Tomorrow is Primary Day in New York State, as voters in Political parties decide on their candidate to represent that party on election day in November. Among the key Primary races for Democrats, candidates will be chosen for Governor between incumbent Andrew Cuomo & Cynthia Nixon; there are 4 candidates running for Attorney General & in the 121st Assembly District, Democrats will chose between Dan Buttermann & incumbent Bill Magee. Republicans locally will be deciding their candidate in the 122 Assembly District between incumbent Cliff Crouch & Nicholas Libous & in the Otsego County Sheriff’s race Republican voters will decide between incumbent Richard Devlin Jr. & Robert Fernandez.

Otsego County held its 21st annual Hazardous Waste Collection Day this past weekend, with a Friday event in Unadilla & the Saturday event at the Meadows Office Complex in Cooperstown. Approximately 689 households participated, & this was the 9th year that pharmaceuticals and medications were collected free of charge, with an estimated 175 pounds collected for incineration. A team of local volunteers diverted latex paint from the waste stream and poured an estimated 270 gallons into bulk containers, which will be re-mixed by Golden Artist Colors of Chenango County for eventual re-distribution to local not-for-profit agencies.

Nearly a year after Hurricane Maria plowed through Puerto Rico, public health conditions are still poor and access to basic health care is limited. Maria was a Category 4 hurricane, a Hospital was destroyed, and chronically ill patients are still struggling to get the care they need. Waterborne and infectious diseases continue to rise, and the mental health crisis Puerto Rico faced before Maria has worsened. 4 representatives will be going to Puerto Rico later this month to assist, according to Nurse Anna Buell:

The Public Service Commission has given Spectrum another 30 day extension for filing their 60 day exit plan. The Commission took away its approval of the merger between Charter and Time Warner Cable in July, after they failed to adhere to the rules stipulated by the state upon the original approval of the merger.

28 year old Devan Ellsworth will have his case come up before a Chenango County grand Jury shortly. Ellsworth is accused of assaulting his 20-month-old daughter, who died the following day. He is charged with 2nd-degree assault and endangering the welfare of a child, Police & 1st Responders were called to Ellsworth’s apartment on Henry Street in Norwich & found the child with a head injury; she was taken to Upstate University Hospital in Syracuse, where she died. Additional charges are expected to be filed against Ellsworth following the release of the Autopsy that was conducted at Lourdes Hospital in Binghamton, Ellsworth is being held at the Chenango County Jail.

The newest Siena College poll shows Andrew Cuomo leading his primary challenger 63% to 22% the first poll released after last week’s contentious debate, and coming only 2 days before the Primary Vote on Thursday. Cuomo also maintains a large lead over likely Republican Candidate Marcus Molinaro.

Chenango County Sheriff’s department arrested 26 year old Mathew Schrann of Greene Thursday on an arrest warrant issued out of the Town of Greene Court for Menacing. Schrann is accused of menacing multiple victims with a rifle; he was arraigned in the Town of Greene Court and was released on his own recognizance.

Governor Cuomo announced today legislation has been signed to extend the period for workers and volunteers to file a Notice of Participation for lost wage and medical benefits as a result of their involvement in the recovery and clean-up operations after 9/11. Previously, the Governor signed legislation on September 11, 2016 to extend the period for individuals to register under the World Trade Center Disability Law through midnight tonight, the new bill extends the deadline until September 11, 2022.

Governor Cuomo today announced that flags on state government buildings will be flown at half-staff today in remembrance of the nearly 3,000 men, women and children who lost their lives in the 2001 terrorist attacks. Delaware County Sheriff’s Deputies arrested 43 year old Christopher Candanedo of Queens for False Personation, Aggravated Unlicensed Operation, and Unlawful Possession of Marihuana, after a traffic stop on County Highway 16 in the Town of Delhi. During the traffic stop Candanedo had given Deputy’s a false date of birth, which further investigation revealed that his driving privileges had been revoked. Candanedo was arraigned in the Town of Delhi Court where he was remanded to the Delaware County Correctional Facility on $1,000 cash/$2,000 secured bond.

Delaware County Sheriff’s Deputies arrested 38 year old Juan Acevedo of Delhi, Sunday for driving while ability impaired by drugs and unlawful possession of marihuana. Deputies allege that Acevedo was operating a motor vehicle in the Town of Delhi in an impaired condition at a high rate of speed. Acevedo was also issued multiple traffic summons for speeding, uninspected motor vehicle and failure to change address. Acevedo was issued an appearance ticket and is scheduled to appear at the Town of Delhi Court at a later date.

