State Police at Deposit are investigating a fatal industrial accident at the loading dock at the Courier Printing Corporation in Deposit. The deceased has been identified as 66 year old William Sethmann of Deposit, who was working as an independent contractor and handyman at Courier; he was located crushed underneath a hydraulic loading dock. The investigation revealed that Sethmann was working on the lift when it failed sometime between Monday afternoon and Wednesday morning. There are no signs of foul play.

19-year-old Alexander Wetzel was reported missing Tuesday, the SUNY Broome student was found by Binghamton Police Wednesday, SUNY Broome officials announced their condolences to Wetzel’s family on their website today. Grief Counselors are available for students & staff following the announcement of Wetzel’s death. Funeral arrangements have not yet been announced.

Fire Fighters from Several Area Companies responded to the report of 2 trailers on fire at the Sidney Unadilla Trailer Park at 754 State Route 7, near the State Police Troop C Headquarters today. State Police arrested 37 year old Gary Sullivan Jr. of Hancock for DWI, after a trooper was dispatched to a 1 car accident on State Route 17 in Kirkwood. The trooper located Sullivan’s vehicle on its side and Sullivan had with minor injuries. Sullivan was arrested & was released on appearance tickets to town of Kirkwood Court on October 16th.

Chenango County Sheriff’s Department investigated a robbery Tuesday Night on Royal Avenue in the Town of Norwich, after a male victim went to Chenango Memorial Hospital with missing teeth, head lacerations and additional trauma. The investigation revealed that the victim was lured to the Royal Avenue address by 19 year old Jade Orlando, who requested marihuana to be delivered to her, Brenden Gager, Hunter Speenburgh and Landon Cummings were hiding nearby, they allegedly assaulted and robbed the victim. All 4 were arrested & were charged with Robbery & Assault; they were arraigned and remanded to the Chenango County Correctional Facility. The City of Norwich Police Department assisted with the investigation. The investigation is ongoing and additional charges are expected.

Two men were arrested and 100 pounds of marijuana were seized after the Otsego County Sheriff’s Department raided elaborate growing operations in Morris and New Lisbon. 47 year old Christian Balmaceda of Morris and 49 year old Joseph Ali of New Lisbon were arrested, Balmaceda was charged with Criminal Possession of Marijuana, Unlawful Growing of Cannabis, and 3 counts of Endangering the Welfare of a Child, Ali was charged with Criminal Possession of Marijuana, Criminal Possession of a Weapon, Criminal Possession of a Controlled Substance & Unlawfully Growing of Cannabis, they were remanded to the Otsego County Jail pending future court action.

Brown sustained lacerations and was treated at Chenango Memorial Hospital, he was taken into custody and arraigned & was remanded to the Chenango County Jail on $1,000 cash bail or $2,000 bond and is to appear in the town of Pitcher Court on October 16th, an order of protection was issued to all 3 women.

Chenango County Sheriff’s Office arrested 52 year old Jason Babcock of Sidney for Criminal Possession of a Controlled Substance, Unlawful Possession of Marihuana, and several Vehicle and Traffic Law Violations. Babcock was charged after a traffic stop in the Town of Norwich, he was found to be in possession of approximately 6 grams of cocaine, marihuana, and an open container of alcohol. Babcock was arraigned in the Town of Norwich Court; he is scheduled to appear back in court at a later date.

state Police at Oneonta arrested 46 year old Tracy Neves of Otego for DWI & Criminal Possession of a Controlled Substance, Troopers initiated a traffic stop following the report of a driver acting suspiciously in the town of Oneonta, Neves was intoxicated and in possession of hydrocodone pills, he was arrested and arraigned in the town of Oneonta Court, he was released on his own recognizance and scheduled to reappear on October 18th.

Delaware County Sheriff’s Deputies arrested 18 year old Dana Bitter of Oyster Bay on 1 count of driving while ability impaired by drugs. Bitter is accused of operating a vehicle while impaired by drugs & that a passenger in Bitter’s vehicle was suffering from a drug induced overdose. The passenger was treated on scene and subsequently transported to Delaware Valley Hospital, Bitter was released on tickets returnable to Walton town court at a later date.

Sheriff’s Deputies and NYS DOT Inspectors conducted a commercial vehicle inspection on State Highway 10 in the Town of Hamden. 6 inspections were conducted, Deputies issued 15 summonses for various safety violations including defective brakes, unsafe tires, fuel leaks, uncovered load, inoperable lamps, steering gearbox loose from frame, insufficient warning devices, frame cracked, major oil leaks and a flat tire. 3 of the commercial vehicles were taken out of service.

