Broome County District Attorney Steve Cornwell announced that 31 year old Brett Poyer of Port Crane pleaded guilty today to all charges, Poyer was due to stand trial in Broome County Court today. Poyer pleaded guilty to 2nd & 3rd degree criminal possession of a controlled substance, and 3 counts of criminal use of drug Paraphernalia. Poyer was arrested for allegedly operating a Methamphetamine ring that sold Meth along the East Coast; he faces sentencing on October 18th.

Governor Cuomo is outspending Democratic gubernatorial Race rival Cynthia Nixon by a huge margin, with the Democratic primary less than one month away. Cuomo’s Campaign spent $7.5 million between July 17th & August 13th, while Nixon spent over $600,000 during the same time period. The Governors Campaign fund currently has More than $20 million left, while Nixon’s campaign reported less than $450,000 left for Nixon’s campaign.

Delaware County Sheriff’s Deputies arrested 25 year old Deontre Samuels of Lebanon, Illinois, Thursday for Criminal Mischief and Harassment, following the report of a Domestic incident at the Delaware County Fairgrounds. It is alleged that Samuels engaged his female partner in a physical domestic dispute and also caused damage to the property of the victim. Samuels was arraigned at the Village of Walton Court, he was remanded to the Delaware County Jail on $2000 cash or $4000 bond, pending Action in Village of Walton Court at a later date.

The City of Oneonta has been awarded a New York State Agriculture and Markets Community Growers Grant in the amount of $25,000 to make improvements to the Community Garden located at the Swart-Wilcox Park on Wilcox Avenue. Work at the garden will include installing a new accessible area with 4 raised table top beds, a new accessible path from the street and sidewalk to the garden, reinforced fencing to keep animals out, extending the water system through the length of the garden, a new shed and Communal gardening equipment, and new picnic tables and benches.

State Police arrested 30 year old Noelle Otto of McDonough for Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance. A trooper was dispatched to the Speedway on State Highway 12 in Norwich for a report of a woman who fell out of her car while at the gas pump, Otto was also found to be in possession of heroin. Otto was released on appearance tickets, and then turned over to a sober third party; she is due in the town of Norwich Court on September 6th.

Governor Cuomo signed a measure into law that prohibits anyone under the age of 18 from using indoor tanning booths. The American Cancer Society research shows that indoor tanning devices are particularly dangerous for young people, who may not be aware of the increased risk for skin cancers.

State Police arrested 64 year old William Lindeborn of Windsor for 2nd degree Menacing, following a complaint of a man chasing another man with a baseball bat in the town of Windsor. Lindeborn is accused of raising a baseball bat at a male who was mowing lawns in the area. He was subsequently arrested and arraigned at Central Arraignment. Lindeborn was released on his own recognizance; an order of protection was issued to the victim.

New Yorkers have until this Sunday to register to vote in the primary elections on September 13th. For those registering in person to the board of elections offices, the application must be submitted by Sunday, those registering by mail must have their application postmarked by August 19th and the County Board of Elections must receive it by Friday August 24th. New York State has joined with 14 states & municipalities in a lawsuit against Purdue Pharmaceuticals of Connecticut. The lawsuit claims that Purdue misled doctors and patients about the risk of its opioid products. There were more than 3,000 opioid deaths in New York State in 2016, about 2,400 from opioid painkillers.

BOCES Superintendent Perry Dewey released the list of events that led to yesterday’s evacuation of the Norwich BOCES campus. At 9:25 AM, a written threat was discovered by administration, at 9:35 The police were called & the building evacuation began. The Students were moved to the BOCES Support Services Building, Students with special needs or medical needs were released at approximately 10:40 AM, by 1:30 p.m. all students had been released. State Police cleared the Chenango Campus building by 1:00 p.m. and it was confirmed safe and staff returned to the building by 1:30 p.m. School will resume today, including scheduled regents exams.

State Police arrested 36 year old Joseph Burke of Lenox Dale, Massachusetts for Aggravated Driving While Intoxicated with a reportable B.A.C. of .38%. Troopers who responded to a 3-car motor vehicle crash. After an investigation, troopers determined that Burke rear ended a vehicle which then caused that vehicle to strike the rear of a third vehicle. The operator of the second vehicle suffered neck and leg injuries and was transported to Chenango Memorial Hospital. Burke was released on appearance tickets returnable to the town of Columbus Court on September 5th.