Legendary local canoeist Al Camp of Otego passed away at the age of 89, Camp was one of the originators of the New York Marathon Canoe racing Association, he won the 1969 General Clinton Canoe Regatta pro Race with Jim Root, and he was an original 700 mile club member & finishing 18 times. Camp also started Camp Paddles & Canoes and designed the original bent shaft wooden paddle; he also raced in Quebec, Michigan, and other races around the country & was inducted in 2013 into the General Clinton Canoe Regatta Hall Of Fame, and at that time, he told WCDO about the importance of family & friendship:

Rather than going on trial, 37 year old James Giacalone of Glen Aubrey pleaded guilty In Broome County Court today to attempted aggravated assault on a police officer. Giacalone hit a trooper with his vehicle in January after a chase through Binghamton’s South Side, The trooper shot Giacalone in the face. Giacalone accepted a plea deal that he had previously rejected; he will be sentenced to 12 years in prison upon sentencing in November.

Governor Cuomo directed the State DEC to come up with new regulations to phase out the use of hydrofluorocarbons, which is a group of potent greenhouse gas pollutants used in a wide variety of applications. The regulations would prohibit specific substances for use in new consumer products, including aerosol propellants, commercial and residential food refrigeration equipment, commercial air-conditioning equipment, light-duty vehicle air-conditioning and foam-blowing agents. The phase out, which would be implemented from 2020-2024, the DEC will be seeking input on this proposal prior to proceeding with a formal rulemaking, with the intent of finalizing a rule in 2019.

Toxic blooms of Algae have been reported in 81 lakes and ponds across New York state, according to the state DEC. The 17 new entries were added to the list in the past week, including in the Finger Lakes region. DEC Officials said that September is the peak season for blooms, most of which are harmless to humans; however certain types produce toxins that can kill dogs. 20 year old Michael Roque pleaded guilty Friday for the 2nd degree murder of Binghamton University student Joao (Joe-Ow) Souza. Roque fatally stabbed Souza in his Binghamton University dorm in April. Roque is scheduled to be sentenced on November 16.

State Police arrested 21 year old Christopher DeGrazio of Pelham, NY for DWI with a BAC of .15%. Troopers were dispatched to a vehicle that was disabled in town of Colchester, they found DeGrazio sleeping in the driver’s seat, blocking the road to Russell Brook Campground. DeGrazio was arrested and released on appearance tickets returnable to the town of Colchester Court. He was then turned over to a sober third party.

Fire Fighters responded to a call at A.O. Fox Hospital – Tri-Town Campus on Pearl Street in Sidney at approximately 1:00 PM Friday afternoon regarding smoke. The building was evacuated and it was later determined that a line supplying the cooling system had a crack in it and was spraying coolant into the Laboratory Department, which created a smoke-like reaction that led to an evacuation. No injuries were reported. All care services are back to operating normally.

State Police at Sidney arrested 56 year old James Watson of Guilford for Criminal Mischief, after Troopers were dispatched to a domestic dispute on State Route 8 in Guilford. Watson is accused of breaking the victim’s car window during the dispute, he was arraigned in the town of Guilford Court where he was remanded to the Chenango County Jail with no bail pending court action on September 11th, and an order of protection was also issued to the victim.

3 people were arrested in connection with a series of area burglaries.  State Police arrested 27 year old Steven Barrows of Sidney and 27 year old Zackery England of Sidney for Burglary and Conspiracy and 30 year old Nicole Bell of Oneonta for False Personation, Criminal Possession of a Controlled Substance, Criminal Possession of a Weapon and Unlawfully Possessing a Noxious Material & as a fugitive from justice from the state of Georgia. An investigation revealed that Barrows and England allegedly attempted to break into the property in Guilford, burglarized a seasonal home in Oxford and a seasonal garage in Guilford. Bell originally provided a false name during the arrest of all 3, she was found to be in possession of 2 bb guns, methamphetamine, heroin and brass knuckles. Barrows and England were arraigned in the town of Oxford Court where Barrows was remanded with no bail to the Chenango County Jail and England was remanded on $15,000 cash bail or $30,000 property bond. Bell was arraigned in the town of Unadilla Court and was remanded to the Otsego County Jail on no bail.  Additional charges are also expected.

State Police arrested 26 year old Zachary Thomas of Deposit for Grand Larceny and Criminal Possession of Stolen Property. A trooper was contacted by the administrator of an estate of a man who recently passed away. The administrator told the trooper a $5,000 tractor was stolen from the property, Thomas allegedly took the tractor and hid it behind a barn in Bainbridge. Thomas was arrested and arraigned in the town of Coventry Court where he was released on his own recognizance. His next appearance in court is September 26th.

Governor Cuomo today announced the ratification of a 6-year labor agreement between the state and United University Professions, the nation’s largest higher education union, representing more than 35,000 SUNY employees. The agreement won the approval of nearly 98 percent of union members, the agreement includes a 2% wage increases each year through 2021-2022 fiscal year, it’s the first labor union agreement with the state that includes Paid Family Leave benefits since the policy took effect on January 1st.