The State DOT announced that a long-term winter traffic pattern on State Route 7 over Kelsey Brook in Afton will go into effect during this week. Traffic will be shifted from the westbound lane to the new portion of the bridge on the eastbound side over Kelsey Brook. Temporary traffic signals will control traffic.

The Federal Emergency Management Agency announced today that federal disaster assistance has been made available to New York to supplement state, and eligible tribal and local recovery efforts in the areas affected by severe storms and flooding on August 13th to August 15th. Federal funding is available to state, and eligible tribal and local governments, and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding in 7 area counties, including Broome, Chenango, & Delaware counties.

The latest Sienna Poll has Governor Cuomo ahead of Republican challenger Marcus Molinaro by a 50 to 28% margin, with Working Families Party candidate Cynthia Nixon at 10% and 3 other candidates with a combined support of 4% & 8% were still undecided. Governor Cuomo signed legislation passed by the Legislature this year, to allow pets to board any public transportation service in the event of a state of emergency and evacuation. The legislation expands existing law; it was changed after issues during Superstorm Sandy, where many pet owners refused to evacuate because they could not take their companion animals with them, which jeopardized the lives of the residents, their pets & emergency personnel attempting to evacuate them.

Governor Cuomo today announced that the Raise the Age law is now in effect, it removes 16-year-olds who have committed a criminal act from the adult criminal justice system and places them in age-appropriate settings. 16-year-olds who are arrested for non-violent offenses will have the same opportunities for diversion and community-based services as youth 15 and under. 16-year-olds charged with serious offenses will be processed as adolescent offenders in a Youth Part of criminal court and placed in specialized secure detention facilities for adolescents instead of adult jails.

Delaware County Sheriff’s Deputies arrested 32 year old Matthew Hubbard of Walton for Aggravated Unlicensed Operation of a Motor Vehicle, operating a motor vehicle while registration suspended, and other Vehicle and Traffic law violations. The arrest occurred during the course of an investigation into a disabled vehicle on State Highway 206 in the Village of Walton. Hubbard was released on traffic tickets, and is scheduled to appear at the Village of Walton Court at a later date to answer the charges.

The State DOT announced Friday that an agreement was reached with federal officials Friday, regarding the ongoing controversy over the “I Love New York” signs on State Highways. New York State will not lose $14 million in highway funding, but the signs must be removed under the threat that the federal funding could still be pulled.

State Police have arrested a 67-year-old Douglas Slater following a stabbing in the town of Conklin Sunday night. State Police responded to 663 Conklin Road to the report of a vicitm with a stab wound, and the fleeing of the suspect by car. Slater was spotted in a vehicle by Binghamton Police, he was charged with 1st Degree Assault & was remanded to the Broome County Jail without bail, the victim was transported to Wilson Memorial Hospital in Johnson City where he underwent surgery.

Delaware County Sheriff’s Deputies arrested 23-year-old Cheyenne Strong of Bainbridge on an arrest warrant issued by the Town of Davenport Court for Criminal Contempt. 69 year old Diane Wood of Sherburne has been identified as the person killed in a fire in Sherburne Wednesday. Area Firefighters fought the blaze at 605 Glanville Hill-Hardscrabble Road for about 6 hours, the house was fully engulfed by the time fire fighters arrived after a passerby called it in. the cause of the fire has not yet been determined & the investigation is continuing.

Chenango County Fire Investigators are trying to determine the cause of a fatal fire Wednesday night on Granville Road in the Town of Sherburne. The fire was reported at about 6:30 last Wednesday Night, one woman died in that fire, her name has not yet been released, the investigation is continuing.

Masland is described as 5’2, 100 pounds with brown hair and black eyes, she wears glasses and she has developmental disabilities and may be carrying a backpack. Governor Cuomo signed legislation passed by the Legislature, to protect barbershops, beauty shops and salon service providers against individuals who steal their services. The new law will make it a class A misdemeanor, for those who fail to pay for services provided by a barbershop, salon, or beauty shop. Under previous law, an individual who knowingly failed to pay for those services was not subject to criminal prosecution, leaving certain small business owners at risk of financial loss with little recourse.