State Police and local law enforcement will be out in force through Labor Day weekend as part of the national “Drive Sober or Get Pulled Over” campaign to prevent drugged and drunk driving. The national enforcement period begins on Friday and runs through Labor Day, Monday, September 3rd. Drivers can expect to see sobriety checkpoints during the campaign, Troopers will also be watching for distracted or impaired drivers, vehicle occupants who are not properly buckled up, and drivers that are violating the Move Over Law.

Broome County Executive Jason Garner announced today that the Broome County Landfill is waiving fees for storm debris for residents impacted by the flash flooding through August 29th. The waiver is for Broome County residents only, Storm debris from businesses and commercial entities will not be waived. New York State’s private sector job count rose by 7,900, or 0.1%, to 8,192,300, a new, all-time employment high, according to preliminary figures released today by the State Department of Labor. The statewide unemployment rate decreased from 4.5% to 4.3% in July, the lowest level since March 2007.

Delaware County was included in the Governor’s State of Emergency declaration earlier this week, following severe flash flooding throughout the Southern Tier. Governor Cuomo directed agencies specializing in disaster recovery and clean-up to the Finger Lakes and Southern Tier To assist counties after heavy rains and flash flooding that caused damage to roads, bridges, homes and other critical infrastructure. The National Guard has deployed 50 personnel and is staging an additional 150 personnel for deployment to assist local governments with debris removal and cleanup. Damage assessment teams specializing in engineering and structural assessments from the Department of Transportation will be operating in the Southern Tier and Finger Lakes to evaluate roads, bridges and other infrastructure for damage and safety concerns.

State Police & Delaware County Sheriff’s Deputies arrested 36 year old Christopher Pashley of Franklin & 23 year old Samantha Ryan of Walton, for allegedly taking property in the towns of Franklin, Unadilla and Sidney. Pashley was arrested for 2 counts of 3rd degree Burglary & 5 counts of Petty Larceny; Ryan was arrested for the Criminal Possession of Stolen Property and Falsifying Business Records. Pashley is accused of stealing items, while Ryan allegedly sold them to Otsego Auto Crushers. Pashley was arraigned in the town of Unadilla Court; he was remanded to the Otsego County Jail on $10,000 cash bail or $30,000 bond. Ryan was released on an appearance tickets returnable to the town of Davenport Court on August 28th.

State Police at Deposit arrested 22 year old Mark Rodriguez of Jersey City, New Jersey for Endangering the Welfare of a Child, Reckless Endangerment & Unlawful Fleeing a Police Officer in a Motor Vehicle. Rodriguez was arrested after he led troopers on a pursuit through several different jurisdictions, with 2 female occupants in the vehicle, including a 16-year-old. Fire fighters from several area companies responded to a structure fire at 89 Ford Avenue yesterday in Oneonta. Julian VanCourt-Wels pleaded guilty to 1st degree Assault, after he accepted a plea deal from the Otsego County District Attorney’s office, back in December; VanCourt-Wels stabbed his girlfriend in the face multiple times at their Maple Street apartment in Oneonta. Vancourt-Wels will serve 10 years in a State correctional facility as part of the plea bargain arrangement.

Delaware County Sheriff’s Deputies arrested 48 year old Roy Cullen of Arkville, on charges of felony aggravated unlicensed operation of a motor vehicle, DWI, unlicensed operator, and moving from lane unsafely following a report of car into a tree in the Town of Middletown. Governor Cuomo signed anti-hazing legislation to help keep students safe as they go back to school. The law prohibits certain physical contact or requiring physical activity in any organization’s initiating ceremony to prevent the deaths or serious injuries of students during fraternity pledging ceremonies. The legislation was prompted by the death of Michael Deng, a Baruch College student who died after suffering a massive head injury as a result of a hazing ritual in 2013.

Tobias Rundstrom-Wooding of Norwich received 20 years to life in prison for 2nd-degree murder and 1st-degree rape, in Chenango County Court Monday. Rundstrom-Wooding accepted a plea deal from the Chenango County District Attorney’s Office for the rape & murder of 11 year old Jacelyn O’Connor on July 30, 2017. James Brower will be tried for his role in the case at a later date.

A State of Emergency has been declared in the Town of Hancock due to an issue with the Bear Brook Dam, which is located on the old Village of Hancock reservoir. The dam was overtopped last Thursday during the severe rainstorm, causing extensive damage to the dam & the brook, the dam is not in imminent danger of failure. If evacuations become necessary, the residents below the dam will be notified. The State of Emergency was declared because the dam is located on private property and a State of Emergency allows local officials to gain access to the property & to mitigate the situation.