Chenango County Sheriff’s Deputies arrested 55 year old James Miles of Norwich for 3rd degree Assault, Criminal Possession of a Controlled Substance and Resisting Arrest. Miles is accused of subjecting the victim of a domestic dispute to physical injury and for resisting officers upon being placed in a marked patrol unit, he also was found to be possessing methamphetamines at the time of the arrest. Miles was arraigned in the Town of Norwich Court and was remanded to the Chenango County Jail on cash bail pending action in Town of Norwich Court.

Chenango County Sheriff’s department arrested 39 year old Zachariah Zwickel of Endicott on an active arrest warrant issued out of the Lackawanna County Sheriff’s Office in Pennsylvania. Zwickel was wanted as a fugitve from justice for escape, he was spotted in a car in the Town of Norwich. Zwickel was taken into custody without incident following a traffic stop and was arraigned & was remanded to the Chenango County Jail until extradition back to Lackawanna County.

Governor Cuomo today announced the distribution of $25.2 million dollars in federal funding through the Opioid State Targeted Response Grant, which will expand critical initiatives to combat the opioid crisis. In the second year New York State has been awarded this grant, nineteen additional counties have been selected to receive funding. Funding will be distributed to programs that offer prevention, treatment, and recovery services in high-need areas across the state to increase access to treatment, and reduce unmet need and overdose-related deaths. in the Southern Tier, the Addiction Center of Broome County will get $1,145,674

Sidney Superintendent of Public Works Mike Mercurio announced that the Main Street Railroad Crossing will remain closed longer than initially expected. Mercurio told WCDO News that Norfolk Southern Railroad Crews will have the intersection closed until early next week for repairs & maintenance.

Governor Cuomo announced New York will utilize the $127.7 million received from the 2016 Volkswagen settlement to increase the number of electric vehicles and other clean vehicles in the state. Covered vehicles include new buses, trucks, locomotives, ferries, tug boats, and cargo handling equipment, as well as the availability of electric vehicle charging equipment statewide. The state DEC, DOT, NYSERDA and others developed Clean Transportation NY, which is a plan to invest settlement resources to build on clean energy and fighting climate change.

State Police arrested 34 year old Zachary Hearn of Mooresville, North Carolina for Aggravated DWI with a Child 15 or Under As Passenger. Hearn was arrested after he was stopped at a sobriety checkpoint on State Highway 12 in Norwich. A 23-month old child was also in the vehicle. Hearn’s B.A.C was .19%, he was arraigned in the town of Norwich Court and released on his own recognizance. He was ordered to reappear on September 20th..

The Binghamton Rumble Ponies announced that they had their best season attendance at NYSEG stadium in 25 years, for the just concluded 2018 season. Binghamton welcomed an average of 3,553 fans per opening, they had 3 games ranked in their all-time top 20 best attended, including a franchise-record 7,488 at their game against the Trenton Thunder on July 20. 220,279 fans streamed through the NYSEG Stadium turnstiles through 62 home games. Otsego County Sheriff’s Department arrested 20 year old Christopher Robinson of the Town of Maryland, following allegations of an adult having sexual encounters with a juvenile. Robinson was charged with 2nd degree Rape & Criminal Sexual Act, for allegedly performing sexual acts with a female who was 14 & 15 years old at the time of the incidents in question. Robinson was arraigned in the Town of Worcester Court & is being held on $5,000 dollars cash bail or $10,000 bond at the Otsego County Jail.

Animal Adventure Park in Harpursville and the Wildlife Conservation Center of Virginia announced that Tajiri, the calf of April born before the whole world last year, will be transported to the Carolina Wildlife Conservation Park outside of Raleigh, North Carolina. Animal Adventure Park owner Jordan Patch stated that this move will allow Tajiri to play a vital role in the conservation and propagation initiatives that align with the facilities mission statements. Delaware County Sheriff’s Deputies arrested 55 year old Douglas Jones of Hamden, Friday for Endangering the Welfare of a Child. The arrest occurred following an investigation regarding a Facebook messenger conversation between Jones and a child under the age of 17, where Jones is accused of acting in a manner likely to be injurious to the child’s mental and moral well-being. Jones was arraigned & was released upon his own recognizance, and scheduled to appear before the Town of Davenport Court at a later date.

State Police arrested 41 year old Bobbi Falank of Sidney for Aggravated Driving While Intoxicated with a BAC of .22%. Troopers were dispatched to a report of an erratic driver on Woodland Road in Sidney who had driven through a lawn. Troopers caught up with the Falank, she was arrested and released on appearance tickets returnable to the town of Sidney Court on September 20th.