Attorney General Barbara Underwood today announced an agreement with Uber to settle allegations it intentionally concealed a 2016 data breach in violation of state law. The settlement requires Uber to adopt a data breach notification and data security practices and a corporate integrity program for employees to report unethical behavior, and hire an independent third party to assess its data security practices. It also requires Uber to pay a record penalty of $148 million. The agreement followed a 2016 breach where hackers informed Uber that they had downloaded the personal information of 25 million riders and 7.7 million driver in the U.S., Uber ultimately paid the hackers $100,000 to conceal the breach.

With the award of the multi-million dollar Downtown Revitalization Improvement Grant, the City of Oneonta and SUNY Oneonta are collaborating to bring Artspace to Oneonta to conduct a feasibility study to regarding a possible implementation of a self-sustaining arts development project. Artspace is a nonprofit real estate developer specializing in creating, owning and operating affordable spaces for artists and creative businesses, a visit is scheduled for October 23-25, 2018, it will include site visits of potential project locations, meetings with stakeholders and local artists, and a meeting open to the public. Otsego County Chamber of Commerce President and CEO Barbara Ann Heegan has been chosen to participate in a program to develop plans to improve community health. Heegan is one of 10 chamber executives chosen nationwide by the Association of Chamber of Commerce Executives for the Healthy Communities program, Bassett Healthcare Network Dr. Henry Kurban & Heegan will colloborate on plans to promote mental health and prevention of substance abuse & chronic diseases.

The State Department of Transportation will hold a public open house meeting today at Afton Central School, from 5:30-7:00 pm to discuss 2 bridge replacements. The projects will replace the bridge carrying Route 41 over Cornell Creek in the town of Afton as well as the bridge carrying Route 41 over Wilkins Brook in the town of Coventry. The bridges will likely be replaced during separate construction seasons in 2020 and 2021. More information about the project is available at 721-8167.

The Norwich Blood drive will be held at the Guernsey Memorial Library from 10:00 AM to 3:00 PM, the Oneonta Blood Drive will be held from 2:00 to 6:00 PM at the American Legion Post 259, 279 Chestnut Street. State Comptroller Tom DiNapoli announced the release of his report, outlining municipalities in various stages of Fiscal Stress. Locally, the worst ranking was Broome County, which topped the list of “Susceptible to Fiscal Stress”, which was the 3rd level of fiscal Stress identified by DiNapoli’s office. The State Department of Labor today released preliminary local area unemployment rates for August 2018. The State’s seasonally adjusted unemployment rate decreased from 4.3% to 4.2% in August 2018. Locally, Chenango County had 3.8% unemployment, Delaware county registered 4.2% & Otsego County 3.9% in August.

Today is National Voter Registration Day, which is celebrated on the second Tuesday of September, to remind those of legal voting age to make sure that they don’t miss registration deadlines. Those who want to vote in the November elections must register to vote in person at your County Board of Elections by October 12th, if you are registering by mail, the application must be postmarked by October 12th and must be received by the Board of Elections by October 17th. Address changes must be made by October 17th.

Former Focus Otsego operators Joseph Zupnik and Daniel Herman pleaded guilty recently to endangering the welfare of an incompetent or physically disabled person, in connection with an incident in which a 94-year-old resident in the facility was left in a recliner for almost 2 straight days. Zupnik & Herman were ordered to pay a fine of $5,000, the maximum fine for that charge. Zupnik & Herman are no longer associated with the facility, which is under new ownership, and is doing business as “Centers Home Health Care”

Governor Cuomo signed legislation to prohibit the leasing of companion animals in New York. The practice has resulted in balloon payments and predatory interest rates that lower income pet owners cannot afford, the pets were repossessed, traumatizing both owners and their pets. The amended law will prohibit the use of a dog or a cat as security for payments in contracts and financing agreements with pet dealers. The bills passed both houses of the legislature earlier this year.

Governor Cuomo signed legislation that adds acute pain management to the list of conditions for which medical marijuana can be recommended as an alternative to opioid use. The bill will also allow for substance use disorder treatment providers to recommend medical marijuana to help patients manage underlying pain that contributes to the abuse of substances such as opioids. In order to recommend medical marijuana for pain management, a registered practitioner must determine that the patient’s pain degrades health and functional capability, along with certain other requirements.

The Chenango County Department of Health and Area Agency on Aging will be hosting their annual Senior Flu Vaccination Clinic for adults age 60 and over Today, from 9:30 to 11:30 AM at the Norwich Family YMCA. The Chenango County Health Department will administer flu shots, and are available to discuss programs and services. The Norwich Police Department will be doing a drug take back where they will collect any old or unused prescription medications for proper disposal. more information call the Chenango County Health Department at 337-1660.