Delaware County Sheriff’s department arrested 2 Otsego County residents on drug charges Friday, following the execution of a search warrant on a vehicle in the Town of Sidney. Investigators arrested 30 year old Lisa Hayslip of Oneonta and 30 year old William Katalinas of Unadilla for Criminal Possession of a Controlled Substance. Hayslip and Katalinas are accused of possessing heroin with the intent to sell. Deputies seized heroin, Suboxone, drug packaging paraphernalia and approximately $200 cash. Hayslip and Katalinas were arraigned and were remanded to the Delaware County Jail on $100,000 cash bail pending action in the Town of Sidney Court Wednesday. Additional charges will be filed shortly.

DEC officials were on site all weekend near Hale Eddy, responding to the spill & clean-up of diesel fuel into the West Branch of the Delaware River, from last Thursday’s
New York Susquehanna & Western railroad derailment. A small culvert & the railroad bed washed out after recent flash flooding, 2 Locomotives derailed at that site, and
number of other cars derailed further back on the line, with a couple of cars entering the river. Most of the railroad cars have been removed & the clean-up &
investigation is continuing.

State Police arrested 23 year old Daniel Shelton of Unadilla for DWI after Troopers were dispatched by Delaware County 911 to a report of a vehicle in the median on Interstate 88. Troopers learned that Shelton was traveling in a westerly direction when he veered to the right, struck a guiderail then crossed back toward the median. Shelton was arrested & was released to a sober third party and will appear in the town of Sidney Court on August 23rd.

The Otsego County health Department reported that a raccoon in the town of Mt. Vision, tested positive for rabies last week. The raccoon attacked a dog on Wednesday, 1 person came in contact with the raccoon while attempted the save the dog. The dog was up to date on its rabies vaccinations, and required a booster that evening. The next rabies clinic in Otsego County will be Tuesday from 6:00 to 8:00 PM at Neahwa Park in Oneonta.

State Police arrested 41 year old John Fox of Greene for Criminal Possession of a Firearm and several counts of Criminal Possession of a Weapon, Harassment & Unlawful Possession of Marihuana. The arrest stems from a domestic dispute reported on Monday, where Fox is accused of possessing firearms that were not registered to him. Otsego County’s 21st Annual Household Hazardous Waste Days will be held on September 7th and 8th. Otsego County Residents can bring household hazardous waste, such as enamel paints, pesticides, antifreeze, batteries and more FREE of CHARGE for proper disposal. Last year 550 cars from an estimated 600 households brought various hazardous materials for disposal. NO REGISTRATION FOR HOUSEHOLD COLLECTION. Household collections will be held on Friday, September 7th at the Unadilla Town Barn from 8:00AM to 11:00 AM, and Saturday, September 8th at the Meadows Office Complex in Cooperstown from 8:00AM to 1:00PM.

State Police responded to a train derailment parallel to State Route 17 in Deposit early Thursday morning. The train was traveling in a westbound direction from New Jersey to Binghamton, heavy rainfall and flooding caused a small section of the NY Southern Railroad line to erode at a culvert overpass making the tracks impassible. The train was hauling 59 cars and 4 locomotives, 16 of them derailed, 2 of the locomotives were leaking diesel fuel into the west branch Delaware River tributary. All of the cargo remained intact and there was no danger to the public. As a precaution, four trailers and one single family residence were evacuated but the residents were told they could return. There were no injuries & Cleanup efforts continue.

State Police were dispatched to a one fatal accident on Old Route 17 in the town of Windsor. A 43 year old male resident from Windsor was operating a 2005 Dodge Caravan when he went off the roadway for an unknown reason. His vehicle struck several mailboxes, went through a lawn and over a creek landing in a wooded area. Neighbors heard the crash at approximately 10:30 pm Wednesday Night, but were not able to see what occurred, another resident contacted 911 Wednesday morning when they spotted the vehicle. When troopers arrived, the male was obviously deceased. The investigation continues.

Governor Cuomo today announced that $1.5 million is available for eligible school districts to support the growth of Farm-to-School programs across the State ahead of the upcoming school year. The program helps Kindergarten through Grade 12 schools to increase the volume and variety of locally grown and produced food on school menus, it also assists the agricultural economy, providing additional business to New York’s farmers. Grant funding of up to $100,000 per project will be awarded for Employing a local or regional farm to school coordinator; Training programs for food service staff; & money to expand kitchens & storage for farm products in the schools.