State Police arrested 49 year old Scott Ray of Afton for DWI, after Troopers on patrol observed the vehicle Ray was operating speeding and cross over the double yellow line while on County Road 39 in Afton. A traffic stop was initiated and troopers determined Ray was impaired, he was arrested and released on appearance tickets returnable to the town of Afton Court on September 17, 2018.

23-year-old Kevin Perry of Laurens pleaded guilty to 2 counts of 2nd degree murder in Otsego County court Friday. Perry pleaded guilty to killing his parents in their town of Laurens home in early December of last year. Perry will face sentencing on October 19th.

Delaware County Sheriff’s Deputies & the Downsville Fire Department and Emergency Squad responded to a 911 report of a motor vehicle accident Sunday Morning on County Highway 7; The Cat Hollow Road in the Town of Colchester. Upon arrival, first responders found the involved vehicle fully engulfed in flames. Following fire suppression, responders found that the vehicle’s driver was deceased, there were no other occupants. Investigators determined that 41 year old Anthony Driskell of Unadilla, lost control of his vehicle, left the roadway and struck a tree. The cause of this accident remains under investigation.

Delaware County Sheriff’s Deputies investigated a fatal motor vehicle accident on State Highway 10 in the Town of Walton Friday Night. 21 year old Aaron Tubbs of Treadwell was operating a bicycle on State Hwy 10, when he was fatally struck by a vehicle operated by 66 year old Michelle Mason of Hamden. Mason and her passenger were uninjured. The cause of the collision remains under investigation.

Governor Cuomo today announced that New York State Police are stepping up patrols to crack down on dangerous drivers as students return to school. The Governor urged motorists to watch for students as they walk or bike to school, follow posted speed limits, and stop and wait whenever a school bus is stopped with its red lights flashing and its “stop” sign extended. This is the latest step in a series of safety measures the Governor has recently taken to get the school year off to a safe start.In addition to stepping up enforcement efforts, the State Police will also be partnering with AAA for their “School’s Open – Drive Carefully” campaign.

State Comptroller Tom DiNapoli’s office announced that staff will attend community events around the state in September to help residents search for unclaimed funds. DiNapoli oversees more than 39 million unclaimed funds accounts valued at $15.5 billion until the money can be returned to its rightful owners. Unclaimed funds come from old bank accounts, utility deposits, uncashed checks, insurance claims, stocks and other sources that have been dormant for a number of years. Net farm income was already down by 50% before the trade wars began. The principle agreement announced last week with Mexico is a step in the right direction, but an agreement with Canada needs to be completed for an effective news NAFTA deal.

Governor Cuomo announced the release of the formal application for state matched funds through his County-Wide Shared Services Initiative. Governor Cuomo announced that $14.7 million has been awarded to implement water quality protection projects on 43 farms across the state. Delaware County Sheriff’s Deputies, Walton Village Police, New York State Police, & several local Emergency Squads responded Thursday to a head-on collision, with 5 victims and 1 entrapment, on County Highway 21 near the intersection of Russell Road in the Town of Walton. The Investigation by Sheriff’s Deputies determined that 42 year old Jeremy Shaw of Walton was driving a pickup truck when he crossed over the center line and struck a SUV head on driven by 43 year old Michael Franzese of Pearl River. Franzese was transported to Delaware Valley Hospital in Walton with head and facial injuries and was later transferred to UHS Wilson Hospital in Johnson City, 41 year old Diane Franzese, 12 year old Anthony Franzese and 10 year old Angelina Franzese were also transported to Delaware Valley Hospital in Walton, they suffered various injuries and were treated and released. Jeremy Shaw sustained injuries to his head and lower extremities, as well as possible internal injuries, and was airlifted to Albany Medical Center. The cause of this accident remains under investigation.

Governor Cuomo announced that teams from FEMA have begun Joint Public Assistance Preliminary Damage Assessments in 8 counties impacted by severe flooding in early August. The assessments will determine if the total amount of damage costs meets the $28.29 million requirement for federal aid, if so, a disaster declaration will be granted and FEMA funding would be available to support infrastructure repair. Broome, Chenango, & Delaware Counties are included locally. The heavy rain storms and resulting flooding caused significant damage to roads, bridges and other critical infrastructure. state & local officials believe that the total costs meet the federal threshold for a disaster declaration.

Delaware County Sheriff’s Deputies & the State DOT Safety Unit conducted a commercial vehicle safety check point at the intersection of State Highway 357 and County Highway 14 in the Town of Franklin. 6 commercial vehicles were stopped and examined, 4 were found to have violations significant enough to necessitate that they be taken out of service until their mechanical issues were fixed or negligence corrected, 5 traffic tickets were issued.

Governor Cuomo announced that lane closures for road and bridge construction projects on State highways will be suspended until Tuesday morning at 6:00 AM in order to accommodate travelers during the busy Labor Day weekend. Some work may continue behind permanent concrete barriers or for emergency repairs.
