conduct a week-long enforcement initiative to crack down on speeding and aggressive drivers, running today and through Wednesday, June 13th. Troopers will be using both marked State Police vehicles and Concealed Identity Traffic Enforcement to blend in with traffic. During the August 2017 Speed Week campaign, State Police issued more than 19,000 traffic tickets including more than 7,900 for speeding, and over 580 for distracted driving. Speeding is listed as a contributing factor in nearly one third of all fatal crashes in New York State.

Congressman Sean Patrick Maloney announced his bid for the state attorney general’s position. Maloney is the 4th Democrat to enter the race, after Letitia James, Leecia Eve; & Zephyr Teachout, the nominee will be determined in the September primary. 3 men were arrested after State Police CNET and Troopers conducted a vehicle and traffic stop in Johnson City. A search revealed a hidden compartment containing Fentanyl, Oxycodone, suboxone, powdered heroin, a digital scale, packaging material, marihuana and $5,945 in cash. Police arrested 27 year old Coren Walker of the Bronx, 40 year old Scott Layton of Johnson City, & 24 year old Giovanni Foster of Johnson City, on a variety of drug charges, All 3 were arraigned and remanded to the Broome County Jail without bail.

Delaware County Sheriff’s Office’s arrested 47 year old Shawn Maynard of Randolph, at the Champaign County Jail in Illinois. This arrest followed an investigation of a January 2015 accident on State Highway 30 in the Town of Colchester where a woman suffered serious injuries. Maynard was returned to Delaware County, he was arraigned for Driving While Ability Impaired by a Combination of Drugs and Alcohol, Vehicular Assault & 2nd degree Assault, and he was remanded to the Delaware County Jail pending further court proceedings.

The Broome County Special Investigations Unit Task Force Arrested 2 people on drug charges after they searched a vehicle and a hotel room Tuesday. 30 year old Johnnah Degraw of Binghamton & 36 year old Marlon Graham of East Patchogue are accused of possessing crystal meth, Suboxone strips, drug packaging materials and $1,066 from suspected drug sales. Both were charged with criminal possession of a controlled substance & criminally using drug paraphernalia, they face court action shortly.

Governor Cuomo today announced that more than $43.8 million will be awarded to support cancer prevention and early detection programs statewide over the next 5 years. The programs receiving these funds participate in the New York State Cancer Services Program, which aims to reduce disparities in breast, cervical, and colorectal cancer incidence and mortality through free cancer screening for uninsured and underinsured, low-income populations. Broome County District Attorney Steve Cornwell announced that in May, there was no overdose deaths in the County for the 2nd straight month, there were also no overdose deaths in February. There have been 8 overdose deaths in Broome County this year so far, there had been at least one every month for 5 years prior to February.

Governor Cuomo announced an extreme risk protection order law that would prevent individuals determined by a court that are likely to engage in violent conduct from purchasing, possessing, or attempting to purchase or possess any type of firearm. The legislation would make New York the first state in the nation to empower its teachers and school administrators to prevent school shootings by pursuing court intervention. No law currently exists in New York State that enables a court to issue an order to temporarily seize firearms from a person who is believed to pose a severe threat of harm to himself, herself, or others unless that person has also been accused of a crime or family offense.

Delaware County Sheriff’s Office and the Walton Volunteer Fire Department Emergency Squad responded to a tractor trailer accident in the Town of Walton last Thursday. 37 year old Joel Klinegardner of Sidney Center was towing a trailer carrying a log skidder, the vehicle’s brakes failed, Klinegardner lost control, the truck struck a sign, the trailer detached & overturned in a parking lot, the truck struck a tree before coming to rest, Klinegardner was not injured, charges will be filed at the conclusion of this investigation.

Last Friday, Delaware County Sheriff’s Deputies conducted a Click It or Ticket/Seatbelt Mobilization enforcement traffic check point on County Highway 7 in the Town of Colchester. Deputies issued a total of 23 traffic tickets for offenses ranging from operating without a seat belt, uninspected motor vehicle, unregistered motor vehicle, aggravated unlicensed operation speed not reasonable and prudent, and driving while ability impaired by drugs. 29 year old Andre Fenner of Bronx was arrested for Driving while ability impaired by drugs, aggravated unlicensed operation of a motor vehicle, unlicensed operator, and unlawful possession of marijuana, among other charges, he will appear in town of Colchester court at a later date.

Delaware County Sheriff’s Deputies arrested 22 year old Ashley Newkirk of Roscoe for Aggravated Unlicensed Operation of a motor vehicle and Unlawful Possession of Marihuana, Newkirk was charged during a traffic and safety checkpoint conducted by Deputies in the Town of Colchester. Newkirk was released on an appearance ticket and is scheduled to return to the Town of Colchester Court at a later date to answer the charges.

Delaware County Sheriff’s Deputies arrested 40 year old Brent Nichols of Walton for DWI and Aggravated DWI with a BAC of more than 0.18%. Deputies were told that Nichols left his home in a vehicle while in an intoxicated condition. He was released on appearance tickets and scheduled to appear before the Town of Walton Court at a later date.

On Saturday, Senator Fred Akshar partnered with representatives from UHS, the Broome County Sheriff’s Office, the Johnson City Police Department and the Southern Tier AIDS Program for a “Shed the Meds” prescription turn-in event at the Oakdale Mall. Volunteers collected over 490 pounds of prescription and over-the-counter medication, including 334 bottles of prescription narcotics and other controlled substances with an estimated street value of over $50,000. Community members participated in free Narcan training held at the UHS Stay Healthy Center, each trainee received a free Narcan kit.

John Czarnecki has been named Director of Athletics and Chair of Physical Education at Hartwick College. He assumes his new position July 16, 2018, and he will oversee 16 NCAA Division III programs. Czarnecki comes to Hartwick College from Hilbert College in Hamburg, NY, where he served as its director of athletics for five years.

State Police & Sidney Police conducted a search warrant of a residence in the Village of Sidney, Police to recovered stolen property from Burglaries in Chenango and Otsego counties. An 18 year old male was charged with 2 counts of felony Burglary, attempted Burglary and Criminal Mischief; He was arraigned and was returned to the Delaware County Jail on unrelated alleged charges. Troopers also arrested 39 year old Jason Blass of Oneonta for attempted Burglary; he was arraigned & was remanded to the Otsego County Jail on $10,000 cash bail or $20,000 bond. Also, an 18 year old male from Unadilla was charged with 2nd degree Burglary & attempted Burglary; he was arraigned in the town of Guilford and remanded to the Chenango County Jail on $10,000 cash or $20,000 bond.

State Police announced that 63 year old Wilson Perez of Otego has been located Sunday morning and in New Jersey & was in good health. Perez was reported missing from his residence on Lower Green Street in Otego Friday afternoon, he reportedly suffers from dementia & was new to the area.

On Monday, at 9:30am, Senator Fred Akshar will join Harpursville Central School District staff and students to unveil a new playground at the Olmstead Elementary school. Senator Akshar was able to secure $135,000 in last year’s State Budget for the improvements to make the playground accessible for children of all abilities.