The City of Oneonta with its contractor, Cobleskill Stone, will be paving streets today & Saturday. The work will be performed between 7:00 AM & 5:00 PM on Oak Street, Spring Street, Grove Street (from Cliff Street to Spring Street) & Grove Street from Main Street to Academy Street. State Police reported that 2 train cars derailed near Hale Eddy in the town of Deposit at about 2:20 this morning. The engineers of the freight train were not injured, high river water washed away the rock & a culvert underneath the tracks, some diesel fuel entered the West Branch of the Delaware River, the DEC Hazmat team has responded. The 2 derailed cars are hovering over the river, but did not go into the river. The clean-up & the investigation are ongoing.

State Police at Binghamton arrested 45 year old Bobby Galusha of Harpursville for Criminal Trespass and Criminal Possession of a Controlled Substance. Troopers responded to the report of a couple in Windsor finding an unidentified man in their home. Galusha was arrested, he is accused of possessing suboxone at the time of the arrest, he was released on appearance tickets to the town of Windsor Court on August 15th.

Governor Cuomo today announced that he will propose legislation to further decouple New York State’s tax code from the federal code if President Trump moves forward with a plan for a $100 billion capital gains tax cut for the rich. The Governor also called on Congress to immediately block any attempt by President Trump to unilaterally cut taxes for the nation’s wealthiest 1% in violation of the Constitution. Governor Cuomo and Attorney General Underwood also filed a lawsuit to protect New York and its taxpayers from Washington’s drastic curtailment of the state and local tax deduction, which argues that the new SALT cap was enacted to target New York and similarly situated states & that it interferes with states’ rights to make their own fiscal decisions.

President Trump is scheduled to visit Fort Drum in Watertown on Monday, and is also expected to make a campaign stop in the Utica area for incumbent Congresswoman Claudia Tenney of the 22 District. Trump is expected to sign a $716 Billion dollar defense bill at Fort drum before the Tenney Campaign stop. Tenney faces a battle in November against Democratic Anthony Brinidisi.

State Police arrested 34 year old Darnell Ney of Port Crane for Criminal Contempt, after Troopers were dispatched to the town of Fenton, where a person with an order of protection against Ney was allegedly contacted by him from the Broome County Jail. Ney was arrested and arraigned in the town of Fenton Court and he was remanded to the Broome County Jail without bail.

Oneonta Police arrested 2 area men for allegedly stealing a van & bicycles 17 year old Michael Roman & 26 year old Benito Brito were charged with 3rd degree Burglary, 3rd degree grand larceny, plus criminal mischief; both were being held pending court action.

Deposit Town Supervisor Thomas Axtell has declared a State of Emergency for Town roads in Deposit due to excessive rainfall and flash flooding. Supervisor Axtell has requested no unnecessary travel on Town roads until further notice. Also, Deputy Town Supervisor Patrick O’Brien from the Town of Hancock has issued a Travel Advisory for all town roads in Hancock until further notice due to excessive rain and flash flooding. No unnecessary travel is requested.

The State Department of Health confirmed the presence of Eastern Equine Encephalitis Virus in mosquitoes in Onondaga and Oswego Counties. EEE is a rare, viral disease spread by mosquitoes that can affect people and horses, people over 50 and younger than 15 are at greatest risk for acquiring the virus. Most people bitten by an infected mosquito will not develop any symptoms, severe cases begin with the sudden onset of headache, high fever, chills and vomiting, approximately a third of patients who develop EEE die, while many patients who survive EEE experience neurologic impairment. There have been no human cases of EEE this year, there is no vaccine. Officials suggest keeping mosquitoes away, by eliminating standing water in yards& using Repellents that contain DEET, IR3535, or oil of lemon eucalyptus.

Delaware County Sheriff Deputies responded June 3rd to County Hwy 33 in the Town of Kortright for a report of a personal injury auto accident. The driver, 58 year old Dominick Forte of Harpersfield was transported by Life Net Helicopter to Albany Medical Center for treatment of his injuries. Deputies arrested Forte for Aggravated Unlicensed Operation, DWI, Aggravated DWI, Speed unreasonable and prudent, failure to keep right, no seat belt and unlicensed operator. Forte was released on his own recognizance and will appear in the Town of Kortright Court at a later date.
